The City of CapeTown's Mayoral Committee has approved amajor private sectorupgrade forthe Bellville Athletics track andVelodrome, clearing the way forapublic-private partnershiptotransform the 11.47-hectare site intoapremier sporting and economic hub.
The recommendation willnow go to City Councilfor final approval. Under the proposal, the City will lease the athletics track andvelodrome to the successful bidderfrom a2009 tender on along-term basis, with thedeveloper responsible for upgradingthe facilities and their continued operation as event venues.
Theupgrade will create aworld-class, multi-purpose indoor arena with seating capacity of approximately 14 000 to 18 000 spectators, alongside amodern, competition-compliantathletics surface with improved spectator facilities and accessibility.

TheBellville upgrade forms part of wider plans to improve athletics facilities across Cape Town. Following a2021 athletics study, the City aims to upgrade sixRegional Recreational Hubs and build anew facility in Westridge, Mitchells Plain. Planned upgrades include Vygieskraal Stadium in Athlone, Mandela Park in Khayelitsha, and JanBurger in Parow. Upgrades worth over R60million have already been completed at Wesfleur Sports Ground and Blue Downs Stadium. Francine Higham, Mayco member for community services and health, confirmed that JanBurger would receive an estimated R60million track and spectator stand upgrade, followed by aphased multi-purpose centre development costing approximately R80million.
Whilst the existing cycling track cannot be retained as part of the Velodrome redevelopment,the City plans to upgrade Vygieskraal Stadium as acentral cycling hub, with aR20 million upgrade planned for 2026/27.
The Voortrekker RoadCorridor ImprovementDistrict (VRCID) has responded actively to flooding that affected Bellville and Parowfollowing heavyrains across Cape Townthis past weekend.
The organisation implemented proactive measures earlier this year through its Winter Readiness Programme, with teams working to clear stormwaterdrains ahead of thewinter season.
VRCIDchief operating officer Derek Bock said the organisation’s Public Employment Programme (PEP)and Greater StellenboschTrust Work Readiness teams had clearedstormwater drains of litterand debris acrossthe VRCID area to prevent blockages aheadof the winterrains.
The teams also upgraded their equipment, using specialiseddrain cleaning rods for morethorough clearing. Areas that could not be resolved were reported to the City of Cape Town.
In Vlei Street, Bellville, somestormwater inlets havebeen partially blocked with concrete.
Bock explained that the organisation had reportedthis previously, butwas informed that existing infrastructure,including stormwater pipes that are toosmall to handle large volumes of rainwater,cannot cope during heavyrainfall.
Further challenges were experienced at Carl Cronje Avenue beneath the N1 bridge, where sand washes down from embankments during heavyrain, clogging roads and drains. An overflowing canal in the area further exacerbated flooding conditions.
Despite these challenges, VRCID
maintenanceteams were deployedinthe rain toclear blocked drains andimprove water flow.
Precinct managers alsomonitored affected areas, identifying andreporting blocked stormwater systemstothe Cityfor urgent attention.
“Our role is to act where we can and ensure largerinfrastructure issuesare escalated,”said Bock.“We will continue working with theCity to improve resilience in our communities.”

Commissioner EdwardKieswetter wasawarded an Honorary Doctorate in Businessand Management Sciences in Taxation by CapePeninsula University of Technology (CPUT)recently, describing the recognitionfrom his former institution as "a full circle moment".
The ceremony took place duringCPUT's final graduation ceremony in the Autumn Grad Series, with Kieswetter reflecting on his journey from apprentice toone of South Africa's most senior public servants. Kieswetter began his academic journey at the institution in 1978 when itwas knownasPeninsula Technikon, arriving as ayoung apprentice seeking his startin life.
"I started here as ayoung mantryingto get his start in life. It is ironicthat it is the impact of the work that Ihave done over these past decades which brings me back now," Kieswetter told the graduation audience.
"I cametoPeninsula Technikonasan apprentice in 1978. That turned out to be one of the greatest giftsinmy life because this institution taught me that theory mustconnect to application.Iwalked thesegroundsback then with remarkable people who expanded my sense of what was possible."
The commissioner thanked both past and present management atCPUT for their role in shaping not only his life but also that of other young people who look to education to transform their circumstances.

The City launched its smart water meter programme on Tuesday21April, with the first Advanced Metering Infrastructure (AMI) device fittedinOakglen, Bellville.
The ambitious programme will see more than 680 000 mechanical water meters replaced with digital smart meters over the next 15 years, representing one of the City’smostsignificant water infrastructure investments.
Dr ZahidBadroodien, Mayco member for waterand sanitation,announced that the first phase alone will cover approximately 83 000 meters across170 areas citywide, with R1,1 billion allocated for completion by February2029.
PPD Engineering andHardware Suppliers hasbeen appointed as the contractor to carry outthe installations.
The new meters are designed to address significantwater lossesthat occur when problems go undetected. Unlike traditional mechanical meters, the smartdevices can detect leaks early andprovide automatic readings,eliminating human error.
Residentswill receive alerts directly through thecity’s mobile application when issuesare detected on theirproperty. Themetersalso provide detailed daily consumption data, allowing usersto monitor their water usage and make informeddecisions.
The meters feature plastic casings with no scrapvalue to deter theft, along with lockable protective covers and antitampering mechanisms. Data transmission occurs via eSIMtechnology rather than removable physical SIMcards.
Each device can detect movement or
tilting, triggering immediatealerts to city officials. The meters are designed with a 15-year lifespan.
Phase 1installations are currently underway across the Northern and Tygerberg subcouncil areas, including Bellville, Brackenfell, Parow, Durbanville, Kraaifontein, Century City and Edgemead, among other surrounding areas.
Residentsinaffected neighbourhoods will receive advance notification viawater bills, SMS, email and ward councillor WhatsApp groups. Theinstallation is fully funded by the city at no additional cost to residents.
Theprogramme forms part of Cape Town’s long-term water management strategy following the city’snear-miss with Day Zeroduring the 2017-2018 drought crisis.

Cape Town residents acrossall income brackets arestrugglingwith housing affordabilityasmunicipal ratesand taxes continue to rise, according to Leon vanZyl, chair of the Western Cape PropertyDevelopment Forum (WCPDF)
In the forum’slatest newsletter addressing the housingcrisis, vanZyl warned that affordabilitychallenges, onceconfined to lowerincome groups, arenow affecting the middleclass as propertyprices soarthroughout the region.
“In response, some commentators are calling forpricecontrolsand land-value taxation to cross-subsidisehousing. Others arguethat short-term rentals arereducing availablehousing stock. Stillothers blame risingoperational costs, particularlyhighermunicipal rates and taxes, and point to an increasingly bloatedpublic administration as the root cause,”hewrites.
But housing affordabilityisnot unique to Cape Town; priceescalations in surroundingtowns such as Stellenbosch, Paarl and even as farafieldasGeorge and Mossel Bayconfirmthat affordability is abroader regional challenge, drivenby both demand and supplychallenges

However, sinceclean audits seem to be thepoliticaldifferentiator celebrated by politicalleadership, canone blame thebureaucratsfor the political culture ofclean auditabove delivery?Red tape isarealchallenge in the Cape,and the cost of timeisdirectly reflected in the cost of housing,” he wrote.
