The City’s Street People Programme Unit continues to make a tangible difference in the lives of Cape Town s rough sleepers, having helped over 5 000 people off the streets in the past financial year This they did through access to City-run Safe Space and partner shelters, work placement and reintegration programmes, family reunification, and help to overcome substance abuse

Bayside back on track: Work on the multi-million-rand Bayside canal upgrade in Milnerton will resume in October following the resolution of a contractual dispute with the service provider The upgrade was temporarily suspended in November 2024 at 55% completion. The project is a key City investment to improve water quality in the Rietvlei by enabling Bayside canal to cope with increased stormwater flows during peak periods and addressing pollution of stormwater channels into the vlei. The provision of naturally structured treatment facilities is a major focus to improve the quality of stormwater runoff from the canal into the Rietvlei. This is why construction will first focus on the stormwater canal leading to the primary sedimentation ponds, as well as the bypass canal from the secondary treatment channel to Rietvlei

City needs help containing the creep

Recreation and Parks is actively managing ivy infestations in public spaces. Yet community awareness and action remain critical to control this invasive creeper across town.

English ivy (Hedera spp ) is a flowering species from the Araliaceae family and is native to Europe It was originally introduced to South Africa as a groundcover and ornamental climber, but in Cape Town, its rapid spread has become a growing concern in both public and private spaces The Hedera canariensis and Hedera helix are particularly problematic.

Let’s cut it down to size

The ivy is listed as a category 3 invasive species under the National Environmental Management: Biodiversity Act 10 of 2004 and must be managed accordingly In sensitive or riparian areas, its status escalates to category 1b, requiring control If left unmanaged, ivy blocks a tree’s sunlight and causes branch dieback The added weight that the creeper adds to the distressed tree often results in collapse and also increases the risk of wind damage in open areas. The plant outcompetes and displaces local vegetation, which damages our biodiversity

Creeping up on us: The City is calling on residents to help it control and contain Hedera spp , commonly known as ‘ivy’ or ‘English ivy’ The creeping, climbing invasive plant poses a serious threat to the local environment

If you have ivy in your garden, use what is left of the cooler months – ivy’s dormant phase – as a strategic opportunity to control or remove it safely, following the steps below:

• Manually pull out the stems and roots. The stems can be removed from the ground of a standing tree Upper vines will die if they are not rooted, so they can be left to rot

• Follow up regularly to remove any new growth

• Dispose of the cuttings responsibly Do not dump trimmings in natural areas, as the plant may re-root and spread.

• Either dry the vine clippings on a plastic or canvas sheet or a paved surface, and then shred, or solarise in black trash bags until the vines are no longer viable.

* Report ivy overgrowth in public spaces by logging a service request via the City’s C3 system. Alternatively log sightings on the iNaturalist app and website to help the City track infestations.

lans to develop thousands of homes on Erf 1117, a protected biodiversity hotspot inside Koeberg’s evacuation zone, have sparked alarm among residents and environmentalists alike

According to Michelle Collins, chair of Community Representation Blaauwberg (CRB Blaauwberg), the City of Cape Town and the Department of Public Works and Infrastructure (DPWI) are reportedly finalising a Local Spatial Development Framework (LSDF) aimed at enabling thousands of new housing units on land situated

within Koeberg Nuclear Power Station’s Urgent Protective Action Planning Zone (UPZ)

While the push for housing is urgent and nationally important, the development has sparked alarm among residents, environmentalists, and political representatives for its potential threats to public safety, ecological

No mow, let them grow

To give Cape Town’s spring flowers and fynbos a chance to grow bloom and seed, the City will again be following a ‘no-mow’ approach at selected public open spaces, greenbelts, road verges and parks from July to November The affected areas will be marked with temporary signage to inform residents of the adjustment to the mowing schedule and encourage respect for these special natural spaces

Many of the earmarked no-mow areas contain remnants of critically endangered vegetation and pockets of high biodiversity, and often serve as corridors that connect larger biodiversity hotspots such as conservation areas, nature reserves and national parks.

Nominate a no-mow area

Residents can help support Cape Town’s unique biodiversity by nominating local parks or green spaces to be included in future nomow areas. Send your suggestions to RP.Enquiries@capetown.gov.za

* To view the full list of no-mow locations across the metro, go to https://bit ly/41Bq61M Areas not on the list will be mowed as per the normal annual schedule

‘Mowratorium’ on cutting:

The City will be halting mowing at selected public parks and open spaces until November so that the Mother City’s endemic and indigenous flowers and fynbos can flourish

Building hope, breaking down barriers as social housing pipeline rolls out

One of this administration’s most important priorities is to break down the unjust spatial legacy of our country’s past – to make our city fairer and more accessible, and to give more Capetonians a better chance at building a life of dignity and prosperity

When people live in difficult circumstances, far from economic opportunities and reliable transport, their options in life effectively shrink

To build Cape Town into a city of hope for all who live here we must put far more Capetonians within reach of those opportunities, and break down the barriers that keep them locked out

That is why our pledge to speed up the delivery of more affordable housing across town is so important

At our Council meeting in August, we took another big step forward on this mission when we handed over one of the best-located parcels of land in the city centre – the ‘Fruit & Veg’ site at the top of Roeland Street – to our private-sector developer partner for a mixed-use development that will include 237 social housing units

These units are subsidised rental flats aimed at those with a monthly

A MESSAGE FROM THE EXECUTIVE MAYOR

household income of less than R22 000

We now have around 12 000 such units at various stages of development in our social housing pipeline, of which 4 000 are in inner-city areas such as Woodstock, Salt River and Maitland This offers tenants easy access to services, opportunities and amenities

Tenants of the ‘Fruit & Veg’ development specifically – so called for the Food Lover s Market store, formerly known as Fruit & Veg City, located there – will have the entire city centre on their doorstep, with MyCiTi bus stops just a block away There are

schools nearby, and the Cape Peninsula University of Technology is just a short stroll away This is the kind of address that can instantly change people’s lives

This model where we partner with the private sector holds the key to unlocking affordable housing for thousands more families. Developers who bid on these discounted properties have to deliver a minimum number of social housing units as part of their mixed-use development And should they fail to meet this threshold, ownership of the property would revert to the City

Our friends at Province, too, have three exciting inner-city projects in their social housing pipeline We will continue to play an enabling role to support these provincial projects, as well as to contribute financially where we can

Project by project, we are chipping away at the massive demand for affordable housing in the metro, and giving more Cape Town families the chance to reimagine their future and restart their dreams.

Cape dam levels slightly lower than this time last year

The dam levels for Cape Town are sitting at 92 4% The City is aiming for an overall usage target of 650 million litres per day – which means Capetonians should still try to use less than 105 litres per person per day

Protect our water resources by following water-wise guidelines. Residents and businesses are reminded that the permanent regulations contained in the City’s Water By-law still apply across Cape Town, regardless of the

restriction level

Municipal water may be used in gardens only before 09:00 or after 18:00, but never to hose down paved areas

Once-off write-off a chance to reset

The 2025/26 budget includes the write-off of some R2,2 billion in old debt for qualifying beneficiaries. By having their old debts written off, beneficiaries undertake to pay their dues going

grants.

Some non-profit, public-benefit and social institutions may also meet the requirements. The goodwill shown through debt write-offs is proven to foster a stronger payment culture. As a result, the City has been able to maintain an annual collection ratio of above 95% during tough economic times As at 30 June 2025, the collection ratio was 97,83%.

Support doesn’t stop there Aside from the debt write-off initiative, the City also still offers extensive rates and services relief to pensioners and those relying on social grants and indigent support

TfimShe Western Cape Provincial Safety Council convened on Wednesday 10 September to strengthen its approach to fighting crime and improving community safety across the province

The meeting, chaired by Premier Alan Winde, brought together a range of stakeholders including the police, municipalities, and academic institutions

The council provides strategic oversight of crime prevention efforts and promotes evidence-based decisions and innovation to address safety challenges

Opening the meeting, Winde acknowledged the ongoing struggle residents face due to high crime rates

“Our residents are feeling the impact of high crime levels more than ever before We must build stronger partnerships with a joint approach to addressing this issue,” he said

SAFETYPLAN

Winde praised the City of Cape Town for recently deploying 700 new metro police officers – the largest investment in personnel in a decade This includes a dedicated neighbourhood deployment for each ward in the city

The council also reviewed progress on the Western Cape Safety Plan, highlighting key focus areas:

Ongoing stakeholder consultation; Strengthening community safety forums; Pushing for greater devolution of policing powers; Addressing police underresourcing in the province; and directing more resources to high-crime areas

Council members agreed that faster implementation of the Safer Cities Cooperation Agreement – signed by the Western Cape Government, national government, the police, and the City of Cape Town – is essential

While some crime categories show modest improvements, Winde noted that many communities, especially those affected by gangsterism, are yet to feel any real difference

“There is a need to intensify crimefighting efforts, but we must also focus on preventing violence,” he added

TACKLINGVIOLENCEANDGANGSTERISM

Following the Safety Council meeting, Winde hosted a digicon discussing violence prevention strategies such as the Violence Prevention Unit (VPU), managed by the provincial Department of Health and Wellness

The VPU uses data from healthcare facilities to develop targeted interventions addressing the root causes of violence in communities

The digicon also featured a discussion on the provincial government's latest Policing Needs and Priorities (PNP) report for 2025'26 This legislated report aims to shape policing strategies and guide the allocation of resources

Key findings and recommendations

“Ourresidentsarefeelingthe impactofhighcrimelevelsmore thaneverbefore.
- Alan Winde

included:

. Budget and Resources:

The province continues to face chronic underfunding despite high crime levels

Recommendation: Allocate funding based on crime severity and community needs

. Human Resources: Police staffing has declined, even as the population grows In some hotspots, officer-to-resident ratios reach 1:962

Recommendation: Fill vacancies, revise recruitment and training models

. Infrastructure and Equipment: Several police stations are in poor condition and face shortages in vehicles Recommendation: Upgrade facilities, decentralise servicing and modernise technology

Western Cape Minister of Police Oversight and Community Safety, Anroux Marais, noted that despite these challenges, the police in the Western Cape have recognised the value of the PNP report and is using its recommendations to improve service delivery and strategic interventions

ORGANISEDCRIME

The Premier’s special guest at the digicon was Mark Shaw, Executive Director of the Global Initiative Against Transnational Organized Crime –the world’s largest organised crime think tank With one of its 14 global observatories based in Cape Town, the organisation is well-acquainted with local challenges

“It is not only the Western Cape that is affected by organised crime and gangsterism This is a huge challenge globally,” said Shaw

“We need a strategic, joined-up response We need to work together to bring together all the resources we can in a coordinated way " He outlined six recommendations for fighting organised crime:

. Ensure strong political will;

. Develop a clear and unified strategy;

. Disrupt criminal financial networks, including through the South African Revenue Service;

. Address resourcing gaps; . Prioritise the removal of illegal firearms; and . Build community resilience to reduce the influence of gangs Winde concluded, “Ultimately, we must prevent violence by building a safer society from the ground up ” . City to clamp down on illegal angling

The City is calling on the public to help protect Rosendal dam in Durbanville by respecting existing no-fishing regulations Despite clear signage and regular patrols, illegal fishing continues to pose a serious threat to wildlife and undermine ongoing efforts to rehabilitate the area

The dam supports a variety of indigenous bird species such as cormorants cattle egrets and Egyptian geese, as well as indigenous plants forming part of the larger aquatic ecosystem Conserving this biodiversity is essential to the City’s broader environmental goals and community wellbeing

Recent events have underscored the need to stamp out unregulated angling in Cape Town’s sensitive local ecosystems At Rosendal dam, a cormorant was found dead, suspended from a tree by fishing line. The same fate nearly befell an Egyptian goose at Sonstraal dam shortly thereafter, although the bird managed to return to the water

Don’t become ‘catch of the day’ Fishing at undesignated sites and without a valid permit is illegal

According to City and CapeNature policy, all anglers must obtain a CapeNature recreational fishing licence Residents wishing to fish legally in the greater Durbanville region are encouraged to get a permit and fish only at designated City sites, such as Doordekraal dam in Bellville This serves to protect both fish populations and other, dependent species in the ecosystem Law Enforcement officers will be on patrol, and those breaking the law will be fined.

* If you witness illegal fishing or come across injured or deceased animals at any of the dams in Area North, contact Recreation and Parks at rp.enquiries@capetown.gov.za, or report it directly to Law Enforcement on 021 480 7700 Information about the permitting process is also available from the email above

Angling at nature’s expense: Illegal angling at Rosendal and other dams is inflicting significant damage on local ecosystems, causing tragic biodiversity losses The image of a cormorant found dead at Rosendal dam, suspended from a tree by fishing line, is a distressing reminder of this

air

To safeguard residents against any potential harmful exposure to hydrogen sulphide in the Milnerton lagoon area, the City has parked a mobile air quality monitoring station at the canoe club to take ongoing readings.

An air quality monitoring station is in operation at Milnerton lagoon as part of the City’s broader efforts to restore the lagoon environment. Air quality results will also be shared with the public

Initially placed at the Woodbridge Island complex in February, the monitoring station has now been moved to a permanent location in the parking area of the Milnerton canoe club The mobile minilaboratory is equipped with a continuous air quality analyser for the full-time measuring of hydrogen sulphide (H2S) levels – the gas responsible for the rotten egg odour sometimes experienced in the area. Readings are taken every 10 to 15 seconds. Data is automatically stored and analysed to assess exposure against international standards

Since installation, the technology has helped Scientific Services detect varying levels of H2S in the area While foul odours may be experienced at times, 100 days of data indicate that there were no exceedances of the World Health Organization’s recommended maximum of 150 micrograms per 24 hours The City utilises the WHO guideline, as South Africa does not have its own H2S air quality standard

In addition to equipment handovers, the City s 16-year-old support programme for neighbourhood watches also includes training and skills development in areas such as

What is H2S?

H2S is a so-called ‘nuisance gas’ due to its characteristic odour, even at extremely low concentrations The gas is colourless and flammable, and toxic when found in high concentrations in confined spaces It is typically found in environments such as sewer systems, oil and gas industries, and as a by-product of certain industrial processes

No secrets

The City is also engaging the Department of Forestry, Fisheries and the Environment as well as the South African Weather Service to publish the H2S readings on the South African Air Quality Information System (SAAQIS) platform for public access This will give the public realtime access to the data, either via SAAQIS’s smartphone app or website (https://saaqis environment gov za/)

The Milnerton facility is the City’s fourteenth air quality monitoring station. The others making up the administration’s citywide air quality monitoring network are at Athlone, Atlantis, Bellville South, Bothasig, Cape Town Foreshore, Goodwood, Khayelitsha, Molteno, Plattekloof, Somerset West, Potsdam, Table View and Wallacedene

Opening up the opera world: The City and the Cape Town Opera chorus hosted four concerts in the communities of Gugulethu, Woodstock, Pinelands and Kuils River in June and July The events unlocked the opera experience for local audiences, taking it out of the traditional theatre space and bringing it to residents where they live The 45-minute performances included traditional African spirituals and operatic music More concerts are planned, so do keep an eye on your community noticeboard For more on the chorus, see www capetownopera co za

The City’s first utility-scale solar photovoltaic (PV) plant in Atlantis is nearing completion By the end of the year, 12 850 solar panels will start to power the local grid in the area

To make the plant truly part of the Atlantis community, local residents were asked to help choose a name for the installation. The winner will be announced at an on-site ceremony in December

The R200 million solar plant project has brought about significant upskilling of local labour as well as business opportunities in the renewable-energy sector

Showing the Vygekraal some LUW

The Vygekraal river upgrade forms part of the City’s Liveable Urban Waterways (LUW) programme

The section to be upgraded flows from Jakes Gerwel Drive through Nantes Park, between Bridgetown, Silvertown and Kewtown towards the N2 The project scope will also include a small section of the Blomvlei and Jakkalsvlei rivers

The aim is to increase the river’s capacity to carry water, reinforce and stabilise its banks, and create a safer, more functional river corridor This will help protect nearby infrastructure, reduce the risk of flooding, and support local biodiversity

To this end, the City will be submitting a water use application in terms of section 21 of the National Water Act to allow for sediment and vegetation management, erosion control, and maintenance of stormwater infrastructure.

“The dangers are not hypothetical,” says Collins

“During unrest on the Dunoon–Malibongwe corridor a key evacuation route roads were blocked and impassable If it can happen during protest, it could certainly happen during an emergency Concentrating thousands of households here without proven evacuation feasibility is reckless, unlawful, and violates the National Nuclear Regulator’s mandate to protect public safety ”

Local resident Mark Hutton voiced concern: “We support housing initiatives, but this is not the place There is no way to guarantee safety in a nuclear emergency with so many people packed into this area ”

The City’s Human Settlements Strategy (May 2021) recommended that housing focus in Blaauwberg be concentrated on Du Noon and Joe Slovo, not Erf 1117 The strategy explicitly noted that development within the UPZ must carefully consider nuclear evacuation feasibility

CITYRESPONSE

Eddie Andrews, Deputy Mayor and Mayco member for spatial planning and environment, confirmed to TygerBurger that no development application has yet been submitted for Erf 1117

He noted that any future proposals would require comprehensive studies, including an Environmental Impact Assessment (EIA), Traffic Impact Assessment, and disaster management planning related to Koeberg

Andrews also stressed that the City is not the competent authority under NEMA, and that environmental approvals fall under the Department of Forestry, Fisheries and the Environment (DFFE) or the Western Cape Department of Environmental Affairs and Development Planning (DEA&DP)

“To date, no EIA application has been lodged, and public participation will be conducted in line with legal requirements,” Andrews said
