he Passenger Rail Agency of South Africa (Prasa) this week said that it is implementing a phased plan to restore and upgrade additional railway stations in the Western Cape province over the next three years, subject to budget availability. Prasa currently manages 124 railway stations in the region. Zinobulali Mihi, head of department, marketing and communication at Prasa, was asked about the agency's plan to restore or upgrade train stations in the Cape, following a complaint about the lack of maintenance at one of its stations. Several railway stations in Cape Town, including the Goodwood, De Grendel, Oosterzee, Parow and Avondale stations, are in need of maintenance work. Mihi responded saying upgrade work at some of these stations, are in the pipeline. Prasa in the Western Cape can confirm that Parow station is currently undergoing extensive refurbishment, including upgrades to the platforms, station fencing, platform lighting, ablution facilities, pedestrian bridge, ticket office, and waiting shelters, Mihi said. ‘Blank cheque’ challenged

he Western Cape High Court has reserved judgement in a landmark legal challenge that could transform municipal financing nationwide. The South African Property Owners Association (SAPOA) and Afriforum squared off against the City of Cape Town over three days last week in a hearing centred on whether municipalities have the constitutional authority to impose fixed charges based on property values — a practice SAPOA argues amounts to an unconstitutional “blank cheque” for local government spending. The matter was heard by a full bench of three senior judges — Judge President Nolwazi Mabindla-Boqwana, as well as presiding judges Andre le Grange and Katharine Savage. The legal clash centres on SAPOA and AfriForum's bid to have three contentious budget tariffs covering cleaning, fixed water charges, and fixed sanitation — as introduced in the City's 2025-'26 Budget — struck down as unconstitutional. While the City insists these are legitimate service charges rather than rates, it has raised the stakes considerably with a bold counter-application. Should the court rule against the municipality, Cape Town wants Section 75A of the Systems Act itself declared invalid, arguing that such a decision would cripple its constitutional mandate to deliver municipal services. “In essence, SAPOA argued that the City does not have the power, in terms of the Constitution and the applicable legislation, to raise fixed charges based on property value bands,” comments SAPOA CEO, Neil Gopal. According to Gopal, the Court specifically asked the City of Cape Town’s counsel whether there is any legislative requirement that the City, or any other municipality for that matter, is required to “tighten its belt”. “The City was unable to point out any such requirement, and merely argued that salaries, its biggest expense, are set at a national level. SAPOA and its members have no objection to the principle of subsidisation, or to pay its fair share of municipal service costs. The problem arises, however, if a municipality is given unbridled power and a blank cheque to do as it pleases. Municipalities across the country, including the City of Cape Town and others that regularly receive clean audits, must also be held accountable on the way taxpayers’ money is spent,” says Gopal. “The Court reserved judgment, but no indication has been given as to when it may be expected. The Court did point out, however, that this is a complex matter, that requires careful adjudication, and that it is mindful of the effect that this judgment may have on other municipalities throughout the country.”

Cecile Janse van Rensburg, councillor for Ward 27, said the fence along the railway line is being stolen piece by piece. “As the City of Cape Town adopts the Rail Business Plan, I find it timeous to share the woes of Goodwood residents pertaining to the non-maintenance of Prasa and Metrorail infrastructure in the Goodwood railway station precinct. As councillor for Ward 27 under which Goodwood railway station precinct resides, I am very concerned about

the lack of maintenance of the fence. Numerous engagements with Prasa and Metrorail have been initiated by Subcouncil 4, in an effort to collaboratively address the apparent lack of maintenance and visible security to safeguard their property. Yet, we witness people crossing the railway tracks daily, risking their lives. “The non-maintenance of the fencing is in fact evident right along the line as it makes its way along Protea, Station and Dellwyn Road,” Janse van Rensburg said. In the area of McDonald Street, she said, the fence is completely compromised. “People of all ages cross the railway line to move between Goodwood and Ruyterwacht. This is very dangerous.” Janse van Rensburg said Prasa and Metrorail need to fix the problem.

City urges ‘safe zone’ swimming

The City of Cape Town issued a statement last week saying the school holidays were underway and its “Safe Zone” drowning-prevention campaign was in full swing. This is one of several initiatives to ensure public safety, and water safety in particular, the City said. The campaign encapsulates the four golden rules of drowning prevention, which are: Swim only between the lifeguards' red and yellow flags at beaches; Do not bring alcohol to the beach and do not drink and swim; Be alert to the dangers of rip currents; Actively supervise children at all times, especially around water. swimming pools are manned by lifeguards daily, between 10:00 and 18:00, the City said. The City urges the public to make sure children know to follow the lifeguards' instructions and to stay in the shallow end of the pool or surf if they are not strong swimmers. Furthermore, they said children under the age of 7 need to be accompanied by an adult at all times, when visiting City swimming pools. The Identikidz programme was also launched at 15 of the City's busiest beaches on Monday 15 December as a child safety measure. Parents can register their children so that they can be issued with their identification armbands in order to contact caregivers, should the child be lost.

The City of Cape Town has warned beachgoers to be careful when visiting beaches this summer season, and to always keep an eye on children.

“The active supervision of children is something that needs to be top of mind at all times, not just at our beaches. With the school holidays now in full swing I want to caution parents to please put their children's safety first, and to ensure that they are always in the care of a responsible adult. “The City has numerous 'safe zones' for children this summer,” said Francine Higham, Mayco member for Community Services and Health, “including a host of recreational facilities and libraries with facilitated programmes to keep them engaged in meaningful ways. A building in Epping near Goodwood sustained extensive damages yesterday (Wednesday 10 December) after a fire broke out in the area. Jermaine Carelse, spokesperson for the City of Cape Town's Fire and Rescue Services, said their services received the call on the Wednesday at about 13:20 of a motor spares shop well alight in Epping Avenue. He said numerous resources were called out to the scene including specialised vehicles and the IMT 4 team. "The fire was divided into two divisions to utilise the manpower optimally, and so the blaze was contained around 14:30," Carelse said. Franchesca Walker, ward councillor, told TygerBurger that she is aware of the fire in Epping Avenue as she was on the scene that day. "It is an illegal car parts business that was running their business outside of a yard. The business was destroyed.

Community unites in Christmas worship

he community of Goodwood once again came together in worship and fellowship at this year's annual Goodwood Christmas Carols Service. The service was held on Tuesday 9 December at the Goodwood Public Library and is open to the public to celebrate the Christmas season, says Selaelo Arendse, spokesperson for the Goodwood Spiritual Crime Prevention Forum. He says families and residents of Goodwood graced the spirit-filled event with jubilation and in unity. “It was a great joy to see children celebrating excitedly as they jingled and mingled in song and dance.”The

For the first time in a while, the Christmas lights on the library gardens were lit by the City of Cape Town, thanks to the ward counsellor, Cecile Janse van Rensburg, who made sure that the community enjoys the lights which symbolises Jesus as the light of the world who stepped down into darkness. Rev. Jerry Louw, chair of the Goodwood Spiritual Crime Prevention Forum, was the programme director. Arendse says despite the wind, there was evident joy to the world as the community of Goodwood sang and celebrated under a starry night. “The faithful band of the Salvation Army Goodwood Corps led the service melodically which saw both the young and old being revived spiritually through scripture readings and sharing of the Word of God by Lieut Mpumi Dathini from the Salvation Army,” he says. Those present were blessed with free Bibles and crosses from The Gideon's International, Arendse says. “What joy it was to see young people requesting Bibles on behalf of their family members.” Sandwiches, goodie-bags and juice were also prepared for all. Arendse says the community expressed their appreciation for the service and mentioned that they look forward to next year's one.

ape Town Cape Peninsula University of Technology (CPUT) has welcomed Prof Brian Figaji as its new Chancellor, with the academic leader pledging to break traditional patterns of distant leadership and champion ethical education in South Africa’s challenging socio-political climate. Figaji, who served as the Vice-Chancellor of the former Peninsula Technikon (Pentech) until 2004, returns as the third Chancellor of CPUT. He served as Pentech’s Vice-Chancellor for a decade, guiding the institution before its merger with Cape Technikon (Cape Tech) into CPUT in 2005 and is a qualified engineer. He studied at the University of the Western Cape, University of Cape Town, Unisa, and Harvard. On Wednesday 10 December, during a media briefing before his robing ceremony, Figaji outlined a distinctly hands-on approach to the ceremonial role, emphasising his commitment to being actively present in the university community.

“We’re the preparatory grounds for the future leaders of this country.” — Prof Brian Figaji His first priority? Ensuring students receive the recognition they deserve at graduation ceremonies. “I suppose the most important role is going to be that I will be present at graduation, because I think we owe it to our students that the Chancellor is present at graduation,” Figaji stated. “There are too many Chancellors that you see once and never again.” Figaji’s vision extends far beyond ceremonial duties. He plans to position CPUT as a crucial battleground in South Africa’s fight against corruption and unethical leadership. “As an institution, we are the grounds, we’re the preparatory grounds for the future leaders of this country. We’ve got to do something intentional about that. We cannot hope that something will happen.” Figaji acknowledges some challenges facing South African higher education institutions in moulding leaders who will uphold ethical standards in a climate where corruption has become endemic. He stressed the need for deliberate action rather than passive hope. “Given the climate that we have in South Africa, if you are going to prepare the future leaders, we’ve got to be intentional now,” he declared. COMMITMENT TO INSTITUTIONAL EXCELLENCE While acknowledging that he is still familiarising himself with all ongoing initiatives at CPUT, Figaji expressed his dedication to contributing to the university’s growth and improvement.

His approach emphasizes supporting the institution’s existing strengths while identifying areas for enhancement. “I’m very appreciative of this honour. And I can only undertake to do my best,” Figaji said. A central theme in his vision is the integration of ethical leadership and values as core pillars of the student experience at CPUT. He argues that universities must move beyond traditional academic instruction to actively cultivate character and ethical reasoning. The Chancellor’s emphasis on intentional value-based education comes at a critical time when questions about the role of higher education in addressing societal challenges are more pressing than ever. His approach suggests that CPUT will take a more deliberate role in shaping not just skilled professionals, but ethical leaders capable of driving positive change. As he settles into his new role, the university community can expect to see a Chancellor who is not only present but actively engaged in the institution’s mission. His commitment to breaking the mold of absent leadership and his focus on ethical development signal a new chapter for CPUT. CPUT chair of Council Dr Laurine Platsky described Figaji’s appointment as purposeful. “We wanted an ethically sound Chancellor so we chose very carefully when considering the candidates. Figaji is exactly what South Africa needs, a principled leader who has never been afraid of speaking truth to power,” she said. CPUT Vice-Chancellor Prof Chris Nhlapo added that Figaji’s institutional memory means he understands the culture and people of the university. “On behalf of our past and present students and the legacy

Blues at Villa Pascal

oc MacLean, legendary American blues guitarist and troubadour, returns to Villa Pascal Guesthouse in Durbanville on Sunday 18 January from 16:00 to tell songs and sing stories in an emotional remapping of the contemporary Delta Blues. Doc MacLean played Charlie Patton songs in Son House's living room 46 years ago. He has performed and recorded with a who's who of ﬁrst and second generation blues, roots and gospel artists such as Sam Chatmon, Peg Leg Sam and Blind John Davis.

He has opened for Sonny Terry and Brownie McGhee, Muddy Waters, Johnny Winter and BB King. With Grammy-winning producer Colin Linden and members of Canned Heat and Mavis Staples, he recorded the groundbreaking and inﬂuential album Narrow House. Now best known for his solo work as a songwriter and storyteller, he travels intensively throughout Europe, UK, Canada, USA, South Africa, Southern Africa and Namibia. MacLean has recently been recording in Africa. Last year, his Delta Blues/West African single "Africa Blues" was play listed by blues, folk and world music stations on four continents. His current release, a Namibian recording "Son House Died at Detroit", is also starting to spin the airwaves. Baghel returns to Artscape Pratibha Singh Baghel, who performed to a sold-out audience during her 2023 Symphony of Love concert with the Cape Town Philharmonic Orchestra, returns for a one-night-only performance called Encore at Artscape on Saturday 31 January at 20:30. The concert, produced by Cape Town-based Inner Circle Entertainment, will feature a different format from her previous symphony performance – an acoustic evening showcasing Bollywood classics, ghazals, and contemporary hits. ygerBurger team teamed up with Save a Fishie on 11 December to help clear litter from Lagoon Beach. The weather could hardly have been better for a morning of conservation work. The group spent an hour combing the sands, sharing stories and concerns about the environment and the changing state of the beach. Despite improvements, the team was shocked — yet again — by the sheer volume of lollipop sticks scattered along the shore. “It's unbelievable how many tiny items there are. You wouldn’t think something so small could add up to so much litter,”

said Zoë Prinsloo of Save a Fishie. Altogether, the small but dedicated team collected 41 kilograms of litter, with approximately 60% consisting of tiny debris items such as cigarette butts, plastic fragments, and those infamous lollipop sticks. The clean-up not only helped to protect marine life but also raised awareness about the ongoing challenge of micro-litter at Cape Town’s beaches. Save a Fishie encourages residents to join future events and take small actions daily to reduce litter and protect the coastal environment.

26-year-old sprint and track athlete from Loevenstein in Bellville is still in awe after his latest achievement at the World Athletics Championships in Tokyo. The event took place from Saturday 13 September to Sunday 21 September. Gardeo Isaacs says he still can't believe it. "It is still sinking in, and I must get used to a medal," he says in his family home still recovering from jet lag. He recently won a bronze medal at the Tokyo World Championship Athletics 2025 as part of the South African men's 4x400m relay team. The team secured the bronze medal with a time of 2:57.83 seconds, narrowly missing silver. Isaacs says the last time SA won a medal was in 2017. So, to him this means something major for the country, and it also means they are somehow headed in the right direction. He says for the next generation this was an inspiration. Isaacs says he's not doing this for himself but for his family and also the country, as this was

This marks the 13th sewer collapse in the area following 12 similar incidents in 2023 and 2024, which were previously reported by TygerBurger. The ongoing failures are widely attributed to severe corrosion from sulphuric acid and the age of the infrastructure. “City teams were deployed within minutes to cordon off the affected area, implement traffic-safety measures and begin assessing the extent of the damage,” said Zahid Badroodien, Mayco member for Water and Sanitation. “We are finalising an emergency-repair plan and closely monitoring the site to mitigate any further risks, especially to the nearby Milnerton Lagoon, which remains a key environmental priority.” TygerBurger reported on the issue since August 2023 of the collapses occurring successively and at multiple points in the 50-year-old 900 mm fibre cement bulk sewer pipeline, which runs underground at a depth of 5 metres. The road was cordoned off for months, with motorists having to use alternative routes.

Vir baie is dit net nog 'n "feesmal" versiering. Sommige van ons gebruik dit as 'n verskoning om die kleinspan op Oukersaand vroeg in die bed te kry - want Kersvader gaan nie geskenke onder die boom los terwyl jy wakker is nie. Sommige, hoewel hulle Kersfees en Jesus se geboorte vier, slaan glad nie 'n Kersboom op nie, juis oor sy heidense wortels. Dit neem my terug na my kinderdae waar in die vroeë jare ons ook nie 'n Kersboom onder ons dak gehad het nie. Ons het op Kersoggend wakker geword met ons ouers wat al singend in die gang afkom. My pa met 'n lemoensak oor sy skouer waarin my en my broer se geskenke was. Hulle het dan op die voetenend van ons beddens gesit en gesels oor die ware betekenis van Kersfees terwyl ons ons nie-uitspattige Kersgeskenke oopgemaak het. Latere jare, toe een huishouding twee geword het, was daar in my ma se huis 'n Kersboom, maar nie by my pa nie. Dit was tot ek en broer een jaar so knaend geraak het dat hy 'n paar bougainvilleatakke gaan afknip en aan 'n boomstok vasgemaak het. Tot vandag toe is dit my gunsteling Kersboom ooit. Nie omdat hy teen sy waardes ingegee het op 'n tradisie waarin hy nie glo nie, maar oor die liefde waarmee dit gedoen is. Liefde, die simboliek wat ek vandag aan Kersbome heg. Dit het ook in my 'n voorliefde gekweek vir unieke Kersbome. Ek skep veel eerder my eie met klatergoud, viersierings en 'n paar stokke as wat ek 'n plastiekboom ten duurste in die winkels gaan koop. Maar maak nie saak watse Kersboom vanjaar in ons voorkamer opgeslaan gaan word nie, dit word met liefde gedoen. - CECILIA HUME

Dit raak nogal interessant wanneer jy Google inspan en begin soek na die simboliek en ontstaan van die Kersboom. Dit het vroeë heidense wortels met antieke Egiptenare, Romeine, Druïde en Vikings wat tydens die wintersonstilstand immergroen takke gebruik om lewe en wedergeboorte gedurende die donkerste winterdae te simboliseer en die son se terugkeer te vier. Die meer moderne Kersboom se Christelike wortels lê in Duitsland waar families dennebome op 24 Desember, die feesdag van Adam en Eva, met appels en wafels versier het. Sedert die 16de eeu word hierdie tradisie in die huise ingebring en later met kerse versier - 'n tradisie wat aan Martin Luther toegeken word - om sterre na te boots wat deur takke skyn, wat Jesus se koms na die aarde simboliseer. Hierdie tradisie het in die 1800's na Engeland versprei vanwaar dit later na die res van die wêreld uitgebrei het. Vroeë versierings het vrugte, koekies, springmieliekranse en kerse ingesluit, voor vandag se kenmerkende glasballe en elektriese liggies hul verskyning gemaak het.

Group looks forward to 2026

he Arts and Crafts group in Edgemead has had an exciting and eventful year and cannot wait to tackle new creative challenges next year, says founder, Heleen Niere. Members are mainly from Edgemead and surrounding areas, though anyone like-minded is welcome to join, says Niere. “If you are looking for some affordable therapy to help cope with life's daily challenges, why not join,” says Niere. Every three months, their local arts and crafts community embarks on a new creative challenge facilitated by herself. “Our most recent challenge required participants to create an artwork using a stencil,” says Niere. The winner of the competition was Lyndell McDonald from Edgemead who took top honors with her handmade doorstopper featuring embossed paste and stencil work. Lizette Pleass and Neville Naidoo took second and third place, respectively. “The community, which operates primarily through a WhatsApp group, has enjoyed several successful workshops and classes facilitated by its own members over the last few months. Recently, she hosted a combined arts and crafts swap and plant swap at her home. “It was a festive affair where members brought unused supplies to trade for new materials they needed. Everyone contributed food and drinks, turning the swap into a lively social gathering.” Amidst the busy schedule, she also squeezed in a quick Halloween Art Competition open to both adults and children. The winners in the children's competition were Morgan Pleass and Riley Davies, while Rebel Pleass won the adult competition. Looking ahead, Niere plans to establish an event similar to the “Boston Open Studios”. “The goal is for artists in Edgemead and surrounding areas to open their home studios to the public for one day a year to sell and showcase their work.” The group's Christmas competition runs until Monday 15 December. Province to safeguard schools during holidays The provincial government last week announced that plans were in place to safeguard schools during the holidays. Peter Johnson, DA spokesperson for education, said in a statement issued on Thursday (11 December) that the party welcomed the Western Cape Education Department's allocation of over R5,2 million for this purpose. He said this decisive investment was a direct response to more than 840 incidents of crime, vandalism and theft reported at schools across the province during the first three terms of 2025, which resulted in an estimated repair bill exceeding R5,1 million. Johnson said while these figures highlighted the persistent challenge of criminality targeting schools, with Mitchells Plain, Paarl, Manenberg, Bonteheuwel and Khayelitsha among the most affected areas, they also underscored the critical role of the police in reducing crime in these communities. The department's evidence-based strategy included, among others; A R5,2 million holiday security budget to ensure 24-hour protection at high-risk schools; The deployment of 82 school resource

"The department's comprehensive festive season school safety plan show that we are serious about protecting our schools so that resources are focused on education, not repairs," said Johnson. "We urge communities to remain vigilant and report any suspicious activity around schools during the holidays." SA’s World Supercross Grand Prix delivers thrilling finale Around 20 000 spectators gathered at the Cape Town DHL Stadium on Saturday to watch the first-ever World Supercross South African Grand Prix. The event was the final stop of the five-round FIM World Supercross series, with the world champions crowned at the end of the night. There was plenty of excitement as the world's best riders went head-to-head in three races for each class. The crowd favourite was undoubtedly the thrilling battle between Americans Jason Ander-

son and Joey Savatgy in the SX1 class. In the ﬁnal race, Savatgy led early but Anderson chased relentlessly. There were a few collective gasps from the crowd as the riders swapped positions, nearly colliding. Anderson pounced in spectacular fashion to ﬁnally take the lead in the last couple of laps. Dit werk soos ’n pretloop, maar jy stap. Die eerste twee Weg-stapfeeste in 2024 en vanjaar was albei baie suksesvol en is deur duisende stappers bygewoon. Inskrywings vir die Kaapse Weg-stapfees is nou oop.

ASTANDE BY DIE STAPFEES Vrydag 20 Februarie: ’n 6 km-stap om 18:00 (geskik vir die hele gesin). Saterdag 21 Februarie: Kies of jy aan die 6 km-, 12 km- of 21 km-stap wil deelneem. Die verskillende pret-stappe spring op verskillende tye weg, maar almal is vroegoggend. Sondag 16 Februarie: 10 km-stap om 07:00. Die feesterrein is weer op die grasperk langs die proelokaal, en vanjaar sal daar koffie- en kosstalletjies wees. Daar word ook bier verkoop. By die ekspo-ruimte gaan jy verlei word deur die borge, Salomon en Cape Union Mart, se nuutste toerusting. Solal bederf die stappers op ’n heerlike manier.

STAPPERS KAN TUSSEN VERSKEIE STAPROETES EN AFSTANDE KIES

Wat die roetes betref is ’n paar veranderings gemaak. Die kort afstande, sowel as die Sondagroete, bly dieselfde. Op die Saterdag sal die 12 km-stappers in 2026 ’n hele nuwe roete stap, en die 25 kmroete word ingekort tot 21 km. Slegs die langste afstand, die 21 km, sal in 2026 oor Dorstberg loop. As jy nie in die omgewing woon nie, kan jy een van die kamers in die boetiekhotel op Meerendal bespreek of in een van die gastehuise in Durbanville bly. Bespreek plek in die hotel op Meerendal by dieselfde skakel waar jy inskryf. Maar jy moet spring, daar is net ’n handvol kamers beskikbaar.

VOORBEREIDING Die staptogte is alles op gruis- en grondpaaie – nooit teer nie. Die 21 kmroete loop oor Dorstberg (’n stywe bult op los klippe) en gewone tekkies gaan nie die mas opkom nie.
