The City of Cape Town is inviting residents and stakeholders to help refine the draft Local Spatial Development Framework (LSDF) for the Big Bay area, a community-driven plan that will help shape the neighbourhood’s future The framework includes West Beach and Erf 1117, the large parcel of land owned by the National Department of Public Works.
TygerBurger recently reported on the issue of Erf 1117, which remains a focal point for local discussion due to uncertainty around its future use and environmental sensitivities The City has now confirmed that there is no active development application for the site, but proposals in the LSDF outline possible approaches should development be considered in future

Mohamed said it's a powerful reminder that accessibility matters, and that voices expressed through South African Sign Language (SASL) are "finally being seen and valued".

The Southern African Foundation for the Conservation of Coastal Birds (Sanccob) confirmed that the first African Penguin has tested positive for high pathogenicity avian influenza (HPAI), marking a serious new development in the ongoing outbreak among Western Cape seabirds
In August almost 1 000 seabirds have now been confirmed with HPAI, and the spread remains deeply concerning TygerBurger previously reported that since early July, a new outbreak of HPAI has been confirmed in wild seabirds across the province the first wild-bird detections since April 2024
Infected birds often display neurological signs, such as tremors, head twitches, and seizures
While HPAI occasionally infects mammals and humans, experts emphasise that the risk to the public remains very low when basic safety precautions are followed

Sanccob confirmed that its teams are working “diligently and cautiously” to ensure that all seabirds entering rehabilitation facilities are tested and cleared before admission
“Our highest priority is keeping our seabird hospitals infection-free and ensuring every case is accurately recorded,” said Sanccob spokesperson Dr Katta Ludynia in a statement

Butler property tree felling sparks debate over City spending

Two Grade 6 learners from Elkanah House, Alexander du Plessis and Henri Goossens, spent a morning last week giving back while learning valuable life skills at Down with Dough Bakery in Bellville.
The visit formed part of their school’s REACH project, which encourages learners to engage in social outreach initiatives
The boys joined the team at Down with Dough and experienced a day in the life of a baker
From weighing and measuring to cleaning, baking, and packaging, the learners got hands-on exposure to both the technical and social aspects of running a bakery
“It was really an eye-opening morning,” said Dani du Plessis, mom of Alexander “The boys had such a fun time and we’ll be returning in the December school holidays to assist again It’s wonderful to support a programme that gives so much meaning to young adults’ lives ”
BACKGROUND
Founded in 2019 by Lynne Rutherford, a mother looking for opportunities for her son Joshua after leaving special needs schooling, Down with Dough empowers

The bakery bridges the gap between school and formal employment by teaching skills such as time management, socialisation, and practical bakery tasks
All workers at the bakery are paid for their efforts, reinforcing the principle that compensation is tied to effort
Beyond baking daily goodies from bread to brownies the bakery also generates income through fundraising initiatives, the next of which is a golf day on 31 October
Situated at the Alta du Toit Centre in Bellville, Down with Dough operates as a non-profit organisation (NPO), aiming to equip young adults with the confidence and skills needed to thrive in the workplace
“Lynne is such an inspiring lady,” Dani added
“It’s amazing to see what she has built for Joshua and other young adults This bakery is really changing lives, and I hope the community will support them whenever they can ”
