Breede Valley Municipality’sExecutive
MayorAntoinette Steyn has tabled the municipality’s final budget for the 2026-’27 financial yearand her last before the municipalelection set for November.
The total budget amounts to R2,15 billion, comprising an operating budget of R1,93 billion and acapital budget ofR218,73 million.
Municipal tariff adjustmentswill come into effectfrom 1July to ensure continued sustainability of services andinfrastructure. Electricity tariffs will increase by 9,01%, water tariffs by 4,5%,sanitation tariffsby4,1% and refuse removal tariffs by 4,2%
Theanticipated impact on household accounts is estimated at approximately R68 per month for indigent and pensioner households, R127 for affordable households, R242 for medium households and R465for larger households, dependingonhousehold categoryand consumption levels.
Recognising the financial pressures faced by many households, Steyn said the municipality will continue providing extensive support through its indigent, pensioner and disability assistance programmes. Qualifying indigenthouseholds with a combined monthly income of up to R5 500 may receive rebates on selected municipal

Breedevallei Onafhanklik (BO) gave Breede ValleyMunicipality (BVM)a poor scoring with regard to their strategic objectives relating to the Municipality’s 2026 /2027 budget.
On thefirst objective:“To provide and maintain basic services and ensure social upliftment of the Breede Valley community”, BO scores BVM 30%.
The party says in astatement that the lived experiencesofthe majorityofcitizens of the Breede Valley is that servicedelivery remains verypoor, especially where the historically disadvantaged communities live.
It further statesthat social upliftment is virtually non-existent as evidencedby the plague of drugabuse, criminality and gangsterism rife in these communities.
On the secondobjective: “To create an enabling environment for employment and povertyand poverty eradication through proactive economic development and tourism”, BO scores BVM 20%.
According to the party unemployment, especially amongstyoungpeople, is not being addressed by the municipality, Expanded Public WorksProgramme (EPWP) aimedatproviding entrylevel jobopportunities is largely afailure,and the so-called catalytic economic projects like Transhex HousingProjectcould only deliver 190 houses in more than adecade withalmost
services and property rates, together withfree basic water and electricity allocations.
WATERSECURITY
Pensioner anddisabledheaded households will continue to benefit from targeted support measures, including rebates based on qualifying income categories. Steyn encou- raged residents to make useofsupport programmes including the Mayor’s Discretionary Fund, bursary opportunities formatric learners andgrant-in-aid funding.

The municipality has made provision for more than R218 million in capital infrastructure projects during the2026-’27 financialyear, forming part of the Medium-Term Revenue and Expenditure Framework
Water security remains one of themunicipality’s most significant priorities. The Stettynskloof Damaugmentation project continues to progress through the final stages of environmental authorisation, withapproximately R120 million tentatively secured, including R51,6million allocatedwithin the 2026-’27 MTREF period. Once implemented, the project will play acritical role in strengthening long-term water security for the region.
Economic development initiativesfea-
ture prominentlywithin the capital programme. Approximately R32,2million has been budgeted towardsthe development of the West of Worcester andUitvlugt industrial parks, whilst the provincial government hastentatively allocated approximately R469 million towards the catalytic Transhex Human Settlement Project andWorcester Bypass Roads Project. These initiatives are expected to unlock investment opportunities, stimulateeconomic activity andcontribute to long-term job creation.
Themunicipality will invest approximately R118 million in the resealing and upgradingofroads across themunicipal area, improving mobility, accessibility and economic connectivity between communities.

Significant investments are also planned for water and wastewater infrastructure, with approximately R87,5million allocated towards the upgrading of reservoirs, pipelines, purification systems and associated networks. BO says: “Despite spending millions on investigating the causes of sewageblockagesthere is virtually no improvement, communities, especially vulnerable groups likechildren, the elderly andsick, face the brunt of health risks related to exposure tosewage, spillingindustrialeffluent and toxicfumes from burning waste skips.”
It says illegal dumping on public open spaces coststhe municipality R20 million a yeartoclean up andthere is no proactive plan toencourage citizens to take ownership ofthis problem, recycling by volume is insignificant.
With regard to the fourth objective:“To provide democratic, accountable government for local communities andencourage involvementofcommunities andcommunityorganisations in the matters of local
government”, BVMgets ascoring of 30%.
According to BO,communities are still very disillusioned with local government despite more than 30 years of local government democracy, voter turnout is dropping especially amongst young people, theWard Committee system, public participation in the Integrated Development Plan(IDP) and budgeting process is seen as atick box exercise so thatofficials achieveperformance bonuses, and little to do with improving service delivery.
On the fifth objective: “To ensure a healthy and productive workforce and an effective and efficient work environment”, BO scores BVM 55%.
Thepartysays withmorethan 850 employees, the Municipality appears to be meeting this strategic objective of employing aworkforcewhile spending R500 million on salaries.
“We remain focused on ensuring the Municipal Workforce is fit for purpose and thatthey have the requisite work tools and support to delivery services.”
On the last objective: “To assure a sustainable future throughsound financial management, continuous revenue growth, corporate governance andrisk management practices”, BO gives BVM ascore of 50%.

In support of housing and human settlements, approximately R11,9 million has been allocated towardsbulk service infrastructure upgrades in TouwsRiver to unlock future affordable housing opportunities. Afurther R69,4 million has been tentatively budgeted by themunicipality and provincial government for theformalisation of theMandela North and eMagwaleni informal settlements, thetransfer of titledeeds and theimplementation of themunicipality’s outsidetoilet relocation programme.
The municipalitywill also continue investing in communityinfrastructure and service delivery capacity. This includes R22,7 million for sportsinfrastructure upgrades, R55,8 million for specialised fleet and service vehicles, R12,5 million forICT infrastructure improvements, R16,6 million for solid wastemanagement infrastructure and equipment,and R8,8 million for ward-specific projects.
Additional investments include R8 million for upgrading municipal rental housing units in Hexpark and R3,4 million for erosion protection workswithin the Hex River area.
Steyn said the2026-’27 budget is not only afinancial plan, but acommitment to building stronger communities, improving service delivery,investing in critical infrastructure and creating asustainable future for all who call theBreede Valley home.
BUDGETDOUBLED
According to BO themunicipal budget has almost doubled from R1.2 billion in 2022/23 to R2 billion in 2026/27, aperiod of 5years, which in our view this is a testimony to thehard working citizens and robust economy of theregion, rather than careful financial planning.
“We would havepreferred aleaner budget withcareful consideration before increasing tariffs.
“The R300 million bank loan is another concern, that whileweunderstand the need to increase theassurance of water supply from Stettynskloof Dam, we hope thetrue beneficiaries willbethe taxpayers and not just theprivate agricultural sector.
The GOOD partysays in astatement:“It is not aperfect budget buta budget that tends to please thepoorest as well as the middle class.”
According to GOOD there are no double-digit increases, although propertytaxes are unrealistically increased annually to fill thefiscus.
The partysays thereal estateindustry faces major challenges because valuations are no longer market-related.
It says thebudget does however make provision for theupgrading of municipal rental units.
The partyconcludes: “We are just not satisfied because free water and electricity have not increased and are now stagnating at 10KL and 50KWHrespectively.”

McGregor Bridge needs bolstering
Repairs to the McGregor Bridge, damaged by flooding earlier this year, havebeen delayed by at least two months after structuralassessments revealed the bridge’s ear walls must be rebuilt.Provincial Ministerof Infrastructure Tertius Simmers said safety remained the first priorityas work progresses.
In apublic notice issued on Saturday 30 MayLangeberg Municipality an-
nounced contractor Ingonyama-Nicon had constructed asecure staircase for residents to cross thebridge safely. The municipality urged pedestrians to use the staircase in singlefileand followsafety nettingtoavoid theconstructionsite, where more than 10 machines and trucks were operating simultaneously.The certifiedstaircase replaced unsafepractices such as climbing ladders. Temporary pedestrian access remains in place while construction continues.
Offender gets 20 yearsjail time afterrobbing children

Anwill Isaacs, arepeatoffender, was sentencedto20years directimprisonment by the Montagu Regional Court following his convictionontwo counts of robbery with aggravating circumstances andone count of housebreaking with intentto steal andtheft.
Thesentencefollows the National Prosecuting Authority’s (NPA) successful prosecution of aman whotargeted vulnerablevictims, includingminor children, andterrorised communities through violent criminalconduct.
During the trial, Regional Court ProsecutorBradferdNewman provedthaton 21 June 2024, Isaacs, acting togetherwith unknown accomplices, corneredtwo minors in Nkqubela,Robertson, threatened them with knives, androbbed them of their cellphones.
Evidence further revealed thaton16 June 2024, fivedays beforethe robbery, Isaacs broke into afamily's home and stole various fooditems beforefleeing the scene. Throughout the proceedings, Isaacs denied all allegationsagainst him.
In aggravation of sentence,Newman argued thatchildren are among the most vulnerablemembers of society andthat courts have aduty to protect them.
He submitted that, althoughthe minor victimsdid not suffer physical injuries during the robbery, the psychological harm caused was significant. One of the victims wassotraumatisedbythe incident that he subsequently relocatedfrom Robertson.
Newman further argued that Isaacs
was nota firstoffender andhad previous convictions relevant to the offencesfor whichhewas convicted. Hiscriminal history demonstrateda failure to rehabilitate, while the violent natureofhis offences showedanescalatingpattern of criminal behaviour.
Theprosecutor alsosubmittedthat stealing from already impoverished victims anddepriving themofessential sustenance is aseriousoffence. He emphasisedthatunlawfully entering aperson's home, aplace whereindividualsshould feel safe andsecure, is an aggravating factor thatcourtsmusttreat seriously.
Furthermore,the accused showedno remorse for hisactions,and there were no substantial andcompelling circumstances warranting adeviation from the prescribedminimum sentences
Thecourt agreed andsentencedIsaacs to 15 years direct imprisonmenton each of the two counts of robbery with aggravating circumstances. The sentenceswereordered to run concurrently as the offences were committedduring the same incident againsttwo separate minor victims.
He was furthersentenced to eight years imprisonmentfor housebreaking with intenttosteal andtheft, with three years suspended for five years on condition thatheisnot convicted of asimilar offenceduringthe period of suspension
Theeffective sentenceistherefore20 years direct imprisonment.
TheNPA welcomes the sentence as it sendsaclear message thatthose who prey on vulnerable members of society will facethe full mightofthe law

Some were accepted at the school of theirchoice, while others have not yet heard if they have aplacement at aschool for 2027. This caused much concern forparents, with many airing their grievances over theprocess on social media.
The Western Cape Department of Education (WCED) has, however, asked parents to be patient as the process unfolds.
“We understand how disappointing thiscan be, and we would liketohelp families better understand the process,”said Minister David Maynier.
He said that 46 000learners received two or more offers. As they choose which school they want to attend, over 64 000 places will still open up.
According to Christel Erasmus of Worcester Gimnasium, they have received 983 applications, while they only have space for 120 Afrikaans-speaking learners and80English-speaking learners.
“Our feeder schools, those nearest to us, all have more than a100 learners in Grade 7, while we onlyhave space for 22 from each school,” she explained. Gimnasium received application fromlearners from 14 different
primary schools, with those applying for placement in the hostel coming from across the region.
“Schools determine the outcome of admissions applications based on their admissions policies. The WCED does not determine theoutcome of applications to aschool. At the point when outcomes are first released, asubstantial number of learners will have received offers from more than one school. For example, last year, over 40 000 learners had multiple successful outcomes at various schools and were initially “double parked” on the system.
This means that while aparent may initially see that their child has not been successful at aparticular school, many places are in fact still temporarily occupied by learners holding multiple offers.
“As soon as parents begin confirming theirchoice of offers, thisfrees up additional places which can then be offered to others. Parentshave until 15 June 2026 to confirm their choices, but we do appeal to them to do so sooner rather than later,”he stated.
This means that theadmissions process is ongoing and many learners that were initially unsuccessful will be placed in the coming days or weeks. Schools will contact parents directly as spaces become available.
Parentsare encouraged to accept offers as soon as possible, to speed up the placement process.
