CPUT scraps controversial recovery plan

TARRYN-LEIGH SOLOMONS he Cape Peninsula University of Technology (CPUT) has unconditionally withdrawn its controversial Draft 2027 Financial Recovery Plan following weeks of student protests and disruptions. The decision was taken during a special meeting of the CPUT Council on Saturday 29 August. The plan had been at the centre of the dispute between students and the university and included proposed upfront payments for registration and accommodation in 2027. CPUT spokesperson Lauren Kansley confirmed that Council had withdrawn the plan. “The CPUT council has sat for a special meeting on Saturday, which lasted for many hours. The outcomes of the meeting were communicated to staff and students,” Kansley said. “One of the important outcomes was the withdrawal of the Financial Recovery Plan. This was a decision that was taken by our council and not management.”

Students previously told TygerBurger that the proposed R7 000 upfront payment for students requiring accommodation would place further pressure on families already battling to cover university costs. One Bellville campus student, who asked not to be named, said at the time that students were particularly concerned about the proposed upfront payment and a requirement linked to outstanding debt. Another student told TygerBurger that the shutdown had left students uncertain about their studies as classes were suspended and some did not know when they would be able to return to campus. Die Bomb Squad-idee het in die Springbok-afrigter, Rassie Erasmus-era, pos gevat met al ses voorspelerplaasvervangers wat gelyktydig op die veld gestuur word. Die idee spruit daaruit dat die Bomb Squad enige foute op die veld ongedaan moet gaan maak en sedert die 2019-wêreldbekertoernooi was dit so suksesvol dat ander spanne dit selfs begin nadoen het. New road safety strategy approved

DESIRÉE RORKE Cape Town’s City Council has approved an updated road safety strategy following a public participation process, placing particular focus on pedestrians, cyclists, scholars and public transport users. The strategy directs the City’s efforts towards making Cape Town’s 10 400 km road network safer and reducing accidents and loss of life. Drafted in April, the strategy that reflects current conditions and emerging road safety challenges was open for comment in May to June. The main change is a broader focus on preventing deaths and serious injuries for all road users, rather than treating road safety primarily as a traffic-enforcement issue. The strategy specifically highlights pedestrians and other non-motorised users, including people walking and cycling. It is being backed by practical infrastructure programmes such as plans to invest in pedestrian and cycling facilities, universally accessible sidewalks, road maintenance and traffic-calming measures. ACADEMIC RECORDS TO BE RELEASED Council also approved the release of academic transcripts and certificates to students whose debt relates to the National Student Financial Aid Scheme (NSFAS) accommodation cap. Academic records were among the issues raised during the dispute. The Central Student Representative Council (SRC) had also called for an investigation into the university's finances. The latest Council decision follows an earlier move to withdraw the draft financial plan for further consultation. Student representatives, however, continued to demand that the plan be withdrawn unconditionally. CLASSES REMAIN SUSPENDED Despite the latest decision, CPUT had not announced a date for the resumption of its academic programme by Monday 31 August.

Enforcement is also getting tougher, with the City’s amended traffic by-law that was gazetted in July.

Academic activities were suspended after protests escalated and the Old Education Building at the Bellville campus was set alight on Monday 17 August. The university subsequently closed its campuses and instructed students to leave residences as part of efforts to de-escalate the situation. CPUT is also working on a plan to recover academic time lost during the shutdown. WEEKS OF DISRUPTION The dispute began earlier in August over the proposed financial recovery plan and a number of other student grievances. Protests took place at several CPUT campuses before escalating into violence and damage to university property. Higher Education and Training Minister Buti Manamela subsequently directed a departmental team to facilitate talks between CPUT management, Council and student leadership. Although the withdrawal of the financial recovery plan addresses one of the main demands behind the protests, questions remain over when students will return to campuses and residences and how CPUT will recover the academic time lost during the shutdown.

Hill-Lewis renews call to Cachalia to engage

ape Town mayor Geordin Hill-Lewis says Acting Police Minister Firoz Cachalia has yet to fulfil his constitutional obligation to engage with the City on powers for Metro Police to investigate gang, gun and drug crime, despite recently stating he has an “open mind” on the matter. Hill-Lewis lodged an intergovernmental dispute on 29 July, legally obliging the Acting Minister and the City to “promptly” convene a meeting to chart a mediation process under Section 42 of the Intergovernmental Framework Relations Act. ‘MONTH OF SILENCE’ “It has been a month of silence despite Minister Cachalia’s constitutional obligations to engage us promptly on our intergovernmental dispute,” HillLewis said. “Investigative powers for Metro Police are urgent for the sake of communities living in daily fear of gang, gun and drug crime.” He said the South African Police Service (SAPS) was under severe pressure and needed the help of Metro Police to gain more convictions. “I have now written again to propose new dates for an initial online meeting and we await the Minister’s urgent response,” said Hill-Lewis. REQUEST FOR BILL AMENDMENT The City is asking Cachalia to amend his SAPS Act Amendment Bill, currently before parliament, to expand metro

policing powers. “Our goal is to gain the Minister’s agreement to amend his Bill currently before parliament. This is a simple practical way to expand metro policing powers. The time has come to ‘catch and convict’, which our officers stand ready to do in support of SAPS and the National Prosecuting Authority (NPA),” Hill-Lewis said.

‘OPEN MIND’ Cachalia told the Police Portfolio Committee he had an “open mind” on investigative powers for Metro Police but that “cross party consensus” was required. “The Minister stated that it is necessary to ‘build a cross party consensus’ on the matter. It is not clear what he means. He is the Minister. All that is needed is for him to show leadership and amend the SAPS Act Amendment Bill he has tabled in parliament,” Hill-Lewis said. The mayor noted Section 205 of the Constitution says the SAPS Act must establish a framework for policing powers and functions to be discharged by a police service in the local government sphere “where this is appropriate”. “We have demonstrated, over and over, that it is indeed appropriate here in Cape Town, that our Metro Police are prepared, resourced and ready to take on investigations for specific crimes,” he said. He said the City was already helping police through its Safety and Security Investigation Unit (SSIU) and information management department (SSIMS). “Our communities are bleeding and if we can stop the flow of illegal firearms, we can significantly decrease violent crime. The ‘catch and release’ status quo must end,” Smith said.

Alleged drug dealer arrested A 37-year-old foreign national appeared in the Kuils River Magistrates’ Court after police had arrested him for dealing in drugs on Wednesday 26 August. According to a statement from provincial police officers of Operation Shanela II received intelligence about a drug-dealing suspect residing at Die Stalle in Kuils River. The man was stopped on the road and, during a vehicle search, police found one packet of crystal meth. The suspect then led the team to his apartment at Die Stalle complex, situated on the corner of Gebhardt and Oswald streets, where approximately 1 000 Mandrax tablets, seven cellphones, an undisclosed amount of cash and more crystal meth were recovered. Two weight scales and a money-counting machine were also confiscated.

Waterblommetjie Festival returns

he Waterblommetjie Festival returns for its 16th edition on Saturday 5 September, with Windmeul Kelder, Rhebokskloof Estate and Domaine Brahms outside Paarl teaming up to celebrate the indigenous delicacy. Festivities start at 08:00 at all three venues, which are located within a few kilometres of each other. Windmeul Kelder is the original home of the festival and will also host its farmers’ market on the day, with local vendors offering fresh, local and seasonal produce. A farmers’ breakfast will be available. Fitness fans can enter the Run the Vine trail run with distances of 5km, 10km and 17km through the vineyards. Entries can be made at entries.onsite-events.co.za. A free waterblommetjiebredie and wine pairing will be offered between 10:00 and 12:00. A potjiekos competition and live music will also feature. Authentic waterblommetjie dishes will be served, with seating available inside the working cellar or outside on a first come, first served basis. Windmeul wines, including their award-winning Chenin Blanc, will be available for purchase. A designated children’s area will feature a jumping castle, face painting and balloon twisting. FROM TAPAS TO HIGH TEA Rhebokskloof will offer a tapas and wine pairing, with five tasting portions paired with five Rhebokskloof wines. Pre-booking is essential. The restaurant will serve waterblommetjie-inspired dishes, including a boerewors and waterblommetjie paella and a waterblommetjie twist on a traditional three-bean salad. Free access to selected SanParks’ protected areas

The 21st annual South African National Parks (SANParks) Week will be from 7 to 13 September. The initiative provides South African day visitors with free access to participating national parks during the designated week. The campaign opens the gates of participating national parks to South African day visitors at no charge, creating an opportunity for families, communities, schools, nature lovers and ﬁrst-time visitors to experience some of the country's most spec-

tacular protected areas. However, Kruger National Park, West Coast National Park and Augrabies Falls National Park will offer free access from Monday 7 to Friday 11 September only, excluding the weekend. In 2025 alone, more than 105 000 visitors took advantage of the free-access initiative, SANParks says. Teacher excellence honoured

Provincial Education Minister Jaco Londt told nominees that the strength of public services lay not in policies or plans but in people. “It lies in you, those who are dedicated to making a real difference.” He said the awards recognised a calling rather than only lesson plans or matric results, celebrating teachers who arrive early to prepare extra reading lessons, Grade R teachers who create safe spaces, maths teachers who refuse to let learners believe they cannot do maths and principals who lead with compassion. NATURAL SCIENCES Moodley is described as a dedicated and innovative natural-sciences teacher with more than 20 years’ experience who creates an inclusive, learner-centred classroom where every learner is valued, challenged and empowered to achieve. Her teaching is strongly inquiry-based and practical, the motivation states, integrating digital literacy, critical thinking, creativity, collaboration and problem-solving. Through science, technology, engineering, arts, mathematics, agriculture and coding initiatives she exposes learners to emerging technologies and sciencerelated career paths, enabling them to compete in local and national events while connecting scientific concepts to realworld challenges. ‘Truth’ photo festival double in size T

he second Cape Town Photography Festival, taking place from Wednesday 2 to Saturday 26 September, will feature 40 exhibitions and more than 160 photographers across the city. New venues include the Castle of Good Hope and Company’s Garden.

PHOTOGRAPHY FESTIVAL WILL FEATURE 40 EXHIBITIONS AT VARIOUS VENUES ACROSS THE CITY Now twice the size of its inaugural edition, the festival explores the theme of “Truth”. Festival director Heidi Erdmann said the theme reflects a moment in which both photography and truth are increasingly contested. “Photography has traditionally carried a certain authority as a record of what was in front of the camera, but today images can be easily manipulated, recontextualised and weaponised,” she said. “I chose ‘Truth’ because both truth and photography feel under pressure. The festival is not a search for certainty, but an exploration of how truths are produced, challenged, and resisted.” The response from photographers had been remarkably diverse. “The programme demonstrates just how many ways there are of engaging with the idea of truth,” said Erdmann. PROGRAMME HIGHLIGHTS Following market research conducted after last year’s festival, the public programme has been reshaped in response to audience feedback. “We’ve moved away from an emphasis on formal talks towards more opportunities for people to engage with photography and photographers through conversations, workshops, a masterclass, demonstrations, a film screening and guided walks across the city,” Erdmann said. The International Student Photography Exhibition, now four times larger than last year, will showcase the next generation of photographic voices across three venues. “If the festival is to have a future, we

need to invest in those who will shape it,” Erdmann added. Programme highlights include “Cape Rhythm: Goema, Klopse and Memory in the Company’s Garden”, an outdoor exhibition exploring the relationship between photographs, the city and its history; two exhibitions from Reunion Island; and workshops by PICHA Stock from Nairobi, Kenya, an African platform for photography and visual storytelling. Exhibitions at the Central Library will bring photography into an accessible public institution. TRUTH AND REPRESENTATION Erdmann said photography’s traditional role as evidence had fundamentally changed. “We can no longer automatically assume that because something is photographic, it is necessarily evidence of something that happened in front of a camera,” she said. She noted a strong return to analogue photography among festival submissions. “Film doesn’t make an image inherently truthful, but its physicality, the negative, contact with the material and trace of light, offers a different relationship to image-making.” The question of who has the authority to tell a story is particularly significant in an African context, Erdmann said. “The continent has so often been photographed through an external gaze, and African photographers are increasingly reclaiming the right to represent their own histories, communities, and realities.” I Witnessed This, presented at the

Desmond and Leah Tutu Foundation and curated by Pippa Hetherington, brings together photographic voices from across the continent. The festival is also contributing to conversations around a national music photography archive, an initiative that grew from concerns about preserving South Africa’s photographic record of its musical heritage. “We have an extraordinary visual archive of our musical heritage, yet much of it remains scattered across private collections, personal archives and the studios and homes of the photographers who created it,” Erdmann said. “I’d like visitors to encounter an image that makes them stop, question something they thought they understood, or see their own world in a new way.” Visit www.capetownphotofest.co.za for the full programme.

SLICE OF LIFE

A new season can be the perfect time for a personal reset Today, Spring day, is the start of days become longer as we enter the final stretch of the year. For many of us, it is a reminder that another year is moving in quickly and that perhaps some of the things we promised ourselves in January have not happened. But perhaps September is a better time to take stock than January ever was. We often treat the beginning of a new year as our only opportunity to change. We make resolutions, set goals and convince ourselves that we will become different versions of ourselves from 1 January. Yet life does not wait for January. Life changes in the middle of the year, in the middle of a career and sometimes in the middle of plans we were certain would work out. A job disappears. An application is rejected. A relationship ends. Money becomes tight. A business fails. A qualification takes us somewhere we did not expect to go. We discover that the career we worked so hard to build no longer makes us happy. Sometimes the uncertainty is external. Sometimes it is internal. You simply wake up one day and realise that the person you have become is no longer comfortable with the life you are living. That is where reinvention comes in. Reinventing yourself does not necessarily mean throwing your entire life away and starting from scratch. Sometimes it means repositioning yourself. It means asking: Where am I now? Where do I want to go? What do I need to change to get there? The qualification that once seemed like the key

LIFE DOES NOT WAIT FOR JANUARY to a particular career may no longer be enough. But experience matters. So does adaptability. Perhaps you do not need to start over. Perhaps you need to present yourself differently. Update your CV. Learn the skill you have been putting off. Build a portfolio. Apply for the position you keep telling yourself you are not qualified for. Speak to someone working in the field you want to enter. Take the course. Start the side project. Position yourself for the opportunity before it arrives. Too often, we wait until we are forced or desperately need change before preparing for it. There is also something else that holds many of us back: age. We have created timelines for our lives as though everyone receives the same instruction manual. By 25, you should know what you want. By 30, you should have a successful career. By 35, you should own a home. By 40, you should have everything figured out. But I've lived long enough to see life does not work that way. Some people find their calling at 22. Others at 42. Some build successful careers and later realise they want something completely different. Others have to start again because circumstances leave them with no choice. There is no expiry date on ambition. We should also be honest about what reinvention can do. It cannot protect us from uncertainty. You can make sensible plans and still lose your job. You can work hard and still be overlooked. You can prepare carefully and still have life disrupt your plans. Reinvention is not pretending that these things do not hurt. It is refusing to believe that a setback has to become your identity. Perhaps that is what makes a new season such a useful metaphor. Spring does not ask whether winter was successful. It simply arrives. We should give ourselves the same permission. If the career you chose no longer fits, you can reconsider it. If your goals have changed, you can change them. If the version of yourself you created years ago no longer reflects who you are, you can let it go. You do not need to have the next five years figured out. You need to know what you are willing to do next. So perhaps the question is not whether you have achieved everything you wanted this year. Perhaps it is: Are you positioning yourself for the life you want next? There are still months left in the year. More importantly, there is still time. Life will continue to change whether we are ready for it or not. We may not be able to control what comes next, but we can decide whether we remain stuck in what no longer serves us. Sometimes reinvention is not about becoming someone new. It is about becoming ready for who you are still capable of becoming. And there is no better time to begin than now. — NAMHLA MONAKALI

When did our roads become a battleground? There is something deeply troubling about the way some motorists treat pedestrians and cyclists, as though owning a vehicle automatically gives them ownership of the road. I was reminded of this recently while jogging. At an intersection, I proceeded without seeing an approaching vehicle. Suddenly, a motorist came speeding towards me. By the time I was in the middle of the intersection, the driver’s irritation was unmistakable. For a moment, it felt as though my presence on the road was an inconvenience that did not deserve consideration. I was fortunate. Someone else may not be. We need to talk about our road culture. Our municipal spaces are increasingly designed for shared use. Roads are not private property belonging to motorists. They are public spaces used by pedestri-

ans, cyclists, runners, public transport users and motorists. Yet some drivers behave as though pedestrians are trespassers who must immediately surrender every inch of asphalt. That attitude is dangerous. A motor vehicle can kill in seconds. A pedestrian has little more than their body between themselves and that machine. With such an imbalance, drivers should exercise more caution, not more impatience. Yes, pedestrians and cyclists have responsibilities. We must remain alert, obey the rules and exercise good judgement. But road safety cannot become a competition to establish who is “more entitled” to be there. A few seconds saved are never worth a life lost. To motorists, my message is simple: slow down. Look again. Give pedestrians space. Approach intersec-

tions with caution. And, above all, remember that the person in your path is a human being, not an obstacle delaying your journey. We cannot continue building a road culture based on intimidation, impatience and the dangerous assumption that the strongest road user has the greatest right. That is not road safety. It is survival of the ﬁttest. Surely, in a society that claims to value human life, we can demand better. The next time you become irritated because a pedestrian is crossing, a cyclist is ahead of you or a runner is sharing the road, take your foot off the accelerator and take a breath. response is A practical solution for Cape Static disingenuous Town’s homelessness crisis I read with great interest Kaylynne Bantom’s article, “People on the streets are also human”, published on 26 August. I agree wholeheartedly, but I believe we must take the conversation further. Having spent most of my working life in education, I have seen thousands of people develop the knowledge and skills necessary to earn a living and support their families. We did not judge them by background, ability or circumstance. We saw human beings with potential. So why can we not apply the same principle to homelessness? I propose that the City consider a comprehensive homelessness recovery and skills programme. People living on the streets should be offered safe accommodation and a genuine pathway back into society. The process could be straightforward. Treat every person with respect and compassion, while assessing their individual circumstances, abilities and needs. Provide safe accommodation, three nutritious meals a day, clothing, healthcare and appropriate assistance with addiction, mental-health or other challenges. Understand each person’s story and identify their existing abilities and potential. Provide practical, employment-focused training like construction, plumbing, electrical work, welding, carpentry, gardening, hospitality, recycling, cleaning, road maintenance and digital skills, for example. Then create opportunities for supervised, meaningful employment, followed by transitional accommodation and ultimately independent living. The City should partner with businesses, industry,

NGOs and vocational and higher-education institutions. Training should not simply produce certificates. It should produce employable people. Recent public debate, including views expressed during the Parliamentary Commission of Enquiry, in particular Lt Gen Nhlanhla Mkwanazi, has raised important questions about unemployment, government procurement and the potential for unemployed people to contribute to public infrastructure projects. Dr Pieter Groenewald has similarly argued for prisoners to acquire skills and contribute productively to society. People need more than food and shelter. They need purpose, responsibility, skills and the opportunity to earn. However, we must also be honest about the rights of the wider community. Is it reasonable for taxpayers to accept people living indefinitely under bridges while fires damage infrastructure, public spaces become makeshift toilets and the environment suffers? Neither is simply removing people without providing a viable alternative. Relocation without rehabilitation merely moves the problem. We already spend significant public resources managing the consequences of homelessness. Why not invest more strategically in addressing its causes? Success should not be measured by how many people disappear from our streets, but by how many are housed, trained, employed and ultimately able to live independently. Reading the response in last week’s edition from JP Smith about taxi monitoring is disingenuous. He mentions that traffic officials cannot remain static. This is an absolute lie, because they are deploying traffic officials to remain static with speed cameras in residential areas that I’ve never seen them in before. Lulo Mafalala, a learner from De Kuilen Primary School, was recently selected for the Western Province u-12 rugby group. He will represent WP at the u-12 Interprovincial Rugby Tournament from 24 to 26 September at Paul Roos High School in Stellenbosch. The school is proud of his achievement and wishes him well for the tournament, where he will represent Kuilies and the province.

ie Hoërskool Milnerton het vanjaar met die louere weggestap by die jaarlikse Sarel Burger o.19-sewesreeks. Die rugbykompetisie is onlangs by die Kraaifontein-rugbyklub gehou. Die hoërskole wat daaraan deelgeneem het, sluit in Bellville, Monumentpark, Curro Durbanville, Edgemead, DF Akademie, De Kuilen, Scottsville, Tygerberg, Masibambane, Melkbosstrand, Bosmansdam, Durbanville, HTS Bellville, Montana, Elsiesrivier en Milnerton. Stokkies Truter, organiseerder, sê 16 skole het deelgeneem. Milnerton het die trofee vir die derde jaar in ‘n ry gewen deur Bellville in die eindstryd 27-5 te klop. Monumentpark is as die Plaat-wenners aangewys nadat hulle HTS Bellville geklop het. Melkbosstrand is die Skild-wenners ná hul oorwinning oor DF Akademie, terwyl Scotsville as die Bowl-wenners weggestap het ná hul oorwinning teen Masibambane. Truter sê vanjaar is die 56ste jaar dat die Sewes aangebied is wat wyle Sarel Burger, ‘n oud-joernalis en sportafrigter, begin het. Donné Lakay (bestuurder) sê om die Sewes vir ‘n derde maal in ‘n ry te wen, is ‘n ongelooflik spesiale mylpaal vir die Hoërskool Milnerton. “Dis is iets waarop ons ontsettend trots is, nie net as gevolg van die uitslae nie, maar wat dit verteenwoordig – toewyding, konsekwentheid, spanwerk en die trots van ons seuns wanneer hulle hul Milliestruie dra. “Vir my was dit ‘n baie trotse en emosionele oomblik. Om te sien hoe die seuns aanhou baklei tot die eindfluitjie, en dit dan saam te vier, was ongelooflik lonend. Daar is ‘n ware gevoel van oortuiging in die groep, en hulle het uitsonderlik hard gewerk om dit te bereik,” sê Lakay. Sy sê die seuns is absoluut opgewonde. “Hulle weet om een keer te wen, is ‘n mylpaal, maar om dit drie jaar in ‘n ry te wen, is iets baie spesiaal.” Lakay sê daar is ‘n geweldige gevoel van trots in die span, veral wetende dat hulle ‘n tradisie wat deur vorige spelers gevestig is, laat voortleef.

Sy sê die oorwinning is ook vir die gr.12-seuns betekenisvol. “Dit was hul laaste geleentheid om die Hoërskool Milnerton by die Sarel Burger-sewes te verteenwoordig, en wat ‘n ongelooflike manier om hul skoolloopbaan te eindig – om dit met ‘n derde agtereenvolgende Sarel Burger-sewesbeker te verlaat.” Lakay sê die toernooi self dra enorme betekenis. “Op 56 jaar is die Sarel Burgersewesreeks diep in Kaapstad se rugbygeskiedenis gewortel. Met die hartseer heengaan van Oom Sarel vanjaar voel die oorwinning selfs meer bekenisvol. Sy passie en bydrae tot rugby laat ‘n nalatenskap en dis wonderlik om te sien hoe die jong spelers deur die spel aanhou om daardie nalatenskap te eer.” Lakay sê vir die hoërskool is die oorwinning meer as net die trofee. “Dit verteenwoordig Millies se gees, eenheid, veerkragtigheid, trots en die feit dat hulle nooit tou opgooi nie. Dit is iets wat ons hele skoolgemeenskap vier, van die spelers, afrigters tot die personeel, ouers, ondersteuners en die oud-spelers wat steeds ons seuns ondersteun.” Lakay sê drie jaar in ‘n ry is ‘n merkwaardige mylpaal en dat hulle trots is op hul o.19-seuns. Truter sê vanjaar se wedstryde is almal in ‘n goeie gees gespeel. “Die wedstryde was aanskoulike sewes-rugby en daar is ‘n paar pragdrieë gedruk. Die sonnige weer het bygedra tot ‘n fantastiese atmosfeer met ouers en ondersteuners van die seuns wat hulle van langs die kantlyn af aangemoedig het,” sê hy. Truter sê die terugvoer van die skole was baie positief. Hy het die borge – King Cars, OK Minimarket Brightonweg, Landry Ambulance Services en Offside Sport vir hul ondersteuning bedank. Die geleentheid is op Woensdag 26 Augustus gehou.
