The City of CapeTown hasopened asecond round of public participationonits CityofHope Budget 2026-'27, giving residentsuntil 10 June to have their say on arevised set of tariff proposals that touch everything from water and sanitation charges to property rates and electricity costs.
At the heartofthe shake-up is acourt order that struck down the City's property value-based approach to fixed water and sanitation charges, amodel designed to make wealthierhouseholds carry more of thefinancial load. With that tool now offthe table, MayorGeordin Hill-Lewis faces adelicatebalancingact of protecting lower- and middle-income residentsfrom higherbills, keeping Cape Town's recordbreakinginfrastructure programme on track,and doing it all within alegal framework thathas just narrowed the City'sroom to manoeuvre.
Here's what's changing,who it affects, and what theCity is proposing to soften theblow.
Akey impactofthe ruling is that the City reverts back to the previous method of usingmeter size to determine fixed waterand sanitation charges. Because thesefixed chargesare no longer linked to property value bands, properties under R2,8million will pay more and highervalue properties will pay less for water andsanitation fixedcharges (for meter sizesupto22mm)
MayorHill-Lewis said the City will protect these lower- andmiddle-income households by furtherraising the ratesfreerebatefor those homes up to R620 000, up from R450 000.
All residential properties up to R8 million (previously R7 million) will now get thefirst R620 000 rates-free, up from R450 000. Indigent benefits will apply for all propertiesunder the newR620 000 threshold.
Pensionerswill continue to benefit from thecountry's widest rebate qualifying criteria, thanks to the previous raising of themonthly income threshold to R27 000, regardless of property value. Cape Town is alsothe only metrooffering lifelineelectricity to pensioners up to this threshold. In othercities pensionersmust be classified as indigent to qualify.
"The main impact of the judgment is to limit the abilityofthe City –and allmunicipalities– to cross-subsidise to protect lower- andmiddle- income households.These amendments represent theCity’s proposed efforts to continue offeringthis protection within the framework of theruling," said Hill-Lewis.
This engagementwill focus on other available means to secure crosssubsidisationgoingforward, especially in relation to National Treasury’s metro tradingservices reform initiative and the White PaperonLocal Government.
The mayor emphasised that the City is notproposing any cuts to Cape Town’s essential infrastructure projects. "The collapse and decay thatwesee in all the other major cities in South Africa is a direct result of notmeeting thisminimum levelofrequired investment in new infrastructure."
SUMMARYOFTHEPROPOSEDAMENDMENTS
City-wide cleaning costs move back into property rates. Residents previously funded city-wide cleaning services via an electricity surcharge contribution to property ratesrevenue. In 2025-'26, thecostofcity-wide cleaning was made astandalone charge for residential properties, loweringelectricity prices. This method hasbeen amended following thehigh courtruling

also increase, while electricity unit costs will reduce due to the phased reduction of the surcharge contribution to city-wide cleaning. Residential electricitytariffs remain unchanged as thesecustomers no longer contribute to city-wide cleaning in thisway.
Theoverall average energy tariff increase for commercial customers has been reduced to 5,46% (from 6,82% in the March tabled budget),while the residential increase remains unchanged at 6,64%. To accommodate the shift in City-wide cleaning to rates, and the phasing out of the electricity contribution for commercial properties, the rate-in-the-rand and the rates ratios are proposed to be amended.
WATERANDSANITATIONTARIFFCHANGES
Fixed water and sanitation charges revert to water meter size, the method used before property value bands. According to the City, thisimpact of the court ruling means that higher value properties will pay less fixed charges while lower value properties will pay more than they do currently.
"This is largely offset by lower property rates thanks to the raised rates-free and indigent benefits. The proposed further raising of the indigent relief threshold will see many more properties benefiting from the City’s indigent rebates with the threshold increasing from R450 000 to R620 000, which includes a100% property rates rebate,"the City stated in apress release. TheCityisalso proposing the following measures to further buffer the impact of the fixed charges change: alower overall fixed charges portion of the tariff; consolidating the fixed tariff for the most common water meter sizes –those under 22mm; and shifting costs to higher consumption users compared to the March tabled budget –through increases to the step-tariff for usage over 10.5kl.
Water usage will cost R2,09 moreper KL from 10,5 –35KL compared to the March tabled budget, and R8,06 (excl VAT)more over 35KL, with similar increases for sanitation per KL in theseusage bands.
"Had theCityproposed consumptiononly tariffs, thiswould raise usage costs significantly right from the first kilolitre, disabling the ability of households to save through lower consumption,"the City stated.
All revenue raised in 2025-'26 has gone to the intended purpose of infrastructure and service delivery. It is important to further note that the ruling does not take issue with the necessity of thesefunds to run the city. Ratepayers will now contribute to thesesame running costs but in adifferent way based on the new proposals for 2026'27.
According to the City, around 130 000 construction-related jobswill flow from capital investment in the current term of office, with 75% of infrastructure spending directly benefitting lower-income households.

Theft from and of motor vehicles has emerged as Brackenfell’s most pressing crime concern in the fourth quarter of the 2025-’26 reporting period, with the latest statisticsrevealingatroubling 60% increase.
Figures recently released by Acting Police Minister Firoz Cachalia confirm that 88 incidents of theft frommotor vehicles and15vehicle thefts were recorded in the suburb between January andMarch of this year.
Norman Landry,chair of the Brackenfell Community Police Forum (CPF), characterised the figures as concerning, while noting the inherent complexity of addressing the problem.
“We cannot pinpoint specific hotspot areas, as the crime occurs throughout the suburb, at shopping centresand at private residences alike,” he said.
Landry attributed much of the theftto opportunistic criminal behaviour, enabled by the carelessness of vehicle owners.
“We continue to observe instances where laptops and other valuables arelefton rear seats and tools are left overnight in the backs of bakkies, thereby creating the very opportunity alurking criminal requires,” he remarked.
In response, the CPF has conducted a series of public awareness campaigns at local shopping centres in recent months, aimed at encouraging greater vigilance among residents.

burglaries were recordedduring the same three-month period.
Despite this, there is cause for measuredoptimism as home burglaries have declinedbynearly 50% overfour years,falling from 67 incidents in the correspondingperiodof2022 to 36,a trend Landryattributed to sustained community andstakeholder involvement in crime prevention efforts.
Contact crime in Brackenfell recorded anotable improvement, declining by 27% in the reporting period to atotal of 70 cases. Commonassault accountedfor the majority, with 37 incidents logged, while 11casesof assaultwith grievousbodily harmwere reported. Six sexual offences were recorded, andencouragingly, no murders or attempted murders were reported in the suburb during this period. Six common robberies andten aggravated robberieswere alsonoted.
DRUNKDRIVINGCONCERNS
In the category of crimesdetected through proactive policeaction, 13 drugrelated arrests were made alongside only 25 arrestsfor driving under the influence of alcohol.
Landrywas careful to observe that responsibility for traffic law enforcement restsnot only on the shoulders of the
police butalso with the traffic department and metro police.
He expressedconcern that traffic law enforcement on Brackenfell’s roads remains insufficient to adequately addressthe latter. “When one examines thenumber of drunk driving arrests, it becomesevident that it falls short of what is required. Drunk driving is a genuine andserious problem on our roads, one thatdemands urgent and decisive attention,” he said.
Landry further noted that active operations are presently underway within thesuburb to address andcurb drugrelatedcriminal activity.
“We areencouragedbythe progress beingmade,and we remain committed to working alongside all relevant stakeholders to make Brackenfell a saferplacefor every resident,” Landry concluded.

“The cause for the disruption is being investigated, and we cannotconfirmifthis was foreign related,” she said.
But whatever the case maybe, the department takes the stance that achild’s Constitutional right to basic educationis not limited by their nationality nor their documentation status, as confirmed by the Eastern CapeHigh Court, accordingto Hammond.
“Going forward, the WCEDisengaging with the police regarding strengthening
coordination with schools in terms of rapid response. We have alsoengaged with schoolsregardingrapid communication, triggering alerts to neighbouring schools aboutincidents in the area,” she said.
This follows after some 700 learners took to the streets last Wednesday, allegedly demanding the removal of foreignnationals from their schools in proteststhat turned volatile when a foreign national learner was allegedly assaulted, prompting school authoritiesto lock learners outofthe premises. Alarge group gathered outside the school gates, withprotesters attemptingtokick the gate open.
According to Hammondthe protests erupted at Masibambane Secondary School andsubsequently spreadtoneighbouring schools, Hector Petersen andBloekombos secondary schools.School children later moved into surroundingstreets where they pelted cars withstones.
“It erupted outofnowhere, andled to
chaos in thestreetsofKraaifontein, that continued the next day,” one source said.
Public orderpolice were hastily deployed to thearea when thechildren started lootingvegetable stalls belonging to informal street traders, of which most are foreign nationals. These traders afterward reportedfearingfor their lives Hammond last week said the schools will follow due processand institute disciplinary proceedings where learners are identified as having been involved.
Accordingtoher thedepartment had not receivedreports of aforeign learner being assaulted, as alleged.

During that same four-month period, the organisation performed 1038 sterilisations, 1900 surgical procedures, and approximately 7560 consultations.

More drama surrounding bunnies has unfolded, with threats ofculling at aretirement village, while abunny was found shot dead in the Durbanville cemetery last Saturday.
The bunnies in the City’s Durbanville cemetery have come under the spotlight in recentweeks after agroup ofboysstoned the animals and attacked them with poles and agolf club.
The bunnies havealso infiltrated private property close to the Durbanville cemetery overthe past few years, including the grounds of the historic Durbanville Dutch Reformed Church and sports fields of Durbanville Primary School.
Aculling of bunnies was allegedly organised to take place last week at Graanendal Lifestyle Estate, with organisersclaimingthey had “done it before” and had “all the correct paperwork needed from the district firearms officer”. This was later denied by theretirement village administration, after TygerBurger pointed out that Durbanville police had warned residents not to discharge firearms in residential areas.According to Durbanville police spoksepersonSgt Tintswalo Sithole,itisillegaltoshoot in aneighbourhood. “Anyone whodoesthat will be arrested.”
VOLUNTEERSCHASEDOUT
Volunteers who had been invited by residents of Graanendal Lifestyle Estate to catch bunnies were chased out ofthe retirement village by security officers actingonthe instructions of the caretaker, who alsotold them to use tear gas“to get rid of people trespassing”. Onlythree bunnies were caught. The volunteer group feeds the bunnies, especially those in Durbanville cemetery, rescues sick and injured animals,and conducts sterilisation drives.
After being approached by volunteers, Francois Berry,councillor forWard105, which includesGraanendalLifestyle Estate,confirmed to TygerBurger that he was making contact with thevolunteersto see how they could work together.
“In many areas, thebunnies are warmly welcomed and are seen as abeautiful addition to the environment,”hesaid. Araffle has been launchedbythe volunteer groups to raise funds for the sterilisation and relocation of the feral colony, he said.

“The City’s recreation and parks department is not mandated to catch or relocateabandoned animals. This activity can only be done by the SPCA, or organisations authorised under the SPCA Act169 of 1993. Higham alsostatedthat“the ward councillor is in discussion with the rescuers.” This was strongly deniedby the volunteers involvedwith the various bunny rescue projects.
TygerBurger was informedbythe volunteers that SPCA officials had confirmed they hadnointentionof removing anybunnies, as “it doesnot fall within theirmandate”.
In an email from an SPCA official to a volunteer, appreciation was expressed “forthe dedication of the volunteers to continue to carefor, rescue, sterilise and protect the bunnies under very difficult circumstances”.
According to onevolunteer, it is untrue thatfeeding the bunnies contributes to breeding.
“We deliberately feed them alowprotein diet, which discourages breeding. Owl boxes have alsobeen erected in the cemeterytoattract naturalpredators. Wealso catchbunnies andhave them sterilised at ourown cost.”
The Durbanville DutchReformed Church suffered aloss of aboutR5000 when newly plantedrosebushes were eaten by bunnies on its grounds. Accordingtoa spokesperson for the church, about nine bunnies were chased outofthe church grounds with brooms to the adjacent school sportsfields andentry points were blocked todeter the bunnies from reentering.
Bunnies alsopopulate Durbanville PrimarySchool.Principal Pierre du Toit saidmorethan50bunnies have invaded the school’s gardens andsports grounds. “The children love them andthey are now part of ourgrounds. It is not that we feel we have to intervene at this stage, but we would like to have the situation more under control. We would welcome it if any institutioncould become involved. It is also aboutthe welfare of the animals,” he said.

Childneglectcontinues
Far too many children continue to be exposed to abuse, crime and violence, says Patric Solomons, director of child-rights organisation Molo Songololo.
His comments come as NationalChild Protection week concludes onFriday 5 June. The week is observed annually to shine aspotlight on children’srightsand the need to protect everychild from abuse, neglectand exploitation, as enshrined in South Africa’s Constitution and the Children’s Act.
This year’s theme is “Working together in ending violence against children”. The campaign is spearheaded by the National Department of Social Development in partnershipwithkey government departments and civilsociety organisationsproviding child protection services.
Solomonstells TygerBurger:“We need everyone to invest in childsafetyand protection because that investment can help their survival. And can increasetheir future prospects. We need to take careof children and protect them.”
He says that while attempts have been made to strengthen child protection interventionsatnational level, the turnaround time for addressing cases at local communitylevel remains unclear for many children. Solomons says Molo Songololo continues to work with key roleplayers and is constantly exploring ways to improve its impact and better secure the safety of children.

Die jare bring geluk, ook seer en smart, maar niks kan sy lied demper nie.

Twee dinge bly konstant: die Afrikaanse koerant saam met sy oggendkoffieendie bruinoë wat, hoewel nou niemeer kinders nie, steeds sy hele lewe is.

Sy hart verlang dikwels terug na die plaas, die plek waar sy kinderjaresestof nog aan sy skoene sit.

More than 500delegates from 87 countries gathered at the University of Cape Town from Monday 25 to Wednesday 27 May for the Safe Sport 2026 conference, the first time the globally significant eventhas been held on African soil.
Cape Town's upper campus became the beating heart of theglobalsafe sport movement,asresearchers, policymakers, athletes, coaches and safeguarding practitioners descended on UCT's New Lecture Theatre for three days of frank, often difficult, but urgently needed conversation.
The hybrid conference, themed "Moving safeguarding from intention to implementation", drew delegates from 87 countries, making itthe most internationally representative gathering in the historyofthe safe sport movement.
Safe Sport 2026 was held in partnership with the AfricanUnion and supportedby continental and global sport organisations.
UCT Vice-Chancellor ProfMosa Moshabelaopened proceedingsby underscoring what is at stakefor youngpeople, particularly thosefrom disadvantaged communities, when sport failstoprovide asafe environment.
"We know how important acareer in sport can be in terms of abreakthrough forchildren, including young peoplewho are from disadvantaged backgrounds, in terms of openingupavery important upward trajectory in sport," he said.
"We have also seen it at UCT, where our sporting codes have allowed for some young people to enter into professional careers in sport,such as rugby and others, and compete at aglobal scale.
“However, we have to ensurethat they are free from injury, abuse,harassment, exploitation andharm."

"When power is abused, dependency is exploited, boundaries are violated,or success is placed abovepeople, sport can becomea place of profound harm,"hesaid.

"The adoptionofasafeguarding policy was acritical milestone, but policies alone do not protect people, people do," Van den Berg said.

World AthleticsSeniorCounsel CatherinePitre said the federation's safeguarding policy, introduced in 2023, requiresmember federations to take ownership, though implementation across Africa remainsa work in progress.
"At themoment,wehave alittle bit under halfofour member federations in Africa still working on developing theirpoliciesand procedures," she said, adding that having15African federations
represented at the conference was a significant step forward.

At the close of the conference, participants collectively adopted aSafe Sport Principles Pledge, cementing a shared commitment to accountability and stronger safeguarding systems worldwide. Themessage from the floor was clear: safeguarding can no longer be a discussion point on aconference agenda. It must become daily practice in clubs, federations, schools and sporting codes at every level.
Moshabela summed it up: "Wehope that theseconversations do not just translate to positive policies but can translate into effective practice in order to ensureand safeguard the future of sport."

The City of Cape Town’s Mayco has greenlit plans to develop an open-air staff parkingfacilityat the civic centre in the city’s CBD into affordable housing and mixed-use development.
The plan will now go to council for approval of apublic participation process to release the site for redevelopment.
The site —strategically located within the foreshore, close to major public transport infrastructure —has been identified as having much greater potential for mixed-use development, including residential, commercial,retail and publicspace upgrades.
This step has been welcomedby the housing lobby group Ndifuna Ukwazi, which commemorated the two-year anniversary of its #Land4PeopleNot4Parking campaign in April thisyear.
The campaign calls for WesternCape Government-owned parking lots,aswell as the parliament parking lot —currently used for the temporary parliament site —tobeused for social, affordable and inclusionary housing.

“We are recommending that this parking lot be released by the City to unlock yet another affordable housing development right in the heart of theinner city.The development should also offer mixeduse opportunities —for shops, offices, parking and so on. Following the Mayco’s recommendation, thereport will nowbesubmitted to
councilfor consideration.
Subject to approval, the City will start aformal public participation process, duringwhich residents, stakeholdersand interested partieswill be invited to submit commentsonthe proposedredevelopment.
