"From cityside we are investing in this We are having an escort unit that need to escort contractors in the area to clean up bins because they are getting extorted They need to pay R15 000 before they can start working and to stop them from being extorted I need to take my traffic officials, my metro police officers from the road in order to escort the trucks in Gugulethu, Nyanga and Khayelitsha in order to provide an essential service to the particular community," he said
CRIMESTATS
A huge achievement was when the police very recently started to make crime statistics available to the City's law enforcement department on a day-to-day basis, Robberts said " I want to know what happened to my community last week What was the crime there last week The problem was always that the police cannot make the statistics available, because it is only done once a quarter Or once a year I hate to be reactive You need to plan proactively and know what is happening in your area," he said
"So now, with 7 000 members, I can plan We can plan together We can deploy where I previously did not know how many murders were committed, how many robberies there were I think it is a step in the right direction," he said "If I am looking at various other departments, like correctional services, I want to know who and where are the people on parole in this area So with regard to our operational approach we are really working well with the police On the ground level we fight crime together We need to sort out the differences between us, because we cannot work apart from each other," he said
RECYCLINGCRIMINALS
"We are recycling criminals on a daily basis, because there is no space in prisons The court roles are too full at the moment The best option is just to postpone the case to another day Do you think I am not getting sick and tired of recycling the same person every day - arresting him every second week with a firearm, going to court and try to oppose bail - then just to find out we cannot detain him," he said
"There is room for improvement to get people convicted to not sit with repeated offenders that you recycle on a day-to-day basis," he said
"I am here tonight to communicate to you I am really standing here as a proud member of safety and security I am coordinating our VIP unit, our SWAT unit and also our operational coordination Then we have disaster management in the safety side, the fire emergency services, one of seven call taking events, and then also our support office
"So we are actually a big component and nearly 7 000 members within the City and just within safety and security We are serving every single community within the metropole," he said
"We are sitting around the table with
the police regarding intelligence and information and I can tell you, we are the front runners in terms of technology within the country
“We have over 6 000 cameras within the City that are monitored on a 24-hour basis - should it be in our residential areas, on highways and byways or at the taxi ramps
"We are covering 25 PTIs with cameras and all our connections with the LPR user groups in the various residential areas
My operational members regarding to the three services are operating with a cellphone That is how we are operating within the city of Cape Town
"I'm getting a call through the 107 centre from you as a resident in Durbanville and it gets dispatched directly on my cellphone I can track every single member within the services and monitor my police members on a 24-hour I can show you our electronic map where I'm monitoring 800 to 900 vehicles per day regarding our movement How long does it take you to attend to an incident?
"Technology wise we are supporting the City with drones We are operating our own drones You cannot police anymore in the same way as 10 or 20 years ago," he said
SIXPILLARS
"We are working in terms of a six pillar approach Pillar one is our information gathering or crime intelligence I need the community's information I need their eyes and your ears I cannot plan if you don't report a crime - if you just give over and hand over and say nothing is going to happen to my case You are going to be pulling at the short end and suffer the most if you don't report that particular crime," he said
"I need to know where do I need to deploy my 7 000 members on a daily basis
“Where do I deploy them tonight? Is Durbanville a hotspot area, yes or no? Is it in Durbanville, is it Goedemoed, is it Aurora, is it the CBD - which of the areas do really need police attention? If you do not have this information, you cannot actually activate Pillar two, the operational approach where we sit together with the police and doing joint operations within this area
“That is the police, metro police, traffic, law enforcement, all our units, including the departments of education, home affairs, correctional services, any provincial department - should it be parks or social development," he said
"The City is there for you; safety and security is there for you Yes, we have problems, I do not hve thousands of people but I'm trying my utmost best to serve every single community in this area From our side I want to assure you we are there to support you as a community and we are there to do our utmost best to keep you safe and secure
“And it is not just for you, because your children in five or ten years, they are going to sit here I want to urge you to take hands with the police and with safety and security and let us work together "
At the meeting were (from left) Robbie Robberts (director of policing and enforcement of the City of Cape Town),Wayne Fredericks (director of operational coordinations: safe and security department of the City), Louie Storm (chair of DCPF),Brig Jan Alexander (commander of the Tygerberg Subdistrict),Col Gonum Munsamy (Durbanville station commander) and Keith Dalby (vice-chair of DCPF)

New cameras boost security inTICID zone
AVRILFILLIES
After installing new cameras and replacing the fencing in the Triangle Industrial City Improvement District (TICID) crime is minimal in the area and properties are scarce and in huge demand in the Triangle Farm area in Bellville
The TICID was established in 2008 and has had numerous successful achievements At inception a once-off clean-up of the whole area was conducted and fencing was installed on
both sides of Triangle Farm that borders two railway lines, Prasa on the one side and Transnet on the other Thereafter fencing was installed at the entrance to secure the whole area
The first phase of the Metrorail fencing was installed in 2011 and during covid in 2020, 17m of the betafence was stolen that borders a railway bridge on Peter Barlow Road Due to people entering the area under the bridge the TICID will be installing the fence shortly, including a camera with
24/7 hour monitoring
"Eighteen CCTV cameras have been installed at hot spots to deter crime and improve public safety, including two LPR cameras (Licence Plate Recognition) at both entrances This lead to a decrease in crime in the area Successful joint operations to combat crime are held in the area with the assistance of Bellville police, Traffic Services and various security companies, i e Bassett, Fidelity, ADT and Byers Security
The CID's security trailer is placed daily from Monday to Friday with a security guard at the Uranium Street gate that leads to the public open space," says Lynette van Lill, manager of TICID
The security guard monitors people entering the area via the public open space and in the evening it is monitored by CCTV cameras The CID area is also patrolled 24/7 by a security company with two vehicles patrolling on day and night
shift Bi-monthly CID's safety and security meetings are held with the various role players to discuss the prevention of crime and hot spot areas within the CID "With the funds generated from the recycling project this financial year, the CID assisted Chris Steytler Industries for the Disabled in Triangle Farm A donation of a power washer, a commercial scale and protective wear was handed over to them to enhance the quality and capacity of their services," says Van Lill

Paint brushes, and plenty of heart were in action at CapeGate Shopping Centre this past Saturday as volunteers came together for the Dogbox Project’s Mandela Day festivities The mission, to paint 67 dog kennels to make life a little more comfortable for animals in need
What started as a once-off Mandela Day initiative in 2012 has grown into something much bigger Thanks to ongoing support from the public, the Dogbox Project is now a yearround campaign that gives back to shelters and pets living in tough conditions
“Blankets and food are always needed, but kennels are the real
“They’re expensive, and most shelters simply don’t have the budget for them ”
67TEAMSBUILDHOPE
Making up 67 teams, volunteers from all walks of life, families, students and animal lovers rolled up their sleeves and got to work
The CapeGate centre court was transformed into a buzzing hub of activity
“Every single kennel painted on the day will go directly to dogs in animal shelters where sadly, many animals don’t have basic shelter from the elements These kennels will now offer warmth in
the cold, and shade in summer,” says Adele, adding that the project had thus far provided 2 300 kennels over 13 years
Regular participants Charmaine Lombaard and Eric Smith from Durbanville says it is their love for animals that inspire them to be involved They provide regular donations to Hantam Pet Paws, a small animal outreach run by Mariechen du Toit, situated in the rural Northern Cape With no SPCA or established animal welfare organisations in the area, Mariechen has taken it upon herself to help the animals in some of the most impoverished areas herself Meagan van Staden from Pawrent Village, an
animal foster organisation based in Joostenbergvlakte, says the donated kennels will go a long way in supporting their ongoing rescue efforts
“These kennels make a huge difference,” she said “They provide protection for our animals, especially during the cold and wet winter months
We’re incredibly grateful for the support ” Pawrent Village, fosters puppies coming from the area between Paarl East and Wellington, until they are ready for adoption Some puppies are so young that they are bottle fed for a few weeks
Van Staden says their biggest need remains dog food

The Study Expo, featuring over 24 tertiary institutions, offered youth the chance to explore further study options and speak with advisors about their future
Fringe sessions added a creative, wellness-focused element rock painting, beading, vision boarding, and silent discos gave YeBoneers a chance to reflect, express themselves, and have fun “These moments showed us that growth isn’t just about formal learning it also happens through play, rest, and creativity,” said Mahomba
INSPIRATIONAL
Galeemah Fakier from Delft called the weekend “truly inspiring” She said, “Every moment lit a spark I left feeling more open-minded and connected to my personal growth I’ve grown in ways I didn’t expect ”
Oyama Mapote said it was unforgettable “The games, food, and peaceful spaces were lovely What stood out most was the kindness and camaraderie We laughed, learned, and made memories I’ll treasure forever ”
Facilitators and speakers consistently reminded YeBoneers of one key message: believe in yourself, your story, and your ability to create change
“This experience came at just the right time,” said Siyasamkela Tsawe, also from Delft “It helped me realise my potential and move forward with confidence ”
Workshops on goal setting, overcoming challenges, and leading with purpose echoed key YearBeyond themes, helping YeBoneers see themselves as agents of change not only in their classrooms and communities, but in their own lives
As they return to their schools and service sites for the third quarter, YeBoneers carry more than new knowledge They return with friendships, confidence, and the belief that their voices, choices, and actions matter

Decades later, still no action
Thanks for highlighting problems brought up by residents at a public meeting ( "Residents call for Action", Tygerburger 15 July)
I intentionally did not attend the meeting as I knew it would be yet another talkshop - as usual! What was new? 20 year-old issues! Since 2016 the existing problems simply escalated
After years of criticism I endeared because of my stance against ward 26/27 it was with gratitude that Vasco topped the onslaught of irate residents
We even had Dan Plato then mayor with a busload of councillors tour the area decades ago Result? Zilch!
When Clive Justus was councillor, I raised the issue of the squatters who initially erected shacks at Wingfield
Subsequently the present regime housed illegal
Ek wil graag iets van my hart af kry

moeilike situasie is?
Ons het almal al gehoor: “Moet nie laat jou regterhand weet wat jou linkerhand doen nie
En dan is daar ook die Popi-wet wat blykbaar heeltemal geïgnoreer word
As jy sop wil uitdeel of skenkings wil maak – fantasties!

Road markings raise safety concerns
In the article “Road markings missing” of 16 July, one is not sure what the City means by “capacity constraints”, but whatever it means, it reflects on service delivery As missing road markings creates a safety risk, it can be seen as an essential service which the City must deliver and of course, also maintain We are however of the opinion that there is also a problem with the service providers who delivers an inferior service If they add too much water with the paint it does not last long enough and there are no consequences and responsibility, they are paid as if it was a job well done
In the article “Safety audit suggested on dangerous road” also of 16 July we totally agree with Cllr Bresler “due to a shortage of manpower there is a general lack of visible traffic police on neighbourhood roads” However we are of the opinion it is more a lack of effective policing!
Maybe it is time for a Local Dialogue on these issues as well as others, and it does not have to cost R700 million NORTHERN DISTRICT COMMUNITY FORUM
Potholes a growing risk
In response to "Calls grow to fix crumbling Goodwood roads" (TygerBurger 16 July) and "Goodwood roads crumble in rain" (2 July)
Since the upgrade work on Jake's Gerwel Drive, which has stalled, these two roads are taking a beating
Concentrate on monitoring the state of the wear and tear on the roads, before the now visible potholes cause unnecessary incidents
As it's known now to the authorities these two roads are being used as a leeway, to try and avoid bumper to bumper traffic on Jake's Gerwel Drive TESSA LUCK, Goodwood

Even in the chill of winter, the coastline draws curious explorers to its rock pools and tidal edges but beneath the surface, a fragile scene of life, sacrifice and survival is quietly playing out. As people take to the shore during low tide for a winter stroll, marine conservationists are urging the public to tread carefully, especially around rocky areas where octopus mothers are guarding their eggs with silent devotion
One such plea comes from local ocean advocate Zoë Prinsloo of Save a Fishie, who has taken to social media and community platforms to spread the word “If you come across octopus eggs during low tide, please don’t touch them and definitely don’t take the mother,” she says “She’s not abandoned or dead She’s guarding her babies with the last of her strength ” These clusters of white, bead-like eggs are often hidden in crevices or under rocks along the shoreline What many don’t realise is that just beneath them, a female octopus sits in silence, guarding her brood She does not eat, she does not move she stays until her body gives out, solely to ensure her babies survive
NSRI expands Emergency Operations Centre
KAILINDANIELS
KAILIN DANIELS@NOVUSMEDIA CO ZA
The National Sea Rescue Institute (NSRI) has unveiled a major expansion of its Emergency Operations Centre (EOC) at the Volunteer Support Centre in Cape Town nearly doubling the facility’s size and significantly enhancing its realtime response capabilities This critical upgrade boosts the NSRI’s capacity to coordinate rescue operations, monitor coastal activity, and respond rapidly to emergencies across the country
A key driver of the expansion is the rapid rollout of the NSRI’s Beach Safety Camera system, which includes a flagship site in Bloubergstrand Bloubergstrand was one of the original four camera locations along with Strand, Kleinmond, and Herold’s Bay that helped launch the initiative The Bloubergstrand camera in particular plays a pivotal role in covering one of Cape Town’s most popular and wind-exposed beaches, where conditions can change quickly and draw large crowds
TygerBurger reported last year (“Smile! You’re on the Big Bay Surf camera”, 8 February 2024) of the Big Bay Surf Camera which went live on Christmas Day Since the launch of the live feed, their analytics have shown interest around the globe
“The expansion necessitated a larger, more advanced control room at the EOC to support this growing camera infrastructure The redesigned operations
hub now nearly doubles the previous floor and wall space and features modern, stateof-the-art, display screens These upgrades allow operators to view clearer, highresolution visuals, improving their ability to detect risks, monitor environmental shifts, and coordinate rescue efforts with precision,” the NSRI says
HOWTHEFACILITYGREW
The facility now accommodates multiple operators, support staff, supervisors, and even visitors during major incidents a significant step up from the previous setup, which could house only one or two people This new capacity ensures more efficient communication and faster decision-making, especially during highpressure emergencies
With emergency coordination at its core, the upgraded space was designed to reflect best practices in layout and workflow A new shift structure ensures a consistent two-operator presence, with flexibility to scale up when needed A dedicated EOC Supervisor oversees daily operations, supporting both routine monitoring and complex incident response
“Importantly, the expansion also lays the foundation for future growth ”
With over 50 stations, satellite bases, and lifeguard containers in its national network, the NSRI’s upgraded Emergency Operations Centre reinforces a deep commitment to public safety, innovation, and saving lives
NSRI volunteers respond swiftly to a distress call, showcasing their dedication to saving lives on South Africa’s coast.
NSRI marksWorld Drowning Prevention Day
Drowning doesn’t discriminate and on Friday 25 July, South Africans were urged to speak up, show up, and take action to help stop it
As part of World Drowning Prevention Day, the National Sea Rescue Institute (NSRI) will join a global movement led by the United Nations and the World Health Organisation (WHO) to raise awareness around one of the world’s most silent killers and how everyday people can help save lives
This year’s theme, “Your story can save a life,” is a powerful reminder that water safety isn’t just about swimming lessons or flotation devices it’s also about sharing real stories that can change lives
Drowning claims more than 236 000 lives every year, making it one of the top 10 causes of death among children aged 5 to 14 South Africa, with its vast 3 000km coastline and numerous rivers, dams, and lakes, is particularly vulnerable
But according to NSRI CEO Mike Vonk, the good news is that these deaths are largely preventable
“Anyone can drown no one should,” Vonk says “World Drowning Prevention Day is about turning awareness into action ”
FROMRESCUETOPREVENTION
The NSRI isn’t just responding to emergencies it’s actively working
to prevent them Over the years, it has built an impressive toolbox of lifesaving initiatives:
. Water safety education: More than 5 5 million South Africans reached with essential safety skills, including how to perform bystander CPR
. Survival swimming: Teaching children in under-resourced communities how to float, breathe, and orient themselves in the water
. Pink rescue buoys: Over 1 800 buoys now placed nationwide, already credited with saving at least 221 lives
. SafeTRX app: A free app for small craft users to log their trips, monitor movements, and alert rescuers in an
the NSRI delivered
water safety lessons and taught 25 000 survival swim classes proof that education is powerful, and prevention works

CalltoboostMeaslesvaccinations
Apublic health expert from the University of the Western Cape (UWC) has urged a scale-up of measles vaccinations following an outbreak in Gauteng
Prof Talitha Crowley, Academic Division Head at UWC's School of Nursing, said that vaccination coverage in Gauteng, reportedly under 75%, is well below the threshold to prevent outbreaks
"To prevent any measles outbreak, we need less than 5% who are not vaccinated in a community, or effectively 95% vaccination coverage "
In Gauteng 181 laboratoryconfirmed measles cases have been reported from 1 January to 13 June, mainly in Johannesburg, Tshwane and Ekurhuleni districts
“In Gauteng, districts with high numbers of zero-dose children - those who have received no immunisations - may experience
a surge in cases," Crowley said
According to a vaccine hesitancy webinar conducted by the Department of Health last year, in some areas up to 22% of children were unvaccinated, she pointed out
“Encouragingly, the Cape Metropole increased its underfive immunisation coverage to 90% by early this year, thanks to targeted campaigns Children are routinely vaccinated against measles at six and 12 months as part of South Africa’s Expanded Programme on Immunisation Catch-up doses are available for those who missed their vaccinations, with no upper age limit ”
HIGHLYCONTAGIOUS
Despite being vaccinepreventable, measles continues to pose a serious health threat, particularly to young children and vulnerable communities
MEASLES CASES CLIMB IN GAUTENG
UWC Associate Prof Talitha Crowley warns despite measles being vaccinepreventable it continues to pose a serious
Crowley warned measles is not just a childhood illness
It’s a highly contagious viral disease that can lead to severe complications and even death
Measles spreads through respiratory droplets when an infected person coughs or
sneezes The virus can linger in the air or on surfaces for up to two hours, making it alarmingly easy to contract
Symptoms typically appear seven to 14 days after exposure, beginning with fever, cough, runny nose, and red, watery eyes
A few days later, a distinctive red rash emerges, starting on the face and spreading across the body
“By the time the rash appears, the person is already in the most contagious phase Complications from measles can be devastating
The virus damages the lining of the skin, gut, lungs, eyes, and sometimes the liver and brain, while also weakening the immune system,” explained Crowley
“This can lead to diarrhoea, pneumonia, blindness, encephalitis, and even death
Children under two, those who are malnourished, and immunosuppressed individuals
are especially at risk ”
As for prevention, vaccination remains the most effective defence, Crowley noted “One dose of the measles vaccine offers about 93% protection, and two doses increase this to around 97% While rare, vaccinated individuals can still contract measles, but symptoms are usually mild and less likely to spread ”
In cases where someone is exposed to measles, individuals should confirm their immunity status Post-exposure vaccination within three days can help prevent infection
“If symptoms appear, seek medical attention immediately and inform your healthcare provider Measles is a notifiable condition in South Africa With vigilant immunisation efforts and public awareness, measles can be controlled and lives can be saved,” Crowley said
