Messages of condolences have been streaming in following the passing of awell-known radio sports presenter, Lorenzo Darries.

Darries passed away in hospital on Tuesday morning 5May.

Darries was afamiliar voice onCape Town'scommercial radio station Good Hope FM who extended their heartfelt condolences to his family, friends, colleagues, and listeners.

Blacklistingexposes compliancecrisis

Government’s blacklisting of 52 constructioncompanies for poor performance, fraud and contract failures has put the spotlight backonadeeper problem:awidespreadculture of non-compliance running through South Africa’s building industry.

That is the viewofthe Building Industry Bargaining Council (BIBC), whichsays the issue goes far beyond ahandfulofbad actors.

APATTERNTHATREPEATS

Many of the 52 contractorshave been barred from government work until 2029 for offences including falsified broad-based black economic empowerment (B-BBEE) certificatesand billing for work that was never done. But theBIBCsays blacklistingisreally asymptom, notthe root cause.

“What we are seeing is apattern wherenon-compliance in onearea is almostalways mirroredacross others. It is rarely isolated to noncompliancewith theBIBConly,” says DanieHattingh,spokesperson for business at theBIBC.

By checkingpublicly available data, theBIBCidentified 68 construction-related companies linkedtothe blacklist. Of these, only 12 were registered with the BIBC —and all 12 were found to be non-compliant at the timeof assessment.

“This directly supports our contention that non-compliance with one regulation strongly indicates non-compliance everywhereelse,” Hattingh explains. “Whether it is labour obligations, tax compliance, or contractual delivery, thesame patternsrepeat.”

The consequences arewideranging. Non-compliance leads to poor workmanship, projectdelays, site failuresand safety risks.

It also allows some contractors to undercutcompliantfirms by exploiting workers, creating an uneven playing field.

CHANGINGNAMESTODODGETHE RULES

The problem is made worse by asystem that can allow repeat offenders to re-enter the market. Non-compliantcontractorsoften

deregister, rename or set up new companies —sometimes using family members or associates as directors—toavoid detection.

“The trend towards ‘fronting’ companiesiswidespread and complex,” says Hattingh. “Even if anew entity has no record of noncompliance, it can still be the same operators making it difficult for clients andprocurement officials to know who they’re really dealing with.”

This is especially problematic in large-scale public procurement, wherethe volume of contracts makes tracking difficult. As a result, problem contractors can keep reappearing under new names,repeating the same cycle of poor delivery and rule-breaking.

PROCUREMENTASTHEWEAKLINK

The BIBC says procurement processes areboth acritical tool for change and acurrent point of weakness. Loose or inconsistently applied tender requirementscan allow non-compliant contractors to slip through undetected.

“The role of ‘givers of work’ (government, municipalities, SOEs and private clients) is central,” says Hattingh. “From tender designtocontract monitoring, procurement decisions either strengthen compliance or undermine it.”

Where proper checks are in place, therisk of appointing unsuitable contractors drops significantly. Butwhere oversight is weak and processes areunclear, thereis room for abuse.

Steps are being taken to address this. The BIBC is working with theCity of Cape Town and the Western Cape Department of Infrastructure to build compliance requirements intotender processes and strengthen oversight. The focusincludes embedding BIBC registration and compliance in tenders, tightening supply chain

controls, and aligning labour allocation systems —including on Expanded Public Works Programmes (EPWP).

ACRISISFORWORKERSTOO

Theimpact on workers is equally severe. “Tender processes face many challenges that undermine efficiency and fairness,” says Luyanda Mgqamqo, BIBC labour spokesperson. “These include retaliation against whistleblowers, political interference and weak pricing skills.”

THEBIGGERPICTURE

TheBIBC warns that the 52 blacklisted contractors are not outliers —they are part of a much wider trend. Overfive years, several BIBC-registered firms appeared on the blacklist at different times, showing just how persistent the problem is. If left unchecked, the risksgo well beyond individual projects. Economic losses, weakened institutions, falling investor confidence and growing public distrust are all possible outcomes of ongoing non-compliance.

“Cutting corners for shorttermprofitscreates long-term systemic risk,” warns Hattingh. “It undermines infrastructure quality and the credibility and sustainability of the entire industry.”

WHATNEEDSTOHAPPEN

TheBIBC says lasting change will require acollective shift towards accountability at every level of the industry.

For clients, developers and public sector bodies, this means verifying contractor registration, insisting on compliance certification and building these checks into procurement decisions.

For workers, it means confirming that theiremployer is registered, checking payslips for contributions such as pension and leave pay, and contacting the BIBC directly where needed.

Thecouncil’s message is clear: fixing thiscrisis requires more than enforcement alone. It demands aculture of compliance built intoevery stage of the building industry.

CapeTown’smarineoutfalls meet waterquality standards, City says

Cape Town's threemarineoutfalls at Camps Bay, Green Point and HoutBay continue to meet regulatory requirements, with the latest monitoring confirming that surrounding coastal waters remain within recommended limits for recreationaluse.The findings were presentedatthe Permit Advisory Forumon24April.

COASTALWATERQUALITY

Monthlymonitoringconducted between January andMarch this year shows that coastalwater quality remainswithin recommended guidelines, confirmingthatthe outfalls are not negatively affectingrecreational waterquality at nearby beaches.

The City of Cape Town said during this period, 477 seawater samples were collected around

thethreeoutfalls. More than 98% of samples complied with guideline limits, confirming that naturalocean processes continue to effectively dilute and disperse treated effluent as designed.

Asmall number of exceedances –approximately 1,7% –were recorded, mainly within the immediate mixing zones offshore and closetothe outfall discharge points, where occasional elevated readings are expected. Additional sampling was undertaken at the edges of mixing zones during summertovalidate dispersion performance under peak conditions, the City said.

All threemarine outfalls remainedfully operational during thereporting period, with no environmental incidentsrecorded. Marineconditions remain stable

and well oxygenated, while infrastructure continues to perform as designed.

Internal City laboratory results and independently audited external laboratory resultsshow strong overall compliance with permit limits:

. Camps Bay: 91,9% (City samples), 98,5% (Auditor samples)

. Green Point: 88,1% (City samples), 100% (Auditor samples)

. Hout Bay: 96,8% (Citysamples), 100% (Auditor samples) ZahidBadroodien, Mayco member for water and sanitation, said the resultsconfirmed that the outfalls were operating as required.

Work to upgrade and strengthen marine outfall infrastructure is progressing across both the medium and long term.

The City’s Community, Arts and Culture Development Department, located within theCommunity Services and Health Directorate, hasempowered more than 202 womenthis financial year through its annual Women with Purpose Programme. Previously known as Women for Change, it has empowered womenfrom lowincome households with knowledge, skills, confidence and networks needed to become leaders,role models andactive agents of positive change in theirfamilies and communities. Importantly the programme forms part of theCity’s broader whole-ofsociety approach to addressing the root causeofcrime,gangsterism and genderbasedviolence (GBV).

SOCIALCOHESION

By investinginwomenascommunity leaders, the City is strengthening social cohesion,promotingpositive role models and buildingresilienceatahousehold and communitylevel. Through acombination of training and work exposure participants are supportedintheir personal development while alsocontributing meaningfully within their communities.

The programme aims to create pathways for themselves to access ongoing support, networks andopportunities for growth, ultimately enabling long-term social and economic impact. "[It]isabout building strongercommunities from within," said Francine Higham, Maycomember for

Community Services and Health. "When women are supported, they step into leadership roles, support theirfamilies and help create safer neighbourhoods."

PLACEMENTS

As part of the programme’s work strategy the women are placed at various sites for the duration of their contracts, which range from three to six months, while completing theirtraining. Placements during this financial year included the Identikidz Programme during the 2025-'26 festive season, various Recreation and Parks facilities, libraries, clinics, Early Childhood Development Centres, NGOs and other City of Cape Town offices. Thewomen were taken through arange of training: leadership, first aid, financial management, digital literacy, peace building and conflict resolution, customer protection rights, trauma healing and psycho-social training, community dialogue, gender and GBV awareness, parenting workshops, job readiness and personal development planning. Since 2017 more than 6 000 women have participated in the programme, which has created thousands of work opportunities across the city. . Ikneweducation could unlock opportunities.

I neverarrived at school wearing the latest fashiononcivvies day.Sometimes paying school fees felt impossible formyparents butthey never allowed our financial situation to become an excuse. Education was non-negotiable in our home. My parents remindedmethat no one could takeknowledge awayfrom me They believed education could change the direction of my life. Today's learners are growing up in aworld filledwith distractions, social pressures and uncertainty. Many are exposed to unemployment, violence, povertyand social media influences that can easily make education feel less important. For some, it maybedifficult to dream about the future when survival feels like the priority. This iswhy motivation cannot come from schools alone. Parents, communities, teachers and mentors all have arole to playin shaping young minds. Children need to see examples of perseverance. They need encouragement and guidance. Most importantly, they need hope. We cannot expect young people to value education if society appears to undervalue their potential.Sometimesall it takes is one teacher, one family member or one opportunity to inspireachild.

Iwish those in power would take up that challenge. How many leadershavewalked throughthe halls of their former schools and asked themselves what they could do to create lasting change there?Build more schools, morelibraries and saferspaces for learning. Invest in these future leaders and give them areason to be excited Create opportunities that make learners eager to get to school because they can see afuture waiting for them beyond the classroom.

As Ileft the school that day, Irealised the classrooms are still filled with dreamers, children with untapped potential waiting to be nurtured. The challenge ismaking sure they do not lose sight ofthose dreams beforethey evenbegin.

Ayoung and talented South African waveski athlete is preparingtoset offtoPeru in South America in October where shewill be representingSouth Africa at the World Waveski Championships.

Cape Town resident PorchaSchelhase, mother of athlete Courtney Schelhase (20), aStellenbosch University drama student, says the family is currently busy fundraising to makethisopportunity possible.

Courtneyrecently won theOpen Women’s Division at theEPWaveski Open2026 competition which was held in

Whatmakes this achievement particularly special, her mother says, is that Courtney is currently ranked the No. 1waveski surferinthe world for Junior Women.

Courtney, an Edgemead local, balances her university studies with ademanding training schedule, often putting in long

hoursinthe ocean while alsoworking part-time as awine tasteratanearby wine farm to helpfundher competitive journey, Porcha explains.

"Beyond her sport, she is also passionate about horses and servesonthe technical team at Edge Church."

To help her reach Peru later this year, thefamily has started with fundraising initiatives.

"We are running araffle with waveski prizesatthe moment.Weare also planning aquiznightfor the last Saturday in June wherewewill alsolaunch our next raffle,and actively try to obtain sponsorship frombigger companies," Porcha says.
