Awar of words has erupted between President Cyril Ramaphosa and Cape Town Mayor Geordin Hill-Lewis over the City of Cape Town's record on service delivery in poor areas
While Ramaphosa criticised the metro for failing to close the gap between rich and poor Hill-Lewis fired back, accusing the President of political “damage control” and defending Cape Town’s pro-poor investment record as the best in the country
Responding to questions from ANC MP Kenny Mmoiemang in the National Council of Provinces (NCOP) of Parliament this week, the President highlighted that while the metro performs well administratively it continued to lag behind in providing basic services to residents in townships and informal settlements

Citing census data, Ramaphosa noted that between 2011 and 2022 Cape Town performed below the national metro average in expanding access to essential services such as refuse removal, piped water, electricity and flush toilets
“Analysis of the City’s budget suggests that the per capita investment in infrastructure and service delivery is significantly lower in townships and informal settlements than in the City’s more affluent areas,” he said, adding that national government is committed to working with local governments to ensure equal access to quality services
“In the spirit of co-operative governance and the Constitution the national government works with municipalities across the country, including the City of Cape Town, to address these and other challenges This assistance includes conditional grants for infrastructure and capacity building, technical assistance programmes, training for municipal officials and infrastructure development support ”

Hill-Lewis said Cape Town not only spends far more on pro-poor infrastructure alone than the total capital budget of any other metro, it also has the highest levels of access to reliable service delivery
“The President is still trying to do damage control after he dared speak the truth when he said Cape Town and other towns governed by the DA are examples to follow,” said Hill-Lewis
"In fact, they are the only examples of progress and good governance in South Africa Where his party governs there is only decay, corruption and

He continued to say that Cape Town has a South African record infrastructure budget of R40 billion over three years, a full 75% of which directly benefits lowerincome households
According to Hill-Lewis Cape Town has outspent Johannesburg and Tshwane combined on infrastructure over the term of office and is even on track to outspend all three Gauteng metros combined by the end of 2025-'26
“Just the 75% pro-poor portion of Cape Town’s record budget exceeds the entire capital budget of any other city by some distance The conclusion is therefore undeniable: no city invests more in propoor infrastructure than Cape Town Not only does Cape Town spend far more on pro-poor infrastructure alone than the total capital budget of any other metro, it also has the highest levels of access to reliable service delivery ”

He pointed out that Cape Town consistently tops performance data from a range of state agencies and independent bodies, including Ratings Afrika, which recently rated Cape Town as South Africa’s top metro once again based on financial and performance data
“Cape Town is the only metro to get a clean audit, which includes service delivery performance, while Stats SA has found that Cape Town offers the widest access to free basic services based on its latest Household Survey published this year,” he said, pointing out that Census 2022 data shows Cape Town to have the highest levels of access to piped water (85,4%) and flush toilets (93,4%)
“It is unlikely that any other city is delivering greater electricity access in metro-supplied areas, as this is close to 100% in Cape Town where it is possible to do so Cape Town also provides a reliable weekly refuse service to all households in formal areas, as well as door-to-door services in close to 100% of informal settlements, with skips servicing areas where this is not possible ”
Hill-Lewis said the City had spent 99% of the informal-settlements provision on service delivery and upgrading in informal settlements, while over the next three years Cape Town will invest an estimated R3,4 billion in informal settlement upgrades

Bunny crisis in Durbanville
Durbanville has sadly become a known dumping ground for domestic rabbits
In recent weeks, more than 24 abandoned bunnies have had to be rescued sterilised and cared for to prevent further breeding
Why this matters:
.Pet rabbits are domesticated animals, not wild They cannot survive on their own
.Many are run over by cars in neighbourhood streets
. They are easy prey and are attacked or eaten by dogs, cats birds – and even people
.Without care they get sick and die from untreated illnesses
.They suffer in extreme heat or cold, without proper water food and shelter
.Some people view them as pests, leading to them being poisoned or even shot
Dumping a rabbit is not only cruel it creates an end-
less cycle of suffering breeding and more abandoned animals
What you can do instead:
.Adopt don’t shop – and always sterilise your pets
.If you can no longer care for your bunny please contact a rabbit rescue or animal shelter as a last resort
.Rehome responsibly: post on South African bunny groups and rescue networks like Bunny Huggers SA and Bunnies South Africa

This October is Breast Cancer Awareness Month and the provincial department of health and wellness is encouraging women to have regular check-ups
According to the department, about 1 500 new breast cancer cases are diagnosed annually in the Western Cape, with primary health care being a critical first step
It says the prevalence of breast cancer is increasing in South Africa, and globally Furthermore, women are diagnosed with more advanced breast cancer and have lower survival rates Therefore, women need to be diligent about their breast health, and seek help early, the department said in a statement issued on Monday

Through all the uncertainty and waiting for news on their appeal, Fallen Angels has new shelter plans underway on a smaller property in Langebaanweg on the West Coast

Newly elected Western Province Bowls (WPB) president, Tony Harland, recently “rolled out” his executive’s battle plan to combat challenges facing the sport Harland’s speech kicked off the traditional celebratory official opening of the WPB 2025-26 season in the Durbanville clubhouse on Sunday 12 October the first since the Covid-19 pandemic Key among these issues are dwindling membership numbers and financial pressures
Harland is a former president of Durbanville Bowling Club (DBC), the biggest club in the Western Province and arguably the most successful, financially and with achievements, on the greens He took over from Bellville’s Gerrit
van Milligen, who had a four year stint
Harland’s two year appointment in August is an historic one: As far as can be established he is the first member of DBC (established in 1948) to be elected as Western Province president
The opening day is traditionally hosted by the home club of the incoming WPB president

Harland said: “I am excited about today It brings back part of an old tradition of the official season opening which fell away during Covid-19 ”
Delegates from 22 of the 32 WPB clubs (three not active) attended the ceremony
“We have received apologies from many clubs, who had other commitments It is impossible to
accommodate everybody ”
Addressing financial challenges, Harland said the WPB executive have started with an overall review and redrawing of the budget
“I attended the Bowling South Africa (BSA) AGM the week after our AGM The overall financial position was the main area of discussion Concern was raised over the depletion of reserves and immediate cost-cutting action has been taken "
He said WPB was in the same predicament with dwindling reserves the last three years
“This trend cannot continue, hence the review of finances This exercise will be completed by the end of November,” he said
RELATIONSHIPS
Harland then addressed the sometimes tetchy issue of
interrelations within WPB
“The harder part of the goals set is that of relationships As an executive we need to ensure that everybody was on board to bring success both on and off the bowling green
“Many gaps were identified across the full spectrum of the bowling chain from executive level to standing committees to clubs and bowlers ”
Harland said membership numbers had been flat the last three years
“The issue with most clubs is not attracting new members but rather retaining members
"Are we getting close enough to our new members to make them feel part of the club?
“The perception of an ‘us and them’ must also be done away with ”
