Cape Town could become South Africa's first city to run its own passenger rail service, following the tabling of an ambitious business plan that outlines how the metro can revive the region's struggling train network.

Mayor Geordin Hill-Lewis presented the detailed Rail Business Plan to councillors on Thursday 6 November, with the full City Council set to vote on the proposal on Thursday 4 December

"With this business plan Cape Town is now front of the queue to be SA's first city to take over local passenger rail, in line with the Constitution and National White Paper on Rail," said Hill-Lewis

The plan comes as Cape Town's rail system continues to struggle under the management of the Passenger Rail Agency of South Africa (Prasa), with services severely curtailed compared to the 620 000 daily passenger trips recorded in 2012

The business plan examined nine different scenarios for taking the rail service over, settling on three viable options that would see the City partner with private companies to operate trains on either a contractual or concession basis Crucially, the plan rules out any scenario where the city would have to use ratepayers' money to subsidise rail operations Instead, successful devolution would require funding from national government along with the authority to set fares and access long-term grants

"Capetonians urgently need an expanded, affordable, and reliable rail service that is integrated with other forms of transport via one ticketing system," HillLewis explained "Devolution is one of the critical first steps in this long-term vision to massively scaling up passenger numbers, new train sets, new routes, upgrade stations and develop surrounding precincts with affordable housing over the next two decades "

To celebrate National Children's Day on Saturday 1 November, trauma dolls were donated by the ward councillor to a nonprofit organization (NPO) in Bothasig Miquette Temlett, councillor for Ward 1, handed over the dolls, which was hand-knitted by a group of women in the

community, Joy Titus, a social worker and representative of Ubuntu Social Wellness

The NPO is based at the Bothasig High School

"As we move into the 16 Days of Activism, I had the privilege of handing over trauma dollies, small and comforting companions for children who have experienced trauma

"These little dollies may seem simple, but they carry a big message - every child deserves care, comfort and hope

"Let us continue working together to build a community where our children feel safe, seen, and supported," Temlett said in a post shared on social media

In a video shared online, Temlett said that the dolls are a very good tool to assist children in dealing with trauma and that it will help Titus with the work that she does in the community as a Department of Social Development ambassador for Gender Based Violence (GBV)

MonteVista residents remove fallen branches

Residents in Monte Vista jumped in to remove huge branches that had fallen from a tree last week The branches fell in Van der Spuy Street, Monte Vista blocking the roadway for motorists on Wednesday evening (5 November)

The local neighbourhood watch said in a social media post that it was a dangerous situation, that due to the darkness, it was difficult to see Deon Oosthuizen, vice-chair of the Monte Vista/Plattekloof Glen Neighbourhood Watch, said a local resident had reached

out to him the evening saying she almost hit a tree that was in the middle of the road as she came around the corner from Visagie Street

Fellow neighbourhood watch member, Brent van Biljon went out, returned home and got hold of his chainsaw He was able to cut the branches and move the stumps out of danger

According to Oosthuizen the area had experienced a few days of strong winds and says he thinks that the tree finally gave way due to Wednesday night's strong winds

Asuspect who apparently made use of a taxi to escape, is currently being sought by the police after robbing a woman in Monte Vista last week.

Deon Oosthuizen, vice-chair of the Monte Vista/Plattekloof Glen Neighbourhood Watch, confirmed that the incident had occurred in Van der Spuy Street on Wednesday 5 November

"We got information on our neighbourhood watch eyes and ears group that a lady was robbed at gunpoint at the tennis courts When the message came through, I jumped in my vehicle and when I arrived District Watch was on scene and some vehicles were already looking for the suspect

"I got more information on his description and also went out to look for him After a few minutes, I came back to check our cameras It seemed that the suspect came via a taxi and left in one after he had robbed the lady," Oosthuizen

explains He says the victim was luckily not hurt although very traumatised

"They asked for money but she did not have any, so he took her cards, phone and car keys "

INVESTIGATION

The police arrived not long after and took over the scene, he says

"I know the detectives are hard at work as they were working late on this case

"I am very grateful from the response we had from our members, so many of them mobilised to try and find the suspect The street were filled with neighbourhood watch members and District Watch vehicles If he was on foot, I have no doubt he would have been caught," says Oosthuizen

He says he is glad that no one was hurt

"She did exactly what you are supposed to do in these situations She remained calm and followed instructions," Oosthuizen says

The Cart Horse Protection Association (CHPA) has warned cart horse operators to be mindful of the soaring temperatures Cape Town, the West Coast and Northern Cape experienced a high temperatures this past weekend with a maximum temperature of 34°C on Friday and Saturday Sunday saw a maximum high of 28°C

Karin Paschen of the CHPA shared a document, titled Operation Scorcher, on what their organisation do when temperatures are very high On days when the temperature

is in the low 30s they implement what is called Phase 1 They ask drivers, if they have to work, to go out early and return by 12:00

A patrol, call out and response officer are also on the road supplying feed for the horses and water for the drivers while patrolling on such days

When the temperatures reaches the high 30s, Phase 2 is implemented This is when the organisation's inspectors patrol the areas where work is done

The CHPA work with neighbourhood watch groups and ask them to escort working cart horses out of the area and send them home

They also only send them home once the welfare of the cart horse

has been checked, the document reads

The public is also encouraged to get in touch with the neighbourhood watch if they do see a working cart horse in order to escort them out of the area

"Unfortunately, there is no law that forbids them not to go out and work in extremely hot weather," Paschen told TygerBurger last week

Several community groups on social media also shared a notice informing residents to report cart horses who are out in hot weather as high heat puts horses at risk of dehydration, exhaustion and serious harm

CapeTown’s water infrastructure upgrade may affect supply this week

The City of Cape Town issued a notice saying that several areas, including Parow, Bellville, Welgemoed and Plattekloof, may be experiencing water supply disruption this week due to planned maintenance

The work started on Monday and will continue throughout the week

In a statement issued last Friday

the City said its directorate for water and sanitation will be doing critical maintenance work on its water supply infrastructure, and that residents who

stay in the affected areas should take note of the work taking place and prepare accordingly

Residents are advised to store enough water in advance as a precautionary measure Water should be stored in clean and sealed containers

Speaking at the annual Tygerberg Business Chamber Gala Dinner last week, Winde delivered a sobering assessment of the obstacles facing economic growth

According to Winde, the Western Cape’s primary focus is on significantly boosting economic growth and job creation by establishing the right conditions for entrepreneurs to succeed and flourish

“We need a healthy employment ecosystem where people are safe and secure to work,” he said The province faces major challenges, especially rising crime amid dwindling police resources

To combat crime, the Western Cape deployed 1 200 Law Enforcement Advancement Officers (LEAP) in six crime hotspots with arrest powers and technology like body cams and drones This achieved a 4% murder decrease in deployment areas

“Stunting is getting worse in the Western Cape,” said Winde “When a child is born, and you don’t correct that underweight child for the first thousand days, if they don’t have the proper nourishment either before they are born or after they are born, that child is going to always be behind ”

To address this, the health department partners with Stellenbosch University and Shoprite to give underweight pregnant mothers credit cards for nutritious food, preventing stunting and potentially stopping

future criminality

Winde noted that the northern suburbs have experienced rapid property development in recent years, transforming the area into a hub of economic activity

“Over the past 15 years, residential property values declined in other metros while Cape Town saw massive increases,” he said

“For many people these property values remain unaffordable,and the government needs to help those currently outside the property market to gain housing, something that is not popular among residents ” Winde champions the development of a second airport

with a vision of making it an Emirates hub, viewing it as pivotal to regional economic growth and transforming the entire area

He highlighted recent economic wins in the province - Tiger Brands’ expansion creating 3 000 jobs, North Fund’s partnership saving 4 000 canning jobs, an e-commerce platform supporting 16 000 SMEs across the country, and a World Economic Forumrecognised tech entrepreneur receiving testing approval for drone cargo transport of up to 1 5-ton loads

Concluding his address, Winde emphasised the importance of the partnership between business and government in driving economic growth in the province

But this past weekend, something nudged me out of my comfort zone My friends invited me for a hike at Jonkershoek Nature Reserve in Stellenbosch

effortlessly A place I used to know like the back of my hand

I took a simple fall A slip on a patch of loose gravel It was nothing dramatic no twisted ankles, no bruises but enough to make me pause and reassess I felt fine immediately afterward, dusted myself off, and kept going

What I didn’t expect was the aftermath

The following morning, I woke up feeling like a freight train had run me over My neck was stiff and sore, making even turning my head a challenge Every muscle in my upper body ached as if I’d been through a wrestling match Simple movements, looking both ways before crossing the street, reaching for my coffee cup, became exercises in patience

I hesitated Was I really ready for this? Would my body protest every step? Would I embarrass myself?

The answer? Absolutely But I went anyway

The morning was crisp and promising

The sun filtered softly through the trees, birds chirped overhead, and for a moment, I almost forgot how out of shape I was The trail began easy enough, a gentle incline that I used to breeze up without breaking a sweat This time, though, my lungs burned quicker than I expected, and my legs ached like I’d run a marathon the day before

The steep parts of the trail were brutal It was like climbing Mount Everest only without the cold, or the fancy climbing gear, or the Sherpa guides Every step felt heavier than the last, and I found myself slowing down, catching my breath, wondering if I should just turn back

But I didn’t Because I was there, with friends who cheered me on, who reminded me why I wanted to do this in the first place: to get back to feeling like myself Then, about halfway through the hike,

That stiff neck was a harsh reminder that I was far from the fitness level I once had But here’s the twist: instead of discouraging me, this little mishap lit a fire under me

It was a wake-up call a nudge telling me that it’s time to stop making excuses To stop waiting for the “right moment” to start prioritising myself again To lace up those running shoes, dust off the gym bag, and actually go The ache and stiffness?

They’ve become my motivation

I’m signing up for the gym this week

I’m doing it not because I want to climb Everest or even Jonkershoek without getting winded Not because I want to look a certain way or fit into some old jeans

I’m doing it because I want to feel strong again Because I want to have the energy to keep up with my toddler’s boundless enthusiasm Because I want to be healthy and present, for me and for my family

I’ll admit, it’s daunting The first steps always are But hiking that trail, struggling and falling and getting back up, reminded me of something important: every journey starts with that first, uncertain step

So, here’s to climbing new mountains, one small, sweaty step at a time And maybe next time I hike Jonkershoek, it won’t feel like Everest after all

City pledges tougher stance on crime in Oakdale

The article "Oakdale demands action" (TygerBurger, 29 October) refers

The City’s Safety and Security Directorate acknowledges the challenges posed by anti-social behaviour, prostitution and criminal activities in the Oakdale area

A review of the monthly law enforcement reports submitted to Subcouncil 6 shows that officers consistently address these challenges

In July and August, officers issued 113 fines for soliciting in public, with the majority issued in Ward 10 They also issued 504 fines under the Streets and Public Places By-law, again with most of these issued in the affected area

This is a matter I have previously raised with senior management, and it’s encouraging to see that they are responding both proactively and reactively to these complaints They are also tracking the fines issued during their weekly management meetings

It s important for the residents of Oakdale to understand that we are facing an organised effort by certain political parties and NGOs to decriminalise sex work as seen in the recent court action brought by the Sex Workers Education and Advocacy Taskforce (SWEAT) against the South African Police Service and the City of Cape Town

This court action has resulted in a directive from the National Prosecuting Authority (NPA), stating that sex workers cannot be prosecuted pending the outcome of the case The same organisation also interdicted the City in 2009 to prevent metro police from arresting sex workers

I remain opposed to the decriminalisation of sex work because of its negative impact on communities

Increased prostitution clearly undermines social cohesion and is often associated with crime, urban decay, unlawful immigration, and human trafficking

Our law enforcement department will continue to enforce our by-laws and will work closely with other role players to address these challenges through joint operations Together with the Department of Home

The Southern African Foundation for the Conservation of Coastal Birds (Sanccob) has reinforced its biosecurity protocols following confirmation that the first African Penguin has tested positive for high pathogenicity avian influenza

(HPAI) a serious new development in the ongoing outbreak affecting seabirds along the Western Cape coastline. In August, almost 1 000 seabirds were confirmed with HPAI, and the spread remains deeply concerning to conservationists and wildlife authorities

TygerBurger previously reported that since early July, a new wave of infections has been detected in wild seabirds across the province the first since April 2024 Infected birds often display neurological symptoms, including tremors, head twitches, and seizures

While HPAI can occasionally infect mammals and humans, experts stress that the risk to the public remains very low when simple hygiene and safety precautions are followed

TESTING,CONTAINMENT,ANDCOORDINATION

Sanccob’s Cape Town and Gqeberha rehabilitation centres remain operational with stringent biosecurity controls

These include quarantine and testing for all incoming seabirds, disinfection and sanitation procedures, and controlled staff movement between aviaries and care areas

“Our highest priority is keeping our seabird hospitals infection-free and ensuring every case is accurately recorded,” said Dr Katta Ludynia, Sanccob spokesperson “This is a fastmoving situation, and we are working closely with State Veterinary Services

and conservation authorities to respond effectively ” Sanccob confirmed that its teams are working “diligently and cautiously” to test and clear every seabird before admission

The public is strongly advised not to pick up, feed, or touch sick or dead seabirds Instead, sightings should be reported immediately so that trained teams can respond safely “Every report helps us respond faster and prevent further infections,” said Dr Ludynia “The public plays a vital role in helping protect South Africa’s vulnerable seabird populations ”

Residents are also reminded to keep pets away from affected birds and to wash hands and shoes after visiting coastal areas

By early August, most confirmed cases were among Hartlaub’s Gulls, but other affected species include Great White Pelicans, Grey-headed Gulls, Kelp Gulls, Whitebreasted Cormorants, Crowned Cormorants, and Sacred Ibises Cases have also been detected in domestic chickens and ducks

The circulating strain, H5N1 clade 2 3 4 4b, is known to cause rapid and severe illness in birds Infected seabirds may appear unusually tame, unable to fly or walk, or show signs of twitching, seizures, or cloudy eyes Sadly, birds displaying such symptoms cannot be treated and are humanely euthanised to prevent further spread of the disease

Sanccob’s spokesperson Natalie Maskell said the organisation remains committed to proactive monitoring and collaboration

“We are deeply concerned about the spread of avian influenza and its potential impact on vulnerable seabird populations,” Maskell said

“Our teams are working tirelessly to protect birds in our care while supporting national efforts to contain the outbreak ” Through strict biosecurity, public awareness, and ongoing scientific collaboration, Sanccob continues its mission to rescue, rehabilitate, and conserve the country’s seabirds in the face of this escalating threat .
