Members of the Monte Vista Plattekloof Glen Neighbourhood Watch and private security officers had to actswiftly last week when twofires broke outalong the N1 highway.

Deon Oosthuizen, neighbourhood watch vice-chair, and District Watch shift commander and armedresponse officer, Albert Oberholzer, were the two individuals first alerted to afire underneath the Monte Vistabridge, before being alerted of asecond fire further down the highway.

“We made our way to the bridge and found that the City of Cape Town’s Fire and Rescue Services had alsoarrivedon scene, who then proceeded to extinguish the fire,”explains Oosthuizen.

They left,and afew minutes later received another call that someone was concerned about afirebehind theirhouse, he says “Wefound that another fire was burning on the N1 behind Westerwijk Avenue, Plattekloof Glen,” says Oosthuizen. The two proceeded to break off some branches fromabluegum tree and started dousing the flames. Theyalso requested assistance fromthe firedepartment.

“Some of the motoristsand residents steppedin. We started fillingbuckets of water and got the one section under control. When the City’s fire andrescue arrived, they quickly got everything under control,” says Oosthuizen.

Damlevels lowerthan last year

The City has encouraged residents to use less than thetarget of 975 million litresof water aday due to thelow dam levels.

Damlevels stand at 62,25, which needsto last until the next seasonal rainfall cycle.

Low annual rainfall last year resulted in reduced inflowstodams, placing increased pressureonthe City’s water supply.While taps were not at risk of running dry, at this stage continued high water usecould result in restrictions unless usage was brought down urgently.

“Water usage this past week has unfortunately peaked,soweare 87million litres aday over our target,” Zahid Badroodien, Maycomember forwaterand sanitation, said. He said early proactive measures were far more effective than emergency restriction.

“We must reduce the unnecessary litres of water used in our homes, in industrial and agricultural processesand at work. We cannot afford to be complacent.We must closely keep track of consumption indicators on aweekly basis.”

Badroodien said the City wasbusy with various forms of action, including consistently resolving pipe bursts and water leaks reported through official channels. “Since the drought [nearly a decade ago] the City has andcontinues to invest in upgrading aged water pipes, improving pressure management, fixing leaks faster and strengthening metering along the water supply network.”

Two years ago, Zhongwei Liao entered Curro Century City High School unable to speak aword of English. Today, he is among the school’s top achievers, boasting an impressive82,57% average, fivesubject distinctions, and aplace in the IEB’s top 1% for mathematics.

For Zhongwei, the transition was daunting. With all instruction delivered in English, the language posed asignificant hurdle.But instead of seeingitas an insurmountable obstacle,he viewed it as “a wall that blocks my growth” —one that could be broken down with determination and strategy Zhongwei’s approach was both strategic and immersive.

“What worked for me was listening to moreEnglish and speaking more. Ialso tried to think in English,” he explains. However, conversational English wasonly part of the challenge. “Speaking English and academic English are totally

The hard work paid off. Zhongweiearneddistinctions in five subjects,including scores above 90% in two, and secured aprestigiousspot in the IEB’s top 1% for mathematics. He credits much of hissuccess to the unwavering support and patience of his teachers. “To get top marks, you can never do it without their support,” he acknowledges.

RECOGNITIONANDWISDOM FORTHEFUTURE

In recognitionofhis outstanding achievements andresilience, Zhongwei was

awardedthe Head of High School Award for the Class of 2025. Throughout his journey, he carried the wise words of his fatherclose to heart: “Do it and strive and do not delay because theoutcome will be better than yourexpectation.”

For others facing their own challenges,Zhongwei’sadvice is clear:“Neverbeafraid because achallenge alsoleadstogrowth. Smooth seas never make skilful sailors. The most important advice is to always feel confident andnever doubt yourabilities. If you believe in yourself, you will realiseyour full potential.”

The Bloubergstrand community is mourning the lossofJohn Flanigan (80), ahighly respectedocean sportsman, following asea kayaking incidentoffshore south of On-the-Rocks on Saturday morning.

Despiteaswiftand coordinated rescue response by the National Sea Rescue Institute (NSRI) and emergency services, Flanigan was tragically declared deceased afterextensive resuscitationefforts.

RESCUEOPERATIONLAUNCHED AFTERREPORTSOFCAPSIZEDKAYAK

According to Rowan Marais,station commanderofNSRI Melkbosstrand,the rescue operation was initiated at07:45 on Saturday 31 January, after eyewitnesses reported an unmanned sea kayak appearing to be capsized offshore.

“NSRI Melkbosstrand duty crew were activated following eyewitness reports of an unmanned sea kayak appearing to be capsized in the vicinityoffshore south of On-the-Rocks, Bloubergstrand,” Marais said.

West Coast community coastwatchers assisted with visual confirmation while NSRI rescue swimmers responded tothe scene. The NSRI rescue craft JetRIB was launched fromSmall Bay, Bloubergstrand

Upon arrival, rescue crews found a group of swimmers offshorewiththe sea kayak. They directed NSRI personnel to Flanigan’s location, where he was being assisted by aGood Samaritanona standup paddle board, supported by additional swimmers.

resuscitation (CPR) wasimmediately initiated. The craft returned to Small Bay,where NSRI medics continuedCPR alongsideparamedics.

“Despite extensive CPR efforts, and after allattempts to resuscitate the man were exhausted, he was sadly declared deceased by paramedics,” Marais said.

The police attended the scene andan inquest docket hasbeen opened.

AFAMILIARFACEINTHE MORNINGOCEANROUTINE

It appears Flanigan was paddling offshore duringhis regular morning routine when the incident occurred. He had reportedly paddled outtogreeta group of regular morning swimmers,a gesturewell-known among the localocean community.

TheNSRIcommended the swift actions of theswimmers andthe stand-up paddle boarder, whose calm anddecisive response helpedkeep Flanigan supported until rescuecrews arrived.

Flanigan was widelyadmirednot onlyfor hisocean skills butalsofor his resilience. He recently made history by becoming theoldestman to complete the 7.5 km RobbenIsland to Bloubergswim, earningnational recognitionwithin South Africa’s open-water swimmingcommunity Adecadeago, he wasdiagnosedwith Pulmonary Alveolar Proteinosis(PAP), a rare andlife-threatening lung condition. He spent nearly twoyears on continuous oxygenand wasinitially givenonly

Following multiple unsuccessful procedures, Flanigan underwent a groundbreakingsix-hourlung lavage on ECMOatGrooteSchuur Hospital, becoming the firstPAP patient at the facility to receivethe treatment —a turning point thatallowed him to reclaim an activelife.

FOUNDEROFAGROWINGCOASTAL SWIMMINGCOMMUNITY

What began as asmall WhatsApp group for casualsea swimmers in Bloubergstrand grew into Topaz Swim Buddies, athrivingcoastal community of nearly 450 members. The group was foundedbyFlanigan —also known as CoastalPop —alongside hiswife of 58 years,Ann Flanigan.

“We’vebuilt acommunity of ocean swimmers, from casual dippers to Robben Islandveterans who simply wanted to share theirlove of ocean swimming,” he previously said. “For me,this isn’tabout breakingrecords.It’sabout resilience, recovery, and my lifelong love of the ocean.”

ANENDURINGOCEANLEGACY

Flanigan’s connection to the sea spanned more than six decades. He surfed waveskis competitively, raced Hobie and Mosquito catamarans,windsurfed, completed morethan 500 scuba dives as aPADI Divemaster, andpaddledsurfskis and sea kayaks along the South African coastline.

“Theocean has always been my sanctuary, my challenge, andmyteacher,” he once said.

Acrime-scene management workshop was held recently in Bothasig. Its objectivewas to teach members of community-safetystructures howto deal with crime scenes.

Free practical workshops werebeing offered to community policing forums (CPFs), CommunityinBlue (CiBs) and neighbourhood-watchorganisations as part of an ongoing effort to strengthen and professionalise community-safety structures,said Mario Borchards, chairof the Bothasig CPF.

The workshops, such as the onehosted this past weekend, are offered by the Bothasig CPF and arefacilitated by Jan Botha, CPF security specialist. The focus is to equip volunteers withthe knowledge, skills and confidence required to operate effectively, responsibly and withinthe law when they are confronted with acrime scene.

“In high-pressure situations, such workshops improves decision-making, ensures legal compliance, promotes professional conductand strengthens coordination with the policeand other key stakeholders,” said Borchards. “Most importantly it builds community trust and contributes to safer, more resilient neighbourhoods.”

The practical workshops cover situational awareness, crimescene management, visible check-pointsafety andprotocol,and self-defence and the law.

Borchards said by investing in ongoing training, community-safety organisations move beyond goodintentions and ensure that their actions in the field are ethical, lawful and effective, acriticalstep in supporting crime preventionand public safety at grassroots level Botha, the facilitator, concurred.

The purpose of running practical, in-field workshopsistoupskillfirst responders, whoinmany cases are neighbourhood watch or CiB members. These volunteers are often the firstonscene and play a

Thein-house training provided focuses on equipping patrollers with the necessary skills andknowledge toeither take control of ascene untilthe police arrives or to effectively coordinate withand assist the policeoncetheyare on site.”

Botha said by undergoingtraining at these workshops members are empowered tomake sound tactical andlegally compliant decisions, as they understand the relevant procedures, protocolsand limitationsoftheir role.

“This ultimately enhances scene safety, preserves evidenceand supports more effectivelaw enforcement outcomes.”

Bothasig residents have been encouraged to continuetolog complaints as service requests with the City of Cape Townorto contact the City’sLaw Enforcement Unit if they encounter anyissues.

This follows avisit by local Ward 5 councillor Miquette Temlett to De Grendel Parkthisweek, apublic park often frequented by rough sleepers.

“Unfortunately, Idid notice quite abit of litter,” she said on social media, “and we remain aware thatthe park is often used by rough sleepers. Please know that my office,City departments such as theDisplaced PersonsUnit (DPU) and Law Enforcement areworking very hard in this park to keep it safe, clean, and accessible foreveryone.

“But we cannotdoitalone, we need out

community’shelp.”

There are however positive improvements.

“I am very happy to report that the entire walkway has now been completed,” Temlett said, “a fantastic improvement for all who use the park. Thebasketball nets have been removed for repairs, and we have logged several maintenance issues with the relevant departments to ensure the parkcontinues to stay in good condition.

“Let us work together to keep De Grendel Parkneat, tidy and asafe space for all.”

This week Temlett also visited schools in the area, held acommunity meeting and met with the Metro Police Neighbourhood SafetyOfficers (NSOs).

These are words from Freda Naidoo, agreat-grandmother that Irecently interviewed for astory upon reaching 100 years of age.

Aweek later, Ifind her words ofadvice for those wishing to live ahealthy and prosperous lifestill echoand intriguemy mind whether I'm driving to the office or daydreaming on the balcony of my apartment.

During the interview, Ifound myself dumbstruck at the sheer optimism and infectious senseofhumour Naidoo displayed as she shared her story.

As Iapproached her home, Isaw her exotically decorated porch with shrubs whilst agroup of cats lay onher stoep in the afternoon sun.

Upon introducing myself, she greeted me with the utmost respect andenthusiasm one would not expect from someone who just turned 100. She sat in her couch whilst her walker stood at her knees

Once Iswitched on my voice recorder andthe interview unfolded,Ifelt transported to asimpler timewherethe flow of life was allowed to move at amore moderate,yet oppressive pace, considering it was the height of apartheid.

Isaw her eyes gleamed as she recalled her fond childhood memories of a forgotten version of Piketberg, whereshe was born. She enthused with childlike delight as she toldmeabout her mother's lovefor baking cakes.

At the age of 23 she got married, asmost of ourgrandparentsand parents did at that time, and started her life as afurrier when she moved to Diep River. However,not long after their move, tragedy struck when she, herhusband and 12-year-old daughter,were forcibly removed and ordered to move to Fairways due to the Group Areas Act.

Her voice was stirring and filled her lounge with ahaunting wisdom. Shewas theyoungest of four siblings, all of whom have passed, and as Ilistened to her,I wondered what the weight of her life felt like.

She is amother to five children; her eldest daughter sadly died when she was forty.

She experienced no chronic illnesses nor any addiction to alcohol or smoking. Her sharp and infectious senseof humour was evident as she told mewhy she never smoked.

"I'll tell you exactly why Inever smoked!" she told this story withOscar-worthy gestures and passion. In her nineties she was struck by aQuantumtaxi while trying to crossthe road, flung over the vehicle, cracked her skull twice and suffered abroken hip.

She recovered in hospital for10 months onlytoendure aruptured vein.

Andyet she's still standing, still laughing and baking trifles for Christmas and taking Ubers for aweekly shopping. When the interview ended,Ifelt a tremendous sense of gratitudetobealive Her grit, determination andnever-saydie attitude will always remain with me wherever Igo.

Before Ireached my car, she held my hand and looked me in the eye and said she sees aprosperous futurefor me.

The province hassignificantly intensified their enforcement operations, targeting scholar transport, after atragic school transport crashinVanderbijlpark, Gauteng, officershave uncovered alarming levels of non-compliance

Since schools reopened on 14 January, provincial law enforcement officers andmunicipal traffic services, haveconducted 45 operations acrossthe province, revealing widespread safety violations.

The10-dayblitz yielded troubling results. Officers stopped over1 600 vehicles, issued1250 fines totallingmore than R580 000, impounded 46 vehicles, and removed 23 unroadworthy vehicles from theroads —manyofwhich were transporting learners at the time. Amongthe mostserious violations detected were drivers operating under the influence of alcohol, with three arrests made including one driver who recorded ablood alcohol readingof0.68 mg/l —nearly three times the legal limit. Officers alsodiscovered widespread vehicle overloading, unroadworthy conditions, and operators deliberately avoiding known enforcement routes.

While scholar transport regulated throughthe education system is easiertomonitor, authorities identified unregulated operations as the greatest concern.

These services, often operating only duringpeak school hours, frequently fail to comply with licensingand safety requirements while remaining difficult to track.

SAFETYOFLEARNERS

MEC formobility, Isaac Sileku, said: “Our foremost concern is thesafetyofevery learner who dependsontransport to get to and from school each day. That is whywehave strengthened our enforcement efforts during the busiest travel periods being 06:00 to 08:00 and13:00 to 15:00, placing particular focus on overloading, seatbelt use, driver fitness, vehicleroadworthiness, and valid operatinglicences.”

“As we move through the annual paediatricsurge season Red Cross War Memorial Children’s Hospital,the province’s specialist children’sfacility, has recorded anoticeable rise in these cases,” said Prof Heloise Buys, the hospital's head of ambulatory and emergency services.

“Gastroenteritis is one of the most common reasons for hospitaladmissions during this time of year. While many children can be treated at home, young children are especiallyvulnerable to dehydration, which canbecome lifethreatening if not managed early.”

The World Health Organisation estimates that nearly 1,7 billion cases ofchildhood diarrhoeal disease occur every year.

Good hygiene, safe drinking water and proper sanitation can prevent many of these, Buys said.

The hospital is encouraging parents and caregivers to take extra care during this time. Early recognition of symptoms and timely treatment can prevent severe dehydration and other complications.

GOOD HYGIENE CAN PREVENT DIARRHOEA

EARLYINTERVENTION

Buysstressesthe importance of early intervention: “Ifyourchild is unable to keepfluids down or shows signs of dehydration, seek medical help immediately.

“Oralrehydration solutions are the firstline of defenceand should be given as soon as symptoms appear. Asimple sugar-salt solutioncan be made at home by mixing onelitre of clean tapwater, eight teaspoons of sugarand half alevel teaspoon of salt. Stir well andofferit in small amounts, especially after each watery stool or whenthe child is thirsty If the water is nottaken directly from municipaltaps it must be boiled, cooled andthen used.”

Buys also reminds families that water canbecomecontaminated more easily.

Diarrhoeacan become dangerous very quickly in babies andyoung children because their bodies are small and they lose fluids faster and are at higher risk of dehydration.

Parents and caregivers are encouraged to seek medical attention immediately if theirchild develops diarrhoea, Buys urges.

“Seek help urgently if your child shows any of the following: persistent vomiting and diarrhoea; signs of dehydration (dry mouth, sunken eyes, fewer wet nappies or less urine); unusual sleepiness, weakness or difficulty waking; refusal to drink or feed; blood in the stool; convulsions together with fever; swollen feet or ankles.

“Breastfeeding remains very important and should continue during illness. Antibiotics are not recommended for viral gastroenteritis. Parents are encouraged to visit theirnearest clinic for support.”

Young footballersenjoy weekend of skills training

Kuils River-based Newman'sFootball Club hosted athree-day football performance hub for players from across CapeTownatBellville Technical High School over the weekend.
