The City of CapeTown hasopened asecond round of public participationonits CityofHope Budget 2026-'27, giving residentsuntil 10 June to have their say on arevised set of tariff proposals that touch everything from water and sanitation charges to property rates and electricity costs.

At the heartofthe shake-upisacourt order that struck down the City's property value-based approach to fixed water and sanitation charges, amodel designed to make wealthierhouseholds carry more of thefinancial load. With that tool now offthe table, MayorGeordin Hill-Lewis faces adelicatebalancingact of protecting lower- and middle-income residentsfrom higherbills, keeping Cape Town's recordbreakinginfrastructure programme on track,and doing it all within alegal framework thathas just narrowed the City'sroom to manoeuvre.

Here's what's changing,who it affects, and what theCity is proposing to soften theblow.

Akey impactofthe ruling is that the City reverts back to the previous method of usingmeter size to determine fixed waterand sanitation charges. Because thesefixed chargesare no longer linked to property value bands, properties under R2,8million will pay more and highervalue properties will pay less for water andsanitation fixedcharges (for meter sizesupto22mm)

MayorHill-Lewis said the City will protect these lower- andmiddle-income households by furtherraising the ratesfreerebatefor those homes up to R620 000, up from R450 000.

All residential properties up to R8 million (previously R7 million) will now get thefirst R620 000 rates-free, up from R450 000. Indigent benefits will apply for all propertiesunder the new R620 000 threshold.

Pensionerswill continue to benefitfrom thecountry's widest rebate qualifying criteria, thanks to the previous raising of themonthly income threshold to R27 000, regardless of property value. Cape Town is alsothe only metrooffering lifelineelectricity to pensioners up to this threshold. In othercities pensioners must be classified as indigent to qualify.

"The main impact of the judgment is to limit the abilityofthe City –and allmunicipalities– to cross-subsidise to protect lower- andmiddle- income households.These amendments represent theCity’s proposed efforts to continue offeringthis protection within the framework of theruling," said Hill-Lewis.

This engagementwill focus on other available means to secure crosssubsidisationgoingforward, especially in relation to National Treasury’s metro tradingservices reform initiative and the White PaperonLocal Government.

The mayor emphasised that the City is notproposing any cuts to Cape Town’s essential infrastructure projects. "The collapse and decay thatwesee in all the other major cities in South Africa is a direct result of notmeeting this minimum levelofrequired investment in new infrastructure."

SUMMARYOFTHEPROPOSEDAMENDMENTS

City-wide cleaning costs move back into property rates. Residents previously funded city-wide cleaning services via an electricity surcharge contribution to property ratesrevenue. In 2025-'26, thecostofcity-wide cleaning was made astandalone charge for residential properties, loweringelectricity prices. This method hasbeen amended following thehigh courtruling

This removesthe standalonecity-wide charge and increasesproperty rates for residential customers –amending the-10,2% reductiontabledinMarch to -2,09%. Commercial property rates will

also increase, while electricity unit costs will reduce due to the phased reduction of the surcharge contribution to city-wide cleaning. Residential electricitytariffs remain unchanged as thesecustomers no longer contribute to city-wide cleaning in thisway.

Theoverall average energy tariff increase for commercial customers has been reduced to 5,46% (from 6,82% in the March tabled budget),while the residential increase remains unchanged at 6,64%. To accommodate the shift in City-wide cleaning to rates, and the phasing out of the electricity contribution for commercial properties, the rate-in-the-rand and the rates ratios are proposed to be amended.

WATERANDSANITATIONTARIFFCHANGES

Fixed water and sanitation charges revert to water meter size, the method used before property value bands. According to the City, thisimpact of the court ruling means that higher value properties will pay less fixed charges while lower value properties will pay more than they do currently.

"This is largely offset by lower property rates thanks to the raised rates-free and indigent benefits. The proposed further raising of the indigent relief threshold will see many more properties benefiting from the City’s indigent rebates with the threshold increasing from R450 000 to R620 000, which includes a100% property rates rebate,"the City stated in apress release. TheCityisalso proposing the following measures to further buffer the impact of the fixed charges change: alower overall fixed charges portion of the tariff; consolidating the fixed tariff for the most common water meter sizes –those under 22mm; and shifting costs to higher consumption users compared to the March tabled budget –through increases to the step-tariff for usage over 10.5kl.

Water usage will cost R2,09 moreper KL from 10,5 –35KL compared to the March tabled budget, and R8,06 (excl VAT)more over 35KL, with similar increases for sanitation per KL in theseusage bands.

"Had theCityproposed consumptiononly tariffs, thiswould raise usage costs significantly right from the first kilolitre, disabling the ability of households to save through lower consumption,"the City stated.

All revenue raised in 2025-'26 has gone to the intended purpose of infrastructure and service delivery. It is important to further note that the ruling does not take issue with the necessity of thesefunds to run the city. Ratepayers will now contribute to thesesame running costs but in adifferent way based on the new proposals for 2026'27.

According to the City, around 130 000 construction-related jobswill flow from capital investment in the current term of office, with 75% of infrastructure spending directly benefitting lower-income households.

Supplementary public participation is open from 27 May until 10 June. This will allow sufficient time to adopt abudget before the financial year begins on 1July as the law requires. Springbok head coach Rassie Erasmus was recentlypresentedwith aportraitofhis dog by atalented Durbanville artist.

The53-year-old Craig Stuart, originally from Scotland, is akeen Springbok supporter —“that is, when hishometeam from Scotland is not playingagainstthe Boks”, he admits —and followed Erasmus on Instagram.

“I saw that he often shared photos of special moments with hisdog,Kwedini. It wasclear that they havea very special

“I paused one of the videosand used the image forthe painting,” Stuart explains. Kwedini means “boy” or “small boy” in Xhosa.

photos came to Erasmus’sattention and he instructed his personal assistant to contact Stuart

Cityplans vehiclefreezone

The City of Cape Town is inviting residents, businesses and road userstocomment on proposedchanges to sections of CharlMalan Street in the Bellville central business district (CBD), as part of plans to improve pedestrian safety and manage vehicle access in the area.

The public participation periodopened on Wednesday 27 May and runs until Friday 26 June.

The Mayco member for urban mobility, councillor Rob Quintas, said the changes form part of broader plans to develop BellvilleasCape Town’s second metropolitan hub

“Converting parts of Charl Malan Street into car-free zones will lead to enhanced safe pedestrian experiences and contribute to the long-term development goals outlined in the Local Spatial Development Framework (LSDF) for thisarea. This pedestrianisation of Charl Malan Street will not only lead to safer and easier pedestrian access, but it will also improve traffic flow and reduce conflict between vehicles, pedestrians and informal traders,” said Quintas.

He urged residents to take part in the process.

“We do ask that residents take the time to submittheir comments to ensure that thisprocessisasinclusive asitcan be and we can factor in your suggestions and comments and,together,keep CapeTown moving.”

Voortrekker Road Corridor Improvement District(VRCID) safety officers helped with three separate arrests in Bellville duringlastweek following swift responses to ahousebreaking, astolen vehicle, and a street robbery.

On Sunday24May, at 11:24, VRCID Safety Officers responded to atip-off regardingahousebreaking at aproperty on thecorner of Maree Street and Sarel Cilliers Street in Bellville.

Upon arrival, agroupofmale students confirmed that several items had been stolen, including clothing,bags, asound bar, aladder, andanair fryer. Officers immediately patrolledthe surrounding area, successfully locatingand detaining all threesuspects. Most of the stolen items were recovered andreturned to the victims.

On Monday, 25 May, VRCIDsafety officers spotted asuspicious taxi parked in Weltevreden Street during routine patrols. Two men were found inside the vehicle. Thedriverprovided false information, and both suspectswere detained.

Thetaxi owner subsequently confirmed that thevehicle hadbeen stolen the previous day. Officers confiscated several items from the vehicle, including a knife,adagga pipe, spare tyres, and a wheelchair. The taxi was identified by its owner andsecured for release, whilst the suspectswere handed overtothe police for investigation.

ROBBERYSUSPECTAPPREHENDED

On Tuesday 26 May, VRCID Public Safety Officersnoticed aman running down Landross Street whilst patrolling the area. The officers gave chaseand successfully apprehended the suspect, discovering an imitation firearm concealed in his waistband, as well as aknife in his pocket. Duringthe investigation, amember of thepublic informed the officers that aman had just been robbed outside the Bellville Sport ComplexonVoortrekker Road, with hiscellphone andwallet stolen.

The description of the suspect matched the man whohad been apprehended.

Capt Whitey van Zyl of Bellville Police Station acknowledged the value of the arrests but noted that the broader crime situation in the area remains aconcern.

“We know that all the arrests we make do have an impact on crime,” he told TygerBurger. “Unfortunately, for this month Icannot tell you that it has made an impact on our crime figures, because everything involves robberies —ordinary robberies, armed robberies, robberies involving other firearms. Everything is red thismonth in Bellville. But the VRCID assistance with arrests do help to make an impact as part of alonger-term process.”

Derek Bock, COO of the VRCID, reaffirmed the organisation’s commitment to working alongside its law enforcement partners. “As per our mandate, the VRCID remains committed to supportingall City of Cape TownLaw Enforcement agencies, as well as Bellville and Parow Policein creating asafer environment for residents, businesses, and visitors in the VRCID area,” he said.

“Our CCTV camera network across Bellville and Parow continues to play acritical role in both proactive crime prevention and incident response. Thesystem assists in identifying criminal activity, gathering evidence, and supporting the police and Law Enforcement investigations and prosecutions where required.

“We want to make it clear that the VRCID will continue working closely with our law enforcement partners to ensure that Bellville and Parow remainsafe, wellmanaged spaces.”said Bock

’n Toepassing van die onlangse uitspraakdeur die Wes-Kaapse Hooggeregshof oor dieStad se goedgekeurde begroting vir 2025/26 het veroorsaakdat die Stad die volgende voorgestelde wysigingsmoes aanbring aandie 2026/27-begrotingwat in Maart ter tafel gelê is, onderworpe aan ’n aanvullende proses van openbaredeelname.

Die wysigings is soos volg:

Stadswye skoonmaak

In die 2026/27-begrotingwat in Maartter tafelgelê is, is stadswye gebiedskoonmaakdienste befonds deur ’n stadswye skoonmaaktarief(van toepassing opresidensiëleeiendomme en onbeboude grond) asook ’n bydraevanuit die eiendomsbelastingrekening, gesteun deur’n bydrae uit kommersiëleelektrisiteitsverkope. Stadswyeskoonmaak vir residensiële eiendomme enonbeboude grond sal nie meer deur middel van’ntariefverhaal wordnie, maar eerder deur eiendomsbelasting befonds word

•Die afhanklikheid van elektrisiteitsbydraes tot eiendomsbelasting vir stadswye skoonmaakdienste wataan kommersiële kliënte gebied is,sal uitgefaseer word. •Die 2026/27-elektrisiteitsbydraetot eiendomsbelasting (slegs vir kommersiële kliënte) sal uitgefaseer word. Dit het ’n bykomende verhoging vanR200miljoen in eiendomsbelasting vir eiendomsbelastingkategorieë van’nkommersiële tipe totgevolg met ’n ooreenstemmende verminderingindie per eenheid-prysverhoging vir elektrisiteitsaankope vir kommersiële kliënte.’nVoorsiening vir skuldverswakking is by eiendomsbelasting ingesluit;en

•Asgevolg hiervan, is die algemene energietariefverhoging vir kommersiële kliëntetot 5,46% verminder (van 6,82% in die 2026/27-begrotingwat in Maart tafel gelê is), hoewel die gemiddelde tariefverhoging vir residensiële energie onveranderd op 6,64% bly. Beide hierdie verhogingsisonder die Nersa-goedgekeurde verhoging van9,01%, en weerspieël’ndalingindie c/kWh-verhalingskoersvan 4,04c/kWh.

Daarbenewens, om die impakvan die implementering van die bostaandeteversagenverligting te bied waar dit die nodigste is,isdie verminderinginresidensiële eiendomsbelasting totR620 000 verhoog (insluitende die statutêrevermindering), op vanR500000 in die2026/27-begroting wat in Maartter tafel gelê is.

Verder,omvir die uitfaseringvan die elektrisiteitsbydrae vir kommersiële eiendomme (hierbo) voorsieningtemaak, isdie koers-in-die-rand vir eiendomsbelasting en die

Hoewel diealgehele inkomstegrenseonveranderdbly,het diebalanstussenvaste (basiese) inkomste en verbruiksgegronde inkomste geskuif, metminder inkomste watnou vanuitvaste tariewe ingevorder word (daaltot ongeveer17% vanwater-ensanitasie-inkomste vanuitdiensheffings), en meer vanuit verbruiksheffings (ongeveer 83%).

DFAkademie se eerste jaarlikse Lig Loop was 'n onvergeetlike suksesvolle aand wat bewys het wanneer 'n gemeenskap saamstaan, kan niks hulle keer nie.

Op Woensdag 20 Mei het die RVR DF Tuinklub se eerste Lig Loop'nblywende indrukgelaat op almal wat teenwoordig was. Wat as 'n droom beginhet —'n informele aandstap oor diepragtige terrein van DF Akademie in Bellville het gegroei tot'nkragtige bewys van wat gemeenskap werklikbeteken.

Wanneer die huppel’n neurie word

Dieoggendstond het goud in die mond –’n gunsteling-sêding vir’nvroegopstaner.

Sy oë gaan oopsaam met die voëls wat kwetter.

Die voordeur is sy eerste stop –isdie koerant al op die stoep?

Daar is ’n huppel in sy stap, ’n lied in sy siel.

Sy wil is sterker as die moer in sy oggendkoffie.

Hy geniet bruinbeskuit(“nee, gesondheidsbeskuit, my kindjie”) saam met die swart koffie terwyl sy oëvlugtig die hoogtepunte,stand van diemarkte,en (baie belangrik) die dag se weer bekyk. Dieres is leesstof vir middagete.

Dan, ’n vinnige paar strekoefeninge voor hy gereedmaak vir diedag.

Hy rek sy hande na die hemele en dan vinnig na sy tone …loer tussendeur sy bene en steek sy tong uit vir die bruinoë wathulle aan die roetine verkyk.

Daardie twee stelle bruinoë, sy hele lewe. ’n Vinnige stappie word ook deur die loop van die dag ingepas; op ’n mooi somersdag sommer die twee kilo'swerk toe.

Saterdae, en in die somer ook deur die week, werskaf hy in ’n tuin wat nooit klaarkom nie –syperskes, vye en pruime is sy trots.

Die hoogtepunt van sy week is die Sondagmiddag-uitstappies –son enswem, stap in die natuur, of as dit te koud is, ’n lekkerny –verkieslik melktert –by een of ander padstal.

Vakansies word by die see baljaar, altyd net mooi naby genoeg om ookby sy eie ma –reeds diep in haar negentigs –te gaan inloer.

Die jare bring geluk, ook seer en smart, maar niks kan sy lied demper nie.

Die dekades stap verby.

Twee dinge bly konstant: die Afrikaanse koerant saam met sy oggendkoffieendie bruinoë wat, hoewel nou niemeer kinders nie, steeds sy hele lewe is.

Van die tuig neerlê en versit na ’n makliker heenkome, wilhyniksweet nie. Maar selfs daardie dag breek aan.

Die bruinoë kyk nou met ’nander soort deernis na hom.

Waar hy hulle vroeër oor die drumpel gedra het, is dit nou hulle watsy arm stewigmoet vasvat as die huppel in sy stapsoms huiwer.

Sy hart verlang dikwels terug na die plaas, die plek waar sy kinderjaresestof nog aan sy skoene sit.

Die huppel in sy stap is noumeer wilas weg.

Sy lied is ’n geneurie met vergete lirieke. Gister kon ons berge versit, of minstens die wil was daar.

Vandag is hy hardkoppigeras’nrebelse tiener.

Wat môre gebeur, daardierealiteit sal netdie oggendstond openbaar.

Hoewelinwoners se finansiëledruk en frustrasies verstaanbaar is, is dit belangrik dat die gesprek oor die Stad Kaapstad se begrotingendiensleweringdie feite weerspieël,asook die stappe watreeds gedoen word om inwoners te ondersteun en te beskerm.

DieStadKaapstad presteer die bestevan alle metro's in Suid-Afrikaten opsigte vanbasiesedienslewering,infrastruktuurbelegging, finansiëlebestuur en skoon oudits.

Hierdieprestasie is nietoevallig nie, maar danksy voortgesettebeleggings in water-,krag-,pad-en veiligheidsinfrastruktuur tenspyte van’nbedeesde ekonomieseklimaat

Die briefverwysnadie druk wathuishoudings ervaar weensstygende lewenskoste.Die Stad erken hierdie realiteit, en juis daarom is verskeie aanpassingsonlangsaan die konsepbegrotingvir 2026-'27 aangebring om die impak op middelklas-enwerkende inwoners te versag

DieStadhet onder meer die voorgestelde vaste heffings vir waterensanitasie afwaarts aangepas; diekoste van maandelikse waterverbruik bo 10,5 kl verhoog,wat beteken dat groter verbruikers meer sal betaal; diedrempel vir die heffing vaneiendomsbe-

lasting is vanR450000 totR620000 verhoog. Dit beteken dat geen belasting op die eersteR620000 vaneiendomme met ‘n waarde totR8miljoen gehef salwordnie Betreffende veiligheid en die onwettigeaktiwiteite waarnaverwysword, is die Stad ook besig met verskeie ingrypings,ondermeer die uitbreiding vanwetstoepassings-enmetro-polisiediensteinhoërisikogebiede; die ontplooiingvan meer tegnologie,insluitend kamera- en beheerstelsels om misdaad te bekamp; voortgesetteoptrede teen onwettigeelektrisiteitsen wateraansluitings watnie netinkomsteverlies veroorsaak nie, maar ook gemeenskappe in gevaar stel,enprogramme om onwettigebesettingsbinne die raamwerk vandie wettebestry.

Die realiteit is dat Kaapstad, soos alle groot stede wêreldwyd, onder drukverkeer weens verstedeliking, werkloosheid en nasionaleekonomieseuitdagings. Tog blydie Stad een vandie min metro's watsteeds konsekwentininfrastruktuur belêendienslewering uitbrei. Kritiek is belangrik in ’n demokrasie,maar dit moet gebalanseer word met erkenning vandie werklike pogingsenvooruitgang watgemaak word om die stad funksioneel,veilig en finansieel volhoubaar te hou.

Op aanbeveling vandie bloedbank-personeel is ek deurdie sekuriteitspersoneel teruggeneem na diebloedskenkinglokaal, waar verder na my omgesien is. Anti-immigrant protesters marched through Bellville on 23 May, blocking Voortrekker Roadand forcing businesses to close,two days before thegovernment wasdue to convene an emergency meeting atthe Union Buildings in Pretoria to address arising tide of xenophobiaand anti-foreigner marches.

About 100 supporters of thegroup March andMarch, led by JacintaNgobese-Zuma, walked fromDuToit Park to the Parow PoliceStation along Voortrekker Road, demanding the arrest of undocumented immigrants. Aheavy public-order police presence kept marchers separate from onlookers, and the group dispersed after 14:00.

Protesters carried placards bearing slogans such as “Enough is Enough” and “Go fix your countries! We are fixing ours!”

Ngobese-Zuma told thecrowd: “We are the rainbow nation, and theneveryone saw this harmony as an invitation. They took advantage of our ubuntu.Well, ubuntu is suspended untilfurther notice. “We don’t want asituation where foreign nationals are always painted as the victimsand we are the villains. The unrest unfolded against the backdrop of alandmark Constitutional Court judgmenthanded down on 12 Mayinthe matter of Director-General, Department of Home Affairs and Others v Irankundaand Another.

The courtfound there was no clear right in the Refugees Act to submit a subsequent asylumapplication once a firstapplication hadbeen finally rejected, butaffirmed thatmaterially changed circumstancescan andshould be raised at any stage of the asylum process.

Giving theruling, Justice Jody Kollapen, arespected human rights legal figure and former chairperson of theHuman Rights Commission, noted a “fundamentaldifferencebetween firsttimeand subsequent claims” and that how subsequent claims should be regulated “falls within therealm of the country’s legislative branch.”

The Scalabrini Centre of Cape Town,

together with Lawyers for Human Rights (LHR), announced on 22 May it would approach the Constitutional Courttoseek confirmation of the judgment. It expressed concern that the ruling, as it stands, leaves astatutorygap that could expose refugees whose circumstances change after afinal rejection to the risk of falling foul of the principle of nonrefoulement,not returning the asylum seeker to the place they left or fled from to face persecution.

Thecentre called on Parliament to create aclear procedural mechanism for subsequent asylum claims to close the protection gap identified by the court.
