s crime levels in Cape Town become untenable, the need to devolve certain national policing powers to the City's metro police has become more urgent that ever before. Having not had any meaningful reply on this topic from the National Police Commissioner in a previous letter from Mayor Geordin Hill-Lewis, the City last week said that its safety and security portfolio committee will now table a resolution at the next council meeting calling on the national government to devolve certain policing powers to the City in terms of the intergovernmental dispute framework. These legislative powers would include investigative authority over specific crime categories such as gang-related violence, firearm offences, extortion, and drug trafficking. Additionally, the responsibility for crime intelligence should be devolved to the City, and the City should also be assigned the function of managing forensic laboratory testing centres related to firearms. "This means our officers will be able to investigate criminal cases. When a crime is committed they will open/file a case docket and present it to the National Prosecuting Authority for prosecution and present the evidence in court with the prosecutor in front of a presiding judge or magistrate," chair of the safety and security portfolio committee, Mzwakhe

COURT DELAYS Insofar as ballistic testing by metro police goes, Nqvashe said laboratory evidence would be admissible as evidence in court as it is currently happening. "The problem currently is national government is unable to run these labs optimally and efficiently. It is known that labs have a backlog on cases like firearm ballistics and DNA tests, with waiting periods of six months and more. He explains that these delays cause criminal cases to be struck off the court
roll for further investigation. "The term 'further investigation' is in most cases a general term which describes that the detective investigating the case cannot proceed in court pending laboratory results on all crucial evidence submitted to court in the case docket." Nqavashe believes that metro police obtaining these legislative powers will enhance the City's capability to assist the under-resourced police with investigations and intelligence to improve gang-related convictions. "Our communities are plagued by crime at all levels and it is clear that more is needed from the police and the City. Recently, we highlighted that the City has removed nearly 2 000 illegal firearms from the streets, yet the conviction rate is not keeping pace. The police do not have the manpower and the City’s uniformed staff do not have the power to undertake investigations into firearm confiscations, and other crimes," he says. He emphasises that in recent years the City has established specialised units such as the metro police gang and drug task team, increased visible policing through the Law Enforcement Advancement Plan (LEAP), and invested in advanced technology including CCTV, gunshot detection systems, drones, and more. "Yet the situation remains untenable," he states. "Our residents continue to live in fear, children are unable to play safely outdoors, and criminals still control our streets."

Oosthuizen het veiligheidswenke gedeel, wat hy meen deur almal toegepas moet word. Hy sê inwoners moet probeer om dit moeiliker te maak vir misdadigers om hulle te teiken. "Wanneer ons kyk na veiligheid, soek ons verkieslik vroeë waarskuwingstelsels, aangesien ons op ons kwesbaarste is wanneer ons onkant betrap word," sê hy. Versteekte strale (hidden beams) buitekant die huis wat jou dadelik van 'n oortreder se teenwoordigheid bewus maak, is die eerste stap in die beveiliging van jou eiendom. "Ek stel voor dat inwoners in 'n goeie alarmstelsel belê met strale. Dit is duur, maar dit is 'n belegging in jou persoonlike veiligheid en verhoog die waarde van jou huis. Ek sal ook voorstel dat mense gaan kyk na die veiligheidsmaatskappye wie se dienste hulle gebruik - verkieslik 'n maatskappy met 'n voetspoor in die gebied en wat die gebied gereeld patrolleer. Om spoedige gewapende reaksie te hê, is 'n moet." Oosthuizen sê honde is ook goed vir beskerming - 'n waghond, of net 'n hond wat kan alarm maak. Honde, meen hy egter, is 'n belegging en verantwoordelikheid wat soms nie vir alle senior inwoners 'n opsie is nie.

Nog 'n goeie afskrikmiddel is om klippies op wandelpaaie by die huis te gebruik, aangesien dit 'n geraas maak wanneer iemand daaroor stap, en hekke te installeer en dit te sluit. "Ek het al menigmaal gesien, terwyl ons op patrollie is, hoe hekke oopgelaat word." Ook, installeer diefwering by vensters en veiligheidshekke in die gange binne die huis wat na die slaapkamers lei. Hy sê inwoners moet ook probeer om hul aluminiumvensters te beveilig aangesien dit ook ontkoppel en verwyder kan word. Veiligheid en sekuriteit is 'n universele taal wat almal kan praat, en ons almal wil in 'n veilige omgewing woon. Dit sal help om mense ingelig te hou oor die misdaadtendense in die gebied, en ook gemeenskapsinteraksie verbeter, wat gevolglik misdaad in die gebied sal help verminder," sê Oosthuizen.

he National Sea Rescue Institute (NSRI) is calling on South Africans to embrace the chill this winter solstice by taking part in their annual Winter Solstice Plunge, a heartfelt fundraising event aimed at supporting their lifesaving work. This year, the plunge will take place on Saturday 21 June, the longest night of the year, and the NSRI invites everyone to join in, whether it’s a dip in the sea, a tidal or swimming pool, a local dam or even an ice-bucket challenge. Craig Lambinon, NSRI spokesperson, urged the public: “Our volunteers are on call 24/7, ready to respond to emergencies no matter how cold the conditions. The winter solstice plunge is a wonderful way for communities to show their support, honour our brave volunteers and raise vital funds that help us save lives around South Africa’s coastline.” NSRI volunteers don’t just work through the summer months; they stand ready all year round, including on the coldest day of the year. Taking the plunge is not only a courageous test of endurance, but may also bring surprising health benefits, such as boosting the immune system, improving circulation and reducing stress.

The NSRI is proud of its tradition of coldwater swims. In 2023, Station 23’s Jane Botha from Wilderness single-handedly raised an incredible R47 500. Across the country, teams of NSRI volunteers brave the cold each year to raise funds vital for their rescue stations’ operations, water safety education, and lifesaving missions. This year, the NSRI challenges individuals, families, schools, and workplaces to organise a winter solstice plunge on or around 21 June. Hearing tests can change lives E
ach year in South Africa, many newborns go untested for hearing loss. The Carel du Toit Centre, located on the grounds of the Tygerberg Hospital in Parow, is working to change this with screening initiatives already making a difference at this hospital. In a statement issued recently, the centre said newborn hearing screening can change the life of a deaf baby. It said babies born deaf can learn to listen and talk just like typically hearing children, if their hearing loss is diagnosed and treated early. This starts with a simple, quick and safe hearing test done shortly after birth, called a newborn hearing screening, the centre said. The centre said testing early matters. In South Africa, newborn hearing tests are not routinely carried out at all hospitals and maternity units. However, the Carel du Toit Trust who is the fundraising arm of Carel du Toit Centre where children who are deaf learn to listen and speak, has two dedicated staff members at Tygerberg Hospital who perform these screenings with plans to expand the team, it said. It is important for all parentsto-be to know that your baby’s hearing should be tested soon after birth and if your baby does not pass the test, they should be followed up within one month

Early detection means early help, giving your child the best chance to develop speech and language skills. AGAINST THE ODDS One of the babies who was fortunate enough to undergo screening, is Bunono Qutwa from Site C, Khayelitsha. Bunono was born very early in August 2023, weighing just 1,1 kg, and stayed in the neonatal intensive care unit until December. Thankfully, he was born at Tygerberg Hospital, where his hearing was tested. At one month old (corrected for prematurity), Bunono did not pass his first hearing test. A follow-up test confirmed he had profound hearing loss in both ears. He received hearing aids at five months old, but because his hearing loss was so severe, the aids were not enough. To help him learn to speak - his family’s biggest hope - Bunono now needed cochlear implants, the centre explained. Thanks to a generous donation, Bunono received his cochlear implant in December 2024. Since

Bunono’s story shows how a simple hearing test at birth, followed by the right care and technology can change a child’s life, the centre said. “Newborn hearing screening leads to early diagnosis of
hearing loss in babies born deaf. This allows for early management and intervention which opens the door for communication development - whether the family chooses spoken or sign language,” said Sarah Lange, head of audiology at the centre. According to the centre, the Health Professions Council of South Africa recommends that
newborn hearing screening should be done by one month of age. If a hearing loss is found, diagnosis should happen by three months, and intervention by six months. symbol of unity and hope now stands in Century City - the new Rotary Peace Garden, officially unveiled on 27 April at the Long March to Freedom Bronze Statue Park. This vibrant garden, created with the generous support of Rotary clubs across the Western Cape and corporate partners, stands as a living legacy of Rotary’s ongoing commitment to peacebuilding in Africa. The inauguration of the Peace Garden was a highlight of the Second Rotary Intercountry Committee (ICC) Africa Peace Forum, hosted in Cape Town from 25 to 27 April. The forum brought together dignitaries, Rotarians, diplomats, and changemakers from across the globe in a shared mission to "plant peace together". Opened under the leadership of acting premier Jaco Londt, the three-day event was marked by compelling conversations, powerful presentations, and

n a small but powerful way, the face of a handmade doll is changing the lives of children in some of Cape Town’s most vulnerable communities. It’s not just a toy. It’s a symbol. It’s a story. It’s a call to action. Launched in 2013 by Badisa Trio, a child protection programme within the Badisa network, the Poppie Initiative has grown into a beacon of compassion, advocacy, and awareness. At the heart of this campaign lies the humble Poppie — a lovingly handcrafted doll that represents a real child receiving care and support through Badisa’s social services. According to Elvonicia September, Early Intervention Social Worker at Badisa Elsies River, the Poppie is more than just a doll. “Each Poppie is a poignant reminder that behind every faceless statistic is a child who has faced trauma, neglect, or abuse — and who needs the unwavering support of a community.” BRIDGING AWARENESS AND ACTION The Poppie Initiative was born from a desire to bridge the gap between the often invisible
world of child protection and the public’s understanding of its urgency. These symbolic dolls have become ambassadors, quietly speaking volumes in classrooms, church halls, clinics, and corner shops about the importance of protecting and nurturing our children. The initiative shines particularly brightly during National Child Protection Week, but its impact is far from seasonal. Throughout the year, staff and volunteers at Badisa Trio engage in awareness campaigns, Poppie merchandise sales, sponsorship drives, and information sharing activities. In stores across Elsies River, Valhalla Park, Ruyterwacht, and beyond, staff engaged with the public, offering Poppie dolls, key rings, fridge magnets, and wristbands. Through storytelling and symbolic merchandise, they encouraged community members to emotionally connect with the cause. Customers were also invited to adopt a Poppie for R120 — receiving an adoption certificate, naming their Poppie, and committing to financially support a child in need. “These Poppies are not toys,” says September. “They are symbols of a child who exists.
When you adopt a Poppie, you help carry a child’s story forward.”

A RIPPLE EFFECT OF COMPASSION The impact of the initiative has been widespread. Children and families in local communities have not only received material support but emotional validation — the assurance that their stories matter and their pain is seen. Through school visits, church talks, and clinic engagements, the initiative educates children and adults about children's rights, the signs of abuse, and available support systems. These engagements are more than outreach — they are life-saving. In communities like Ruyterwacht and Valhalla Park, where poverty, gang violence, substance abuse, and poor housing conditions converge to threaten the well-being of

"Divorce does not have to define a child's future. With the right support, children can emerge from family breakdown and become emotionally healthy and resilient individuals, but this requires deliberate care," said Dr Rosa Bredekamp, a psychologist, at a breakfast for women presented on Saturday 31 May by Christelle Liebenberg of Harcourts Dunn and AfriForum at the Durbanville Golf Club. Other speakers were Adv Phyllis Vorster of AfriForum, who discussed gender-based violence, and Daniel Snyman, an occupational therapist who talked about how to help children with sensory and emotional regulation

It is a relational rupture that leaves lasting imprints - not just on the separating couple, but on the child, the extended family and even the community around them. According to the latest divorce statistics in South Africa, between 2021 and 2022 there was a 10,9% increase in the number of divorces, rising to 20 196 divorce orders, according to Bredekamp. upward shift pointing to the ongoing fragility of marital unions in our country. A significant gender disparity was observed in divorce initiation - 55,8% of divorces were filed by women, while 32,2% were initiated by men. Among the population groups, women of colour had the highest proportion of female plaintiffs, standing at 63,2. In terms of age, the median age at divorce was 46 years for men and 42 years for women. The peak age range for divorce across all population groups was 35 to 49 years for men and 35 to 39 years for women," she said. "This aligns with midlife transitions where family, work and personal strain often
converge. In examining marriage duration, 42,2% of divorces occurred within the first 10 years of marriage, highlighting that the early years remain the most vulnerable period for marital dissolution. The impact of children is considerable - 55,3% of divorces involved children under the age of 18, affecting a reported 18 850 children," she said. ADVERSE CHILDHOOD EXPERIENCE "It is an adverse childhood experience contributing to trauma symptoms, hypervigilance, emotional numbing and intrusive memories of parental conflict. Gender also influences expression. Girls often internalise pain through sadness and guilt," she said.

Jason De Freitas, fondly known as The Bowtie Property Guy, has become a familiar face in the community—not just for his real estate acumen, but also for his passionate environmental advocacy. De Freitas is more than just an agent of property—he’s an agent of change. With deep roots in the Blouberg community, he has made it his mission to uplift the area not only through development, but through action, awareness, and a sincere love for the coastline he calls home. “I’m a proud ambassador of this vibrant coastal community,” he says. “Telling the story of Blouberg goes beyond bricks and mortar—it’s about protecting the beauty and sustainability of this place we love.” FROM CLEAN-UPS TO CHANGEMAKING What began as small family-led beach clean-ups has grown into a wider environmental campaign known as Bash the Trash, which De Freitas now leads with energy and purpose. Dream big and be the agent of your own life In a world shaped by systems one's mindset is the one thing that can set one free, and set one apart. It's not your background, your bank account, or even your education that determines your future; it's the way you think. All these things are useless when the mind is blind. When you dare to think differently, to question what's around you and craft your own path you step into your power. That's what truly separates those who succeed from those who settle. I learnt this early, not from textbooks but from watching people accept the life they never chose. Where I come from in the Boland it's common to see young people finish school only to end up in predictable jobs on farms, in restaurants, behind counters. Honest work, yes, but not always born from dreams. Too often it's just what's available. Just what's handed to you. But what if we didn't accept what's handed to us? At the age of 10 I began dreaming of a life beyond what I saw, beyond my colourful essays. I didn't know where exactly I was going, but I knew I couldn't allow my environment to shrink my imagination. I crafted a universe in my mind, one where I could break cycles, define my own success and live with purpose. Even at this age I do that. Life is by no means easy. Life tests you in subtle and serious ways, through finances, health, limited access, just to name a few. It throws you a general dish, a one-size fits all blanket and tells you to be grateful.

My father once told me "smooth seas never made skilled sailors, and when you are born into a system your first act of freedom is to question it." That quote has never left me. It's guided the way I move through the world. Systems, political, economic, educational, the media don't just shape what's possible for us, but how we think what is possible. And if you don't break free of the script you were handed you'll play a role you never auditioned for. June is Youth Month and this year's theme, "Skills for the Changing World, Empowering Youth for Meaningful Economic Participation", points us towards the future. Mindset is the hidden engine driving our choices, fuelling our creativity and expanding our vision. It's that small spark that says "there must be more than this." Thoughts are powerful. They come from what we consume in our conversations, our culture, our environment. But when you start thinking independently everything changes. You stop chasing appearances and start building substance. You stop measuring your worth by what you wear, where you live or what you drive and start defining success on your own terms. After all, one of the greatest traps of our time is an obsession with looking successful. What sets you apart, really, is how deeply you think, how courageously you act, and how consistently you build, what you're planting when no-one is watching. That's the difference maker. You know, "be the change you want to see." If there's one thing I want young people (like myself) to take from this Youth Month, it's this: Don't be afraid to be different; it's often your greatest strength. Net waar jy kyk is al wat Jan Rap en sy maters voor my voertuig oor die pad - stappend met 'n koppie sop in die een hand en 'n sny brood in die ander, en
stap kwansuis voor my in. Ek kry vuil kyke asof ek iets verkeerd doen, amper waai sop en brood! Nou moet ek vinnig die hek toekry agter my, want so lok ons hulle in ons "veilige" area. Waarom nie na hulle area gaan en dit daar gaan uitdeel nie? 3. Die ding wat my die horriepieps gee en laat uiting gee hieraan, is hoe die hele straat waar die kerk is - tot ver, amper in Voortrekkerweg - jy net wit foamolite koppies die wêreld vol sien lê. Who benefits when property prices explode? An absurd budget yes, a home bought in 1990 for R132 000 is now suddenly R4 million worth. Most of us could afford a home of R130 000 in 1990 but not a home of R4 million today. In the meantime most became pensioners too, and some with zero pension. So what have gone up in the last 30 years of bond period? Building, material and labour cost? So my home still is worth R130 000 because we could afford it, not the property, but the monthly bond payback premiums. Also, are the property marketing companies flairing up the value over the years by comparing property values with replacement cost to earn more sales commissions? The difference between a R130 000 property and a R4 million property monthly bond premiums is way out and for most of us unaffordable! Those fixed tariff benefits can't be legal, because why do pay a monthly property tax? For what? We bought the plots to build, according to the municipal rules and regulations, by the developer or private owner and it's registered on our name, so why the property tax?Is their a binding contract between
home owners and the municipality? Does the contract make room for future additional tarrifs? No, because they think they own us and can do as they feel and get away with it because they think they are every propery owners government. I declare here and publicly that I refuse to pay an extra monthly tariff fee for clean-up. In many property owners's opinion, it's daylight robbery and people are fast asleep (the frog in already boiling water). The City "Masters" must choose: either the property tax go or all the extra tariffs go. I clean my street in front of my paid-up property myself. We are not the waisters. Us property owners are not going to fall for or accept it a communist fools game. We're not here to subsidice the poorly controlled influx of "illegal alien immigrants" or growing squatter camps. That's not our problem. Most of us live on tight budgets and have our own free choice of living standards - surviving on our own leftover savings, not free handouts. Ek sien daagliks hoe die honde op die koue plaveisel lê en smag na aandag. Wat van die erge koue wat nog kom? Nou vra ek waarvoor 'n hond aanhou of is dit ook status? Rus in vrede, Christa Pligsgetrou en hardwerkend was Christa Cronjé van Parow-Noord haar lewe lank. In die jare sewentig was sy baie lank die saalsekretaresse by Tygerberg-hospitaal se hartsaal A6, waar sy 'n leeftyd se vriende gemaak het. Prof. Helmut Weich was haar hoof. Sy was ook een van die eerste mense wat met prof. Chris Barnard gepraat het nadat hy destyds die wêreld se eerste hart oorgeplant het. Dit was in 1974, toe Barnard direk ná die operasie die hoofkardioloog by die Tygerberg-hospitaal, prof. Helmut Weich, bel met dié groot nuus. Baie lank daarna, toe ek as pasiënt by prof. Weich se privaat praktyk was en hy hoor ons is susters, het hy met groot lof van A6 se mev. Christa Cronje gepraat, met baie groete ook aan haar. Kort daarna is hy oorlede. Nou onlangs met my suster se opname in die Mediclinic Panorama se hoësorgeenheid, het sy seun, ook prof. Helmut Weich, die laaste prosedure op haar uitgevoer. Christa is op 19 Mei oorlede. Sy sou op 9 Julie 90 word. Christa was 'n bekende by die markte in Milnerton, Parow en ook by die oudhedehandelaars daar. Sy was baie gesond, het geen kroniese medikasie gebruik nie, het geen oog- of gehoorprobleme gehad nie, maar het begin ly onder rugpyne, wat haar mobiliteit en kragte verswak het. Cronjé was die ensiklopedie en dagboek van haar hele groot familie ... en 'n staaltjieverteller van formaat! Sy was werklik legendaries in haar kringe. Rus in vrede, Christa! FROM HEALING TO LEARNING The Community Intervention Centre (CIC) in Table View recently celebrated its newest volunteers who successfully completed the centre’s Personal Growth and Trauma Support training courses. “We can’t wait for them to join our dedicated team, bringing fresh energy and skills to serve our communities,” said Daphne O’Reilly, CIC manager. “Their commitment will undoubtedly enhance our ability to offer hope, support and empowerment to individuals in crisis.” Anyone who needs help or knows of someone who is a victim of gender-based violence or other trauma may contact the CIC’s 24-hour helpline on 082 821 3447. Give hope on Blood Donor Day D
uring June, the Western Cape Blood Service (WCBS) celebrates National Blood Donor Month and globally World Blood Donor Day is celebrated on Saturday 14 June. The month is celebrated under the theme “Give blood, give hope: together we save lives”, that highlights the profound impact blood donors have on those in need. "It shines a light on the collective strength of community and the spirit of unity that comes from the simple, yet powerful act of donating blood," says WCBS spokesperson Marike Carli. Blood transfusions provide life-saving support to patients in need daily. It is vital for surgeries, accident victims, cancer patients, women experiencing bleeding related to pregnancy and childbirth, and other lifelong treatments for immune deficiency disorders, sickle-cell disease, thalassemia, and haemophilia. Blood cannot be manufactured, the WCBS relies on voluntary, nonremunerated blood donors to give selflessly to save lives. Donation takes only 30 minutes of your time and can be done every 56 days. Donating blood is a safe process, and your body quickly replenishes the donated blood volume. WINTER “As winter tightens its grip, maintaining our five-days blood supply becomes challenging. Colds, flu, and the need of staying indoors impact donor turnout. Currently, we are experiencing a critical shortage in O negative blood as we only have a three-day supply left. We urge our community to come together in solidarity and save lives through blood donation,” Carli says. To donate you should be between 16 and 75 years old, weigh 50kg or more, be in good health, and lead a safe lifestyle. “Let’s celebrate not only World Blood Donor Day on the 14th but the entire month. Thank you to each and every blood donor who selflessly gives to save others. We salute you, our local heroes,” Carli says. Bayview Youth Cup kicks off AVRIL FILLIES

xcitement is mounting in Mitchell's Plain for the start of the 10th u-16 Bayview Youth Cup which will be launched on Monday 16 June at Mondale High School. A total of 64 teams from all over the Western Cape as far as Beaufort West and Namibia will participate and the current champions are Ubuntu who beat Cape Town Spurs in the final 2-0

"Games will kick off at 09:00 at Strandfontein Sports Field and 336 games per week will be played. The finals will be on Sunday 16 August in Athlone Stadium," says Mark Rodrigues, chair of Bayview Football Club. The 64 teams will be split into 16 groups of four and the first shots of the tournament will be
fired on Sunday 29 June until Sunday16 August. For six days teams will battle it out for the honours to be crowned the Bayview Youth Cup Champions. Duncan Crowie a, retired striker and former Bafana Bafana player, will be at the launch. Crowie played for Lightbody Santos in the Federation
Professional League before soccer in SA was united to form the current Premier Soccer League. He was the top scorer in the 1989 Federation Professional League season with 19 goals and helped Santos to finish second in the league. He started his senior soccer career at Glendene United and played for the team from 1982
to 1986 and joined Santos in 1987 until 2000. "The entry fee per club is R2 500 and the entry fee at the gate for players the day of the tournament is R5 for players and children u-18, adults pay R10 and you also pay R10 for your car. Entry fees were R6 000 for the six days with a stall in the Athlone Stadium for free," he says. Villager continues to wrestle AVRIL FILLIES Villager is still on a winning streak in Super League A after beating Hamiltons by 28-24 at Brookside. Hamiltons, last year's winner of Super League A, came back from a bye and have to play catch-up rugby to fulfill their rugby commitments for the season. They still have outstanding matches to play. UniMil was the team who had the highest score for the weekend by keeping the scoreboard rolling when they only allowed Kuils River a converted try and gave them a rugby lesson by beating them by 64-7. In another match, False Bay
was too good for Brackenfell and the latter lost by 28-16, their second loss in as many week. At Florida Park in Ravensmead Tygerberg beat Maties by 23-14 and Tygerberg made up for their lost last week against Helderberg. This coming Saturday all roads lead to Bergzicht in Stellenbosch for the derby between Maties and Van der Stel-Evergreens. Maties played against the former Van der Stel about 20 years ago when both played in the Grand Challenge Cup of Western Province. Van der Stel disappeared from the rugby scene after 2003 and only resurfaced when the club merged with Evergreens from
