Agri Western Cape (AWC) hasescalated concerns about ongoingdiesel shortages at retail depots, particularly in rural farming areas, to the officeof Premier Alan Winde through Provincial Disaster Management structures.

Western Cape’s damlevels arenow in acriticalstate

DamlevelsinCapeTown, andthe Western Cape in general,havefallen below the critical 50% threshold, raisingconcerns aboutwater security as the region faces aforecast of below-normal rainfall through autumn.

Thelatestdam levelreport from the Department of Water andSanitation shows the Cape Town dams system at 48,45% of capacity, down from 65,60% last year. The broader Western Cape dams system standsat45,20%, compared to 61% in 2025.

Theewaterskloof Dam, the province’s largestreservoir, hasdropped to 47,40%, significantly lower than the66,40% recorded last year at the sametime.

Thedeclining water levels come as the South African Weather Serviceforecasts below-normalrainfall for the southern Western Cape through autumn. Weather experts have warned that aSouth Atlantic high-pressure system is steering cold fronts further southward,reducing the amountofrainfall the region receives

WC education gets R35,1bn

The Western Cape EducationDepartment (WCED) will receive R35,1 billion in the 2026-’27financial year,the largest departmentalbudgetinthe province

MinisterofEducation David Maynier presented the budgettothe provincial Parliament on Monday,outliningspending priorities focusedonearly learning, improving outcomes,expanding access and supporting learners withspecial needs.

Thedepartmentwill spendR102,9 million on strengthening early-learning programmes. Recent results showed Grade 3 mathematicspass rateshad increased from 44.3% to 62% since 2021, while language pass ratesimproved from 36,9%to51,2%.

New measures introducedthis yearinclude baseline assessments of literacy and numeracy skillsfor allFoundationPhase learners,reading-fluency benchmarks and astructured numeracy intervention programme with teacher training and resource kits.

The department had launched aWestern CapeReading and Literacy Strategywith the goal of every learnerbeing able to read for meaning by age 10.

An allocation of R191,1million will supportimproving learning outcomes in Grade 4through 12. The #BackOnTrack programme will provide extra classes to 34 200learners in Grade 4, 7, 10,11 and12. Additionaltrainingwill be offered to 1530 teachers, with an online “Just in Time” programme availableto3 100teachers in Grade 11 and 12. Theprogramme will focus specifically on improving mathematics participation and outcomes,withextra classes for 4000 learners, eachinGrade 10 and11. Mayniersaid the department would invest in revitalisingtechnical schools, including upgrading workshops, modernising equipment and supporting teachers in technical subjects. Schoolinfrastructure receivedR2,7 billion, with theRapid School Build programme aiming to deliver 280

classrooms in new andexisting schools acrossthe province. Tennew schools were expected to be ready for the start of the 2027school year.

The new schools will incorporate green energysystems to reduce demandon thegrid. The department will continue partnerships with local governments to coordinateplanning and development. Support forlearners with special education needs receives R2 billion.

The Manenberg School of Skills, being completed with the DepartmentofInfrastructure, will offer practical vocational education.The department is allocating R78.3 million for expanding support to learners with Autism Spectrum Disorder andR77.2 million for learners with Profound and IntellectualDisabilities. Funding hasbeen allocated forupto101 additional special needs teachers to increase support for learners requiring specialised assistance.

The Edu Invest initiative at Wesgro will receive R5 million to drive private and donorinvestment in education. In the2025/26 financialyear, the teamfacilitatedR320 million in newindependent school projects, mainly in low-feeand no-feeschools.

Apex Education Group recently committedtobuilding 10 schools in 10 years, serving 10 000 learners from low-income communities. School safety will receive R72,7 million. The department said it will increase focus on improving school attendance, ensuringtime on task and improving discipline.

Funding has been allocated for up to 701 additional teachers, including up to 600 teachers in public ordinary schoolsand up to 101teachers in special-needs schools. Maynier said the department faces significant risksincluding admissionspressure, overcrowded classrooms, agingschool infrastructure, unfunded mandatesand the winding down of additional Budget Facility for Infrastructure funding.

Volgensdie Breedevallei-munisipaliteit sal die toedelingvan huiseinfasesgebeur. Daaris1300 begunstigdeswat vir behuisinginTranshex goedgekeur is. Van hierdie sal 800 behuising in fase 1ontvang.Dié fasie is glo in drie deleopgedeel (fases 1.1, 1.2 en 1.3) vir konstruksie-doeleindes.

“In fase1.1 is daar 190 huise wat voltooi is en aan die goedgekeurde begunstigdes oorhandig is. Vir die oorblywende fases 1.2 en 1.3 is die Wes-Kaapse departement van infrastruktuur,asdie ontwikkelaar, besig om ’n konstruksiemaatskappy aan te stel om die oorblywende 610 huise te bou. Kwalifiserendebegunstigdessal skriftelik in kennis gestel word vandie konstruksietydlyne en die volgende stappe,” het Hannelie Botha, ’n woordvoerder vandie munisipaliteit,gesê.

Inwonerswas gretig om baat te vind by die behuisingskema en sowat 2100 aan-

soeke is ontvang. Dié name is op die Breedevallei-behuisingsaanvraag-databasis. Die toedeling van huise word bepaal deur die behuisingstoekenningsbeleid, wat subsidies vir regeringsbehuising toeken aan goedgekeurde en geregistreerde begunstigdes.

GEENVERHURINGOFWINKELSTOEGELAAT

Van die dingewat in ag geneem word, is dat aansoekers goedgekeur moet wees vir ’n behuisingsubsidie van die regering. Die toekenning van huise word nie gemaak op grondvan “first come, first served”nie en daar word prioriteit gegeeaan aansoekers wat ouer of gestremd is, of wat reeds aan-

soeke het wat lank wag.

Die munisipaliteit se databasis word gebruik om huise regverdig en deursigting toe te ken, het Botha gesê.

“Die begunstigdes moetonmiddellik nadat hul huise aan hul oorhandig is, intrek. Wanneer hulle die sleutels ontvang, teken hulle ’n dokument wat bekend staan as die Happy Letter,wat bevestig dathulle ontvangsneem van die huis.

“Daar is bykomende wetlike vereistes verbonde aan gesubsideerde behuising, en begunstigdes word nie outomaties toegelaat om die eiendomteverhuurnie, veral nie in die aanvanklike tydperk nie,” het sy gesê.

Enige afwyking hiervan moet aan die behuising-subsidie en munisipale reëls voldoen.

Geen winkels mag vanuit die huise bedryf word nie, omdat ditslegs vir residensiële gebruik bedoel is.

“Dit moet onmiddellik aan die munisipaliteit gerapporteer word, sodat gepaste aksie geneem kanword in terme van die toepaslikewetgewing,” het Botha gesê.

Om ’n winkel in gesubsidieerde behuising te open moet daar goedkeuring wees vir hersonering, ’n geldige besigheidslisensie wees en daar moet voldoen word aan die Wet op Ondernemings en regulasies vir munisipale stadsbeplanning.

research methodology, experimental design or data analysis, and highlight gaps in knowledge. Top projectsfrom district expos willadvance to regional science fairs, which beginnationwide in July. This makes the district level acrucialstep towards national and international competitions.

Die Hoër TegnieseSkoolDrostdy (HTS) se 560 kg seunspan het met goud weggestap –die eerste keer sedert hulle dié kompetisie in 2018 in die gewigsafdeling gewen het

HoërskoolRobertson se toutrekkers het hard vasgeskop op eie bodem en hul 520kggemengde toutrekspan het ook ’n sege geproe en met ’n goue medalje weggestap.

Hoërskool Swellendam se480 kgdogtersspan hetook ’n goue medalje verwerf.

Die kompetisiewas taaimet 504 spanne en meer as 1635 atlete wat meegeding het.

Die wenspanne gaan Suid-Afrika van 16 tot 19 September by dieWêreldkampioenskap, wat in Mosselbaaiaangebied word, verteenwoordig HTS Drostdy het taai kompetisie in hul finale rondegehad toe hulle teen die span van die Hoër Landbouskool Oakdale te staan gekom het. Hulle het diewedstryd in twee trekkegewen.

“Die kampioenskap het virdie span waardevolleervaring gebied –hulle het nie net hul tegniek en krag verbeter nie, maar ook geleer om as ’n eenheid saam te werk onder druk,” het hul hoof-afrigter, Morné Visser gesê.
