Cape Town’s final budgetof the current mayoral term was adopted on Monday amid sharp divisions in Council, with Mayor Geordin Hill-Lewis hailing five years of infrastructure investment as aturning point forthe City while opposition parties condemned the increases as unaffordable.

Hill-Lewis describedthe R87.8 billion budget as adefining moment, arguingthat Cape Town hadchanged trajectory after years of infrastructure strain.But oppositioncouncillors painted astarkly different picture, oneofrising electricity, water andsanitation costs outpacing inflation, missed housing targets, and findings flagged by the Auditor General

The budget, already revised followingacourt ruling that found theCity’s method of calculatingfixedcharges unlawful, passeddespite unanimous rejection from opposition benches,where speakers warned that ordinary

residents, pensioners and the poor would bear the greatest burden of the increases.

Learnersunite totakeastand againstbullying

Morethan 200 learnersfrom20 primaryschools across theMetro EastEducationDistrict(MEED) cametogether at Irista Primary School in Kuils River on Wednesday 24 June to take astand against bullyingaspart of the “Be the Change Crew —Kindness is our Power”anti-bullying learner empowerment campaign.

Theinitiative,organised by MEED’s school social work component of the provincial education department (WCED), broughttogether grade 6and 7learners for an interactive morning focused on promoting kindness, respect, inclusion and positive leadership.

Thecampaign responded to the growing concern around bullying in schools by equipping learners with practical skills to recognise bullying, supporttheir peers and seek help when needed. Rather than remaining bystanders, learners were encouragedtobecome “upstanders” who actively contribute to creating safer and morecaringschool communities.

The morning’s keynote session was facilitated by Jonathan Mouersfrom Back2Basics, who captivated learners through music,dance,storytelling and interactive activities while working through thespecially designed “Be the Change Crew” learner workbook.

Learners alsoheard from Childline Western Cape, Kuils River police and thedepartmentofsocial development, whohighlightedtopics including body safety, child abuse awareness, the legal implications of bullying and support

“Bullying affects not only the learner being targeted, but the entire school community. Ouraim was to empower learners with the knowledge, confidence and practical skills to become ambassadors of kindness and positive change in theirschools,”said Melinda Wiese, one of the school social workersat MEED.

“The campaign forms part of MEED’s continued commitment to learner wellbeing, child protection and creating safe, supportive learning environments where every learner feels valued and respected.”

Referring to theCity’s 2024/25 reported audit outcome,and the City’s failure to achieve aclean audit, Cheslyn Steenberg from the Patriotic Alliance (PA) said, “We cannot, in good conscience, support a budgetthatasks people to paymore when money are being mismanaged.”

The City received an unqualified audit with findings, mainly linkedto procurement issues.

Delmaine Cottee of the ANChighlighted theimpact of the electricity increases, notingthatresidents currently pay R100 for25units, on top of fixed charges. After theincreases take effect, that same R100 will only yield 22 units. Cottee added that 70% of pensioners’ income is already consumedbyelectricity costs, and that thenewly introducedwater and sewage chargescompound the hardship further.

“Thepoor are getting poorer,”hesaid.

Sandra Dicksonfrom the GOOD Party noted that all the proposed electricity, waterand sanitation andrefuse increases areabove theCity’s own CPIassumption of 3.4%. She alsonoted the following to illustrate what sheviews as ablatant disregard for large sums of money.

“The current-year forecast for free basic services in informal settlements is R1.393 billion. For 2026/27 it rises to R3.404 billion, an increase of R2.011 billion, or 144%. And of that new calculation R1.6 billion is simply described in the budget as ‘Other’”.

Referring to several projects, Dickson argued that the City is missing itsown targets on housing and wastewater,and instead of fixing the problems, it is quietly lowering the targets. At the same time, it is asking residentstopay more.

The Western Cape EducationDepartment has expanded its holiday security supportfrom 424 schools lastwinter to 453 high-risk schools ahead of the 2026 June-July holidays, allocating R11,99 million for holiday securityinthe 2026/27 financialyear.

While communities have an important role to play in protecting schools during theJune holidays, theDAhas called on thepolice to intensify visible policing around educational facilities and to strengthenefforts to combat criminal elementstargeting places of learning.

“Every school that is vandalised represents adirect attack on achild’s

future. We urge communities to remain vigilant and immediately report suspicious activity to the police or the Safe Schools Hotline on 0800 45 46 47. A watchful community can defeat even the most determined criminals,” saidPeter Johnson, DA provincial spokesperson on education.

Johnson added that he would be writing to the office of the provincial commissioner to obtain aclear understanding of what plans the police has in place to protect schools during the June holidays.

“As places of learning increasingly become targets for vandalism and theft, visible policing and proactive interventions are essential. Communities and schools cannot fight thisbattle alone, and the police must play itsfull role in safeguarding our children’s futures. Criminals and vandals must be caught and successfully prosecuted to ensure the safetyofour schools,”hesaid.

Whilethe righttoprotest is afundamental part of ademocratic society, it is important that these demonstrationsremain peaceful,lawful, and constructive.

In recent weeks, severalprotests have drawnpublic attention, particularlyinareas such as Parklands, Claremont, and SeaPoint. Thesegatheringshave sparkedstrong debatewithin communities, with some residents expressing concern about the messagingbehind certainmovements, while others feel that protest action is the onlyway to have their voices heard.

What is becoming increasingly clearisthatmanyof thesedemonstrations arerooted in deeper socio-economic frustrations. Rising electricitytariffs, transport costs, housing shortages, andunemployment continue to placepressure on households already struggling to makeends meet
