Water inspections are set to continue in neighbourhoods in Cape Town, including Uitzicht in Durbanville and other northern suburbs such as Parow Industrial,Goodwood, Table View and Cape Gate.

Faced with below-average rainfalland increasing water demand, the water inspectorate of the City's water and sanitation directorate ramped up their efforts to ensure residentsand businesses are adhering to the Water Bylaw of 2010 and the2018 bylaw amendment, according to a media release by the City.

Other neighbourhoods to be visited includeWestlake Business Park, Plumstead, Belgravia, Meadowridge, Constantia, Kenilworth, Sea Point,Table View, Somerset West and shopping centres in Somerset West.

“Throughout the summer season, the water inspectorate has increased their checks across

Cape Town to regulate and enforce the City of Cape Town's Water Bylaw anddeter excessive water use,” according to the release.

During December andJanuary, water inspectors visited Sandown, Parklands, Bergvliet, Brackenfell South,Somerset West,Tokai, Monte Vista, Heathfield, Gordons Bay, Ottery, Groot Phesantekraal View and Brackenfell South.

The aim ofthese inspections is to check for:

. Water wastage, both private and municipal;

. Leaks onCityinfrastructure, as well as on private properties; . Illegalwaterconnections;

. Water BylawSchedule 1 permanent restrictions, which include the restrictionson dampening building sandor otherbuilding material and hosing down hard surfaces or paved areas with potable water; . Keeping swimming pools covered to avoidevaporation

Transgressors can be issued a spot fine rangingfrom R1 500 to R5 000, each timethey are found violatingthe bylaw.

“Checking properties for compliancewith theCity's Water Bylaws is oneofseveral measuresaimedatreducing waterwastage.These efforts are supported by ongoing programmes such as leak detection acrossthe City's watersupply network, annual

pipe replacement and pressure management.

“Prior to the visits, residents will receive aknock-and-drop letterinforming them of the inspection taking place in theirarea. Teams will check theGIS mapping system to determine which properties haveaswimming pool and those residents will be visited to ensure that their swimming pool has an appropriate cover. City officials will be wearing City attire (hat and CCT branded T-shirt) and will carry theirofficial City identity tag with them,” according to the release.

ZahidBadroodien, the City's Maycomember for water and sanitation, urged residents“to work together to reduce nonessential outdoor water use and remain below the 975m litres per day usage target”.

NEWWATERINSTALLATIONS

On further questions by TygerBurger, Badroodien said the City implemented proactive annual inspection schedules that cover all areas within its jurisdiction. In addition, water inspectors conduct inspections on new or altered water installations in line with approved building plans submitted to the City. “Inspections are not based on asingle fixed consumption threshold. The current programme forms part of the City’s broader water management efforts, to sensitise and continue to advocate and encourage residentstouse water wisely and efficiently at all times particularly as dam levels are lower compared to the same period in previous years,” he said.

According to Badroodien both residential and business properties will be inspected.

Atotal of 122kg of litterwas diverted from the Mosselbank River and season wetland in Fisantekraal in arecent community clean-up by the Mosselbank River ConservationTeam (MRCT)

Theclean-up on Saturday 31 January was presented in celebration of World Wetlands Day,celebrated annually on2 February.

With 55 volunteers from the community, MRCT membersand members of Fairmont High School's Wildlife Society, they managed to collect 46 bags of litter

“The Mosselbank WetlandsinGreenville in Fisantekraal plays avital rolefor humans,other ecosystems and the climate, providing essential ecosystem services such as water regulation, including flood control and water purification,” said Danielle Cronje, one of MRCT’s directors.

“Wetlands are critical to people and nature,given the intrinsic value of these ecosystems, and theirbenefits and services —including their environmental, climate, ecological, social, economic, scientific, educational, cultural, recreational andaesthetic contributions to sustainable development and human wellbeing,” she said.

This powerful message wasatthe heart of WorldWetlands Day 2026.

Thisyear’s global theme, “Wetlands and traditional knowledge: Celebrating cultural heritage”, highlighted the enduring roleoftraditionalknowledge in protecting wetland ecosystems and

preserving cultural identity across generations, Cronje said.

MOSSELBANKRIVERFACTS

The Mosselbank Riversystem provides ecologically significantseasonalwetland habitat that is still hydrologically and geomorphologically intact, especially with the ongoing habitat rehabilitation; The river andits associated valleybottomwetlandact as an important corridorfor fauna and/or flora withina largely transformed landscape; Thesystem fulfills anumber of importantfunctional roles within the catchment, mostly associatedwith erosion controland the dissipationofflood waters.

Kaapjag Family Daya success

TheCentral branch of Kaapjag (The Cape Hunters and Game Conservation Association) hosted afamily day at the Durbanville Shooting Club.

Theevent took place on Saturday 17 January as part of the club’sregular Confederation of Hunting Associations of SouthAfrica's (CHASA’s) .22 gong shoot, which helps train and improve sport shooting.

“The gong shoot is designed to provide acompetitive and level playing field for all to participate. It involves shooting at various sized steel plates placed at various distances” said chair PaulHarding.

Afamily-entry option was added in order to attract the wives and children of Kaapjag members, many of whom have never held afirearm before.

“Our youngest entrant was four years old and thoroughly enjoyed having her father teach her how to aim and pull the trigger,” said Harding.

Seven family teams wereentered, which resulted in an additional 20 competitors on the day.

“One of our goals for thisyear is to increase new membership for Kaapjag Central and we feel that by encouraging wives and children to appreciate the sport, it will help us to achieve our goals,” said Harding.

TheJoubert family with Johann, Johann Jnrand Hugo Joubert were first.Second were the McIntyre family with Neil, Vanessa, Dan and Jenna McIntyre. The Young family with Andrew, Bridget and Maddi were third.

Irecently found myself in asituation where life hung in the balance. Someone Icared about needed immediate medical attention. In amoment, driven by fear and desperation, we rushed to the nearest hospital,aprivate institution

We had no medical aid. We knew the odds were against us. Still, when death feels close, logic takes aback seat. Walkinginto thereceptionarea, Iexplained that this was amedical emergency.

In that moment, Ibecame acutely aware of an invisibleline that divides peoplein medical crises: those whose medicalaid opensdoors, and those whose suffering must first be assessed against abalance sheet.

The receptionist calmlyexplained thataconsultation with adoctor andanelectrocardiogram, anoninvasive,painless testtomeasure the heart's electrical activity, would cost approximately R10000. This amount, Iwas told,had to be paid upfront,before anyone would even assess thepatient.

We left and went to aprivategeneral practitioner (GP), who then assessed and referred us to astate hospital.

But the divide becomes even clearer in astate hospital. Time stretches endlessly Hours pass while pain deepens. Wards aresoovercrowded that patients lieon floors, bodies against walls and hardened benches.

Doctors movefrom bed to bed, visibly exhausted, some having missed lunch, others nearing the end of impossiblylong shifts

They treateveryone: stab wounds, psychiatricpatients, the chronically ill under one strained roof, all hoping their names will be called next.

Here, "non–code red" patients wait more than twelve hours, sometimeslonger, learning thehard waythat urgency is relative when resources are scarce.

Security guards, hardened by constant chaos, enforce order with little patience or compassion, as though authority is the only thing keeping the system from collapse.

This is not astory about individual failure. It is about systemic inequality

In theory, healthcare is ahumanright. In practice, it is aprivilege.One that mirrors our economic divides.

Private hospitals boast efficiency, comfort, and immediacy, but only for those who can afford it

Public hospitals carrythe weight ofthe majority, underfunded and overwhelmed, relying on overworked stafftohold together asystemthat is quietly failing

The most disturbingtruth ishow normalised this has become. We expect state hospitals to be chaotic.Weexcuse the long waits.

We acceptthat suffering will be prolonged if you cannot afford it.

Until we confront the reality that access to timely, dignified medical care depends largely on financial status, these divides will continue to widen.

The sad truth is that in moments of emergencies and desperation, survival in our healthcare system often comes down to what you can afford, not how urgently you need help.

As Durbanville business owners, my husband and Iare increasingly concerned about the growingdisorder outside abottlestore on Chenoweth Street

Largegroupsofmen –both homeless individuals and workers–regularlygather theretodrinkonthe pavements.This bottlestore appears to attractstreet peopleand after-work drinkers who consume alcohol immediately outside the premises.

On weekends especially,the crowds become disruptive.Brokenbottles, shouting, public urination,and even defecation have become common. Pavements areoften littered with glass, andmanyshoppers have experienced harassment from intoxicated individuals.

“Die kaptein, Luhan Nieman, het die besoekers met ’n skitterende onoorwonne 116 in staat gestel om ’n teiken van 218 daar te stel,”sêVan Zyl. “Ons boulers het ook puik vertoon deur die Laerskool Hermanus vir 157 uit te boul. Daar het te alle tye ’n uitstekende sportmangees tussen die twee kompeterende skole geheers en ons bedank die Laerskool Hermanus soos altyd vir sy gasvryheid.”
