Airport plan takes ﬂight

ape Winelands Airport announced last week that it has entered into an agreement with WBHO as the contractor for the technical development and construction of the airport as part of the airport’s multibillion-rand expansion programme. “With the contractor now formally on board, the project advances into a crucial new phase — detailed technical development and planning. These appointments will enable the team to begin developing the specific designs and engineering frameworks required to move the project toward construction readiness. This process will also provide clearer insights into overall timelines and costs,” explained Deon Cloete, managing director of Cape Winelands Airport, in a joint media release with WBHO last Tuesday. WBHO, the technical development partner for Cape Winelands Airport, is a heavyweight in South Africa’s construction sector and one of the country’s largest publicly listed firms, with deep expertise in infrastructure, civil engineering, roads and earthworks. Best known for delivering major infrastructure projects and technically demanding projects, WBHO has built everything from stadiums and dams to airports and highways, says Deidre Davids, spokesperson for Cape Winelands Airport, in the media release.

‘Blank cheque’ challenged

he Western Cape High Court has reserved judgement in a landmark legal challenge that could transform municipal financing nationwide. The South African Property Owners Association (SAPOA) and Afriforum squared off against the City of Cape Town over three days last week in a hearing centred on whether municipalities have the constitutional authority to impose fixed charges based on property values — a practice SAPOA argues amounts to an unconstitutional “blank cheque” for local government spending. The matter was heard by a full bench of three senior judges — Judge President Nolwazi Mabindla-Boqwana, as well as presiding judges Andre le Grange and Katharine Savage. The legal clash centres on SAPOA and AfriForum's bid to have three contentious budget tariffs covering cleaning, fixed water charges, and fixed sanitation — as introduced in the City's 2025-'26 Budget — struck down as unconstitutional. While the City insists these are legitimate service charges rather than rates, it has raised the stakes considerably with a bold counter-application. Should the court rule against the municipality, Cape Town wants Section 75A of the Systems Act itself declared invalid, arguing that such a decision would cripple its constitutional mandate to deliver municipal services. “In essence, SAPOA argued that the City does not have the power, in terms of the Constitution and the applicable legislation, to raise fixed charges based on property value bands,” comments SAPOA CEO, Neil Gopal. According to Gopal, the Court specifically asked the City of Cape Town’s counsel whether there is any legislative requirement that the City, or any other municipality for that matter, is required to “tighten its belt”. “The City was unable to point out any such requirement, and merely argued that salaries, its biggest expense, are set at a national level. SAPOA and its members have no objection to the principle of subsidisation, or to pay its fair share of municipal service costs. The problem arises, however, if a municipality is given unbridled power and a blank cheque to do as it pleases. Municipalities across the country, including the City of Cape Town and others that regularly receive clean audits, must also be held accountable on the way taxpayers’ money is spent,” says Gopal. “The Court reserved judgment, but no indication has been given as to when it may be expected. The Court did point out, however, that this is a complex matter, that requires careful adjudication, and that it is mindful of the effect that this judgment may have on other municipalities throughout the country.”

Help homeless digitally

new cashless donation system has been introduced at homeless service centres in Cape Town, enabling the public to purchase digital vouchers for people experiencing homelessness as South Africa transitions towards digital payments. Mi-change for Good, a voucher system supporting homeless people, is now piloting a digital programme allowing the community to purchase R15 digital vouchers using SnapScan QR codes. Homeless participants can then redeem the vouchers at U-turn's Homeless Service Centre in Claremont or Mould Empower Serve (MES) in Durbanville for essential services including meals, showers, clothing, and accommodation. Carmen Dickenson, Mi-change national manager, said the system builds on existing payment habits. “Many people already use SnapScan as

part of their payment routines, so there's no new learning involved. This lowers barriers to giving and makes it easy to act on the spot, allowing donors to respond to their initial empathy before the moment passes.” The digital vouchers cannot be traded or sold, which organisers say prevents their misuse as an informal street currency and ensures donations directly support participants engaged in the programme. “Our main goal is to provide people with a pathway out of homelessness,” Dickenson explained. For participants, the vouchers signal that they are actively engaged in the programme, taking meaningful steps to leave homelessness behind, and rebuild

their lives. “By reducing street solicitation and limiting cash on the streets — which can often fuel addiction and dependency — digital Mi-change vouchers offer a safe, practical way to meet essential needs, whilst connecting individuals with support services.” The digital voucher system was developed in collaboration with behavioural research organisation ideas42, incorporating interviews and user-testing with both homeless individuals and donors. The pilot forms part of a broader collaboration between U-turn, MES, and the Citi Foundation. Based on findings from the current pilot, Mi-change plans to expand the programme to additional U-turn and MES centres across Cape Town in the new year, with longer-term goals to extend into other regions.

Province to safeguard schools during holidays The province plans to safeguard schools during the holidays. Peter Johnson, DA spokesperson for education, said on Thursday (11 December) that the party welcomed the provincial Education Department’s allocation of over R5,2 million for this purpose. He said more than 840 incidents of crime, vandalism and theft were reported at schools across the province during the first three terms of 2025, which resulted in a repair bill exceeding R5,1 million. He said that while these figures highlighted that criminals targeted schools, with Mitchells Plain, Paarl, Manenberg, Bonteheuwel and Khayelitsha among the most affected areas, they also underscored the critical role of the police in reducing crime in these communities. The department’s evidence-based strategy included, among others; A R5,2 million holiday security budget to ensure 24-hour protection at high-risk schools; The deployment of 82 school resource officers in partnership with the City of Cape Town; Integration into the police-led Safer Festive Season Operational Plan, ensuring heightened patrols and visibility around identified hotspot schools; Activation of a whole-of-society safety network, including law enforcement, neighbourhood watches, non-government organisations and the Safe Schools Call Centre (0800 45 46 47); A partnership with Safe Schools to run a holiday programme focused on life skills, leadership and conflict management during the first week of school closures. Blues at Villa Pascal

oc MacLean, legendary American blues guitarist and troubadour, returns to Villa Pascal Guesthouse in Durbanville on Sunday 18 January from 16:00 to tell songs and sing stories in an emotional remapping of the contemporary Delta Blues. Doc MacLean played Charlie Patton songs in Son House's living room 46 years ago. He has performed and recorded with a who's who of ﬁrst and second generation blues, roots and gospel artists such as Sam Chatmon, Peg Leg Sam and Blind John Davis.

He has opened for Sonny Terry and Brownie McGhee, Muddy Waters, Johnny Winter and BB King. With Grammy-winning producer Colin Linden and members of Canned Heat and Mavis Staples, he recorded the groundbreaking and inﬂuential album Narrow House. Now best known for his solo work as a songwriter and storyteller, he travels intensively throughout Europe, UK, Canada, USA, South Africa, Southern Africa and Namibia. MacLean has recently been recording in Africa. Last year, his Delta Blues/West African single "Africa Blues" was play listed by blues, folk and world music stations on four continents. His current release, a Namibian recording "Son House Died at Detroit", is also starting to spin the airwaves. Baghel returns to Artscape Pratibha Singh Baghel, who performed to a sold-out audience during her 2023 Symphony of Love concert with the Cape Town Philharmonic Orchestra, returns for a one-night-only performance called Encore at Artscape on Saturday 31 January at 20:30. The concert, produced by Cape Town-based Inner Circle Entertainment, will feature a different format from her previous symphony performance – an acoustic evening showcasing Bollywood classics, ghazals, and contemporary hits. Kaapjag presents a family day

he Cape Hunters and Game Conservation Association (Kaapjag) will present a family fun day at the range of the Durbanville Shooting Club on Saturday 17 January from 09:00. The association, established in 1984 by a group of hunters concerned about the preservation of game, has more than 3 600 hunters and sport shooters. The Confederation of Hunting Associations of South Africa (Chasa) helps train and improve sport shooting.

The Chasa .22 gong shoot will now have a family-entry option, with special team prizes for the best family of shooters. “The gong shoot is designed to provide a competitive and level playing field for all to participate,” said Paul Harding, chair of Kaapjag Central. suspended at various distances. There are four ranges of five gongs each – sitting, standing, prone 1 (laying down) and prone 2. The gongs are square but suspended to display as a diamond shape. Sitting in prone 1, the competitor must use the side of the tripod to rest their rifle,” Harding related, “and both buttocks must be on the ground to two 50 mm gongs, two 75 mm gongs and one 100 m gong, spaced 50 m to 67 m apart. Standing, the competitor must

There are two 50mm gongs, and three 100m gigs spaced by 67 m and 84 m. In prone 2 the competitor is on the ground on their stomach, rifle on a standard-sized block or bipod. There is one 50 mm gong,

two 75 mm gongs and two 100m gongs spaced by 75 m and 104 m. "Each stage is timed with a maximum time allowed for the five shots of 120 seconds,” Harding said. “Extra shots or shots fired outside the time are penalised. A hit equals 30 points, a miss equals zero and a penalty is minus 30 points. The maximum score is 600 points. Registration is from 07:30 to 08:30. The cost per family is R450. - Gardeo Isaacs always a dream for him to represent his country. "To get that first medal after eight years still gives me goosebumps." Isaacs' athletic career started back in high school. He first started out to play soccer but laugh when he says he did not like the aspect where he had to work hard and the next person was just feeding from someone else. Also, the fact that one person was not accountable for the success of the team. When he went to high school, he did athletics. First without training before he realised he can do so much better with the training. The rest is history. Isaacs mentions he trains five days a week, three gym sessions. A typical training day for him ranges from two hours to two and a half hours. He advises those who would like to follow in his footsteps or dream of being any successful

athlete to dream big and keep working hard and believe everyone's timing is different. SUCCESS Being an athlete, or any successful sport means a lot of sacrifices. Isaacs says: "Obviously, if you're a sports person in general - I had to personally sacrifice my social life and party times. I had to balance the two out." For him, family time is important. That is why he likes to spend time with his family if he wants to unwind. To relax he would take a drive to the beach and enjoy ice cream. When he is not on the tracks, he also likes to play video games with his friends and watch his favourite soccer team play. The ongoing failures are widely attributed to severe corrosion from sulphuric acid and the age of the infrastructure. “City teams were deployed within minutes to cordon off the affected area, implement traffic-safety measures and begin assessing the extent of the damage,” said Zahid Badroodien, Mayco member for Water and Sanitation. “We are finalising an emergency-repair plan and closely monitoring the site to mitigate any further risks, especially to the nearby Milnerton Lagoon, which remains a key environmental priority.” TygerBurger reported on the issue since August 2023 of the collapses occurring successively and at multiple points in the 50-year-old 900 mm fibre cement bulk sewer pipeline, which runs underground at a depth of 5 metres. Ontstoke inwoner van Kuilsrivier het ernstige klagtes aan die lig gebring oor die toestand van die plaaslike begraafplaas, wat sy beskryf as “erger as ’n varkhok”. Sy woon nie ver van die begraafplaas af nie en sê die gemeenskap leef in vrees. Volgens haar is die terrein en omliggende gebied besaai met rommel wat vanaf mense se huise daarheen gebring word. Teëls word van mure afgebreek en mense gebruik die begraafplaas as slaapplek – selfs bo-op grafte.

“Daar was vroeër ’n kraan sodat besoekers water kon tap vir blomme by die grafte, maar van die mense het poedelnakend daar gestaan en hulself gewas, en die kraan oopgelos. Toe het die Stad dit verwyder,” sê sy. In een verontrustende voorval is sy aangeval toe sy ’n foto wou neem. “’n Man het oor die muur gespring, my gegryp en met my gestoei om my selfoon af te vat – dit was net twee weke oud en R10 000 werd. 26-year-old sprint and track athlete from Loevenstein in Bellville is still in awe after his latest achievement at the World Athletics Championships in Tokyo. The event took place from Saturday 13 September to Sunday 21 September. Gardeo Isaacs says he still can't believe it. "It is still sinking in, and I must get used to a medal," he says in his family home still recovering from jet lag. He recently won a bronze medal at the Tokyo World Championship Athletics 2025 as part of the South African men's 4x400m relay team. The team secured the bronze medal with a time of 2:57.83 seconds, narrowly missing silver. Isaacs says the last time SA won a medal was in 2017. LIEFDE, DIE SIMBOLIEK WAT EK VANDAG AAN KERSBOME HEG. Buiten die Christelike en feestelike simboliek dink ek tog die Kersboom het in elke huis sy eie betekenis en tradisie. Vir baie is dit net nog 'n "feesmal" versiering. Sommige van ons gebruik dit as 'n verskoning om die kleinspan op Oukersaand vroeg in die bed te kry - want Kersvader gaan nie geskenke onder die boom los terwyl jy wakker is nie. Sommige, hoewel hulle Kersfees en Jesus se geboorte vier, slaan glad nie 'n Kersboom op nie, juis oor sy heidense wortels. Dit neem my terug na my kinderdae waar in die vroeë jare ons ook nie 'n Kersboom onder ons dak gehad het nie. Ons het op Kersoggend wakker geword met ons ouers wat al singend in die gang afkom. My pa met 'n lemoensak oor sy skouer waarin my en my broer se geskenke was. Hulle het dan op die voetenend van ons beddens gesit en gesels oor die ware betekenis van Kersfees terwyl ons ons nie-uitspattige Kersgeskenke oopgemaak het. Latere jare, toe een huishouding twee geword het, was daar in my ma se huis 'n Kersboom, maar nie by my pa nie. Dit was tot ek en broer een jaar so knaend geraak het dat hy 'n paar bougainvilleatakke gaan afknip en aan 'n boomstok vasgemaak het. Tot vandag toe is dit my gunsteling Kersboom ooit. Nie omdat hy teen sy waardes ingegee het op 'n tradisie waarin hy nie glo nie, maar oor die liefde waarmee dit gedoen is. Liefde, die simboliek wat ek vandag aan Kersbome heg. Dit het ook in my 'n voorliefde gekweek vir unieke Kersbome. Ek skep veel eerder my eie met klatergoud, viersierings en 'n paar stokke as wat ek 'n plastiekboom ten duurste in die winkels gaan koop. Maar maak nie saak watse Kersboom vanjaar in ons voorkamer opgeslaan gaan word nie, dit word met liefde gedoen. - CECILIA HUME

Dit raak nogal interessant wanneer jy Google inspan en begin soek na die simboliek en ontstaan van die Kersboom. Dit het vroeë heidense wortels met antieke Egiptenare, Romeine, Druïde en Vikings wat tydens die wintersonstilstand immergroen takke gebruik om lewe en wedergeboorte gedurende die donkerste winterdae te simboliseer en die son se terugkeer te vier. Die meer moderne Kersboom se Christelike wortels lê in Duitsland waar families dennebome op 24 Desember, die feesdag van Adam en Eva, met appels en wafels versier het. Sedert die 16de eeu word hierdie tradisie in die huise ingebring en later met kerse versier - 'n tradisie wat aan Martin Luther toegeken word - om sterre na te boots wat deur takke skyn, wat Jesus se koms na die aarde simboliseer. Hierdie tradisie het in die 1800's na Engeland versprei vanwaar dit later na die res van die wêreld uitgebrei het. Vroeë versierings het vrugte, koekies, springmieliekranse en kerse ingesluit, voor vandag se kenmerkende glasballe en elektriese liggies hul verskyning gemaak het.

Gender-based violence in spotlight

reathe Foundation and Catwalk Models International recently created awareness on gender-based violence (GBV) and bullying at the DeVille Centre in Durbanville. GBV entails any harm or threat of harm inflicted on a person because of malefemale power imbalances entrenched within a society. Sexual violence, intimate partner violence, female genital mutilation, child marriage, sex trafficking and femicide are all forms of gender-based violence, says Silvia Craucamp, chief executive officer of Breathe Foundation. “GBV is rooted in toxic expressions of masculinity; it is a huge challenge with bad consequences. One in three women will experience violence in their lifetime, and almost half of that will be at the hands of an intimate partner. It is a serious concern that affects people worldwide, regardless of their race, class, culture or creed and therefore it is everyone’s responsibility to combat it. “For religious communities, addressing GBV is not just an option — it’s a moral duty aligned with the principles of compassion, justice and equality. The church can make a significant difference by educating its members, offering pastoral care, advocating for change, and creating safe spaces. “Men can stand as allies, promoting healthy masculinity and rejecting violence,” she says. MAIN TYPES The main types of GBV can be broadly categorized as: Physical violence: Any intentional use of physical force that causes or is likely to cause bodily injury, pain, or suffering. Examples include hitting, slapping,

Psychological or emotional violence: Behaviour that causes fear, intimidation, or emotional harm through non-physical means. Examples include verbal abuse, name-calling, constant criticism, humiliation, coercion, blackmail, isolating a person from friends and family, and mind games. Economic or financial violence: Actions or behaviours that cause an individual economic harm or make them financially dependent. This can involve restricting access to money, education, or employment, damaging property, or failing to fulfill economic responsibilities. Harmful practices: Certain culturally or socially rooted practices that violate human rights. These include female genital mutilation (FGM), child or forced marriage, and so-called “honour killings”. Online or digital violence: Harmful acts committed, assisted, or aggravated by the use of information and communication technologies (e.g., social media, email, mobile phones). This can include cyberstalking, non-consensual sharing of sexual images, and online harassment. Stalking and harassment: Unreasonable

and repeated conduct that induces fear of harm or is of a sexual nature. This includes repeatedly following or watching someone, making unwanted calls, or sending unwanted messages. Intimate partner violence and domestic violence: A pattern of abusive behaviour (which can include any of the above types) by a current or former intimate partner or family member to gain or maintain power and control. GBV can occur in both private (home, relationships) and public spheres (work, school, community).

BULLYING “Bullying is repeated, aggressive behaviour where one person or group uses a power imbalance (physical, social, or informational) to intentionally hurt, intimidate, or control another person, causing fear, distress, or harm. “Key elements include power imbalance, repetition, and intent to harm, distinguishing it from single conflicts or occasional mean behaviour. DF Malan High School learner Jessie Schoeman is living her rugby dream as part of South Africa’s first-ever u-18 girls squad, who took on the Netherlands in two historic international matches Friday 12 December and Tuesday 16 December. The Bellville teenager is among 26 players selected following an elite player development camp held in Riebeek Kasteel last week, bringing together the cream of the nation’s female rugby talent. For Jessie’s parents, Madre and Emuel Schoeman, watching their daughter achieve this milestone is the culmination of years of dedication and support from the local rugby community. “A parent’s hope is always that your children’s dreams will come true, and that is what happened today with this historic first match against the Netherlands,” they said. They emphasised the community effort behind Jessie’s success: “No achievement ever happens in isolation.” The family expressed gratitude towards DF Malan Girls Rugby, her school coaches, Western Province coaches, fellow rugby parents, friends, family, and their faith for supporting Jessie’s journey. As jy nie in die omgewing woon nie, kan jy een van die kamers in die boetiekhotel op Meerendal bespreek of in een van die gastehuise in Durbanville bly. Bespreek plek in die hotel op Meerendal by dieselfde skakel waar jy inskryf. Maar jy moet spring, daar is net ’n handvol kamers beskikbaar.
