The City of Cape Town is calling on residents and all interested parties to comment on its updated draft Traffic Calming Policy The public participation process opened on Friday 15 August and will close on Saturday 13 September
The draft policy outlines guidelines that will assist the City in assessing and managing applications for traffic calming measures (such as speed bumps and road signage) across the metro
According to Mikhail Manuel, chair of the Urban Mobility Portfolio Committee, the policy reflects input received during the City’s previous public consultation efforts
“The draft 2025 Traffic Calming Policy proposes the widest set of sustainable parameters to date by which the City can use traffic calming measures to make our roads safer for all users,” said Manuel
“The Urban Mobility Directorate was inspired by the public input during the Call for Ideas campaign We thank the public for their innovative concepts and call on the citizens of Cape Town to engage with this draft policy proposal ”
Rob Quintas, the City’s Mayco member for urban mobility, emphasised that the policy aims to safeguard the most vulnerable “Key objectives of the draft policy include establishing a sustainable programme that protects the most vulnerable road users, especially where they are most at risk, and recognises roadways as public assets meant for all users,” said Quintas
The draft policy introduces several significant updates:
.Greater flexibility to accommodate environmental differences, especially in high-pedestrian areas, through policy exceptions;
.Expanded scope for the design and implementation of traffic calming measures, under the City’s oversight;
.An increase in the baseline number of traffic calming interventions per financial year; and
.Proactive planning for traffic calming in new developments and land use applications
“The policy is designed to make it possible for traffic calming measures to be implemented in more scenarios than previously; while continuing to prioritise schools, walking routes in their vicinity and other public facilities,” Manuel added
Printed submission forms are available at local subcouncil offices and City libraries, where the draft policy can also be viewed
Note this consultation is specific to feedback on the draft policy, and not a call for individual traffic calming requests
. Submit comments, recommendations or inputs via email to UrbanMobility CT@ capetown.gov.za (quote reference: 110252602) or visit www capetown.gov.za/haveyoursay for more information.
The annual Kenridge Wildflower
Walk is being presented as three guided walks on Sundays 24 August, 21 September and 19 October to experience the beauty of the local wildflowers.
The walks are hosted by the Wildflower Stepping Stones Project The three-hour walks will start at 11:00 in the park opposite Vineyard Deli
The walks will offer tours through the wildflower "stepping stones" (or conservation circles) of Kenridge
The route will take participants through three indigenous park gardens and 11 conservation circles (stepping stones for pollinators and birds) along the way
One of the gardens on view during the walk is a pollinator garden planted on Mandela Day with grant money received from Nature Connect, which is affiliated to the Table Mountain Fund
The grant also makes provision for a garden planted at The Valley Primary School and an educational programme that benefits Valley Primary and Kenridge Primary learners through various events
ADMIRESPECIESINBLOOM
The circular walk covers just a little bit less than 5km and is done at a leisurely pace There will be ample time to stop and admire the various species in bloom
Some of the flowers you might expect to see on the walks include Babianas, Raindaisies, Veerkoppies, Butterfly Lilies, Fountainbush, Kapokbos, Renosterbos, Viooltjies, various species of Oxalis, Butter Silk Lilies, Beetle Lilies and Cape Stars, as well as a Cyphia creeper, a special discovery in one of the stepping stones
Participants will learn more about the local veld types and can also expect to see birds, insects and possibly a skink or slug
eater along the way!
COMMUNITYEDUCATION
Kenridge also boasts three nearthreatened species that are now protected year-round in the parks, thanks to the Wildflower Stepping Stones Project In addition to maintaining two wildflower routes, the Wildflower Stepping Stones Project also actively engages in community education and upliftment by using MES workers, supporting Valley Primary, and overseeing local school students and scouts who do community work
FYNBOSLIFECIRCLE
According to Dalena Theron, a representative of the Wildflower Stepping Stones Project, they are also busy with a FynbosLife Circle at Door De Kraal dam "It will be a wonderful acquisition for the dam where children and residents can see how the original veld looked like," she says In preparation of this, learners of Curro Durbanville High School took part in a clean-up of the dam area and also removed weeds A total of 18 bags of litter were removed by the 13 learners and four adults
"They removed 80 Spanish brooms, an invasive weed, as well as Patterson's Curse," Theron says
The Kenridge Wildflower Walks are supported by the Greater Kenridge Neighbours Committee and the route has been approved by the City of Cape Town
Tickets are R100 (plus a R7,50 booking fee) per person
All funds go towards the upkeep and maintenance of the route, such as adding more route markers and removing invasive species throughout the year
People can also sponsor route markers with a donation of R600 each
This covers the cost of the pole, cement, the route marker, a commemorative plaque, as well as the labour Bring a sunhat, a rain jacket in case of rain, sunscreen, water and snacks
. Contact dalenavanjaarsveld@gmail.com if you are interested in sponsoring a route marker with a personalised plaque.

New land-use rights to build affordable rental flats in identified neighbourhoods with highest demand in Cape Town will be effective as from 1 September, affording thousands more to make the leap from informal housing to City rental flats. This after the revised Municipal Planning Bylaw (MPBL) was gazetted on Friday 8 August
A number of changes to the bylaw will make it easier to build and develop in the city
These additional land-use rights will enable micro-developers to deliver affordable housing in townships, informal and lower-income suburbs at a far faster rate
. New provisions will see incentive overlay zonings for development focus areas in Athlone, Maitland, Parow/Elsies River, Bellville and Diep River This zoning assign additional and enhanced development rights to properties that fall within certain areas in these overlay zonings
. Additional use rights for Residential Zoning include affordable rental flats, supplementary dwelling units and place of instruction
. An affordable rental flat is a new additional use right to enable the development of small scale affordable rental accommodation in identified areas
The number of small-scale affordable rental units on a single property may not exceed eight units plus a dwelling house, or 12 units if there is no dwelling house on the land
. New additions under Section 135 allow the City to impound moveable property that is being used for illegal building or demolition work if an order to stop work is being disobeyed This amendment intends to address the challenge of owners and contractors continuing illegal work without tangible consequences
. Single residential zoning is renamed "Residential Zoning" (R1) and provides for single-family dwelling houses and additional use rights in low- to mediumdensity residential neighbourhoods
. Amendments to the emergencyhousing provisions, now called
CHANGES TO THE BYLAW WILL MAKE IT EASIER TO BUILD AND DEVELOP IN THE CITY
"temporary-disaster housing", under Section 68 to enable the City to provide temporary housing on land that may not be zoned for such purpose for a period of 12 months without needing to undertake a public participation process beforehand if it is reasonable and justifiable, and complies with the Promotion of Administrative Justice Act The amendment allows for those who are left homeless due to emergencies such as fires and floods to be temporarily relocated to an alternative site in a timeous manner
. Amendments under Section 111 to allow the City to use email as the method of contacting and notifying interested and affected parties; parties must provide the City with their email addresses and update these; and anyone who doesn't have access to email may apply for notification by other means If a resident already has their latest email address with the City,
they do not have to update it again
. A new rectification chapter combines the existing regularisation provisions with new revocation and amendment provisions to provide an internal remedy for irregular decisions This is a costeffective and quicker alternative to review litigation
PUBLIC-PARTICIPATION
Mayco member for Spatial Planning and Environment Eddie Andrews said the City followed an extensive public-participation process, including a call for input prior to the drafting of the bylaw proposals The 90 days of public participation in 2024 included public meetings, both in-person and online, and various engagements with residents and interested stakeholders
"The amended bylaw refines planning processes, offers greater clarity and strengthens our ability to promote social and economic development,"Andrews said "It also gives greater effect to policies such as the Municipal Spatial Development Framework and related district and local frameworks "

It is a strange, almost unreal feeling to watch someone you love endure a grief so deep it seems to swallow them whole Two weeks ago, I watched my fiancé lose his mother, and I felt a pain unlike any I have ever known
It was not my mother, not my family, yet the weight of it pressed on me, leaving a hollowness I had never experienced before I wanted to reach out, to say the perfect words, to somehow ease the ache, but grief is not something that can be fixed with words And sympathy, however heartfelt, sometimes feels hollow when the loss is not your own I have been blessed to still have both my parents I have hugged them, laughed with them, shared the ordinary chaos of everyday life, and perhaps taken it all for granted Watching my fiancé navigate a world without his mother was a sudden, jarring reminder of how fragile life truly is Death does not send warnings, it does not schedule its arrivals at convenient times It comes uninvited, and the void it leaves is vast and echoing
Over the past week, I saw a man strong, capable, and loving confront the unimaginable: the absence of the one person who has been a constant presence in his life since birth His grief was raw and unfiltered, spilling into every corner of the room and touching everyone near him I wanted to comfort him, to hold him, to take away the sorrow, but I could only be there, quiet, present, a steady hand and listening heart
The pain was multiplied when I had to explain to our three-year-old that his “Ma” had gone to heaven The innocence of a child makes grief even more poignant His small face scrunched with confusion and disbelief “No,” he said repeatedly, “she went to work and will be back ”
BRIEWE / LETTERS
How can you tell a child that some people leave forever, that no one can bring them back? His world of stability and routine was shaken, and I could feel the heartbreak in every tremor of his voice
We hugged, we whispered, we repeated that heaven was a special place, and yet, the simplicity of his understanding made my own emotions even more complicated How fortunate are those of us who still have mothers? To hear their voices, to feel their embrace, to know their love is something that should never be taken lightly
Yet life is fleeting In one week, a life can change completely Death is not a distant concept; it is a reality we cannot predict, and the reminder is both sobering and urgent: we must cherish the time we have with those we love I have learned, in watching my fiancé grief, that love is not diminished by loss; it is magnified Memories become sacred, every shared laugh, every quiet conversation, every simple gesture is etched more deeply into the heart And while sympathy can never replace presence, compassion, patience, and listening become small acts of sanctuary for those enduring the storm of grief
So this week has been devastating, yes, but it has also been a lesson: to hold those we love a little closer, to speak words that matter, to celebrate life in all its fragile beauty The loss we mourn today reminds us that tomorrow is not guaranteed, and it challenges us to live fully, to love fully, and to treasure the people who fill our lives with meaning
Grief is heavy, but so too is love And in the quiet spaces of sorrow, it is love that keeps us tethered to hope, to each other, and to the memory of those who are gone too soon -KAILINDANIELS
Die begroting is ter tafel geplaas, nou gedaan; Waarna die bevoorregtes is nog platgeslaan; Verhogings op alles, oorladings sommer ook in die pot; Ongeag die feit hulle ook swaarkry, moet hulle opdok; "ons is in beheer ons weet wat ons wil hê; Betaal, betaal, betaal, betaal en doen net wat ons sê"; Luister nie na die 24 000 wat maak beswaar; Dis net die begin, ons is nog ver van klaar;
