Councilbacks R87.8bnbudget amidtension

CapeTown’s final budget of the current mayoral term wasadopted on Monday amidsharp divisions in Council, with MayorGeordin Hill-Lewis hailing five yearsofinfrastructure investment as aturning pointfor the City while oppositionparties condemned the increasesasunaffordable.

Hill-Lewis described the R87.8 billion budgetasa defining moment, arguing that Cape Town hadchanged trajectory after years of infrastructurestrain. But opposition councillors painted astarkly different picture, oneofrising electricity, waterand sanitation costs outpacing inflation,missed housing targets, and findings flaggedbythe Auditor General.

The budget, already revised following acourt rulingthatfound the City’s method of calculating fixed charges unlawful, passeddespite unanimous rejection from opposition benches, where speakers warnedthatordinary residents, pensionersand the poor would bear the greatest burden of the increases.

Tabling the budget for final adoption at Council, Hill-Lewis said, “Five years ago, there wasmuchofthis City’s infrastructure grid thatwas under severe strain.The warning lights on the dashboard were flashing bright orange. Five years later, we have changed trajectory.”

He said every major infrastructure project is either under construction or complete, with sewer spills already down 30%, wetlands being cleaned, and new public transport projects under way to carry tens of thousands more passengers daily. Hill-Lewis said the Cityworked hard to ensure no capitalspending was cut as aresult. “Wecannot afford to makecuts to ourcapital budget,” he said, adding that thefinal draft had in fact seen thecapital portion increase marginally by R50 million. He said any reduction in infrastructure spending, whether to pipe replacement,wastewater upgrades, electricity grid investment, road repairs or waste facilities would set Cape Town on thesame downward trajectory as other South African cities.

OPPOSITIONUNITEDINREJECTION

Duringthe ensuing discussions opposition parties, through theircouncil representatives, strongly rejected the budget.Nasmie Jacobs of the National ColouredCongress (NCC) said coloured communities have notseen infrastructural improvement.

“Thisisnot reflected in our communities wherewehave daily sewer overflows. The mayor boasts aboutwinter readiness, but we are flooded. The electricity increase is unaffordable. Some residents have to cook over open firesbecause we cannot afford thecurrent rates.”

Referring to theCity’s 2024/25 reported audit outcome,and the City’s failure to achieve aclean audit, Cheslyn Steenberg from the Patriotic Alliance (PA) said, “We cannot,ingood conscience, support a budgetthatasks people to pay more when money are being mismanaged.”

The Cityreceived an unqualified audit with findings, mainly linked to procurement issues.

Steenbergadded that while informal settlementscontinue to grow, residents in theCape Flatsare still waiting for housing.

In thelatestreported outcome for 2024/25, Cape Town did not get aclean audit,but rather an unqualified audit with findings relatingtoprocurement non-compliance. Pieter Jansen van Vuuren from the FreedomFront Plussaid while theCity may highlight increased

poverty-relief thresholds and amodest 2% reduction in the rates-in-the-rand for the 2026/2027 financial year, the realityonthe ground tells astoryofrising costs that will impoverish ordinary salary earners and loyal ratepayers.

“The recent general property valuation process has led to asignificant increase in property values, particularly for middleand higher-income households. This means higher rates bills for homeowners whose incomes have simply not kept pace with theseincreases,”hesaid.

He noted that the fixed electricity charges for properties valued above R1 million are set to rise to R424.30 per month, which follows asubstantial increase from R281.78 to R390.87 per month last year, representing an additional 8.5% increase on top of a38% hike.

‘THEPOORAREGETTINGPOORER’

Delmaine Cottee of the ANChighlighted the impact of the electricity increases, noting that residentscurrently pay R100 for 25 units, on top of fixed charges. After the increases take effect, that same R100 will only yield 22 units. He pointed out that most residentsneed to purchaseR100 of electricity every second day, making the increase asignificant burden. Cottee added that 70% of pensioners’ income is already consumed by electricity costs, and that the newly introduced water and sewage charges compound the hardship further.

She refers to Annexure 25 that shows that in 2024/25, the City delivered only 873 formal housing serviced sites against a target of 2400 ,just 36% of target.

“The same pattern appears in wastewater. Compliance with treatedeffluent standards has dropped from 88% in 2012/13 to 77% -against arequired minimum of 90%. Yet the 2026/27 target is set at only 78%, reaching 82% by 2030. This budget does not present apath back to compliance. It formally budgets for continued non-compliance.”

Across housing, wastewater, and service delivery, the pattern is the same, according to Dickson. “When performance falls, targets are lowered rather than standards restored. Cape Townresidents are being asked to pay more. They are entitled to demand more than repetitive explanations, reduced targets buried in thousands of pages of annexures. They are entitled to transparency, accountability and specifically delivery.”

Alexander, ’n geliefde lidvan die Kraaifontein-gemeenskap,isop15Junie op 72 jaar oorlede. ’n Gedenkdiens is op 18 Junie by die skool gehou.

In ’n hartroerende huldeblyk aan Alexander sê Jansen: "Daar is mense wat ’n beroep beoefen, en dan is daarmense wat ’n roeping uitleef."

Jansen, ’n stigterstrusteelid van die destydse Media24 Rachel’s Angels Mentorskapprojek by die skool,sêhy het die voorreg gehad om Alexander se invloed eerstehandstebeleef toe hy in 2006 betrokke geraak hetbydie projek onder leidingvan prof.RachelJafta "Oor ’n tydperkvan tien jaarhet die projek meer as 1000 jongmense positief beïnvloed. Bernadino Heights waseen van die skole wat virdie volle tien jaar deelgeneem het," vertel Jansen. "Jaar ná jaar het die skooluitgestaan. Sy akademieseuitslae, deelname aan die projek en algehele prestasiewas konsekwent van die beste. Sulke sukses gebeur nie toevallig nie; dit is die gevolg vansterk leierskap, hoë standaarde en ’n kultuur van uitnemendheid. Mnr Alexander het ’n bepalende roldaarin gespeel."

AlexanderisinCalvinia in die NoordKaap gebore en het die Elsiesrivierhoërskoolgemeenskap van 1976 tot 1989 gedien nadat hy sy studies aan die Universiteit van Wes-Kaapland voltooi het. In 1993 is hy as skoolhoof by Bernadino Heights aangestel. Bernadino Heights is geleë in ’n werkersklasgemeenskap,wat oorbaie jare met uitdagings soosarmoede, werkloosheid, geweldenbende-aktiwiteite moes worstel.

"Tog het Alexander geweier om hierdie omstandighedeasverskonings te gebruik, maar het eerder ’n skool gebou wat’n baken van hoop geword het," sêJansen. "Onder sy leiding het Bernadino Heights bekend geword vir uitstekende akademiese prestasies,sterk dissiplineen’nkultuur waar leerders geglo het hulle kan sukses behaal. Hy het verstaan datgoeie onderwys nienet oor punte gaannie,maar ookoor karakter, verantwoordelikheiden selfrespek."

"Wat my altyd opgeval het, wassyerns en fokus. Hy was nie noodwendig die persoon wat die meeste gelaghet of die meeste aandag gesoek het nie. Sy aandag was op die taak.

In ’n tyd waarin Suid-Afrika worstel met hoë werkloosheid, stadige ekonomiese groei en maatskaplike uitdagings, herinner Alexandersenalatenskapons aan ’n eenvoudige waarheid: die oplossing begin by gehalte-onderwys, sê Jansen. "Hy het geweet dat jongmense se toekoms nie deurhul omstandighede bepaal word nie, maar deurhul karakter, hul keuses en hul bereidwilligheid om hard te werk. Miskien is daar geen beter manier om sy nalatenskaptevier as om ’n permanente huldeblyk by Bernadino Heightste oorweegnie, meen Jansen.

"Of dit nou’ngebou, saal, beursfonds of ander gedenkteken is, toekomstige geslagte behoortteweet van die man wat bewys het datuitnemendheid moontlik is,ongeag waar jy vandaan kom."

future. We urge communities to remain vigilant and immediately report suspicious activity to the police or the Safe Schools Hotline on 0800 45 46 47. A watchful community can defeat even the most determined criminals,” saidPeter Johnson, DA provincial spokesperson on education.

Johnson added that he would be writing to the office of the provincial commissioner to obtain aclear understanding of what plans the police has in place to protect schools during the June holidays.

“As places of learning increasingly become targets for vandalism and theft, visible policing and proactive interventions are essential. Communities and schools cannot fight thisbattle alone, and the police must play itsfull role in safeguarding our children’s futures. The curtain fell on the 10th edition of the #YouthStartCT entrepreneurial challenge lastTuesday evening at theCivic Centre Banqueting Hall when the winners were announced after just morethan eight weeks of coaching, training and pitching before apanel of judges.

According to the City it was the most successful year yet, with just over 700 entriesfor existing businesses or business ideas, 145 of whom met the criteria to participateinthe training and mentorship rounds.

While thousands of Capetonians will lace up theirwalking shoes for this year’s Blisters for Bread fun walk, volunteers willbehardat work behind the scenes ensuring the event runs smoothly.

For over 40 years, the Lions Club have given their time as marshals at the annual fundraising event, which raises money for the PeninsulaSchool Feeding Association (PSFA).

Blisters for Bread, one of Cape Town’s most iconic charitywalks, has been fighting childhood hunger for 58 years. This year the event will take place on Sunday 16 August and withonly 10 000 entries available, participants can choose between a5km or 10km route along the Sea PointPromenade.

Entries cost R125, enough to provide breakfast and lunch to 23 children for a day.

The 10km walk starts at 07:30 and the 5km route at 08:00, with medals and refreshments provided to all participants. Each year around 130 Lions Club members takeuppositions along the route guiding participants, ensuring theirsafety andhanding out medals to those who

successfully completethe race.

Former Lions Club president John Houston,who has personally volunteered at theevent for 30 years, said supporting Blisters for Bread alignsperfectly with oneofthe organisation’s coremissions.

“One ofthe Lions Club’s pillars is hunger relief, andBlisters for Bread falls perfectly into that category,” he said.

Houstonsaid members willingly volunteer their time because they understand the impact the event has on children facing food insecurity.

“Every cent raised goes directly to feeding schoolchildren. Ienjoy attending theevent andassisting people. Ibelieve it’s fora worthy cause,”hesaid.

Despitethe early starts andlonghours on their feet, Houstonsaid the atmosphere makesthe experience worthwhile.

“We do it voluntarily anditisfun.

There is agreat sense of camaraderie and satisfaction in knowingyou’re helpingto make adifference.”

The Lion’sClub is alsoencouraging community members who would liketo get involved and serve as marshals in future events to contact the organisation.
