CapeTown’s final budget of the current mayoral term wasadopted on Monday amidsharp divisions in Council, with MayorGeordin Hill-Lewis hailing five yearsofinfrastructure investment as aturning pointfor the City while oppositionparties condemned the increasesasunaffordable.
Hill-Lewis described the R87.8 billion budgetasa defining moment, arguing that Cape Town hadchanged trajectory after years of infrastructurestrain. But opposition councillors painted astarkly different picture, oneofrising electricity, waterand sanitation costs outpacing inflation,missed housing targets, and findings flaggedbythe Auditor General.
The budget, already revised following acourt rulingthatfound the City’s method of calculating fixed charges unlawful, passeddespite unanimous rejection from opposition benches, where speakers warnedthatordinary residents, pensionersand the poor would bear the greatest burden of the increases.
Tabling the budget for final adoption at Council, Hill-Lewis said, “Five years ago, there wasmuchofthis City’s infrastructure grid thatwas under severe strain.The warning lights on the dashboard were flashing bright orange. Five years later, we have changed trajectory.”
He said every major infrastructure project is either under construction or complete, with sewer spills already down 30%, wetlands being cleaned, and new public transport projects under way to carry tens of thousands more passengers daily. When Joy Schoor walked the corridors of Settlers’ High School as deputyhead girl in 2020, few of her peers would have knownthatshe had already fought oneofthe most difficult battles ayoung person canface.
Sixyears earlier, at the age of 14, she hadbeen diagnosed with acute myeloid leukaemia —anaggressive form of bloodcancer. Today, the Settlers’ High matriculant is afinal-year MBChB student at StellenboschUniversity’s Faculty of Medicine and Health Sciences in Tygerberg, turning her experience of surviving cancer into acalling.
In January 2016, after returning from afamily holiday to the Kruger National Park, Schoor suddenly fell ill with afever What appeared initially to be an infection proved far moreserious. After numerous tests and hospital visits, she was diagnosed with acute myeloid leukaemia
She left school for ayear to undergo chemotherapy and,eventually, abone marrow transplant.Her younger brother, Joel, became her stem cell donor. “At 14 years old Iwas confronted with the possibility of death,” she says. “But to me cancer was never adeath sentence.”

Schoor grew up in ahome where faith, perseverance and compassionformed thefoundation of family life. Long before her diagnosis, she already dreamed of becoming adoctor.Cancer did not create that dream —itdeepened it.
“My cancer journey strengthened my desire to studymedicine because Iwanted to payforward the care Ireceived,” she says. The warmth and humanity shown by her doctors and nurses during treatment left apermanent impression. “Thereis something so powerful about being ableto

“It brought relieftomyfamily during atimewhen the pressure of studying medicine felt overwhelming,” she says. “It meantthat my dreams could still become a realitydespite thechallenges Iface.”
Theprogramme’s mentorship structures offered furtherencouragement, with mentorsconsistently reminding students thattheir circumstancesdid not define their future.
MORETHANSURVIVAL
In 2025, Schoor competed at the World Transplant GamesinGermany, swimming alongside athletes from around the world whohad also endured life-threatening illnesses andorgan transplants. “It honestly didnot feel like acompetition,” shesays. “It felt like being surrounded by people whounderstood parts of your
journey withoutyou having to explain it.”
As South Africa marks the 50th anniversary of the1976 Soweto Uprising this YouthMonth,Schoor believes young people often carry more than thosearound them realise. “People see the success, but not manysee the pressure behind it,” shenotes.“Youngpeople areoften called resilient, butmanyare not resilient by choice.”
Looking ahead, she hopes to offer patients more than treatment alone. “I want to be the kind of doctor who not only treats illness, but who also gives patients hope.”
Tenyears ago, she was ateenage girl fighting for her life in ahospital ward. Today, she is preparing to become adoctor herself. “A journey far from easy, but totally worth it,” she says.

future. We urge communities to remain vigilant and immediately report suspicious activity to the police or the Safe Schools Hotline on 0800 45 46 47. A watchful community can defeat even the most determined criminals,” saidPeter Johnson, DA provincial spokesperson on education.
Johnson added that he would be writing to the office of the provincial commissioner to obtain aclear understanding of what plans the police has in place to protect schools during the June holidays.
“As places of learning increasingly become targets for vandalism and theft, visible policing and proactive interventions are essential. Communities and schools cannot fight thisbattle alone, and the police must play itsfull role in safeguarding our children’s futures. Mediclinic Louis Leipoldt in Bellville has becomethe first of three Western Cape facilities to receive anew low-helium MRImachine as part of arolling upgrade programme by SCP Radiology. The Bellvilleinstallation, which ran from 16 April to 3June, is complete, and attention now turns to Vredenburg andWorcester, where the same process is yet to unfold.
With Bellville done SCP Radiology VredenburgatLife West Coast Private Hospital in Vredenburg is next, scheduled to run from 27 June to 3August. SCP Radiology Worcester at Mediclinic Worcester will follow, with timelines still to be confirmed.
“It is far more complex than moving almost any other piece of hospital or health-careequipment,” said Tinus van Rooyen, Business Project Manager atSCP Radiology. “And our practice is doing it across multiple sites overthe coming months. The LouisLeipoldtinstallation has set the benchmark for what lies ahead at each site.”

“Getting the MRI into the building is a displayinitself,”said Heinie Matthysen, SCP’s Facilities Manager. “Powerful cranes hoist themachine through a specially constructed opening.Every step demands precisiontoavoid damaging the magnetorthe building. Everything is planned in minute detail.”
“We also havetofactor in the Cape Town weather,which hasa mindofits own," added Van Rooyen.
WHYTHEMACHINESAREBEINGREPLACED
MRI machines have alifespan of approximately 10 to 15 years.Asthey agethey reachthe end of support, the point at whichmanufacturers no longer maintain the unit andspare parts become unavailable. “Itbecomes unreliable to keeprunning,” explained VanRooyen. “Patient careisparamount, as is minimising potential downtime andensuring continuity of service.The upgrades also give each facility access to the latestimaging technology, improved imagequality andanenhanced patient experience.”
The machines being installed across the three sites are low-helium MRIs, andthe difference in resource consumptionis
significant. Aconventional MRI requires around 1500 litres of helium to operate, with regular top-upsrequired. Thenew machines use just 7litres across their entire life span andrequirenorefilling at all, less than 1% of what aconventional unit consumes.Helium is anon-renewable and relatively scarce resource, with approximately 32% of global consumption going to MRI machines.
There is alsothe risk of aquench, therapid, unplanned discharge of the superconductingmagnet that releases all storedheliumwithin minutes. This is extremely expensive and, in athird of cases,results in more thanthree days of downtime.The new machines eliminate this risk entirely. “The improvements in technology also ensure improved image quality,” said Van Rooyen.
THEROOMHASTOBEBUILTAROUNDTHE SCANNER
An MRI cannot simply be placed in any available room. At Louis Leipoldt,the space was purpose-engineered around the new scanner. AFaraday cage,constructed from coppertoexactspecification by a specialist supplierinthe Netherlands and shipped to SouthAfrica, surrounds the machine. It keeps externalradiofrequency signals out so theydonot interfere with theMRI andkeeps the machine’s own signals in so theydonot affect nearby equipment. Additional contractors handled thecoppercladding, dry-walling, reinforced flooring, painting and joinery, work that will be replicated at each subsequent site.“Without shielding and safety systems,the images would be unreliable and the risks much higher,” said Van Rooyen.
Each replacement takes up to eight
weeks from start to finish. Theold machine is ramped down acontrolled reduction of itsmagnetic field to zero-before being disconnected and removed. Thenew unit is installed, cooled to a superconducting state and ramped up gradually until it reaches itsspecified field strength, before being calibrated and cleared for patient use. Continuity of service was maintained at Louis Leipoldt throughout, with alternative arrangements.

For over 40 years, the Lions Club have given their time as marshals at the annual fundraising event, which raises money for the PeninsulaSchool Feeding Association (PSFA).

Blisters for Bread, one of Cape Town’s most iconic charitywalks, hasbeen fighting childhood hunger for 58 years.
This year the event will take place on Sunday 16 August and withonly 10 000 entries available, participants can choose between a5km or 10km route along the Sea PointPromenade.
Entries cost R125, enough to provide breakfast and lunch to 23 children for a day.
The 10km walk starts at 07:30 and the 5km route at 08:00, with medals and refreshments provided to all participants. Each year around 130 Lions Club members takeuppositions along the route guiding participants, ensuring theirsafety andhanding out medals to those who

Houstonsaid members willingly volunteer their time because they understand the impact the event has on children facing food insecurity.
