CapeTown’s final budget of the current mayoral term wasadopted on Monday amidsharp divisions in Council, with Mayor Geordin Hill-Lewis hailing five years of infrastructure investment as aturning pointfor the City while oppositionparties condemned the increasesasunaffordable.
Hill-Lewis described the R87.8 billion budget as adefining moment, arguing that Cape Town hadchanged trajectory after years of infrastructurestrain. But opposition councillors painted astarkly different picture, oneofrising electricity, waterand sanitation costs outpacing inflation,missed housing targets, and findings flagged by the Auditor General.
The budget, already revised following a courtrulingthatfound the City’s method of calculatingfixed charges unlawful, passed despite unanimous rejection from opposition benches.
Tablingthe budget for final adoption at Council, Hill-Lewis said, “Five years ago, therewas much of thisCity’s infrastructure grid that was under severe strain. Thewarning lights on the dashboard were flashing bright orange. Five years later, we have changed trajectory.”
He said every major infrastructure projectiseither under construction or complete,with sewer spillsalready down 30%, wetlands being cleaned, and new public transport projects under way to carry tensofthousands more passengers daily.

Aspart of Substance Abuse Awareness Month, the CityofCapeTown celebrated the achievements of 360 Matrix® programme participants during acombined graduationceremony in KuilsRiver on Friday, 19 June, where 360 participants whocompleted theprogramme received certificates.
The milestone reflects the City’s ongoing investment in substance use treatment, with its eight Matrix® sites having provided substance use screeningstomore than 2000 people between July2025 and June2026, with more than 66% ofthose being men at an average age of 32.

As part of Substance AbuseAwareness Month, theCity’s Matrix® sites held a combined graduation ceremony for clients, and their family members, who have completedvarious elements of the free substance use treatment programme.
“We celebrate with those who had the courage to seek help, and commend them for committing to and completing the programme. It’s an ongoingjourney of recovery forthose who made the courageous decision to confront their addiction and had the perseverance to turn their lives around. It’snot an easy road,and we know thereare many more residents struggling with addiction. While communities have an important role to play in protecting schools during theJune holidays, theDAhas called on thepolice to intensify visible policing around educational facilities and to strengthenefforts to combat criminal elementstargeting places of learning.
“Every school that is vandalised represents adirect attack on achild’s
future. We urge communities to remain vigilant and immediately report suspicious activity to the police or the Safe Schools Hotline on 0800 45 46 47. A watchful community can defeat even the most determined criminals,” saidPeter Johnson, DA provincial spokesperson on education.
Johnson added that he would be writing to the office of the provincial commissioner to obtain aclear understanding of what plans the police has in place to protect schools during the June holidays.
“As places of learning increasingly become targets for vandalism and theft, visible policing and proactive interventions are essential. Communities and schools cannot fight thisbattle alone, and the police must play itsfull role in safeguarding our children’s futures. Criminals and vandals must be caught and successfully prosecuted to ensure the safetyofour schools,”hesaid.

Therecentwaveofprotests acrossparts of Cape Town highlights growingfrustration amongresidents overissuessuch as servicedelivery, risinglivingcosts, transport fares, andbroader concernsaroundsafety and governance. Whilethe righttoprotest is afundamental part of ademocratic society, it is important that these demonstrationsremain peaceful,lawful, and constructive.
In recent weeks, severalprotests have drawnpublic attention, particularlyinareas such as Parklands, Claremont, and SeaPoint. Thesegatheringshave sparkedstrong debatewithin communities, with some residents expressing concern about the messagingbehind certainmovements, while others feel that protest action is the onlyway to have their voices heard.
What is becoming increasingly clearisthatmanyof thesedemonstrations arerooted in deeper socio-economic frustrations. Rising electricitytariffs, transport costs, housing shortages, andunemployment continue to placepressure on households already struggling to makeends meet
However, while the concernsmay be legitimate, the manner in which theyare expressed matters Thereisa risk that heightenedtensions andmisinformation can lead to fear,division,and even confrontation within communities.
