Lateapplication surgehitsschools
The provincialeducation department has placed 26 312 Grade R, 1 and 8learners across the province since the beginning of Januarythis yearinadditiontotens of thousands placed during 2025.
Despitehavingplaced 96% of all learners whoapplied last year —including late applications submitted up to 10 December —the department experiencedan unprecedented number of new extremely late applicationsatthe startof2026, according to education spokesperson Bronagh Hammond.
Since thebeginning of January, the department received 25 065 extremely late applicationsfor Grades R, 1and 8.
As of 6February 2026, forGrade 8, the department hasplaced 99,6% of learners for whom applicationswerereceived, with placement in progress for 396 learners. In Grade1,placement is in progress for 326 learners, representing aplacement rate of over 99%. For Grade R, placement is in progress for 1148 learners.
The departmentreceived 13 905 extremely late applications for Grade R this year.
Hammond says thatwith schools having only reopened on 14 January, officials have worked extremely hardtoplace learners as quickly as possible.
"The fact thatmore than26000 placementshave been made within four

weeks is aremarkable accomplishment by our team.
"The department has consistently communicated that the 10th school day is acritical milestone in the admissions process. It allows schools to confirm actual attendance through physical headcounts, deregister learners who have not arrived, and identify available spaces for rapid placement," she says.
Hammond acknowledged that while it is always preferable for all learnerstobein school on the first day, the realityisthat late applications require time. Officials must consult with School Governing Bodies (SGBs), negotiate available spaces, and finalise administrative processes that would normally take months —now condensed intojust afew days.
"While we celebrate the placement of tens of thousands of learners in an exceptionally short period, we remain mindful that new extremely late applications continue to arrive daily. These are being handled with urgency, and we appeal to the publictoallow officials the space to complete thiswork," she said.

By 11:00, with no-oneelse to contact, they rang Ward7councillor Grant Twigg for assistance.Twigg went to the centre wherehecalled aSassa official to enquire.
The groupwas advised to go back to Eerste River on Tuesdayand sent home.

“They threw us around like aball, and never have any answers. We also have no-one to contact.Manyelderly sit in
wheelchairs and many more do not have transport or enough money to travel up and down. This takes abig chunk from the little money we have to survive on,” he says.
Theincident again highlights the challenges faced by SouthAfrica’s most vulnerable citizens when accessing essential social services.
TheWestern Cape MEC of social development, Jaco Londt, is aware of the situation that unfolded on Monday.
“It is completely unacceptable that pensioners and other vulnerable people were made to stand out in the elements, due to poor planning, ineffective systems, and miscommunication.
My office has again reached out to the Sassa regional leadership, requestingthat meetings between the department and Sassa resume as soon as possible.
“During previous engagements, Sassa made commitments that they claimed would alleviate certain pressures. We need to get clarity on rollout of those commitments, especially with the cold winter months just around the corner.
While Sassa is anational entity and does not report to provincial DSD, through regular engagements, the sharing of challenges and data, but importantly the implementation of commitments made, what unfolded on Monday can and should be prevented,” he told TygerBurger. Sassa did not respond to amediainquiry by the time of publication.

The installation of along-promised traffic light at the perilous Helling Streetand Brackenfell Boulevard intersection has brought immense relief to residents of Protea Heights and Sonkring, who have waited yearsfor this vitalsafety measure.
After budget was finally madeavailable, work started last week with road lines being painted. Installation is projected to be completedthis week.
This traffic light was requested back in 2017 as traffic increased on Brackenfell
Boulevard as aresult of extending the boulevard in both directions making it increasingly difficult andeven treacherous to turn right out of Helling Street in BrackenfellBoulevard. Additionally, vehicles exiting Sonkring faced similar challenges
Residents called the intersection“the most frustratingcross in the Cape”, especially duringpeak-hour traffic when cars backed up for several street blocks while waitingtoturn.
Following the hit-and-runincidentat the intersection in 2018, in whicha young girl wasknockedoff her scooter, the calls
for thetraffic light became more urgent and City officials revisited the request, noting“the changing traffic patterns in thevicinity”.Aninvestigation followed of whichafeedback report was submitted to Subcouncil 2for subsequent approval.
“We are pleasedwith the installation of thetraffic lights as the community have been requestingthis for some time. Atotal of 450cattle were vaccinated against foot-and-mouth disease
(FMD) in FisantekraalonSunday as part of amassive drive by the provincial government to safeguard the province’s R13,5 billionlivestock sector, whichemploys thousands of people.
“This vaccination drive is aproactive step to protect cattleinthis area. No cases of FMD have been detected inthis Fisantekraalherd, but we are taking every precaution because we want to protect jobs and livelihoods,” said Western Cape premier Alan Winde in ajoint media release.
The vaccination drive wasoverseen by Winde, as wellasJohn Steenhuisen (national Minister of Agriculture), Dr Ivan Meyer (Western CapeMEC of Agriculture, Economic Developmentand Tourism) and Anton Bredell (Western Cape MECof Local Government, Environmental Affairs and Development Planning).
“We will be receiving 200 000 vaccine doses over the coming weeks and will push to vaccinate all high-riskherds. The province will also request permission to procureits own vaccines,” Winde said This came after Steenhuisen addressed concerned cattle farmers at the meeting of Durbanville Agricultural Associationlast Tuesdayevening.
Eduard Loubser, chair of the organisation, said in his chairman’s report foot-and-mouth disease remains the greatestsingle threat to the SouthAfrican red-meat industry.
“Every outbreak has an immediate and tangible impact on producer prices, market confidence and export opportunities. When export markets are closed, larger volumes of meat are inevitably pushed into the local market,
which placesprices under further pressure—particularly in an economy where consumers are already financially under pressure.The impact of footand-mouth diseaseextends beyond just exports. Movement restrictions, auction closures andheightened biosecurity requirements increase costs andlimit farmers’management options,” he said.

This measure,along with the vaccinations,forms part of the 21-point response plan theWestern Cape Government, together with its partnersin the agriculturalsector, have implemented to containthe nationalFMD outbreak in the province.
The 21-point planincludes:
. Movement control, including 24/7 border monitoring;
. Monitoring, surveillance, and
traceability, through on-the-ground rapid response from veterinary services;
. Recovery involvingcleaning operations and monitoring quarantine areas;
. Majorroadblocksand vehicle monitoring are taking place on various roads across13municipalities, including at theprovincial borders.
“This is part of anational crisis. We areworkingtirelessly to protect jobs and the agriculturaleconomy. If you are transporting livestock or any materials used in the farming of livestock, you must take every precaution,” Winde urged.
Steenhuisenadded: “Thisisanational emergency; we are fighting to save the livelihoods of thousands of farmers and thefuture of our agricultural exports. We need every single livestockowner to stand with us.Biosecurity is not asuggestion; it is our only line of defense. If you move animals without permits or ignore basic hygiene, you are putting the entire country at risk.

“I am asking all SouthAfricans —please stop the illegal movement of cattle, report illness immediately, and treat your farm boundaries like afortress,” Steenhuisen said.
To protect livestock and the economy, livestock farmers and the public are strongly urged to adhere to thesesimple rules:
. Stop all illegal movements: Never move cattle, sheep, goats, or pigs without a signed healthcertificate and valid permits;
. Limit visitors to your farm: Anyone entering must use disinfectant footbaths and vehicle sprays to ensure they arenot carrying the virus on theirshoes or tyres;
. If you buy new stock, keep them completely separatefrom your main herd for at least 28 days to ensure they arenot carrying hidden diseases;
. If you see animals drooling, limping, or showing sores on theirmouths or feet, call your local state veterinarian immediately; . Ensure fences are in good repairto prevent your animals from mixing with roaming herds or wildlife.
Will Sona optimism translatetoreal change?
While President CyrilRamaphosa spoke of astrengthening rand, falling inflation, and renewed investor confidence during his State of the Nation Address,many woke up thenext day to aless reassuring reality: dry taps, rising living costs, unemployment queues, and unsafe neighbourhoods.
This contrast captures the central tension of this year’s address. The President painted apicture of an economy gradually stabilising, yet we knowfrom lived experience that life formillionsof South Africans remains uncertain and difficult.
His admission that “life remains hard” may have been themost honest line of the speech. It reflected something we understand: national progress measured in statistics does not always translate into relief felt in our communities. Economic stability matters.
Astronger currency signals confidence, helps government manage debt, and can encourage investment.Lower inflation protects purchasing power. These are necessary foundations for long-term growth.But for many struggling to basic necessities, macro-economic indicators feel distant and abstract. Recoveryonly becomes meaningful when reflected in secure jobs, stable services, and safer streets.
To his credit, thespeech did not avoid pressing challenges. Organised crime, he said, remainsone of the greatest threats to

economic development and socialstability
Thisrecognition is important because crime is not only apolicing issue —itis an economic barrier.
Communities affected by gangs, extortion and crime struggle to attract businesses and opportunities. Unsafe environments limit where people can move freely,where small businesses can operate, andhow confidentwefeel in our neighbourhoods. Yet we have heard strong commitments to tackling crime before. Our confidence depends on implementation and results, not just tactical plans that sound decisive. Thesame pattern applies to corruption and governance failures. The president’s emphasis on strengthening institutions signals understanding thateconomic reform cannot succeed without credible leadership and functioning systems. However, we judge progress by concrete outcomes, successful prosecutions, and improved service delivery —not investigationsannounced orpolicies drafted.
Perhapsthe mostimmediate concerns relate to municipal services. Water shortages, failinginfrastructure, and inconsistent servicedeliveryaffect our lives in ways that national economic indicators cannot capture. This was the message from Department of Forestry, Fisheries and the Environment (DFFE) Minister Willie Aucamp when he asked guests to close their eyes and try to read asign, toshow how blind and partially sighted people experience exclusion. That demonstration connects directly to the launch of Braille signageatBlaauwberg NatureReserve on Wednesday 11 February, delivered through apartnership between DFFE, Wildlife and Environment Society of SouthAfrica (Wessa), the City of Cape Town, Blind SA, Nedbankand disability advocacy partners.

Theunveiling at Blaauwberg Nature Reserve is expected to set anational precedent, encouraging similar inclusive infrastructure at coastal destinations across SouthAfrica.
As part of Wessa’sbroader vision, the integration of accessible signage aligns with efforts to promote environmental stewardship, education and sustainable tourism.
By introducing Braille informational signage at one of Cape Town’s most iconic coastal reserves, stakeholders hope to inspire wider adoption of accessibility measures at beaches and protected areas nationwide.
