KAILINDANIELS

KAILIN DANIELS@NOVUSMEDIA CO ZA

South Africa has taken a major step towards resolving its antivenom crisis, with the National Health Laboratory Service (NHLS) announcing the release of the first newly-produced batch of snake antivenom after more than a year of critically-low supplies Antivenom reserves have been depleted since mid-2024, with the South African Vaccine Producers (SAVP) confirming in October that it was unable to manufacture any doses The shortage stemmed from electricity supply challenges and necessary infrastructure upgrades at the SAVP facility South Africa’s sole antivenom producer

The NHLS restarted production in early September and has since produced 435 units of polyvalent antivenom, which is effective against multiple snake toxins This first batch marks a positive shift after months of strained emergency care resources

WHYANTIVENOMMATTERS

Producing antivenom is a highly specialised, time-intensive process that requires meticulous quality control to ensure the safety and efficacy of every vial According to the African Snakebite Institute (ASI), South Africa records around 4 000 snakebites each year, leading to approximately 900 hospitalisations Only about 3% of victims require antivenom but for those who do, it is often lifesaving Without access to antivenom, severe envenomation can rapidly result in organ failure or death, making reliable supply crucial for both rural and urban healthcare facilities

As temperatures rise, the country enters peak snake season a time when encounters with snakes become far more common Warmer weather draws snakes out to hunt, bask and search for water, increasing the likelihood of crossings with hikers, gardeners and residents in suburban areas Experts urge the public to stay alert, keep pets close, and avoid attempting to handle or kill snakes, as most bites occur when people try to intervene With more sightings expected

WARMER WEATHER DRAWS SNAKES OUT TO HUNT, BASK AND SEARCH FOR WATER

in the months ahead, awareness and calm responses remain key to preventing dangerous encounters

WHATWILLBEPRODUCEDANDWHEREIT’S GOING

The NHLS confirmed that production will extend beyond snake antivenom alone Future batches will include polyvalent antivenom, boomslang-specific antivenom, spider antivenom and scorpion antivenom

In collaboration with provincial health departments, the NHLS is prioritising fair distribution to clinics and hospitals in high-risk, snakebite-prone regions This coordinated effort aims to stabilise supply chains and ensure timely access for emergency medical teams . For any medical emergency involving venomous bites or stings, the public is urged to call 10177 or head to the nearest healthcare facility immediately

Phased opening of City’s pools

The City of Cape Town’s recreation and parks department has begun the phased reopening of community swimming pools ahead of the 2025-'26 summer season

The department has 37 swimming pools across the metro – five are open yearround –the indoor facilities in Blue Downs, Long Street, Retreat and Strand; and the seawater pool in Sea Point

A total of 22 pools are already open and following completion of scheduled works, a total of 29 pools will be open by end of November, and 36 by 12 December for the school holidays

The Vulindlela swimming pool in Gugulethu remains closed indefinitely pending major upgrades currently in planning stages Annually, community swimming pools are generally open between late October and the Easter weekend

Normal operating hours are weekends only, due to much lower demand during the work/school week, and then seven-day operations during the peak festive season, from 1 December

PIONEERINGPROJECT

Operating times are between 10:00 and 18:00, with the last ticket sold at 17:30 Community facilities that have opened to the public for the season thus far are: Athlone, Atlantis, Bellville Central, Bonteheuwel, Brown s Farm, Eastridge, Elsies River, Emthonjeni, Hanover Park, Kuils River Resort (for resort patrons only), Langa, Lentegeur, Morningstar, Muizenberg, Observatory, Parow North and Trafalgar

The upgrades vary by site and include structural, civil and mechanical plant room repairs, maintenance and upgrades," said the City’s Mayco member for community services and health, Francine Higham

Seven swimming pools scheduled to open in November are: Delft, Khayelitsha, Newlands, Parow Valley, Ravensmead, Ruyterwacht and Westridge

Seven swimming pools are scheduled for opening in December are Bellville South, Goodwood, Kensington, Manenberg, Mnandi, Monwabisi and Wynberg

The Sea Point Swimming Pool remains open to the public while upgrades to its iconic entrance continue, funded by the Friends of Sea Point Pavilion (FSPP)

The renovation cost is currently estimated at approximately R1,8 million raised from the food court initiative

The City has deployed over 490 senior and seasonal lifeguards across its pools and beaches, with an additional 67 bolstering this total in December, as part of its summer readiness plan

This ensures proactive safety, drowning prevention, and a welcoming environment for all residents and visitors

Booklaunchedonrunningtrip

The entrepreneur and investor Keith Boyd, previously from Durbanville, who has broken a Guinness World Record for the fastest run from Cape Town to Cairo last year, launched a book with his memoirs at Durbanville Golf Club recently

The book, Running Africa, tell his story of endurance, adventure and inspiring young Africans to take action The book was published on 16 October this year by Rainbow Leaders, the youth prodemocracy foundation founded by Boyd, whose mission is to focus on reducing poverty by motivating Africa's youth to vote and hold leaders accountable

RAISEAWARENESS

Boyd ran 11 000km from Cape Town to Cairo in just 301 days completing the journey on 22 May last year He undertook this challenging run to raise awareness for Rainbow Leaders His mission highlights

GUINNESS RECORD HOLDER, KEITH BOYD, SHARES ADVENTURES IN NEW BOOK ‘RUNNING AFRICA’

the critical link between poor leadership, poverty and low youth voter participation

Boyd, who now lives in Mouille Point, is an entrepreneur, chief executive officer and investor with extensive experience in the telecommunications, property, tourism and power industries across Africa

He now focuses on social impact investment and youth empowerment through Rainbow Leaders His aim is to reduce poverty by motivating young Africans to vote and hold leaders accountable

“Poverty is overwhelmingly a country-specific problem,” says Boyd “Its greatest contributor is poor leadership, which leads to a trust deficit, deterring investment and slowing economic growth Educating and motivating young people to vote is key to changing that,” he says

CHALLENGES

In his memoir, Boyd shares his first-hand experiences running across nine African countries blending adventure, endurance and purpose Running Africa captures Africa's diverse landscapes, cultures and

challenges through the eyes of a determined runner on a mission to inspire civic responsibility and social change

The non-fiction work intertwines a story of personal resilience and discovery with a call to action for Africa’s next generation, according to a media release

BREAKINGA25-YEAR-OLDRECORD

"Running Africa is however much more than a sports memoir; it's a candid look at the challenges and complexities of Africa

“The book provides full details on his verified record, documenting the 11 000km run, which was independently verified to secure the Guinness World Record for the fastest time breaking a 25-yearold record," according to the release

"Beyond the athletic feat, the memoir details facing extreme adversity and resilience, including a firefight, a hostage situation, team members being imprisoned and managing a generic heart condition while running This raw context sets the stage for the book s core theme: civic responsibility and youth empowerment "

1st Durbanville Scout Bailey Grant

(17) from Sonstraal in Durbanville, who recently received the Scout Springbok Award, was instrumental in sponsoring a minimum of 63 animal sterilisations in collaboration with Fisantekraal Animal Welfare.

This initiative formed part of her Springbok community service project

This prestigious award is the highest award a youth under 18 can achieve within the scouting movement and is the culmination of years of hard work and adventure, says Ursula Wilbraham, spokesperson for 1st Durbanville Scout Group

PIONEERINGPROJECT

During the last phase of this journey a scout must among several other tasks plan and complete 40 hours of

BAILEY GRANT SPONSORS OVER 60 ANIMAL STERILIZATIONS THROUGH COMMUNITY EFFORT

community service, plan and hold a troop camp for two scout patrols and plan and execute a three-day or two-night hike of 30 km with a scout patrol over terrain that they have not hiked before Lastly, a scout must plan and undertake a major scout skills project such as a pioneering project, a construction project or a banquet and involve a scout patrol in the execution of the project, Wilbraham explains

"As part of Bailey’s community service project in collaboration with Fisantekraal Animal welfare, she collected an astonishing number of donations for their

charity shop, which, in turn, sold the items to the local community to fund the animal clinic in its continued sterilisation of dogs and cats in the area

INSTALLEDSHELVING

"She has also installed shelving in the charity shop and collected enough donations to sponsor a minimum of 63 sterilisations Donations continue to pour in and Bailey plans to continue this project for as long as donations roll in," she says

"Bailey led her patrol of five scouts on a Springbok expedition in the beautiful Groot Winterhoek mountains and chose a Springbok pioneering project as her major Scout skills project In addition, she earned three Scout challenge award cords, namely the Bosun’s Cord, the Bushman’s Thong and the Service Cord," she says

CommunityfightsVelodromeplans

MAURICIAPETERSEN

The historic Bellville Velodrome has become the center of a heated debate between community advocates and the City of Cape Town, as residents fight to preserve affordable access to the facility while municipal officials pursue a costly redevelopment partnership with private developers

The Bellville Velodrome, which opened in 1997, has served as a crucial community resource for nearly three decades The facility has provided affordable access to athletics, cycling, hockey, gymnastics, concerts, and cultural events for residents from disadvantaged areas including Bellville South and Phisantekraal Councillor Cheslyn Steenberg of the Patriotic Alliance brought community concerns to the forefront during a recent council meeting, emphasising the facility's importance for underprivileged youth and para-athletes who rely on the velodrome as their only accessible space for sports and cultural activities

"Many youth from underprivileged areas rely on the Velodrome as their only accessible space for sports and cultural events," the document notes, highlighting how disabled children and para-athletes particularly benefit from its safe, accessible environment

The community's primary fears center around the potential commercialisation of the facility Residents worry that redevelopment will prioritise commercial interests over community needs, potentially making the velodrome inaccessible to the public and transforming it into a facility for private developers' use

FINANCIALREALITYVS COMMUNITYNEEDS

Executive Mayor Geordin Hill-Lewis

R262MILLION

defended the city's redevelopment approach, citing the harsh financial realities facing the aging facility His response revealed the significant costs involved in bringing the velodrome up to modern safety standards

"Upgrading the Velodrome to Sasreacompliant standards would cost R300 million (excluding operational costs)," the mayor stated, referring to the Safety at Sports and Recreational Events Act requirements This massive investment, he argued, makes standalone municipal funding economically challenging

The mayor emphasised that professional assessments are needed to determine the facility's current condition and required repairs, including compliance with Sasrea and Sans regulations He noted that the facility has suffered significant deterioration over time due to deferred maintenance and delays in previous redevelopment attempts

AHISTORYOFDELAYSANDLEGALCHALLENGES

The current controversy has deep roots

The City Council originally approved a redevelopment tender in 2009 (resolution C46/10/09), which included public participation processes in 2019 However, the project faced numerous setbacks, including legal arbitration and delays caused by the Covid-19 pandemic

Some previous agreements were declared null and void, but negotiations with the same bidder have recently resumed and are now at an advanced stage, with discussions expected to conclude in the

2025-'26 financial year

The mayor's preferred solution involves a partnership with private developers who would lease the velodrome and athletics track, taking responsibility for the R300 million in upgrades and ongoing operations

This approach, he argued, represents a "win-win" scenario that ensures longterm maintenance, generates income, and maintains public access

However, this solution has not satisfied Steenberg's advocates who are calling for:

An independent audit to assess the true costs of basic functional repairs and investigate potential cost inflation

A moratorium on redevelopment plans until proper public consultation and oversight are conducted

Direct municipal funding and support to restore the velodrome as a grassroots, community-centered facility rather than commercialising it

As part of his response, the mayor also outlined plans to upgrade other athletic facilities across Cape Town, including Jan Burger, Westridge, Wesfleur, Vygieskraal, and Mandela Park These projects, with timelines extending from 2026 to 2030, represent significant investments:

. R80 million for a multipurpose center at Jan Burger;

. R60 million for athletics infrastructure improvements;

. R80 million for an athletics track in Westridge;

. R22 million for cycle track reinstatement at Vygieskraal

THEPATHFORWARD

The Bellville Velodrome controversy highlights the broader challenge facing municipalities across South Africa: balancing community needs with financial

constraints while maintaining aging public infrastructure

While the facility currently operates with interim maintenance to ensure basic community use, its inability to host large-scale events due to safety compliance issues underscores the urgency of the situation

The coming months will be critical as negotiations with the preferred developer continue and the community's calls for transparency and public consultation grow louder The outcome will likely set a precedent for how Cape Town handles similar community facility challenges in the future

As both sides seek solutions, the central question remains: Can the city find a path that preserves the velodrome's role as an accessible community resource while ensuring its long-term financial sustainability and safety compliance? The answer will determine whether this beloved facility continues to serve as a lifeline for Cape Town's disadvantaged communities or becomes another casualty of urban redevelopment pressures

THINKING OUT LOUD

Ek ‘like’ my job

DIEJOERNALISTIEKHETMYSO BAIEDIEAFGELOPE24JAAR GELEER,MAAREENVANEEN VANDIEGROOTSTELESSEIS DATEKBITTERMINMENSE MOETVERTROU.ENDAARIN LÊMYPROBLEEM.

Hoe stap hy? Ek doen al hierdie dinge omdat my kop vir my sê dat ek binnekort oor hierdie kind moet skryf

CARINAROUX

CARINA ROUX@NOVUSMEDIA CO ZA

ONSEKERHEID
