The City of Cape Town has announced thatits Urban Planning and Design (UPD)Department will undertake specialiststudies to addressissues raised duringthe public participation process on the draft Big Bay Local Spatial Development Framework (LSDF). The studies will focus on traffic impactsand emergency evacuation requirements for suburbs withinthe 0–16km zone around the Koeberg Nuclear Power Station.
The draft LSDF received over 700 submissions during a60-day public comment period,which included an open dayand online
information session. Feedback highlighted concerns about traffic, evacuationfeasibility, anddevelopment in sensitive environmentalareas.
Eddie Andrews, Deputy Mayor andMayco member for spatial planningand environment, said:“The community’s input has helped guide ournext steps. Further specialist studies will ensure the LSDF is bothsafe and compliant.”
The CommunityRepresentation forBlaauwberg (CRB), which is organised apeaceful protest last year, said the LSDF was placing thousands ofpeople at risk by proposing large-scale housing
within theKoeberg Nuclear Power Station’s UrgentProtective Action Zone, without providing therequirednuclear-evacuation modelling.
Accordingtothe CRB, the LSDFcould add 10 000-25 000 new residents, primarily affordable housingopportunities, within an area where nationalregulations demandproven evacuation feasibility.
RESIDENTS’PROTESTS CONTEXTUALIZECONCERNS
Although theCity’s announcementfocuses on furtherinvestigations, residents havepreviously voiced strong opposition to thedraft LSDF.
In December 2025, TygerBurger reportedthatcommunities from Blaauwberg, Big Bay, Table View, and Melkbosstrand gathered at Erf 1117 to demandlawful and transparent planning.
Michelle Collins, CRB chair, told TygerBurger at thetime: “TheCity cannotadopt aplan that is incomplete, contradictory, and non-compliantwith nuclear safety and biodiversity laws.”
Sheadded: “Our protest demonstrated what the City cannot ignore: this community is informed, organised, and united. We will notaccept a
process. This is amatter of lawfulplanning, safety, and transparency.”
The City maintains that these consultations and upcoming specialist studies are part of a process to address such concerns before finalising the LSDF.
DRAFTLSDFPROPOSALS UNDERREVIEW
According to the City, the draft LSDF provides aframework for development across Big Bay, including West Beach and Erf 1117, owned by the National Department of Public Works.
Key proposals include:
. Coastal protection and extension of the Blaauwberg Nature Reserve;
. Continuous biodiversity conservation corridors;
. Improved walking and fynbos trails;
. Planning for vacant and underutilised land.
TheCityemphasises that thedraftLSDF has not been approved, and no development rights have been allocated or removed.Future development applications will comply with theNational Environmental Management Act and municipal planning by-law, including strictprovisions for emergency
and finalise recommendations. TheLSDF will then guide development applications, public-led projects, and strategic investment in Big Bay.
Andrews added: “We thank the community for theirparticipation and making theirvoices heard. These investigations will help us balance development needs with public safety, traffic management, and environmental protection.”
At the protest, residents expressed frustration over the City’s disregard for theirinput, vague responses, and failure to address critical issues such as nuclear safety, environmental protection, and infrastructure capacity.
“The CRB continues itsChange. org petition calling for the LSDF to be suspended and redrafted,” Collins said.
Ward councillor Jonathan Mills said: "Strong support for the environmental plans on Erf 1117 and the City, Province and National have all accepted the lower densities proposed. TheCity's Mayco has requested additional investigation intothe traffic impactsinparticular. Atjust 14 years old Romario Valentine is already making wavesin conservation, using his passionfor nature, art and activismto help protect some of the world’s most vulnerable seabirds.
Through his Back aBuddy fundraising campaign the young environmentalist is raising money for three important conservation initiatives led by the Southern African Foundationfor the Conservation of Coastal Birds (Sanccob) and BirdLife South Africa.
Funds raised will support efforts to protect the critically-endangered African Penguin as well as the Albatross Task Force and the Mouse-Free Marion Project.

Romariohoped his campaign would inspire others to supportconservation and help secure thefuture of seabirds.
INSPIREDATAYOUNGAGE
Romario’s journey into environmental activism began when he wasjust sixyears old.
During aschool production, in which he played the role of an orca, he learnt about the devastating effects pollutioncan have on marine life.
“Thatmoment sparked something in me,” he explained.
Since then he has become an environmental activist,conservation artist and author of thebook Protect Our Planet –Take Action with Romario,which encourages youngpeople to become “Earth guardians”.

The Albatross Task Force works to reduce seabird deaths caused by fishing gear.Since launching in 2006 the initiative hashelped reduce seabird deathsinSouth Africa’s trawl fishing industry by about 90%.
Another project closetoRomario’sheart is the Mouse-Free Marion Project,which aims to eradicate invasive house mice on MarionIsland. Themice, introduced morethan 200 years ago, prey on seabird chicksand threaten severalspecieswith extinction.

The Rietvlei in the Table Bay Nature Reserve will be closed to public water activitieson28and 29 March as the MilnertonAquatic Club (MAC) hosts its annual 24-Hour Challenge. No recreational useofthe water will be allowedbut the public may attend as spectators.
Dinghy sailors fromyacht clubs, sailing schoolsand Sea Scouts from across the Cape will gather at Flamingo VleiinTable View, for the 27th MAC24-Hour Challenge.
Theendurance racekicks off at 12:00 on Saturday 28 March,and runs non-stop until 12:00 on Sunday 29 March. Teams will sail continuously for24hours, with crewsrotating every two to three hours.
Organisers expect more than 30 boat entries, with double-handed boats accommodating up to nine sailors, while Sea Scout Saldanha dinghies can include up to 16 participants per team. Thegoal is simple: cover the greatest distance within the 24-hour period.
Theevent, which began in 1998, has grown intothe club’sflagship annual competition. Anotable highlight includes a2022 record-breaking performance by the GP14 “Red Baron”, which surpassed an endurance record set by the West Lancashire Yacht Club in the United Kingdom.

Music, danceand dazzling displaysfilled the Green PointFan Walk on Saturday 21 March as thousands flocked to the event to see the spectacle.
Tracey Carter, carnival performance director, said over 1200 performerstook part in thefestivities.
“Every year we say not again. But then we do it. We do this for CapeTown. When they come outtosee the performers, it feels good. We had some challenges with the wind, but it all came together beautifully.”
With this year’s theme of “Follow your heART”, the event featured the artistic energy of 12 “Carnival Champions” from the city’s creative community.
This included singer Zolani Mahola who performed on the Uvuyo float, a celebration of joy,cultureand the power of voice to unite anation.
Artist Anslin Gysman and actress Natasha van derMerwe wowed the crowd with classic local songs fromthe Trapvir Trap float.

But the truth is, kindness doesn’t require time, money, or perfect circumstances.It asks only for intention.
One only needs to scroll social media, listen to the radio or switch on the television to see how unkind we human beingshave become toward one another.
Murders, rape, gender-based violence, bullying. The list is endless.
IamaChristian and the Bible teaches us that we need to love our neighbour as we love ourselves. But sadly, we have somehow lost sight of this calling, allowing hatred,anger,and indifference to take over.
Somewhere along the way,many of us have become so consumed by our own struggles, deadlines, finances,stress,and uncertainty that we forget the quiet power of how we treat others.
We rush past people, avoid eye contact, and sometimes respond with frustration instead of patience.
Yet the smallest gestures can leave the deepest marks.
