In February, Ward1 councillor Cheryl Visser praised aresident for notifying the authorities about the incident. She said a vigilant resident wentthe extra mile to bring the offender to book, reportingthe illegal mining along PlattekloofRoadtothe authorities. Visser alsoposteda photograph of the scene. She indicated that the City’s law enforcement and urban mobility departments were dealing with thematter, and thathefty fines were in theprocessofbeing issued.Illegal miningisa serious offence with real consequences, Visserwrote in asocial media post.

TygerBurger reached out to the City for more information. They confirmed that their Roads
InfrastructureManagement (RIM) department in the area had received aformal complaint from aresident regarding illegal mining and unauthorised excavation activities taking place along Plattekloof Road, within theroad reserve. The complaint was received at theend of January thisyear.

The prayers of Bothasig residents seems to have been answered. Last week abrand newspeed camera was installed in Plattekloof Road, onthe stretch between Vryburger Avenue and the traffic circle at De Grendel Avenue. The traffic circle has for some years been the site of several horrific motor vehicle accidents inwhich motorists have lost their lives, many of which were reported on in TygerBurger In an efforttoaddress this, flashing signalling lights were installed on Plattekloof Road leading up to the traffic circle last year, while yellowplastic barriers were also setupon the island of the circleitself.Since these interventions, there has not been aseriousaccident reported.
The new speed camera —awelcome addition to the already existing safety measures—has been welcomed by residents.
Mario Borchards, chair of the Bothasig Community Policing Forum (CPF), described the installation of the permanent speed/red light (dual) camera on Plattekloof Road between Vryburger and the traffic circle at De Grendel asa significant development in road safety While serving as chair of the Bothasig Residents Association Borchards formally applied forthe installation of apermanent camera following numerousaccidents and fatalities at the trafficcircle as well as ongoingexcessive speeding along PlattekloofRoad. The situation had become deeply concerning forresidents, particularly given the repeated lossoflife andthe clear pattern of reckless driving, he said In addition, both the CPF and police consistently received complaints from residents regarding speeding on Plattekloof Road and other roads within the Bothasig police precinct. These concerns were formally raised during community engagements andsafety meetings, reflecting widespread frustration and fear among residents, Borchards explained.
He said the initial application for a permanent camera was unsuccessful. This was followed by nearly ayear of continued correspondence, motivation and engagement withtraffic services, supported by accident statistics and traffic surveys. After this prolonged process the Camera Review Committee formally approvedthe camera on 29 January last year. Although the approval processitself tookmore than ayear theinstallation has unfortunately taken afurther year to materialise, Borchards explained.
He said he was informed that the delay came from the director ofpublic prosecutions. “Nonetheless, we welcome the fact that implementationisnow underway.”

Borchards extended his appreciation towardcouncillor Miquette Temlett for supporting the application.
“This stationary enforcement camera is expected to play acritical role in addressing persistent speeding along this stretch of road. Thearea hasalso experienced incidents of drag racing, particularly overweekends and, at times, during weekdays.
“The presenceofafixed camera will serveas astrong deterrent against recklessdrivingbehaviour.”
Importantly, the installation will enhance safety at the De Grendel Avenue trafficcircle, where high speeds have significantly increased the risk of collisions.Consistent enforcementshould contribute to areduction in accidents, serious injuries andpotentialfatalities, he said.
“This installation is ultimately awin forthe community —step toward safer roadsand greater accountability. Road safety remainsa shared responsibility between law-enforcement agencies andcommunities, but enforcement infrastructure such as this camera, and visible policing are essentialcomponents in protecting residents, pedestriansand
motorists alike.”
COUNCILLORRESPONDS
Temlett alsowelcomedthe new development.
Shesaid the installationofthe permanent speed camera is awelcome step in strengtheningroad safety enforcement in theirarea.
“Mobile speed-monitoring units have been active throughout the process to ensurecontinued enforcement while thepermanent structure was being finalised. However, Imust express my disappointment at some of the comments circulatingonsocial media —including remarkssuggesting the camera should be removedoreven vandalised by stealing copperfrom theinstallation. This is not only irresponsible but deeply ironic, given that the community itself requested strongermeasurestoaddress speeding and improve safety. No amount of enforcement can replaceresponsible driving, and ultimately, road safety depends on drivers adheringtothe speed limit and exercising good judgmentbehind the wheel.
Shesaid the new camera supportstheir ongoing commitment to safer roads, but lastingchange requires every driver to play their part.
The City of CapeTown has commenced significant roadworks in twosuburbs, with resurfacing projects settoimprove key routes in Plattekloof andBothasig over thecoming month.
The City’s Urban MobilityDirectorate will be working in PlattekloofRoad, southbound between Baronetcy Boulevard andUys Krige Drive, as well asVryburger Avenue, southbound between De Grendel Avenue and Bosmansdam Road in Bothasig.
The project is scheduled to run fromnow untilMonday 23 March.
To reduce inconvenience duringpeak hours the work will take place at night between 19:00 and 05:30, Monday to Friday. All lanes are scheduled to reopento traffic by 06:00 on weekdays, unless unforeseen circumstances arise.
The roadworks form part of regular maintenance designed to extend the life span of the city’s road network. Beyond resurfacing, the projectwill include removing damagedkerbs andinstalling newones aswellasreplacing selected damagedchannels andrealigning them where necessary.
Rob Quintas, Mayco memberfor urban mobility, acknowledged the temporary inconvenienceresidentswould face
“Residents andbusiness owners in the Plattekloof and Bothasig areacan expect some noise while works are underway overthe next few weeks.
“Our teams will do their best to complete the road resurfacingasefficiently as possible.”
Quintasemphasised the importance of completingthe work during favourable weatherconditions.
“The City’s Road Infrastructure Management teams will work hard to get to as much of this important roadmaintenance work while the weather conditions remain favourable. We ask that the public remain patient while theseprojects are underway as we have alimitedperiodoftime during the year wherewecan push to complete as much of this work as possible.”
Due to expected congestion, motorists are advised to consider alternative routes between 19:00 and05:30.Residents can look forward to newly resurfaced sections of both Plattekloof Road and Vryburger Avenue on completion of the project.

RobQuintas, Maycomember for urban mobility, said theRIM department took immediate action.
“A noticewas served on the owner of thecompany allegedly responsible for the illegal activities, “said Quintas. The noticewas served on 6February.
The offenderwas alsoinstructed to reinstate and rehabilitate the affected area to thesatisfaction of the RIM department, including all worksnecessary to restore theembankmentand road reserve to a safe andstable condition.
Theindividual was alsoinstructed to arrange for ajointsite inspection with thelocal RIMofficewithin 14 days of receipt of the notice, to determine the requiredrehabilitation process, and
the specifications and standards to be complied with for reinstatement. The person as also instructed to pay the penalty for unauthorised work within the road reserve, in accordance with the council-approved tariffs.
Wayne Dyason, spokesperson for the City’s law enforcement, saidtheir department is aware of the complaint and that they are investigating the matter in conjunction with other City departments.
“In terms of the street and public places bylaw: Excavations in streets, no person shall make or cause to be made an excavation, or dig or cause to be dug apit, trench, or hold in apublic road,”Dyason said.
“That area where they are busy falls withing the bylaw’s definition of apublic road”, he added.
“If thereisany damage to essential infrastructure, then you could even open a criminal case,”said Dyason.

Asthe world marked World Hearing Day on Tuesday 3March,the Carel du Toit CentreinParow saidthis year it is celebrating more than just awareness. For the centre’s learners andtheir families, the dayisa celebration of possibility, perseverance, and the power of early intervention.

Every child at thecentre, whichis located on the grounds of Tygerberg Hospital, has ahearing loss or is deaf.
In astatementissued on Mondaythis week, the centre said throughearly identification, consistent use of hearing technologyand theLearning andSpoken Language approach, children at the centre aretaughttolisten andspeak.
Forfamilies, the moment ababy hears their mother’s voicefor the first time, abird singing or even the sound of a passing carisnothingshort of amiracle, the centre said.
One of themiracle stories is that of five-year-old Zay-Lee Adams. Thecentre shared her inspiringstory, explainingZayLee’s journeythus far.
Born with permanent hearing loss in bothears, Zay-Lee’sjourney began at just three months old when aclinic follow-up appointment revealed that she was not responding to sound.
After being referred to Red Cross War MemorialChildren’sHospital, she was diagnosed at five months andfitted with hearing aids amonth later.
Fromthat point forward, her path towards sound and speechtruly began, the centre said.
Hermother, Shihaam, recalls the diagnosisasshocking yet clarifying.
With both parents experiencing hearing loss themselvesand afamily history of hearing loss on herfather, Zane’s,side, the news soon turnedintodetermination.
Zanecommunicatesusingbothsign languageand spoken language, whilst
Shihaam uses signlanguageasher primary mode of communication.
COMMUNICATIONCHALLENGESOVERCOME
Initially, communication presented challenges, the centre said.
After receivingher hearing aids, Zay-Lee wasreferred to the Carel du Toit Children Hear andTalk (CHAT) Centre, apartner organisation that provides specialised early intervention support to families of children with hearing loss.
Through structured guidance, practical strategiesand unwavering encouragement, thefamily learnt howtoturneveryday interactions into powerful languagebuildingopportunities, the statement reads
As Zay-Leedeveloped spoken language, shenaturally gravitated towards communicatingverbally, oftenrelying on her father to interpret between herself and her mother.
This created an emotional barrier between mother anddaughter.Yet Shihaam remainedsteadfast. Through ongoingsessions andfamily-centred support, thatbarrier was gradually dismantled.
BREAKTHROUGHBRINGSFAMILYTOGETHER
Today, at five years old, Zay-Lee confidently communicates using both spoken language andsign language.
Shenow sharesconversations directly with her mother, no interpreter needed. What once felt like distance has transformed into connection.
“She is my gift from God,” said Shihaam.
“Without thesupport we received, Ido

Zay-LeeAdamsasababyundergoing ahearing test at thetime
not believe Zay-Lee would have reached the level of spoken language she has today.”
World Hearing Day serves as aglobal reminder of the importance of early detection and intervention in hearing loss.
At Carel du Toit Centre, it is also a celebration of resilience, partnershipand the extraordinary journeysthat beginwith asingle sound.

Ilook at young people todayand Icannot helpbut feel slightly sorry for them
Iamaproud millennial. Partofthe last generation to experience achildhood balanced between freedom and technology, between scraped knees and dial-up internet, between real-worldadventure andthe digital revolution that was still finding its feet
We were the bridgegeneration.
We knew life before the internet —and we witnessed its arrival.
We remember when boredom sparked creativity, not scrolling. When the streetlights flicking on at dusk wereour only curfew.
You would play in the roaduntil the sky turned orange, too scared to run homefor supperbecause once you stepped inside, that was it, you were in for the night.
We were scolded, but tomorrow, after school, it was the same case scenario.
There were no WhatsApp groups arranging playdates, no location sharing, no TikTok trends dictating how to have fun.
walking to the shop, heading to school, playing in their own backyard.
The very spacesthatoncedefined childhood freedomhave become sources of anxiety. Where we once worried about being shoutedatfor cominghome late, today’sparents worry aboutwhether their children will come home at all.
Thisisnot nostalgia speaking; it is grief for whathas been lost.
We oftenhear debates aboutgenerational resilience, aboutwhether millennials were tougher, or whether today’s youth are moreaware, more emotionally intelligent, moredigitally-skilled.
Perhaps every generationromanticises itsown upbringing. But what cannot be romanticised is safety.
Freedomrequires safety. Community requiressafety.
CHILDRENTODAYARE NOTWEAKER;THEYARE CONSTRAINED
There were bicycles, cricket in the street, hide-and-seek, and the unquestioned assumption thatoutside waswhere childhood belonged.
If we were insidethe housefor too long our parents would demand we play outside.
Children today will sadly never know that version of freedom.
The internet is not the villain. It has brought innovation, connection and opportunity. But it has also replaced something irreplaceable: unstructured, unsupervised, real-world play.
Today’schildren are growing up in a world where entertainment isstreamed, friendships are curated online, andsilence is filled by ascreen.
Their memories willbecloud-backed,not grass-stained
Theshift indoors is not only cultural, it is driven by fear. Crime has become so prevalent that many parents cannot allow their children to roam freely.
For too many families, tragedy has struck during themost ordinary routines:
Childhood requires safety. Andhere lies theuncomfortable truth: we are failingto prioritise it.
Billions are spent on state entitiesplagued by mismanagement and inefficiency, while neighbourhood parks decay and community sports facilities remain underdeveloped or unsafe. Instead of investingmeaningfully in secure public spacesinwell-lit fields, maintained playgrounds, accessible after-school sport programmes funds are toooften mismanaged.
We speakabout youth empowerment while neglectingthe environments that allowyoungpeople to grow confidently andsocially.
Millennials grewupoutdoors not becausewewere braver, but because the world around us felt more accessible Children today are notweaker; they are constrained.
The tragedyisnot thatthey will never know life before theinternet. It is that they maynever knowlife beyond their front gates. If we careabout the next generation, the goal should notbeto recreatethe 90s, but to build safe spaces where children can rediscoverfreedom, where parents can exhale, where play can spill intostreets, andwhere childhood is notdefined by fear.
