Residents of Touwsrivier finallyhave peace of mind after the BreedeValley Municipality(BVM) on Tuesday (14 April) officially unveiled abrand new fire and rescue services station that will serve residents of thissmall town.

According to John Bulani, aspokesperson for BVM, the launchmarks a major milestone in strengthening emergencyresponse services in thearea. The launch ceremony was ledbyExecutive Mayor Antoinette Steyn,alongside theExecutive Deputy Mayor Juben von Willingh, who is also responsible forthe safety and security portfolio.

The event brought together key municipal leadership, including theDirector of Community Services, AdvMandisi Planga, wardcouncillor RussellJohnson,memberofthe Mayoral Committee (MMC) Felicity Vaughan, Touwsrivier

Town Manager Neville Fourie, Fire Chief Officer Theo Botha and Deputy Fire ChiefOfficer Josephus Pretorius.

Speakingatthe event, Johnson underscoredthe importance of responsive governanceand meaningful community participation in shapingservice delivery priorities.

Permit forcontrolled fires

Residents andlandowners in the CapeWinelands are reminded that burn permits remain alegal requirement for controlled fires, as authorities continue to stress the dangers associated with open flames in fire-prone areas.

Cape Winelands District Municipality (CWDM) spokesperson Jo-Anne Otto explained that aburn permit is aregulated process aimed at reducing fire risks while allowing certain necessary activities to continue.

“A burn permit is written permission granted to alandowner, afterinspection by afire officer, to burn certain kindsofmaterial for agricultural, environmental, or preventative purposes,” she said.

Otto notedthat while burning fields was once common practice among farmers, legislation introduced in 1998 changed how such activities are managed. The promulgation of theNational Veld and Forest Fire Act now regulates controlled burns through the Fire Danger Index, limiting when and how fires may be made.

Different types of permitsare issued depending on the purpose of the burn. These include general permits for plant material such as trees and vineyard cuttings, stubble field permits specifically for wheat fields, biodiversity burns conducted under strict conditions for sensitive vegetation and special permits for unique circumstances requiring strong motivation.

Members of the public do not apply directly through the municipality at present, but through the Fire Protection Association (FPA),

which handles the administrative processon behalf of CWDM.

“The Fire Protection Association (FPA)rendersanadministrative service onbehalf ofthe Cape Winelands District Municipality (CWDM),”Otto said.

Sheexplained that once an application is submitted, aCWDM fire officer conducts aninspection before adecision ismade.Dependingonthe outcome, permission is either granted or declined, after which the permit is issued. From 1July this year this processwill become more streamlined, with landownersable to apply directly through the CWDM website.

Otto further cautioned residents about the legaland environmental risks associated with fires.

“Thereis no such thingasa‘safe fire’,” she warned. She added that burning waste remainedillegal under air quality and environmental legislation,and urged thepublic to avoidmaking fires in undesignated areas or during windy conditions.

Otto alsoaddressed acommon misconception about firesand natural ecosystems, explaining that although certain plants suchasproteas relied on firetorelease seeds, too frequent fires canbedamaging.

She emphasised that fire-adapted vegetationrequired long intervals between burns to regenerate properly, and repeated fires can prevent young plants fromreproducing, ultimately threatening the region’s biodiversity.

Hy gaan die stout kinders die meeste mis.

So sê Ghaatiem Abrahams (63) wat op 31 Maart, ná 40 jaar diensindie onderwys, amptelik die tuigneergelê het.

Abrahams,’noud-leerder van die NGK Oefenskool in Worcester, was tot en met sy aftredewiskunde-onderwyser by dié skool.

“Hoekom ek diestout kinders die meeste gaan mis, is omdat ’n mens met hulle kon werk en dan sien jy met wie jy sukses behaal het.”

Abrahams,wat in Kroonstraat in Victoriapark, Worcester, grootgewordhet, het sy laerskoolloopbaan in 1969 by die Oefenskoolbegin.

In 1980het hy aan die Breërivier Senior SekondêreSkool gematrikuleerenin1983begin hy sy onderwysopleiding by die destydse Söhnge Onderwyskollege.

“Ek was maar 14 jaar oud toe ek besluit om eendag onderwyser te word.

“Ek wou nie rykwees nie, dis hoekom ek besluithet om eendagliewer vir die staat te werk.”

Abrahams hetin1986 sy onderwysloopbaan by die Oefenskool begin.

Hy vertel dat hy in sy beginjare by die Oefenskool Afrikaans en Engels vir st.3 (gr.5) onderrig het.

“WEESENDOEN ALTYD NETGOED.”

Dit terwyl wiskunde asook hand- en houtwerk eintlik sy vakgebied was.

“Destyds moes jy dit maar vat soos jy dit gekry het.”

Volgens homhet sy droom omwiskunde-onderwyser te word waar geword toe ’n kollega, wat vir jare wiskunde-onderrig by die Oefenskool gegee het, afgetree en hy by haar oorgeneemhet

Abrahamsvertel dat hy in 2008 as vak-adviseur vir tegnologie (hand- en houtwerk) na die Kaapse Wynland-onderwysdistrikskantoorverskuif is.

Toehysyoëuitvee,ishy wiskunde-adviseur –een van die hoogtepunte in sy loopbaan.

Volgens Abrahams hethy homin dieselfde jaar by die Universiteit vanKaapstad vir ’ngevorderde sertifikaat in wiskunde-onderwys ingeskryf.

Hysêin2010 is hy terug na die Oefenskool toewaar hy tot en met sy aftredeonderrig gegee het Abrahamssênog ’n hoogtepuntinsyloopbaan was toe die rotasiemodeltydens die Covid-19-pandemie in skole ingestel is. Volgens homhet dit hom baie herinner aan die oggend- en middagskofklasse waaraan hy destyds as jong leerder blootgestel was.

Abrahams sê sy beroep was geskoei op dissipline.

“Alles begin by dissipline en eindig by dissipline.Tansis dissipline ’n uitdaging in die onderwys.”

Volgens hombetekendissipline nie net goeie maniere nie, maar jy moet ook dissipline in jou skoolwerk handhaaf.

Hy sê swak dissiplineis egter ’n oorkombare uitdaging.

Anderuitdagings in sy onderwysloopbaan was die verandering in onderwysmodelle en toeopvoeders koppe bymekaar moes sit om hul eiekurrikulum te ontwerp.

Dit het bekend gestaan as die Hersiene Nasionale Kurrikulum Verklaring.

Abrahams se boodskap aan ouers is om metaldie uitdagings in die onderwys nie ’n kind se swakgedrag te beskerm nie.

“Dissipline is nie kindermishandeling nie.”

Virsykollegas sê hy:“Wees en doen altyd net goed.”

Volgens Abrahams is hy nou al meer as 20 jaar besig om kinders na-ure met private wiskundelesse te help.

Hy sê hy gaan hierdie program voortsit.

“Omophierdie ouderdom weer pa te wees [van ’n gr.Rseun] is regtig ’n seëning en dit gaan my ook lekkerbesig hou,”sêAbrahams.

Dit was ’n fisieke kragmeting waartydens ’n paar spelers ná hardeduikslae blylêhet.

Een speler van Sesduim is na die Montagu-hospitaal geneem, maar is later dieselfde dag ontslaan ’n Speler van UnitedStars moes –nadat hy kop eerste in ’n duikslaginis –die veld verlaat, terwyl nogeen vandie tuisspan ná ’n kragtige laagvat noodhulpbehandeling ontvanghet. Diéspeler kon egterverder speel.

Aan die begin van die wedstryd was dietuisspan baie vurig en hetgroot druk

opdie besoekers geplaas, maar mettertyd hetSesduim die oorhand gekryensy stempelafgedruk
