AccordingtoDickson there is aclear and unavoidable mathematical reality: if aproperty’s value increases by more than roughly 11%, the reduction in the rate-in-the-rand is notenough to offset that increase. In those cases, she says, thehomeowner will pay more in property rates, not less.

“Giventhat theaverage valuation increase exceeds the 11% threshold, it follows that more households will experience higherbills despite the City’s headlineclaim that 60% of households will seeadecrease or no change in theirbill,” shesays

With the winter months fast approaching, Cape motorists have been cautioned to be extra careful when driving on wet road surfaces, or through flooded roads as experienced across various parts of Cape Town recently.

Several areas across Cape Town experienced localised flooding, according to the City of Cape Town’sdisaster risk management, with areas such as Dunoon being one of the areas hardest hit due to the inclement weather.

In Edgemead residentsalso had to roll up theirsleeves to help motorists navigate flooded roads. TheEdgemead Neighbourhood Watch reported that their patrollers had to help clear trees that had blown over, partially blocking roads, as well as redirect traffic in flooded roads. Crews from the City of Cape Townwere also called out to unblock stormwater drains in Edgemead Drive. Meanwhile, the power supplier, Eskom, also reported that some areas across the Cape had experienced electricity outages that same two days due to the bad weather. June is just over amonth away when more heavy rain and wet roads are expected.

“Many motorists underestimate conditions and theirabilities. We find that speeding, drunk-driving and other driving offences remain challenges, even when prevailing conditions demand extreme care,”says Kevin Jacobs, spokesperson for the City’s traffic services.

“So, our advice to the motoring public, Jacobs says, would be to ensure that: . They are alert and sober behind the wheel at all times; . That all occupants are strapped in,and that the driver obeys the speed limits at all times and reduces speed wherenecessary; . Drive with your headlights on to improve visibility and increase following distances;

TheEdgemead Neighbourhood Watch also recently issued asafety notice to local residents, encouraging motorists to reduce their average speed.

Pupilsrise to reading challenge

Learners havebeen issued an inspiring challenge to readone book cover to cover this year —not for school, but purely for enjoyment, as Cape Town High School celebrated World Book and Copyright Day with renewedpassionfor literacy.

Thecall to action came from Western Cape MEC of education DavidMaynier duringthiscelebrations at the school whereheemphasised that building a generation of readers happens “one page at atime” —and that even reading just one page aday constitutes avictory.

The festivities were marked by a generousR20 000 book donation from the National Library of South Africa, aimed at furtherdevelopingthe school’srevitalised library, whichhad falleninto disuse before beingbrought backtolife in 2024.

The library’s remarkable transformation was spearheadedbyteacher Aphiwe Sigadi, who helped learners establish athriving book club thatnow boasts 64 members. The club hasbecome instrumental in expanding the school’s literary resources andfostering agenuine love of readingamongstpupils.

“Once you create acultureofvaluing reading andbooks, youare actually craftinganindividual who will be responsible enough to respect other people’s rights,” Sigadi explained, highlighting how literacyextends far beyondthe classroom.

The impact on learners has been profound, with learners describing how books have opened new perspectives.

“You areseeingthe worldthrough theperspective of another person, each challenge thattheyhave seen, something that you have never known,”said learner Inonge Matayi.

Fellow student Hlumelo Fatyi offered

sage advice: “I wouldn’t try to force my thoughts onto them, Iwould rather just refer them to afew books that someone who has just started reading would enjoy. Noteveryone is intoreading, but if you give them time with abook, they will go far.”

Maynier added: “What we need to do as adults is to make sure that our children have access to quality reading materials that are interesting and varied.”

Theevent was organised by the Education Library and Information Services team and supported by the Department of Basic Education and the Department of Arts and Culture. World Book and Copyright Day is celebrated annually on 23 April and designated by Unesco to promote reading across all ages.

Maynier emphasised that whilst considerable attention is given to early literacy, older learners and adults also need encouragement to continue reading —not just to learn, but for pure enjoyment. The challenge serves as a reminder that with the simple act of “picking up abook instead of aphone” marking the first step towards alifelong love of literature.

punctuality is key. My leadership style is to elevate and uplift them.”

But don’t mistake his nurturing approach for softness. On corruption, his stance is crystal clear. “Our code of conduct is clear and that is what Istand for, commitment to render an effective service with integrity and aresponsible manner. Corruption has no place in policing and Iwill deal with it decisively.”

For Papa, police work isn’tjust about catching bad guys, it’s about serving people, and his first priority is building bridges with the community.

“One of my first concerns is to build asteadfastpartnership with the community of Kraaifontein,” he says reflecting on insightsgained while afforded the opportunity to attend a Community Policing Seminar in China in 2013.

“I want to ensure the community that theirsafety and protection is at the core of everything we do, and Iwant them to support our members. Iamupfor the challenge, and Ibelieve in the potential of my team.”

Three of the 13 gold medals won by South African sauvignon blanc wines at the Concours Mondial de Bruxelles 2026 (CMB 20206), held earlier this monthinVaraždin, Croatia, are for wines from the Durbanville wine valley.

Soaring pricesput houses outofreach

Cape Town residents acrossall income brackets arestrugglingwith housing affordabilityasmunicipal ratesand taxes continue to rise, according to Leon vanZyl, chair of the Western Cape PropertyDevelopment Forum (WCPDF)

In the forum’slatest newsletter addressing the housingcrisis, vanZyl warned that affordabilitychallenges, onceconfined to lowerincome groups, arenow affecting the middleclass as propertyprices soarthroughout the region.

“In response, some commentators are calling forpricecontrolsand land-value taxation to cross-subsidisehousing. Others arguethat short-term rentals arereducing availablehousing stock. Stillothers blame risingoperational costs, particularlyhighermunicipal rates and taxes, and point to an increasingly bloatedpublic administration as the root cause,”hewrites.

But housing affordabilityisnot unique to Cape Town; priceescalations in surroundingtowns such as Stellenbosch, Paarl and even as farafieldasGeorge and Mossel Bayconfirmthat affordability is abroader regional challenge, drivenby both demand and supplychallenges
