Die nasionale misdaadsyfers is onlangs bekendgemaak met ’n algehele daling in die aantal moorde in die land. Moord het met 5,9% van 5 770 tot 5 427 gedaal. Al dié moorde het egter binne 90 dae plaasgevind. Wat seksuele oortredings betref, is Mfuleni vierde in die land, maar eerste in die provinsie. Wat verkragtings betref, is Mfuleni eerste in die provinsie, maar vyfde nasionaal. In die tydperk waaroor verslag gedoen is, is 47 mense in die polisiëringsgebied verkrag. Uiteindelik is Mfuleni onder die top-tien op die meeste lyste wat geweldsmisdaad betref. Nog een van die polisiekantore in TygerBurger se verspreidingsgebied is onder die top-10 vir moorde in die land. Delft, waar ’n 16-jarige meisie Sondag in die Tsunami-nedersetting doodgeskiet is,

is vyfde op die nasionale moordlys. Die polisiewoordvoerder sers. Wesley Twigg sê ’n moorddossier is deur die Delftpolisie geopen. “Die polisie het omstreeks 21:30 ’n oproep oor ’n skietery ontvang. Toe die polisie op die toneel kom, het hulle die meisie met verskeie skietwonde in ’n informele huis gevind. Sy is net daar op die toneel dood verklaar. “Die omstandighede rakende die voorval word nog ondersoek, maar in hierdie stadium is nog geen motief vasgestel nie. Animal keeping bylaw amended
T
he City of Cape Town is inviting public comment on proposed amendments to its animal keeping bylaw. The changes would ban wild and exotic animals in circuses, authorise law enforcement officers to seize animals kept in contravention of the by-law, and introduce stricter regulations for working animals. During the last financial year, the City's Animal Control Unit responded to 9 499 calls, with the most falling into the following categories: Animals on the roadway (672); stray livestock (497); stray dogs (4 431); dogs off leash (107); dangerous or vicious dogs (2 839), neglect, cruelty or injury to animals (325) and information calls (628). “There is no doubt that Cape Town is a caring city as witnessed by the thousands of complaints we receive annually about animal abuse, cruelty, neglect and genuine concern,” said chairperson of the Safety and Security Portfolio Committee Mzwakhe Nqavashe. “The bylaw aims to help protect public health and safety by setting out the rules for vaccination, quarantine and the treatment of animals. It also includes the regulating of public spaces, such as animals on leashes to keep residents safe. How we treat our most vulnerable furry, and non-furry friends is a reflection of our values,” said Nqavashe. Mayco member for safety and security JP Smith said the City takes the welfare of all our residents seriously, including the four-footed, furry and feathered ones. “Acting or simply removing an animal can be a lengthy process, especially as the City is limited in when and how we can act. The amendments aim to extend our reach and strengthen our enforcement. By doing so, we are creating a better life for the many animals in the city,” said Smith. Filmmakers can apply for additional funds The City is inviting filmmakers to apply for support through an additional Film Fund round, with submissions open from 7 September for productions expected to be completed in the 2026/27 financial year. he Provincial Commissioner of the Western Cape, Lt Gen Sizakhele Dyantyi, has issued a stern warning to police officers engaged in corrupt activities, following an incident in which a police constable was arrested for corruption on Monday 31 August, at the Delft Police Station. According to Sgt Wesley Twigg, police spokesperson, the arrest came after members of the Anti-Corruption Unit followed up on information about a case

Stations bid farewell to long-serving captains AVRIL FILLIES olleagues from the Nyanga Sub-District recently bid farewell to Capts. Henry Martin and Nelson Maliti at Delft Police Station after a combined 70 years in the police. Martin retires after 38 years as crime prevention commander and Maliti after 32 years as community service centre commander, both at Delft Police Station. Delft police management and station commander Brig Cengiso Sihlali, with Nyanga Sub-District acting sub-district commander Brig Jayce Naidoo, gathered to celebrate these seasoned officers. In his speech, Sihlali said their journey in the police force stood as a testament not only to longevity, but to unwavering commitment, faithful service and a calling lived with honour. The body of a man was found a day after a double drowning at Strand. It appears that a group of men from a local business, on their day off, went to the beach. One of their group, a local man, got into difficulty in the water on 2 September. His colleagues, a 22-year-old man from Belhar and a 39-year-old man from Mfuleni, Blue Downs, were caught in rip currents while trying to assist their friend and both men disappeared in the surf. According to Craig Lambinon, spokesperson for the National Sea Rescue Institute, a local surfer rescued the man who was initially in distress. He was attended to by paramedics and he was released, requiring no further medical care. “Despite the extensive air, sea and shoreline search, including NSRI rescue craft searching in and beyond the surf zone, aerial search efforts by the EMS/ AMS Skymed rescue helicopter, and police divers — Water Policing and Diving Service (WPDS) — conducting free-dive search efforts in the surf zone, there remained no sign of the two men who were still missing by Wednesday,” says Lambinon. School gets new computer labs

ewly refurbished computer laboratories were handed over at J.S. Klopper Primary School in Elsies River and De Waveren Primary School in Ruyterwacht. The projects were completed through GrandWest's Social Impact programme, through which it supports initiatives that help communities thrive and create more opportunities for young people. Recognising that access to technology remains out of reach for many learners, the computer lab refurbishments aim to create safe, modern learning spaces where they can develop the digital skills increasingly needed for success in both the classroom and the world of work. HUGE INVESTMENT With an investment of more than R1,7 million, the two labs will create new opportunities for both learners and educators to engage with technology in meaningful ways. The facilities will support everything from literacy and numeracy development to coding, research and digital skills, helping young people build the confidence and capabilities they need for the future. Klopper Primary School, which serves 972 learners in Elsies River with many children having little or no access to computers or the internet outside the classroom. The refurbished laboratory will allow learners to participate in Western

Cape Education Department digital learning initiatives, improve literacy and numeracy through technology-based programmes, and develop practical computer, coding and research skills. The project is valued at R869 290. The project also builds on GrandWest's existing relationship with the school. In 2025, the organisation donated stationery worth R260,000 to 484 Foundation Phase learners, further strengthening its support for education within the community. A similar contribution has been made at De Waveren Primary School in Ruyterwacht, where the refurbished computer laboratory gives learners and educators access to a modern digital learning space. Serving a disadvantaged, no-fee school community, the facility will be used to strengthen remedial learning programmes while giving learners better access to technology. The project, valued at R869,461.19, was handed over on 3 June
2026. The latest initiative follows earlier support provided to the school. In 2023, GrandWest sponsored the refurbishment of De Waveren's kitchen and dining facilities, helping improve the overall learning environment and supporting learner wellbeing. For many learners, these labs will provide regular access to computers and digital learning tools they may not otherwise have. Beyond supporting classroom learning, the facilities will give learners the confidence to use technology, explore new ways of learning and develop skills that will benefit them long after they leave school. Through its broader Social Impact programme, GrandWest continues to invest in initiatives that strengthen local communities, expand access to education and help equip young people with the skills and opportunities they need to thrive.

Boost for crime response

ape Town's new policing nerve centre in Goodwood is nearing completion, with the City of Cape Town promising expanded real-time coordination and a stronger partnership with police in the fight against crime. Mayor Geordin Hill-Lewis visited the new 8 000m² Joint Public Safety Operations Centre on Monday last week, accompanied by JP Smith, Mayco member for safety and security. The digital nerve centre will integrate all City policing resources and safety technologies already deployed throughout the metro, the City said. OFFICERS EXPANDED AND TECHNOLOGY RAMPED UP Hill-Lewis said the City had grown its policing personnel by 1 300 officers in this term of office, bringing the total to over 3 800, while investing in cutting-edge safety technologies and digital coordination. The Metro Police Strategic Surveillance Unit detected 41 005 incidents via CCTV in 2025-'26, resulting in 541 arrests — an 18% increase on the year before. REAL-TIME OPERATIONAL PICTURE Smith said the various safety technology solutions introduced helped create a real-time operational picture to improve situational awareness and inform decisionmaking. "We are now at a point where officers can stream live feeds to our operations centre from their mobile cameras, augmented by drone, automatic number plate recognition and CCTV footage. I am excited to see how we can keep building on this to advance public safety into the future," he said. He added that the City was heartened by a 35% increase in police requests to view its footage as a potential investigative resource. "As we work to expand our digital coordination and safety technology network, the potential evidentiary benefits increase the chances of successful prosecutions," said Smith.

Don’t just jump on the party bus this election Before backing a party in the local government elections, voters should ask three questions about its ideas: Does it make historical sense? Does it make political sense? Does it make moral sense? As young South Africans, how often do we stop to ask where the ideas we support come from? Can they actually work? And if they do, are they right? Or do we simply ask whether they sound good or speak to our frustrations? This makes me think about a bus. If I were standing at a bus stop, I would want to know where the bus was going. But the destination would not be enough. I would want to know who was driving, which route we were taking, and whether the bus had made the journey before. Politics is not so different. As South Africa moves towards the 2026 local government elections, political parties will offer different destinations: better services, more jobs, economic freedom, safer communities. But a destination on a sign does not tell us everything about the journey. This matters because political identities can be inherited long before political beliefs are properly examined. We may support a party because our parents do, or reject one because of what we have experienced. But at some point, we have to ask: what do I actually believe? Does it make historical sense? South African politics cannot be separated from our history. Colonialism and apartheid shaped who held power, who owned land, who had access to education and where people could live. That history still influences how many vote. For many South Africans, the ANC’s history as a liberation movement remains important. For others, its record in government carries more weight. The EFF has found support among voters frustrated by inequality

and land ownership, while the DA has built its identity around liberal democracy and effective government. The Patriotic Alliance has gained support around crime, migration and political representation. These parties offer different answers to what South Africa should become. Understanding where those ideas come from does not mean agreeing with them, but we cannot understand the road ahead if we refuse to look at the road behind us. Does it make political sense? Can it work? A party can promise jobs – how will those jobs be created? It can promise housing – where will the money and land come from? It can promise redistribution – how will wealth continue to be created? A slogan is not a plan. A promise is not a guarantee. Local government makes this particularly clear. Politics is visible in our daily lives: whether bins are collected, lights stay on, water reaches our homes and roads are maintained. These involve choices about money, priorities and responsibility. Parties should be judged by what they say and what they do with power. The DA has governed the Western Cape since 2009 and Cape Town since 2006, so its record can be measured against its promises. The same standard must apply to every party. No party should receive a free pass. Does it make moral sense? Even if it works, is it right? A policy can be effective and still cause harm. A government can deliver economic growth while leaving people behind. Politics is not only about what we want to achieve but also about what we are willing to do to other people to achieve it. Perhaps we spend too much time deciding what we are against and not enough time deciding what we are for. “Anyone but them” is not a political philosophy. As young South Africans, we have an opportunity to develop political beliefs of our own rather than simply inherit them. If I believe in accountability, I should demand it from the party I support. If I believe in human dignity, that principle should not change depending on who is affected. And if I change my mind after learning something new, that does not make me disloyal. Before we get on the political bus, we should ask more questions. We may never know exactly where the journey will end. What we need is more accountability With reference to the letter, "Static response is disingenuous" in TygerBurger on 2 September, I completely disagree. Firstly, whether you're driving uphill or downhill, the speed limit does not change. You as a driver are responsible to stick to it. And if you get caught speeding, be it uphill or downhill, take responsibility and just pay the fine. From experience, it's the guys who got caught with their hands in the cookie jar that are first to complain. And yes, it's easy to complain hiding behind your anonymity. Secondly, just because you don't see it does not mean it doesn't happen. The city is big and there are only so many traffic officials. What we really need is
more accountability from motorists, whether you drive a taxi, car, bus or truck. Yes, maybe traffic services can do more, but they can't be everywhere at once. The reality I witness day after day is that your average motorist has just as much disregard for the rules of the road as some taxi drivers — yellow-lane passing, skipping stop streets, jumping red lights, passing over solid white lines, and driving against oncoming traffic. And that's despite passing various traffic services vehicles in my daily commute. For instance, this morning I passed five — two provincial and three City of Cape Town vehicles. Cattle in suburbia are a problem As a municipal taxpayer and senior citizen of Kuils River I'm very upset that cattle, goats and sheep are grazing freely on fields, pavements, private property and crossing the main road in search of further grazing while one herdsman attempts to control up to 70 animals at a time. My car was bumped by a cow in Mitchell street recently when cattle moved across the main road. No response from the police, metro police, or Kuils River municipality, although Cape Town emergency services advised that the matter would be attended
to. The stench of the animal dung and manure causes flies, blue flies and gnats entering houses. Living less than 100 meters from the canal, my wife can’t open the backdoor as the insects swarm in especially when preparing food. This couldn't-care-less attitude is not acceptable. Telescope detects emisions in space A
n international team of astronomers from the University of the Western Cape (UWC) and the University of Manchester has used South Africa’s MeerKAT radio telescope to directly detect the faint radio emission from neutral hydrogen gas across cosmic distances. The signal, observed from a time when the Universe was several billion years younger than it is today, provides an important demonstration of a technique known as hydrogen intensity mapping. MAP OF THE UNIVERSE The finding, published in The Astrophysical Journal Letters, marks a significant step towards using neutral hydrogen to map the three-dimensional structure of the Universe at large scales. Neutral hydrogen naturally emits a faint radio signal known as the 21-cm line. Because the signal is stretched to longer wavelengths as the Universe expands, astronomers can use it to trace hydrogen gas at different stages of cosmic history. Rather than detecting individual galaxies one by one, hydrogen intensity mapping measures the combined emission from many unresolved galaxies, making it a powerful method for surveying very large volumes of the Universe efficiently. Until now, robust detections of this signal at these redshifts have typically relied on combining radio observations
with optical galaxy surveys. In this new study, the team has directly detected the hydrogen intensity mapping signal using radio observations from MeerKAT alone. Remarkably, the observations were not originally designed for this specific experiment, demonstrating the exceptional sensitivity and versatility of the MeerKAT telescope. The team analysed approximately 96 hours of MeerKAT observations and detected the signal from two periods in cosmic history, corresponding to redshifts of approximately 0.32 and 0.44. This means the emission has travelled for roughly four to five billion years before reaching Earth. The measurement traces hydrogen over megaparsec scales, comparable to the distance between the Milky Way and its neighbouring galaxy, Andromeda. EXCITING MILESTONE “This is a very exciting milestone,” said Dr Sourabh Paul, lead author of the study. “Hydrogen intensity mapping has long been seen as a promising way to map the Universe efficiently, but the signal is extremely faint and difficult to isolate from foreground emission, humanmade radio-frequency interference, and instrumental effects. Detecting it directly with MeerKAT shows that this technique is becoming a practical tool for cosmology.” The project was conceived and initiated

The work highlights both the scientific leadership developing around MeerKAT in South Africa and the exceptional capability of the South African telescope for cosmology. “This was a challenging data analysis process, requiring a detailed understanding of the many sources of contamination that can affect such a faint measurement,” said Prof Santos. “This result opens a new window for measuring neutral hydrogen over cosmological distances. It is particularly remarkable that the data used in this study were taken in 2018, when MeerKAT had only just started science operations. There is now a rich trove of MeerKAT data waiting to be explored with this method.” “Neutral hydrogen is one of the key ingredients for understanding how galaxies form and evolve,” said Dr Zhaoting Chen, co-author of the study. “With intensity mapping, we do not need to detect every individual galaxy. Instead, we can measure the collective signal from
hydrogen across large cosmic volumes, giving us a new way to study both galaxy evolution and the underlying matter distribution of the Universe.” COSMOLOGICAL SURVEYS The detection also has important implications for future cosmological surveys. Hydrogen intensity mapping is expected to become a major science driver for the Square Kilometre Array Observatory, for which MeerKAT is a precursor telescope. “MeerKAT continues to open new windows for cosmology,” said Prof Laura Wolz, co-author of the study from the University of Manchester. “The fact that this signal can be extracted from observations that were not originally designed for hydrogen intensity mapping is very encouraging. It shows the enormous scientific value of MeerKAT data and points the way to future observations with SKAO.” The study delivers proof for using neutral hydrogen as a cosmic tracer across vast volumes of the Universe. Future observations with longer integration times, larger sky coverage and improved control of systematics will allow astronomers to map hydrogen with higher precision, revealing how galaxies form, how dark matter shapes the cosmic web, and how the Universe has changed over billions of years.
How do parents talk to about apartheid to their children? More than 30 years after Apartheid ended, South African families still struggle to talk to their children about the oppressive regime’s intergenerational trauma. A collaborative study involving researchers from the University of the Western Cape (UWC), the University of the Free State (UFS) and the University of Missouri in the US shows that many families avoid conversations about Apartheid’s psychological and emotional impact with children born after democracy. Instead, they wait for their children to ask questions or express curiosity before raising the difficult subject. The study, published in the Journal of Family Communication, explored how South African parents from different racial backgrounds speak to their children about Apartheid, and found that families use a range of approaches. Researchers interviewed 22 parents representing all four racial groups classified under Apartheid, namely black, white, coloured and Indian. INTERGENERATIONAL TRAUMA The study argues that although Apartheid was abolished in 1994 its legacy continues to shape South African society, with families having to navigate its historical trauma across generations. Researchers said this could have lasting mental, physical and relational effects, including increased uncertainty, stress and anxiety as well as family dysfunction in subsequent generations. One parent, a black woman, refrained from discussing Apartheid with her young children and had no intention of doing so. The rest of the parents reported that they discussed Apartheid with their children to some degree. Most did so in response to something their children had said, heard or experienced. These conversations were generally unplanned, with various external events, such as discussions at school, prompting them. Sometimes children personally experienced racism and told their parents, who then helped them make sense of the experience.

Four approaches emerged during discussions: responding, empowering, shielding and recognising progress. Some parents took a responsive approach, answering only when their children asked. These parents waited for their children to express curiosity about Apartheid or something they had learned at school or seen in the media. These discussions were often shaped by the child’s age and level of understanding. Others focused on empowering their children. These parents believed it was important for young people to understand the injustices of Apartheid so they could develop empathy, appreciate diversity and contribute to building a more equal society. By sharing family experiences and historical facts, they hoped their children would learn from the past rather than repeat it. A third group adopted a shielding approach, trying to protect their children from the emotional pain associated with Apartheid by limiting how much they shared and delaying these conversations until they believed their children were mature enough to process them. For some families, the trauma of Apartheid remained deeply personal, making these

discussions particularly difficult. Most parents emphasised recognising progress. While they acknowledged the lasting effects of Apartheid they also encouraged their children to appreciate how far South Africa had come since the transition to democracy. These conversations often focused on hope, reconciliation and the importance of working together to create a better future. Researchers said the different approaches highlighted the important role families played in shaping how younger generations understood history. Conversations at home could influence how children made sense of identity, race, fairness and belonging long after they had learnt about Apartheid in the classroom. “These findings deepen scholarly and practical understanding of intergenerational family conversations about historical events, particularly those involving racial discrimination,’’ the researchers said. They noted that storytelling could help families have honest, age-appropriate conversations that acknowledged painful experiences while fostering hope and empathy and equipping young people to help build a more inclusive future.

VROUERUGBYSPAN WEN COSACSA-TOERNOOI
Northlink wen groot TARRYN-LEIGH SOLOMONS orthlink College se vrouerugbyspan het Sondag (6 September) die Wes-Kaapse rugbytoernooi van College Sport, Arts and Culture South Africa (Cosacsa) by die Hoërskool President in Goodwood gewen. Die tweedaagse kompetisie, wat op 5 en 6 September plaasgevind het, het Northlink College, Boland College, West Coast College, False Bay TVET College, South Cape TVET College en die College of Cape Town bymekaar gebring. Northlink se vroue het al drie hul wedstryde gewen en met nege punte bo-aan die puntelys geëindig. Boland College was tweede en West Coast College derde.

WEN AL DRIE HUL WEDSTRYDE In die mansafdeling het West Coast College die eerste plek ingeneem, gevolg deur Boland College in die tweede plek en Northlink College derde. Die toernooi het ook as ’n keuringsgeleentheid gedien om spelers vir ’n Wes-Kaapse span, wat die provinsie by die nasionale Cosacsa-kompetisie sal verteenwoordig, te identifiseer. Cosacsa skep geleenthede vir studente in die TVET-sektor om op sport-, kuns- en kultuurgebied mee te ding. Met goud vir die vrouespan en brons vir die mansspan het Northlink die rugby-naweek met twee podiumplekke afgesluit.

University athletes compete
A group of athletes who are part of the University of the Western Cape Athletics Club competed at the 2026 ASA National Cross Country Championships in Pretoria this past weekend. The championships took place at Curro Northlink College se Hazeldean High School on Saturday vrouerugbyspan tydens 5 September. The athletes were Abby die Western Cape Wylbach, Keeran Adams, Sezario Tafel, CoSACSA-rugbytoernooi Cameron De Beer, Carlia Moses, Sergio by President High School Plaatjies and Jandré Franke. in Goodwood. Die span is They train under UWC Athletics Club later as wenners van die coach Daniel Van Der Ventel, who vroue-afdeling aangewys. has been working with young athletes FOTO: TARRYN-LEIGH SOLOMONS from Bellville South to give them more
opportunities to train and compete. Van Der Ventel said he became involved after noticing the lack of an athletics club in the area. He started working with local primary schools and saw how much pressure was placed on teachers who often had to oversee several sporting codes. His work with the athletes is aimed at giving them more structured support and regular competition experience. Their participation in the national championships gave the group another opportunity to compete against athletes from across the country and continue developing within the sport.
