s crime levels in Cape Town become untenable, the need to devolve certain national policing powers to the City's metro police has become more urgent that ever before. Having not had any meaningful reply on this topic from the National Police Commissioner in a previous letter from Mayor Geordin Hill-Lewis, the City last week said that its safety and security portfolio committee will now table a resolution at the next council meeting calling on the national government to devolve certain policing powers to the City in terms of the intergovernmental dispute framework. These legislative powers would include investigative authority over specific crime categories such as gang-related violence, firearm offences, extortion, and drug trafficking. Additionally, the responsibility for crime intelligence should be devolved to the City, and the City should also be assigned the function of managing forensic laboratory testing centres related to firearms. "This means our officers will be able to investigate criminal cases. When a crime is committed they will open/file a case docket and present it to the National Prosecuting Authority for prosecution and present the evidence in court with the prosecutor in front of a presiding judge or magistrate," chair of the safety and security portfolio committee, Mzwakhe

COURT DELAYS Insofar as ballistic testing by metro police goes, Nqvashe said laboratory evidence would be admissible as evidence in court as it is currently happening. "The problem currently is national government is unable to run these labs optimally and efficiently. It is known that labs have a backlog on cases like firearm ballistics and DNA tests, with waiting periods of six months and more. He explains that these delays cause criminal cases to be struck off the court

roll for further investigation. "The term 'further investigation' is in most cases a general term which describes that the detective investigating the case cannot proceed in court pending laboratory results on all crucial evidence submitted to court in the case docket." Nqavashe believes that metro police obtaining these legislative powers will enhance the City's capability to assist the under-resourced police with investigations and intelligence to improve gang-related convictions. "Our communities are plagued by crime at all levels and it is clear that more is needed from the police and the City. Recently, we highlighted that the City has removed nearly 2 000 illegal firearms from the streets, yet the conviction rate is not keeping pace. The police do not have the manpower and the City’s uniformed staff do not have the power to undertake investigations into firearm confiscations, and other crimes," he says. He emphasises that in recent years the City has established specialised units such as the metro police gang and drug task team, increased visible policing through the Law Enforcement Advancement Plan (LEAP), and invested in advanced technology including CCTV, gunshot detection systems, drones, and more. "Yet the situation remains untenable," he states. "Our residents continue to live in fear, children are unable to play safely outdoors, and criminals still control our streets."

ivic organisation Action Society is appalled by the news that Marius van der Westhuizen, the former police officer who murdered his three children, is once again trying to get out on parole. On 28 July 2006, he fatally shot his children Marius (8), Antoinette (21 months), and Bianca (16, who was disabled) at their Brackenfell home. The killings were carried out in front of his then-wife, Charlotte, also a police officer at the time during a confrontation. He was convicted in the same year and sentenced to 24 years in prison. "This renewed attempt to regain his freedom is not only a grave insult to justice but also a traumatic reopening of wounds for the children’s mother and a deeply disturbed public still haunted by the brutality of his crimes," Kaylynn Palm, head of Action Society’s Action Centre, said last week when learning of the parole application. "Despite claims of work-related stress and depression, the court found his actions to be deliberate and calculated," says Palm.

THIS IS VAN DER WESTHUIZEN’S FOURTH ATTEMPT AT GETTING PAROLE A MATTER OF MORALITY After serving just 13 years, Van der Westhuizen applied for parole three times. His third attempt was approved in June 2024. The parole board claimed he had "accepted responsibility" and participated in rehabilitation programmes. But following a public outrage, the Correctional Supervision and Parole Review Board stepped in and overturned the decision in August 2024, due to the victim impact statement by Charlotte van der Westhuizen not having been taken into consideration. "The people of South Africa are subject to high levels of violent crime, inadequate punitive measures and rash decisions to grant parole. “In this case, it would have been a

miscarriage of justice to release an offender after serving only 13 years for the cold-blooded murder of his three children. “In cases such as this one, there is more to consider than just the rights of the parole applicant. The interests of the community and the victims – such as the children’s mother, Charlotte, who opposed the application because she fears for her life – should be given just as much consideration," the Freedom Front Plus then said in a statement. According to Palm it is more than just a mere administrative matter but a moral one. "The fact that Van der Westhuizen is once again seeking legal leniency is disgraceful. He murdered three innocent children. His place is behind bars, not back in society,” she says. The organisation called on the Department of Correctional Services and the justice system at large to firmly reject this parole application to "ensure that justice is not further eroded". "Crimes against children cannot be met with leniency. “The public deserves a system that protects the vulnerable, not one that revictimises them."

Atlete blink uit in KSUT-reeks D

ie Laerskool Brackenfell se landloopspan neem vanjaar weer deel aan die Landloop-uitnodigingsreeks van die Kaapse Skiereiland Universiteit van Tegnologie (KSUT) in Wellington, waar hulle Vrydae met ongeveer 30 atlete na die Boland reis. Die Brackenfellers het verlede Vrydag skaflik vertoon by die Laerskool Hugo Rust se KSUT-byeenkoms van waar drie trotse Brackies met medaljes om hul nek huiswaarts gekeer het. Juné Nel (goud, meisies o.11), Janu von Listenborgh (silwer, seuns o.11) en Nadia Malan (brons, meisies o.10) het almal `n draai op die podium gaan maak. Brackies se langasems het die afgelope kwartaal aan byeenkomste by die Hoërskool Swartland, Wellington Preparatory School, Laerskool Hugo Rust en by die natuurskone Kleinevalleij-landgoed aan die voet van die

en talle klein diersoorte word in die reservaat gehuisves. "Natuurliefhebbers kan uitkyk vir grysbokke, muishonde, vlakhase en kleinkolmuskeljaatkatte. En as jy mooi kyk, sien jy dalk `n Kaapse dwergverkleurmannetjie of `n rooipensskilpad," sê hy. Ook die voëllewe floreer met spesies soos die blouvalk, swerfvalk, Kaapse fisant, suikerbekkies en muisvoëls. Stadsreservate soos Bracken speel ook `n belangrike rol daarin om die gehalte van die stadslug te verbeter en die temperatuur in "stedelike hitte" te reguleer. Die Vriende van Bracken is in 2006 gestig en in 2013 is `n "ses-ponder"kanon aan Bracken deur die Tygerbergnatuurreservaat geskenk vir historiese doeleindes. Aangrensend is Perdekop, 'n 2,2 ha satelliet-natuurreservaat wat deel vorm van die groter reservaat. Teen volgende jaar, sê Vermeulen, sal die nuwe volhoubare ongewingsentrum, waaraan nou gebou word, ook sy deure in die reservaat open. Badisa needs foster care parents C

elebrating World Foster Day, Badisa focused on the difference foster parents make in the life of children in their care. "In South Africa, where approximately 300 000 children are currently in foster care, World Foster Day highlights not only the urgent need for more foster parents but also the profound impact foster care can have on a child’s life," says Alma Botha, social services manager at Badisa. “World Foster Day, celebrated globally on 31 May, gives us the opportunity to raise awareness, celebrate foster families and create sustainable change by encouraging communities to support children currently in care,” she says. According to its 2023-'24 annual report, Badisa provided foster care supervision services to 4 227 children, with nearly half (49%) already placed in permanent foster care.

NEED MORE FOSTER FAMILIES She recalls a case that was reported to their office involving two minor children, aged five and eight, who were living in unfavourable circumstances with their biological parents due to substance abuse, neglect, and exposure to violence. “Initially placed with safety parents, they later moved into foster care with a trusted community member. “Today, the children are thriving emotionally and academically, while maintaining

healthy family connections.” “It’s stories like these that demonstrate how foster care can completely change the trajectory of a child’s life,” Botha explains. Foster care in South Africa is guided by the Children’s Act (2005), which prioritises the best interests of the child and encourages kinship care, by placing children with relatives or community members who can provide a sense of continuity and belonging. According to Botha, kinship placements are often the most effective form of alternative care. “Social workers are managing unreasonably high caseloads. There are often delays in getting court orders and we don’t always have enough resources to

monitor placements or support foster families properly. “Also, achieving permanency for a child, whether through reunification, guardianship, or adoption, can be a long and frustrating journey,” she says. LACK OF FEEDBACK These challenges are made more complex by a lack of feedback between organisations, delays in administrative processes and the emotional strain families face. “Foster parents often feel uncertain, especially when there’s a possibility of reunification with the biological family,” Botha says. Social workers also help prepare and train foster parents, ensuring they understand the

Other speakers were Adv Phyllis Vorster of AfriForum, who discussed gender-based violence, and Daniel Snyman, an occupational therapist who talked about how to help children with sensory and emotional regulation in difficult situations. "During my years in practice, I've come to understand that divorce is not simply a legal ending. It is a relational rupture that leaves lasting imprints - not just on the separating couple, but on the child, the extended family and even the community around them. It reaches into the classroom, the clinic, the court and even the workplace. And when not handled with care, it can affect the next generation too," she said. According to the latest divorce statistics in South Africa, between 2021 and 2022 there was a 10,9% increase in the number of divorces, rising to 20 196 divorce

orders, according to Bredekamp. "This represents a notable upward shift pointing to the ongoing fragility of marital unions in our country. A significant gender disparity was observed in divorce initiation - 55,8% of divorces were filed by women, while 32,2% were initiated by men. Among the population groups, women of colour had the highest proportion of female plaintiffs, standing at 63,2. In terms of age, the median age at divorce was 46 years for men and 42 years for women. The peak age range for divorce across all population groups was 35 to 49 years for men and 35 to 39 years for women," she said. "This aligns with midlife transitions where family, work and personal strain often converge. In examining marriage duration, 42,2% of divorces occurred within the first 10 years of marriage, highlighting that the early years remain the most vulnerable period for marital dissolution. The impact of children is considerable - 55,3% of divorces involved children under the age of 18, affecting a reported 18 850 children," she said. ADVERSE CHILDHOOD EXPERIENCE "It is an adverse childhood experience contributing to trauma symptoms, hypervigilance, emotional numbing and intrusive memories of parental conflict. Recognising these patterns is key for targeted support. Resilience is possible with early trauma-focused intervention and consistent emotional support," she said. "Divorce is not merely a legal termination of marriage. It constitutes a profound psychosocial upheaval, particularly when high parental conflict persists. Children face various complications when their parents get divorced, such as relocation, changes in schooling, diminished access to one parent and often financial instability. "This crisis is particularly acute in divorces that occur within the first 10 years of marriage, when children are at a crucial stage of development. During these years, children need consistency and emotional security to form stable attachments with their parents. Young children struggling to make sense of their parents' divorce often internalise blame, develop abandonment fears and later struggle with trust and relational stability," she said. conflicts when they feel torn between their parents. This emotional tug-of-war intensifies when they are expected to take sides or act as confidants. "Children fare best when protected by consistent caregiving, reduced conflict and emotional support. It is not the divorce itself but the surrounding instability, unresolved parental conflict and emotional neglect that cause the long-term harm. Funds needed for Xmas lunch Outreach Living Hope, a non-profit community organisation in Morningstar, is seeking support and sponsorships for its projects - one of its major needs being gas appliances to prepare food. "Despite ongoing challenges with funding, we have remained steadfast in our mission over the past three years – extending a helping hand to those in need within the Morningstar community and to the homeless in the surrounding Durbanville area. Dream big and be the agent of your own life In a world shaped by systems one's mindset is the one thing that can set one free, and set one apart. It's not your background, your bank account, or even your education that determines your future; it's the way you think. All these things are useless when the mind is blind. When you dare to think differently, to question what's around you and craft your own path you step into your power. That's what truly separates those who succeed from those who settle. I learnt this early, not from textbooks but from watching people accept the life they never chose. Where I come from in the Boland it's common to see young people finish school only to end up in predictable jobs on farms, in restaurants, behind counters. Honest work, yes, but not always born from dreams. Too often it's just what's available. Just what's handed to you. But what if we didn't accept what's handed to us? At the age of 10 I began dreaming of a life beyond what I saw, beyond my colourful essays. I didn't know where exactly I was going, but I knew I couldn't allow my environment to shrink my imagination. I crafted a universe in my mind, one where I could break cycles, define my own success and live with purpose. Even at this age I do that. Life is by no means easy. Life tests you in subtle and serious ways, through finances, health, limited access, just to name a few. It throws you a general dish, a one-size fits all blanket and tells you to be grateful.

DON’T BE AFRAID TO BE DIFFERENT; IT’S OFTEN YOUR GREATEST STRENGTH. But I refused to accept the idea that this was all there was. And that refusal became my strength. My father once told me "smooth seas never made skilled sailors, and when you are born into a system your first act of freedom is to question it." That quote has never left me. It's guided the way I move through the world. Systems, political, economic, educational, the media don't just shape what's possible for us, but how we think what is possible. And if you don't break free of the script you were handed you'll play a role you never auditioned for. June is Youth Month and this year's theme, "Skills for the Changing World, Empowering Youth for Meaningful Economic Participation", points us towards the future. Mindset is the hidden engine driving our choices, fuelling our creativity and expanding our vision. It's that small spark that says "there must be more than this." Thoughts are powerful. They come from what we consume in our conversations, our culture, our environment. But when you start thinking independently everything changes. You stop chasing appearances and start building substance. You stop measuring your worth by what you wear, where you live or what you drive and start defining success on your own terms. After all, one of the greatest traps of our time is an obsession with looking successful. What sets you apart, really, is how deeply you think, how courageously you act, and how consistently you build, what you're planting when no-one is watching. That's the difference maker. You know, "be the change you want to see." If there's one thing I want young people (like myself) to take from this Youth Month, it's this: Don't be afraid to be different; it's often your greatest strength. Who benefits when property prices explode? An absurd budget yes, a home bought in 1990 for R132 000 is now suddenly R4 million worth. Most of us could afford a home of R130 000 in 1990 but not a home of R4 million today. In the meantime most became pensioners too, and some with zero pension. So what have gone up in the last 30 years of bond period? Building, material and labour cost? So my home still is worth R130 000 because we could afford it, not the property, but the monthly bond payback premiums. Also, are the property marketing companies flairing up the value over the years by comparing property values with replacement cost to earn more sales commissions? The difference between a R130 000 property and a R4 million property monthly bond premiums is way out and for most of us unaffordable! Those fixed tariff benefits can't be legal, because why do pay a monthly property tax? For what? We bought the plots to build, according to the municipal rules and regulations, by the developer or private owner and it's registered on our name, so why the property tax?Is their a binding contract between

home owners and the municipality? Does the contract make room for future additional tarrifs? No, because they think they own us and can do as they feel and get away with it because they think they are every propery owners government. I declare here and publicly that I refuse to pay an extra monthly tariff fee for clean-up. Nou onlangs met my suster se opname in die Mediclinic Panorama se hoësorgeenheid, het sy seun, ook prof. Helmut Weich, die laaste prosedure op haar uitgevoer. Christa is op 19 Mei oorlede. Sy sou op 9 Julie 90 word. Christa was 'n bekende by die markte in Milnerton, Parow en ook by die oudhedehandelaars daar. Sy was baie gesond, het geen kroniese medikasie gebruik nie, het geen oog- of gehoorprobleme gehad nie, maar het begin ly onder rugpyne, wat haar mobiliteit en kragte verswak het. Hawks arrest City officer T

he multi-disciplinary intelligence-led operation comprising the Hawks, the provincial Anti-kidnapping Unit along with provincial Organised Crime resulted in the arrest of a City of Cape Town Law Enforcement officer on Monday 9 June on charges of kidnapping, extortion and murder. The arrest of the 43-year-old man occurred after an alleged kidnapping in Kraaifontein on 16 May. "The victim was last seen by a friend leaving for Bellville to view a vehicle he intended to purchase and never came back, following which the friend reported him missing," Lt-Col Siyabulela Vukubi, spokesperson for the Hawks. "Another friend of the victim received a call from him saying he had been kidnapped and was being assaulted." A ransom of R100 000 for the victim’s release was demanded by the kidnappers, but was subsequently reduced to R10 000. "The suspects provided a bank account the money should be deposited into," Vukubi said. "It was alleged an amount of R5 000 was deposited into the account and the suspects continued to demand the balance." On 17 May the Hawks team followed all the leads that led them to addresses in Philippi and Kleinvlei, resulting in the arrest of four men, Mogamat Samuels (33), Thokozani Kamnjunga (36), Existing Mudivari (33) and Yasseen Jele (30), who have already made a court appearance. The team was led to an open field on the dunes between Monwabisi Beach and Macassar, where one of the accused pointed out a shallow grave where the victim was killed and buried. "On further investigation it transpired that a City of Cape Town Law Enforcement vehicle, driven by the suspect mentioned above, was used in the commission of this heinous

This suspect was expected to make his first appearance at the Blue Downs Magistrates' Court on 10 June, where he would join his co-accused in the same court two days later for bail application. The provincial head of the Hawks, Maj-Gen Mathipa Makgato, said the unit remains committed to rooting any form of criminality within the ranks of the law-enforcement agencies out, people on the wrong side of the law who reflect badly on the agencies. CITY ASSISTS WITH INVESTIGATION Wayne Dyason, spokesperson for City Law Enforcement, confirmed the arrest. "The officer who is stationed at the Anti-Land Invasion Unit was arrested amid an investigation by our Safety and Security Information Management Systems Unit in collaboration with the Hawks in connection with the crime in May. "Approached for assistance, our teams worked diligently to aid the Hawks investigation. We will continue to cooperate with the police to ensure a swift conclusion to the investigation and prosecution. “While the arrest of the officer is disappointing, the Safety and Security Directorate is committed to rooting corrupt and criminal elements out, and will not hesitate to investigate and take the required action when wrongdoing is uncovered. This matter is also being dealt with in terms of City policies and procedures, and a disciplinary process is underway."

Police nab two for trafficking In a coordinated operation on Friday 30 May, the police's Hawks based in Bellville and George, in collaboration with the Department of Home Affairs' Immigration Services and A21, a non-governmental organisation fighting human trafficking, arrested two suspects aged 31 and 34 for trafficking in people. The arrests followed the execution of a search warrant prompted by intelligence, indicating a possible humantrafficking victim being held against her will at a guest house in Goodwood and forced into sex work. During their search officers

discovered four women who confirmed they were sex workers. Additionally, five other adults and three small children were also found on the premises. Further investigation established one of the women there as being a victim of trafficking. The two managers were immediately arrested. The victim received medical attention at a healthcare facility before being transferred to a safe house. The suspects appeared in the Goodwood Magistrates' Court on Monday 2 June, facing charges related to human trafficking.

The City of Cape Town and the police disagree over the true state of convictions for illegal firearm possession. The City claims only 5% of cases over four years involving firearms seized by municipal officers have led to guilty verdicts. The police have strongly rejected this. The difference lies in how conviction rates are calculated. While the police reports conviction rates of up to 89% in recent years for cases that proceed to trial, the City argues most firearm arrests never make it to court, rendering the police's figures misleading. Mayor Geordin Hill-Lewis said the City's law enforcement agencies confiscated 1670 illegal firearms between January 2021 and January this year. Of those, only 81 cases resulted in convictions. Hill-Lewis attributed the low rate to a "broken criminal justice system". Mayco member for safety and security, JP Smith, noted the City's case-tracking data shows low conviction rates are largely due to the lack of detectives and investigative capacity within the police, outstanding ballistics and DNA reports, and slow court and prosecution processes. "Each of our cases were tracked through the local courts as our teams diligently recorded the outcomes on each matter. The 5% conviction rate was calculated and derived from the number of arrests we recorded." Smith explained when a firearm arrest is executed by City enforcement officers, the firearm and docket is handed over to detectives who are mandated to see these matters through court. "Our data shows that 49,5% of (the 1670) cases were deemed by the National Prosecuting Authority (NPA) as having either insufficient evidence or no realistic prospects of prosecution - a stark indication

of the lack of detective resources to conclude a comprehensive investigation," Smith said. Call for Greater Powers The City is pushing for criminal investigative powers to be devolved to its officers under the South African Police Act, enabling them to build their own dockets and support prosecution more directly. A draft set of regulations already workshopped with police and other stakeholders will soon be submitted to the national police minister for consideration. The City has bolstered its crimefighting capacity by deploying more than 1100 new officers since 2021 and investing R800 million in advanced policing technology such as gunshot detection, drones, and automated number-plate recognition systems. A special training module has been rolled out to equip officers with the skills needed for docketbuilding and statement-taking in preparation for the hoped-for expanded powers. POLICE Police have rejected the City's 5% figure, describing it as misleading and potentially undermining public trust in the police. In a statement issued on 4 June, provincial police spokesperson Col André Traut stated that conviction rates for illegal firearm possession had consistently remained high – 86% in both the 2021-'22 and 2022-'23 financial years, and 89% in 2023-'24. These figures, he said, represent all successful prosecutions across the province, involving firearms confiscated by the police and other law enforcement agencies. "Firearm-related crime remains a top priority for police in the Western Cape," Traut said. "Our officers are relentlessly pursuing armed criminals, aiming not only to remove illegal firearms from our communities but also to ensure successful prosecution." Traut claimed the City's figures

are inaccurate. "An analysis of our conviction record paints a far more accurate and encouraging picture. Our detectives have consistently achieved strong conviction rates." COOPERATION GAP As gun violence continues to plague many Cape Town communities, both the City and the police agree on the need for stronger enforcement. The City maintains it is ready to play a larger role. The City has expressed frustration at a lack of access to real-time updates from the police on firearm cases and the whereabouts of confiscated weapons. Despite a Memorandum of Cooperation signed in 2024 between the police, the City, and the Western Cape Government, datasharing seems limited. Following a high-level meeting in March, the police invited district commanders to work more closely with the City to improve information flow on pending cases. The City has also submitted a Promotion of Access to Information Act (Paia) request to gain deeper insights into the reasons for stagnation in specific cases. "The City of Cape Town is committing to assisting the police to address the gun violence. We believe that our track record has shown that despite the limited resources and policing powers, we have made a massive impact in the fight against crime and we are ready to do more. It would be helpful if we could all agree on the broader definition of conviction rate which would aid the public in better understanding the issues," said Smith. Smith added the City also maintains an open-door policy for any police investigating officers who need to follow up on specific case dockets with City arresting officers.

Crowie played for Lightbody Santos in the Federation Professional League before soccer in SA was united to form the current Premier Soccer League. He was the top scorer in the 1989 Federation Professional League season with 19 goals and helped Santos to finish second in the league. He started his senior soccer career at Glendene United and played for the team from 1982 to 1986 and joined Santos in 1987 until 2000.
