The community of Durbanville is up in arms after ajackal buzzard, afairly largeAfrican bird of prey, was shot last week —presumably by someone in Sonstraal Heights.

As aresult of community members taking hands, the injured bird was taken to a veterinarian in Velddrif, where it was succesfully operated on More than R4 000 hasalready been raisedbyresidents for the veterinarian and rehabilitation costs.

AccordingtoKeith Dalby, chairofSonstraal Heights Neighbourhood Watch,hewas contacted by aconcerned resident on Wednesday18February at about08:10, statingthatshe had heard agunshot. When she looked over herback wall, which borders Andrag farm (between Sonstraal Heights andGlengarry Shopping Centre), she saw the injuredbird falling from atree.

RECOVERINGTHEINJUREDBIRD

“Our neighbourhood watch respondedand sawthe injured bird in the grass on the farm. We alertedresidents of what had happened, andaresident, Gavin Marshall, immediately responded that he would help. He,his wife, Lesley, andtwo neighbourhood watchmembers went onto the farm aftertheyhave gained permission to recover the injured bird. The bird was initially taken

to Tygerberg Animal Hospital in Bellville on instruction by theSPCA. Marshall contacted Tygerberg Bird Club, of which he was amember, and also the Owl Orphanage in Velddrif.

“From then on Iwas really just theconduit between the various organisations involved and transported the bird initially to Tweet Tweet and then through to The Owl Orphanage in Velddrif so that it could be treated as soon as possible,” he said. “A plea was posted to the residents, and they immediately started donating money towards the veterinarian fees andthe rehabilitation of this bird,”Dalby said.

TWOBULLETSREMOVED

The jackal buzzard was

operated on Thursday 19 February. Two small calibre bullets were removed. Thebird is recovering and is being moved back to the Owl Orphanage for rehabilitation.

According to information and CCTV camera footage the shot did not come from the farm, but from Sonstraal Heights. Acomplaint has been laid with metro police, as well as with Cape Natureand is being investigated.

The communityisreeling after yet another man was fatallyshot last Thursday morning in Fisantekraal— the third fatal shootingincident since last Sunday.

According to Const Ndakhe Gwala, spokesperson for the police’s provincial media office, it wasonThursday 19 February about 08:00 when the Durbanville police, after acomplaint, found the body of a39-year-old Malawianman with 10 gunshot wounds to his head.

The body was found in an open field near avlei between Boy Briers Drive and Bishops Court CloseinFisantekraal.

GUNNEDDOWN

On Monday morning the 36-year-old Jaco Coetzee was gunned down in Boy Briers Drive wherehewas on his way to work. According to Gwala members of Durbanville police attended ashooting complaint at about 06:15.

On arrival they found the body of Coetzee with three gunshot wounds to his head.

This came after another shooting incident in Fisantekraal on Sunday at about 01:15 in which aman was killed. His body was found in SaartjieBaartman Street.

According information TygerBurger received the deceased had just been released after he had served six yearsin jail.

RESIDENTSAND COUNCILLORS CALL FOR ACTION AFTER THREE SHOOTINGS

All three incidents are under investigationand no arrests have been madeyet.

Cases ofmurder were registered and transferred to detectives for further investigation,Gwala said.

Onthe eve of the publicationof the General Valuation 2025 (GV2025), the CityofCape Town on Thursday announced its intention to propose a10,2% reduction in the rate-in-rand forresidential properties for the 2026’27 draft budget. The rate-in-rand is the formula used to calculateproperty rates.

The City’s indicative residential rate-inrand is 0,006428 —down from 0,007159 pending draft budget finalisationinMay.

ACity spokesperson confirmed to TygerBurger that the 10,2% dropwill applytoall 23 rating categories, including business, commercial, industrial, vacant land andother non-residential categories.

‘KEEPINGINCREASESTOAMINIMUM’

Cape Town Mayor Geordin Hill-Lewis says this is among several proposed measures to help keep property rates increases to aminimum for“most homeowners”,despite strong asset value growth forproperty ownersinCapeTown

Otherproposed measures inthe forthcoming draft Budget 2026-’27 include raisingthe “rates-free benefit” to the first R500 000 of propertyvalue —upfrom R450 000 —and extending this benefitto all properties up to R8 million—upfrom R7 million, the City stated.

According to the City, thesemeasures will ensure that 60%ofresidential properties will experience either arates decrease or no change in rates, even though their property valuehas risen.

“The proposed 10,2% rate-in-rand decrease andextended ratesbenefits to more middle-class homes will shield the large majority of ratepayers —over 60% of allhomes —with very low rates increases despite their property asset showing

strong value growth, alsoincreasing their family’s net worth,”the mayor said.

ACTIVISTRAISESCONCERNS

However, civic activist Sandra Dickson, founder ofSTOP COCT, is inclined to believe thatthis60% figure is farfrom clear-cut and should be treated with caution.

“The ‘60% notaffected’statementis financially conditional. What it really meansisthat60% are notworseoff relative to themetro’s average distribution shift.It does not automatically mean 60% will see no increaseintheirtotal rates bill. The difference between ‘not negatively impacted by valuation shifts’ and‘not paying more’issignificant —and thatdistinction should be clearly stated publicly,” she said.

She added that by her calculations,the rate-in-rand decrease will only make a possible difference if value growth is under 17,1%.

Reports from homeowners receivedby STOP COCT thus far show propertyvalue increases of between 2,1% and80%.

Hill-Lewis said Cape Town offers the chance for property assets andpersonal wealthtogrow in value.

“Cape Town is South Africa’s onecity that works, offering the best services, SA-record infrastructure investments, the chance for yourproperty assets andpersonal wealth to grow in value no matterwho you are,and the lowest total monthly bills of SA’s metros, even when taking higherproperty valuesinto account. This is the difference compared toother cities, where property values are declining even as rates rise andservices sadly collapse,” he said.

Accordingtothe City, the overall value of ratedproperties in Cape Townacross allcategoriesincreased by 16,65% between GV2022 andGV2025, fromR1,85 trillion to R2,158 trillion.

For residential properties in particular, thetotal ratedvalueofall properties increasedby17,1% fromR1,396 trillion to R1,634 trillion.

The City statesthatthe median rates increase for properties underR3million ranges from R3 to R27per month, with roughly a0–2,5% rates increase for propertiesinthe R1 million –R3million range.

“Eveninthe worst case, 90% of propertiesunder R3 million will avoid arates increaseinexcess of around R100 resulting fromthe valuation. The median rates increase ranges roughly from R27 –R200 monthly for properties valuedR3million –R6million, a2,5 –6%increase, andfrom R200 –R350 monthly for properties valued R6 million –R10 million,” theCity stated.

TheCityemphasised that Cape Town’s residential rate-in-rand is currently the lowestofSA’s metros.

“Cape Town’s vastly lower rate-in-rand shows that it generally costs less to own a property asset here than it does anywhere else. qualified graduatestothe labour market —especially notwith theright skills. It’s no good to just delivergraduates; we need to deliver graduates with the right skills that you need in your companies,”DuPlessis said.

“Our purpose with Stadio is to build thenation by widening access to qualityhigher education. We have asociety that hasa tremendousneed for quality higher education. It is currently beingunderdelivered and it’s beingdelivered in an inefficient model. Thepurpose of our existenceistodosomething aboutthisand if we getitright, it’s going to make atremendous social impact. In our first five years, we graduated 29 990 students. This year we hope to havemore than 41 000 students in total. We wanttohave more than 60 000 by the end of the decade, because we want to provide opportunitiestoSouth Africans,” he said.

QUALITYHIGHEREDUCATION

“I haveemphasised the word qualitywhenI speakabout widening accesstoeducation, because it isn’t just aboutgetting studentsintoprogrammes. When we speak about quality, it is all about theoutput. It is aboutthe successrateofour students. We wanttotalk aboutthe quality of theprogrammesfrom an industry perspective.Wewant to talk aboutthe job readiness of our studentsand we want to be directly surveyed from business leaders,” he said. Partofthe Stadio campus arethe brand new engineering facilities. “For thetime we are going to offertwo higher

certificates in engineering and from next year we are going to start degree programmes in engineering, so we are continuously expanding and we look at the market. We askourselves where are the opportunities? Where do we see a need for training and for offering opportunities? Those are the programmes that we’regonna develop,” he said.

On aquestion about financial aid to students,DuPlessis said “the NSFASscheme is catastrophically badly designed, unsustainable and the wrong solutionfor the country”.

“University fees have risen 22% faster than average inflation over a15-year period in which theeconomy is stagnating. We need away to maintain access to higher education and we must do so in away that shares the burden between the state and the student.

“I am not opposed to providing support for those students. I am opposed to the idea that the student has no responsibility at all, which is the current model.The taxpayer —most of whom did not have the opportunitytostudy —is fundinganopportunity for a student who will get an enormous private benefit with no shared responsibility.

“I prefer asystem in which we say that the student own an obligation to the state, collected by our revenue service. We use therevenue service that we already have and we say you are going to pay 1% or 2% extra income tax for 15 years.”

Beaches are being littered withdiscarded disposable nappies, raising alarm among environmental groups and community volunteers.

At arecent clean-up at Lagoon Beach in Milnerton, hosted by Save aFishie, volunteers removed 187disposable nappies in just over an hour.

According to organisers this is notanisolated incident, but part of agrowing anddeeply troubling trend across rivers,estuaries and coastalareas.

Environmental advocacy group

Water Quality Awareness said theproblem reflectsa larger failure in waste management and producer accountability.

Product designer Jamii Hamlin described the situationasone of themostdisheartening aspects of modern consumer culture.

“Theconvenienceofa throwawaylifestyle andthe escalation of waste destined for landfill or flushed into the seahas become my greatest disillusionment.”

Sherecalledacoastal clean-up on RobbenIsland in 1999, where 22 000 pieces of rubbish were collected, amoment she described as her environmental “eureka” that shiftedher focus towards sustainable product design

Disposable nappies are made from complex materials, including plastics, elastic, adhesivesand super-absorbent polymers. They do not biodegrade. Instead, theybreak down into microplasticsthat enter marine ecosystems andpotentially the human food chain.

Environmental groups argue that while consumers must disposeofwaste responsibly, thescaleofnappies entering waterways points to systemic issues,from inadequatewaste services to insufficient producer responsibility.

ACALLTOMANUFACTURERS

Following the Lagoon Beach clean-up, Save aFishie issued an open letter to major disposable nappy brands calling for stronger action. The organisation is urging manufacturers to:

. Supportregular beach, river and wetland clean-ups.

. Invest in public education campaignsonproper disposal.

. Explore take-back schemes and lower-impact product alternatives.

. Strengthen Extended Producer Responsibility initiatives with measurable outcomes.
