he future of cycling at the Bellville Velodrome is again under the spotlight after the GOOD Party raised concerns about plans to remove its indoor cycling track. GOOD secretary-general and Cape Town mayoral candidate Brett Herron on Sunday 9 August questioned whether the planned cycling facility at Vygieskraal Stadium would adequately replace the Bellville track. The City of Cape Town announced in April that the Bellville Athletics Track and Velodrome precinct was set for a major private-sector redevelopment. Plans include upgrading the athletics track and transforming the Velodrome

WHAT IS PLANNED FOR BELLVILLE? The City’s Mayco greenlit the proposed redevelopment in April, with the recommendation then due to go to Council for final approval. The project stems from a tender awarded in 2009 for the development of the 11,47 ha
precinct. Under the proposal, the City will retain ownership of the athletics track and Velodrome. The developer will lease the facilities for an initial 50 years, with a conditional option to renew for another 10 years. The developer will also purchase identified vacant erven around the facilities for mixed-use development and will be responsible for upgrading and operating the athletics track and Velodrome as event venues. The planned indoor arena would accommodate approximately 14 000 to 18 000 spectators. The athletics track would receive a modern, competitioncompliant surface, while public access would be retained.

The City previously said it would not be sustainable to retain the existing cycling track as part of the Velodrome redevelopment. It said this followed a city-wide cycling feasibility study that looked at demand and how best to provide cycling facilities sustainably. Vygieskraal Stadium in Athlone was subsequently identified as a central hub for cycling. In April, the City said it aimed to carry out a R20 million upgrade at Vygieskraal during the 2026-'27 financial year, including the reinstatement and upgrade of a cycling track. TO PAGE 2

School transfer applications open T
he Western Cape Education Department (WCED) opened its school transfer applications on 3 August, for learners in Grades 2 to 7 and 9 to 12. Applications will run until 17 August for the 2027 school year. Department spokesperson Bronagh Hammond, said those wanting to move their child next year should submit their applications during this period and advised that the application process has been adjusted. Parents need to check whether they should apply online or directly at a school or district office, depending on their circumstances. Online applications are available only to learners who meet specific transfer criteria. Parents whose situations do not qualify will need to apply directly to the school they want their child to attend. WHO CAN APPLY ONLINE Parents may submit an online transfer application if any of the following apply: The learner has reached the highest grade offered by their current school, such as a school that only goes up to Grade 3 or Grade 9. A parent or caregiver has moved employment to another area, making a school change necessary. The family has moved home to a different area. Online applications can be submitted through the WCED admissions website at admissions.westerncape.gov.za. Parents who have not used the system before will need to create an account first.

WHEN TO APPLY DIRECTLY AT A SCHOOL Parents who want to move their child purely because they prefer another school, and who do not meet any of the online criteria, must apply directly to the school of their choice using a hard-copy transfer request form.
EDUCATION DEPARTMENT OPENS 2027 SCHOOL TRANSFERS UNTIL 17 AUGUST Certain applications must also be submitted in hard copy at the school only, due to their sensitive nature. These include cases where: There is a documented concern about the learner's safety, wellbeing or protection; the learner needs access to medical or psychological treatment that is not reasonably available near their current school, and supporting documents must accompany the application; or the learner is a ward of the State under the care of an appointed guardian or statutory authority. Transfer request forms are available from the Resources section of the admissions website, schools and district offices. Parents and caregivers will need to supply the following supporting documents: The learner's latest school report. An ID, birth certificate, passport, study permit, proof of application or police affidavit. Proof of residential address or a police affidavit. GRADE R, 1 AND 8 ADMISSIONS The department said schools are currently finalising admission lists and confirming placements for Grade R, Grade 1 and Grade 8 learners for 2027. Parents who have not yet applied for these grades are urged to contact their district office. The online admissions platform for Grade R, 1 and 8 applications is currently closed. No congestion charges for now DESIRÉE RORKE The City has dismissed claims that it plans to hit motorists with congestion charges, with Mayco member for urban mobility Rob Quintas saying such measures are off the table until Cape Town’s public transport is up to scratch, and that current national legislation doesn’t even allow for it. This comes after Cape Independence Party (CAPEXIT) last week slammed the City’s proposed Travel Demand Management (TDM) Strategy as an Orwellian dystopia, warning it would punish motorists with higher parking fees, congestion charges and financial penalties simply for driving. In his council speech in the July sitting,
the party’s leader Jack Miller said the City’s strategy would burden motorists with unnecessary costs and restrictions. In response, Mayco member for the Urban Mobility, Rob Quintas, said to TygerBurger: “A congestion charge is not something the City is introducing now, or in the near future. Also, current national legislation does not make provision for such a system.” Quintas said the charge is “theoretical” and only to be considered once an effective, reliable and well-integrated public transport system and enabling legislation are in place. “A congestion charge is mentioned as one of several long-term possibilities,” Quintas told TygerBurger.

Herron said a due diligence briefing presented to Council in June described the planned Vygieskraal facility as a “moderate speed outdoor municipal cycling track” intended for recreational and training use. He argued that this would not be comparable to the indoor cycling track at the Bellville Velodrome. “The truth is that Cape Town will not get another Olympic-standard velodrome; once converted into a concert venue, it is gone,” Herron said. Mayor Geordin Hill-Lewis previously described the proposed arrangement as a “win-win scenario”. He said private-sector investment would allow the Bellville facilities to be upgraded and maintained for athletes, schools and residents in a way the City and ratepayers could not
achieve through municipal funding alone. The City also said funds raised from the transaction would go towards upgrades to regional sporting facilities elsewhere in Cape Town. The Velodrome and athletics track themselves would remain under public ownership, while identified vacant erven surrounding the facilities would be sold for mixed-use development. TygerBurger has approached the City for comment on GOOD’s latest concerns and asked whether the planned Vygieskraal track will accommodate the same level of competitive cycling as the existing Bellville facility. The City was also asked to confirm the current approval status of the redevelopment. This is a developing story and will be updated as more information becomes available.

Smith gives overview of law enforcement’s year
T
he City's Law Enforcement department has seen a 70% surge in arrests in the past year, along with increases in enforcement categories. They City says the increases are partly due to the Neighbourhood Safety Officers (NSO) initiative, and the establishment of the anti-hijacking unit. The Metro Police Department is in its 25th year of operations. The first intake of recruits started active duty in December 2001. Over time, numerous specialised units have been introduced, including the K9 and Equestrian units, the Gang and Drug Task Team, the Strategic Surveillance Unit (CCTV), and the Tactical Response Unit. In September 2025, the Metro Police Department welcomed 700 new recruits who have been deployed in 99 municipal wards as Neighbourhood Safety Officers. The following month, 44 additional Metro Police officers started working on a shift rotation to shore up patrols on the N2 and surrounds. In November, an increase in hijacking incidents involving City-owned
CITY SEES SURGE IN ARRESTS AFTER CRIME INTERVENTIONS vehicles led to the establishment of the Anti-Hijacking Unit, focusing on vehicle recoveries. “I am pleased to note the increases in key categories, which are indicative of consistent efforts to drive down crime rates and hold those responsible to account within our limited scope. The amount of narcotics removed from our streets has nearly doubled, and there have been notable gains, too, in the recovery of illegal firearms and ammunition, along with stolen vehicles. “While these are incredible successes worth noting, we need to work towards improving conviction rates. The City has placed on record its willingness and ability to assist, if granted expanded powers for our Metro Police Department, and we are
now pursuing further steps to bring this to a head with national government,” said Mayco member for safety and security, JP Smith. ATTACKS ON STAFF A note of concern is the consistent increase in the number of attacks on staff. These have nearly doubled in the past few years, from 64 incidents in the 2022/23 financial year to 116 in 2025/26. “I struggle to understand how people can deliberately turn on the very ones who put their lives on the line to make communities safer, and yet it is a reality that our staff face far too often. In fact, on average, a Metro Police officer is targeted in some way every three days. That's not including our other enforcement and emergency services. The fact is that it's but a small number of people who choose to protect the bad guys, instead of helping the good guys. In doing so, they are putting entire communities at risk from criminals who remain free to continue their illegal deeds,' added Smith.
Cape Town libraries recover R4.7m in overdue items The City of Cape Town said on Tuesday 4 August that their libraries have received a total of 37 422 overdue items back during its Fine Free Weeks. According to the City the cost of the overdue items was R4 767 836,51. “The number proves just how popular our Fine Free Weeks are. It is an opportunity for patrons to return books and other items without paying a fine for late returns. Returning books allows others to also experience reading their favourite book. Our libraries have so much to offer, and I would like to invite residents to visit their local library to enjoy a safe reading space and so much more,” said Francine Higham, Mayco member for community services and health. Over the course of a year, the City’s
Libraries and Information Services held four successful Fine Free Weeks – the last being held during the recent school holiday break which ran from 29 June to 4 July. This week also saw the return of 10 300 items valued at R1 393 920, the City
said. Library patrons also returned 12 442 items during the National Fine Free Week in March earlier this year. They said The Diary of a Wimpy Kid series remains the most returned book, along with study guides for high school subjects.

Shana Ontong and Abigail Strauss launched their programme at Elswood Secondary, where they assist Grade 12 learners. Ontong says they were required to implement a community project for their third-year social work practical. “Our goal has always been to involve community members in empowering themselves with the use of our skills learned within our practicum. As we were evaluating the need within communities, we were reminded of the lack of support for matriculants in transitioning from school to adulthood. This evaluation brought about reflection on how many learners lack the knowledge of how to write a curriculum vitae as well as how to apply to university, as schools no longer show interest in that regard,” says Ontong. According to Ontong, they felt that their project would be impactful within the Elsies River community as, through observation, it was evident that schools within Goodwood were more resourceful. “Upon researching schools within Elsies
River, it was brought to our attention that there is only one accessible library within the community, which led us to create a skills development programme that included revamping the school library for learners to have a space to work in.” The project commenced on 24 July with an intake session, during which they got to know the learners and gained a deeper understanding of their aspirations. “As this is a five-week programme, week two consisted of painting a mural with the help of learners in the library. We are currently in week three, which involves writing CVs and showing them how to calculate their grade point so they know which admissions they can qualify for and apply for. Week four will consist of connecting learners to career opportunities through collaborating with Northlink College and the police. Our programme will conclude in week five, which is 21 August, with a follow-up and progress reports, where learners will be able to share how this project has impacted them,” says Ontong.

In a statement issued on Wednesday 5 August Traffic Services spokesperson Kevin Jacobs said there has been a resurgence of the scam, which involves emails or text messages being sent to motorists demanding they pay the fine. Jacobs said if motorists do receive a fine they
should check the details closely, including whether they were in fact in the area mentioned, or appear in the photograph on the day on which the infringement occurred. Motorists can also visit their nearest driving-licence testing centre or one of the City’s fine payment points to check. Book drive against AI dependence
A
s artificial intelligence reshapes how students access information, a textbook drive at the University of the Western Cape (UWC) has highlighted why reading, critical thinking, and engagement with authoritative legal sources remain essential to legal education. The initiative, held at the UWC Faculty of Law at the end of July 2026 as part of Mandela Month, was organised by ProBono.Org, the Cape Town Attorneys Association, and the Bar Council of South Africa. Textbooks collected from members of the legal profession were donated to UWC law students. The drive was prompted by the continued financial barriers many students face in accessing prescribed and recommended textbooks. TOOLS CANNOT REPLACE VALUE OF ENGAGING UWC lecturer and Law Faculty community engagement coordinator Cherith Sanger said that while students could access information through online platforms and artificial intelligence (AI), these tools could not replace the value of engaging with legal texts in depth. “Many students at UWC do not have textbooks. They have to go to the library at specific times of the day when the library is open to study,” she said. Students may also rely on short-term textbook loans, where demand can exceed the number of available copies. Access to online resources can pose additional challenges for students who lack reliable internet or data access. For Sanger, this makes initiatives such as the textbook drive an important contribution to educational access. The
initiative also provided an opportunity to consider the changing role of textbooks in the age of AI. Sanger said AI could be a powerful tool, particularly for those who already have a strong understanding of their field. However, she cautioned against students relying on AI as their primary source of legal information. “I am concerned when it comes to young people and students who are learning the law and do not necessarily know the intricacies of the law,” she said. The concern, she explained, is that students could use AI to summarise complex legal concepts and judgments without developing a deeper understanding of the law or the reasoning behind a court’s decision. AI may not always accurately summarise cases or capture the intricacies of a judgment, including the distinction between majority and minority judgments. This could leave students with an incomplete or inaccurate understanding of both the law and how a judge reached a particular conclusion. VALUE OF READING FULL JUDGEMENT For Sanger, reading a full judgment was therefore an important part of legal education. “There is value in reading a full judgment because it is not just about teaching you what the law is and how that case was decided. It also does something else,” she said. Engaging directly with judgments allows students to understand how judges approach legal questions, analyse the facts, and apply legal principles to reach

She said this is particularly important as students progress through the LLB and encounter increasingly complex legal concepts. While AI can make information more accessible, she cautioned that overreliance on summaries could undermine the development of the very skills law students need as future legal professionals — including reading, writing, research, and critical thinking.Final-year LLB student Sinoyolo Ngantweni, who represented the Law Students’ Faculty Representative Committee, said textbooks remain important despite the rise of digital resources and AI. “Hard-copy textbooks promote a culture of reading that legal practitioners should embody,” said Ngantweni. However, he acknowledged that textbooks are expensive, making initiatives that improve access to them particularly important. Chairperson of the Cape Town Attorneys Association and a director in ENS’s litigation department Refilwe Mphego said textbooks should remain the foundation of legal research. “If I am looking for an answer for the law of evidence, the first place that I would go to look is in the textbook on a
chapter dealing with the topic, and then from there I can go to AI,” said Mphego. In this way, AI could be used as a supplementary tool to help students explore questions and identify possible developments in the law. However, information generated by AI still needs to be verified against authoritative sources, including legislation, textbooks, and case law. “The textbook is still important because it is verified,” she said. CITATIONS AND SOURCES Masi Ncube, regional manager at ProBono.Org, also cautioned against the risks of relying on AI without verifying its information. AI could generate inaccurate citations and sources, he said, making it essential for students and legal practitioners to develop strong research skills and engage directly with legal materials. “Although AI is an important tool that can assist them, they need to embrace a culture of reading, a culture of critical thinking, and that can only be done through engaging thoroughly with the law, legislation, and case law,” Ncube said. CULTURE OF GIVING BACK The need for access to textbooks also highlights the legal profession’s role in supporting future lawyers. Ncube explained the legal profession needs to develop a culture of giving back, while Mphego called for the textbook drive to grow through greater support from the private sector: “Textbooks are expensive, and it can never be okay for a young person to miss out on a textbook.”
Study links smartphone addiction to anxiety and depression For many university students, checking social media is part of everyday life, with most using their smartphones to keep in touch with friends, follow the news, study, and unwind. But while these digital platforms have made it easier to stay connected, a new study by the University of the Western Cape (UWC) suggests that spending too much time on social media and becoming overly dependent on smartphones may come at a cost to the mental health of many young people. EXPOSURE TO CAREFULLY CURATED IMAGES Researchers and psychologists Prof Tyrone Pretorius, UWC's former Rector and Vice-Chancellor, and Prof Anita Padmanabhanunni, Dean of the Faculty of Community and Health Sciences, found that greater integration of social media into students' daily lives was associated with higher levels of smartphone addiction and symptoms of depression, anxiety, and post-traumatic stress disorder (PTSD).
One possible explanation for the association with depression and anxiety is that students are frequently exposed to carefully curated images of other people's achievements, lifestyles, and appearances. Comparing themselves with these idealized portrayals may contribute to feelings of inadequacy, worry about social acceptance, and lowered mood. Regarding the link to PTSD, frequent social media use may increase students' exposure to distressing content, traumatic events, negative news, and reminders of past distressing experiences, which may intensify feelings of fear, anxiety, and emotional distress. SOCIAL MEDIA ESCAPE Another possibility is that some individuals may use social media to escape or distract themselves from difficult emotions. While this may provide temporary relief, it could ultimately reinforce PTSD symptoms rather than help people cope. However, the findings
do not show that social media use directly causes PTSD symptoms. SOCIAL MEDIA ESCAPE The study, which has been published in the international peer-reviewed journal Behavioral Sciences, explored how social media integration is linked to psychological distress among 491 university students, and whether smartphone addiction helps explain this relationship. Participants in the study, mostly women with an average age of 21 to 22 years, completed a series of questionnaires that measured how integrated social media was into their daily lives, whether they showed signs of smartphone addiction, and whether they experienced symptoms of depression, anxiety, PTSD, and hopelessness. Conversely, the researchers found no link between social media use and feelings of hopelessness, despite some previous studies reporting such an association,
particularly among adolescents. They suggest that hopelessness, which reflects a person's outlook on the future, may be less influenced by everyday social media use than conditions such as anxiety, depression, or PTSD, which are more closely linked to daily emotions and experiences. The researchers conclude that the findings have important implications for universities seeking to support student mental health, and that efforts to reduce the psychological impact of social media should focus not only on limiting time spent on these platforms, but also on addressing unhealthy smartphone habits and educating students about the mental health risks associated with smartphones. “Psychoeducation on the negative effects of excessive smartphone use and brief, skills-based interventions that strengthen self-regulation and reduce cue-driven checking may be beneficial in student populations,” the researchers noted.

The City is tackling the river and coastline pollution that has plagued Cape Town for years, by replacing aging pipes with larger mains designed to handle a growing population and cut overflows. For years, sewage orginating from Wallacedene has flown into Mosselbank River through the suburb of Kraaifontein, past Durbanville and downstream into Milnerton lagoon and the ocean; and to the south-east, it flows from the Botfontein canal into Bottelary River, at the back of Brackenfell into Kuils River, downstream to Macassar and into the ocean, polluting agricultural and residential areas along their way, as reported by TygerBurger for close to a decade. The City last week announced that its Water and Sanitation Directorate has been upgrading all 225 metres of asbestos cement sewers to 300mm diameter uPVC Class collector mains across four phases, totalling 1,6km of new pipeline. Three phases are already complete, the fourth is scheduled to begin this month and wrap up by December. According to the City, the upgrades significantly improve the conveyance capacity of the sewer network, reducing the risk of surcharge events and adding capacity to support future growth in the catchment area including additional wastewater flows from Wallacedene, which saw heavy land invasions during the Covid-19 pandemic that strained existing infrastructure. The R2,4 million first phase, between 10th and 12th avenues, was completed on 30 June 2025. Phase 2, covering 8th to 10th avenues, cost R7,3 million and
was finished on 7 April 2026. The third phase, from 3rd to 5th avenues, cost R7 million and was completed by 31 July this year. The fourth and final phase, from 3rd Avenue to Plantation Road and into Voortrekker Road, carries a price tag of R7,3 million and is scheduled to begin this month (August), with completion expected by December. The project used open-trench construction, where the existing pipeline is excavated, removed and replaced with a larger one. The method completely replaces old infrastructure, increases hydraulic capacity for current and future flows, and is cost-effective. New sewer manholes were built at strategic points along the route for future inspection, cleaning and maintenance, while existing manholes were upgraded or connected into the new system. Other work included excavating and disposing of unsuitable clay, providing proper pipe bedding and backfill, reinstating roads and sidewalks, managing live sewer flows during construction, relocating affected underground services, and testing the new pipeline for watertightness and operational performance. According to the City, the completed upgrades have significantly improved the conveyance capacity of the sewer network in Belmont Park, reducing the risk of surcharge events and providing additional capacity to support future development and growth within the catchment area. "Once completed, a total of 1,6km of sewer pipelines will be upgraded, significantly improving the reliability of the network in Belmont Park," says Mayco member for water and sanitation, Zahid Badroodien.

This happened long before I was born. I was fortunate enough to be raised by another remarkable woman: my own mother. She taught me resilience, compassion and quiet strength, not through speeches, but through the example she set every single day. Women like her, and the thousands who marched before her, helped shape the world we have the privilege of living in today. I say this without taking anything away from the brave men and fathers who also have a special place in our lives. But Sunday belonged to the women who have carried families, communities, businesses and our country forward, often without fanfare and always with extraordinary courage.

Tussen halfnege en nege-uur word die aansoekers ingelig dat slegs diegene met 'n afspraak gehelp gaan word. Die res moet afsprake maak. Weer eens terug in 'n ry vir 'n afspraak. Tydens my beurt om 'n afspraak te maak, lig ek die beampte in dat ons nuwe aansoekers onkundig is met die prosedure en sy my al die vorige Vrydag van 'n afspraakdatum kon voorsien het of ingelig het dat ek eers een moet maak. Die afspraak word toe gemaak vir Maandag 20 Julie. Kwart voor ses neem ek my plek in die ry in — wat amper strek tot by Ou Paarlweg. Tussen die gesels deur verneem ek dat party mense daar geslaap het of al van 03:00 gearriveer het in die hoop om gehelp te

The project initially caused unnecessary concern and frustration among residents due to shortcomings in public participation and communication. Thank you Sixty60 driver for you kindness during break down I wanted to share a small but meaningful moment that reminded me just how much kindness still exists in our community. Last night I broke down on Jip de Jager near Loevenstein and found myself standing outside my car waiting for friends to come and help. Out of nowhere, a Checkers Sixty60 driver pulled over. He had already finished his shift and was heading home, but when he noticed me, he actually turned
back to come check on me. He asked if I was okay and when I explained that help was on the way, he still offered to stay with me until my friends arrived. I was honestly so touched that someone would take time out of their evening like that – not just to stop, but to genuinely care. I even worried that I might be delaying him, only for him to tell me he was already done for the day. What stayed with me most was what he said: “We
need to help one another.” Simple words, but he had already shown exactly what that means through his actions. It was such a powerful reminder that there are still good people out there — and that people, at their core, are good. Litterboom catches 94 tons of waste

itterboom prevents 94 tons of waste from entering Black River A partnership between the City of Cape Town and environmental non-profit organisation The Litterboom Project (TLP) has prevented nearly 94 tons of waste from flowing into the Atlantic Ocean. Between March and June 2026 three litterbooms in the Black River system intercepted 93 963 kg of waste before it could reach the ocean. Eight full-time river wardens monitored and maintained the waste interceptors daily while also carrying out clean-up operations across four priority waterways. WASTE INTERCEPTED BEFORE REACHING OCEAN The City’s grant restored full-time operations at the Jakkelsvlei, Bloemvlei Canal and Vygieskraal Canal litterboom
sites, while also establishing full-time waste interception at the Bokmakierie Canal. The initiative forms part of the City’s efforts to tackle pollution in waterways before waste can make its way downstream and ultimately into the Atlantic. City Mayco member for Water and Sanitation, Zahid Badroodien, said the results demonstrated the value of partnerships in tackling pollution. “Intercepting nearly 94 tons of waste before it reaches the ocean shows the undeniable power of our partnerships on the ground,” he said. “Interceptors and dedicated river wardens are essential, but to protect our catchments for the long term, we must run a dual-track strategy.”

The Gruvers' collaborative choreographic voice continues to develop its own distinct character. Man feeds 113 feral cats at UWC
T
he “C” in UWC stands for Cape, but to Patrick Lupuzi it may as well stand for “cat”. Every day Lupuzi, a worker at the University of the Western Cape (UWC), walks across the campus making a distinct clicking sound. Within moments, cats emerge from beneath parked cars and from the shelter of shrubs to greet him. He offers them wet cat food to draw them closer so he can check on them and give them affection. Some are content with gentle grooming, while others eagerly wait for a scratch behind the ears.
A CAMPUS FULL OF CATS About 113 feral cats call UWC home, along with one dog named Meisiehond that wandered onto campus one day and never left. The UWC Feral Cat Project, known as Tufcat, was founded in 1997 by Dr Sharyn Spicer and the late Andre Oppelt to ensure the resident cats are fed daily and receive sterilisation, veterinary care and checkups when needed. During the project’s first cat audit in 1999, there were about 165 cats on
campus. Through its trap-neuter-return programme, the cat population has been stabilised and gradually reduced over the years. The cats also give back to the campus by preventing potential rodent problems.
AN EARLY-MORNING ROUTINE Starting at 06:20, Lupuzi, a Mitchells Plain resident, feeds the cats six days a week when the campus is still quiet. On Sundays, Dr Spicer takes over. The early morning routine encourages the cats to emerge from their hiding places, giving him the chance to monitor their health and well-being. As the cats are occupied eating their wet food, Lupuzi moves from bowl to bowl, wiping each one clean before replenishing the dry food in the selected bowls placed inside the kennels. He also refreshes the water bowls in the 34 kennels scattered across campus. Some of the feeding stations are located as far as Unibell and Hector Pieterson Residence, making them among the furthest points on his daily route.

FROM DOG LOVER TO CAT PERSON “I wasn’t actually a cat person at first. I love dogs mostly. But as time went on, I’ve grown to love them,” said Lupuzi. He says looking after the cats is a huge stress reliever and something he enjoys immensely. “The way they look at me and wait for me to feed them, it’s actually quite an experience.” HOW TO SUPPORT TUFCAT Tufcat gets support through donations and the sale of second-hand books. Meer oor die konsepbeleid Die Stad Kaapstad is besig om die beleid oor bydraes, wat in 2015 goedgekeur is, te hersien en by te werk. Die hersiene beleid verskaf ’n duidelike raamwerk vir hoe die Stad bydraes vanaf eksterne partye ontvang, evalueer en bestuur. Dit sluit tegniese bystand, toelaes en skenkings in. Aktiwiteite wat buite die omvang van die beleid val, soos borgskappe en nuwe inisiatiewe, word ook uiteengesit. Die bygewerkte beleid stem ooreen met huidige wetgewing, vereistes vir regeringsbestuur en die Stad se prosedures. Hierdie hersiening word gedoen omdat die bestaande beleid nie meer die kompleksiteit van bydraes wat deur die Stad ontvang word, weerspieël nie. Nuwe prosesse is oor die afgelope dekade bekendgestel, wat teenstrydighede tussen die beleid en onderliggende prosedures skep. Die bygewerkte beleid vereenvoudig prosesse, verbeter deursigtigheid, versterk regeringsbestuur en maak dit makliker vir Stadsamptenare, inwoners, besighede en ontwikkelingsvennote om die bestuur van bydraes te verstaan. Verwagte uitkomste Die hersiene beleid bied ’n eenvoudiger, duideliker en meer konsekwente raamwerk vir die bestuur van bydraes aan die Stad. Die beleid sal na verwagting administratiewe vertragings verminder, voldoening versterk, wetlike en finansiële risiko’s minimaliseer, en samewerking tussen die Stad en organisasies wat munisipale programme en projekte wil ondersteun, verbeter. wen Truter, manager of the Point-S Tyre Shop and Car Service Centre in Kuils River, was announced on Friday (7 August) as the Motor Industry Staff Association (Misa) Woman of the Year finalist for the Western Cape, for the second year running. The national winner, who will be announced in November, will receive an educational trip and attend the annual National Automobile Dealers Association (Nada) Show in the USA. According to Misa, the award recognises women who have taken unusual risks and surmounted significant obstacles to serve their communities and the retail motor industry. Truter’s journey in the motor industry spans 27 years. She started in 1999, helping to open a tyre dealership from scratch. After being told it was “not in a woman’s pants” to be a branch manager, she persisted and rose to branch manager and later area manager, overseeing six branches. Accepting the Western Cape award, she said: “I’ve learned it’s not about gender in the motor industry anymore, but what is inside. You must have a kind heart. When you enter a room and when you exit, make that room brighter.”

urbanville Cricket Club was again crowned the back-to-back Premier League champions at the annual Western Province Cricket Associations Awards on Saturday, 7 August in the Presidential Suite at Newlands. The trophies the club received for the 2025/26 season are Third Division B and A winners, Premier League winners, Club Cricket Most Sporting team and WP Club of the Year. They won the Premier League four times in

Our junior club is also the biggest in the WP with a membership that exceeds 220 juniors,” says Morne de Beer, club chairman, who accepted the trophies on behalf of the club. The annual prize giving of the club was end of March and the club's awards evening is held soon after the seasons ends because some of their players leave for the United Kingdom to play cricket in the off-season. Durbanville has also won the CSA National T20 Community Cup in 2024. “Like in the 2024/25 the league was a tight affair between us, Rondebosch and Western Province Clubs. Our coach Seand Ackermann and captain Fritz de Beer have been sensational in their leadership and guiding our Premier side to back-to-back champions of the Premier league. Players of
