’n Manhet Sondagaand (1 Maart) ’n gru-vonds gemaak toehyopsyma se lyk –wat halfpad onder ’n bed versteek was –afgekom het.

Die oorledene, Martha Fredericks (64), het ten tyde van haar dood alleen in haar woning op dieRainbow-plase langs dieRobertsonpad in die Overhex-distrik gewoon.

Volgens Fredericks se hartseer niggie Maryna Fredericks (33) het Martha se skoonma, Francina Fredericks (87), wat langs die oorledene op dieselfde plaas woon, Saterdag-laatmiddag (28 Februarie) bekommerdbegin raak omdathulle Martha die betrokke dag nog nie met ’n oog gesien het nie.

Maryna vertel dat toe haar oom LoewieFredericks Sondagoggend vir Martha komhaal het virkerk, was haar voordeur gesluit.

Sy sê omdat die sleutel nie in die sleutelgat was nieenaldie vensters toe was, was Loewieonder die indruk Martha is reeds kerk toe.

Maryna sê Sondagaand omstreeks tienuur het Martha se seun, Eugene (40), wat op dieselfde plaas woon, na sy ma se huis toe afgesit om na haar te gaan soek.

Volgens haar het Eugene via die kombuisdeur wat oopgesluit was toegang tot die huis verkry.

Sy sê Eugene het paniekerig begin raak toe hy sien sy ma se woning is erg omgedolwe.

Volgens Maryna het Eugene sy ma op haar maag met haar hande agter haar rug op dievloerindie spaarkamer aangetref.

Sy sê haar tante se bolyf was halfpad onder diebed versteek en dat haar een hand blou was

“Ons het gedink sy het dalk ’n hartaanval gehad. Die polisie het aan ons bevestig sy is aangerand.

“Hulle [diepolisie] wou nie hê ons moes na die liggaam kyk nie omdat haar gesig erg geskend was.”

Volgens Maryna was daar geen teken(s) van gedwonge toegang tot die huis nie.

Martha se handsak uit die huis vermis. Volgens haar vermoed die familie Martha is Saterdagaand vermoor. Maryna sê Martha het geen vyande gehad nie en sy sou ook nooit ’n vreemdeling in haar huis toelaat nie.

Sy beskryf haar tante as ’n vrolike mens wat kon lag “tot sy op die grond lê”. Volgens haar was Martha ’n kerkvrou.

Martha se man het haar jare gelede reeds ontval.

AO Vathiswa Jacobs, ’n polisiewoordvoerder, sê daar was bloed aan die oorledene se mond en wurgmerke aan haar nek.

Niemand is nog in verband met die voorval in hegtenis geneem nie.

’n Moord-dossier is by die polisie geregistreer. Enigeen met inligting wat meer lig op die saak kan werp, kandie Worcester-polisiekantoor by 023 348 8605 bel. Benewens Eugene word Martha oorleef deur nog twee seuns, Selvin (46) en Marcelino (33).

’n Huisdiens vir Martha word Saterdagoggend om 09:00 gehou, waarna die begrafnisdiens om 10:00 in die Overhex-gemeenskapsaal sal plaasvind.

Op die derde dag is hul litte goed los en ry hulle, steeds in Montagu, ’n roete van 102km en klim 2250m. Op die vierde dag spring hulle weg uit Montagu en ry ’n 134km lange roete tot in Greyton.

Die 13-jarigehet in die hof getuigdat sy haarselfoon gedurende pouse in sy klaskamer gaan laai hettoe die voorval gebeur het. Die tyd wat op die kwitansie aangedui word, wys egterdat hy nie op daardie tydstip terug was nie.

Intimidation, harassment and even theft.

These are justafew of the complaints the Worcester Central Improvement District (WCID) receives on aregular basis from the public about informal car guards operating in Worcester’s CBD.

AccordingtoGeorge Rautenbach, chairperson of the WCID, some informal car guards also pressure people into paying them forlooking after their vehicles.

He said there was alsoopen competition and territoriality among the guards, and even worse..

On Monday afternoon, 14 October 2024, an informal car guard stabbed another to death in front of adoctor’s surgery in Fairbairn Street, Worcester Rautenbachsaid nothaving aformal structure in place to manage car guards is amajor factorinsuch problems manifesting.

“There is no system in place thatcan regulate, train them or givethem some form of alternative should they not be abletobeacceptedinto acar guardsystem.

“Other towns make useofa social-development approach, in which people without work or aplace to stay are employed as part of asocial-development programme run, for example,

According tohim the WCID was integralto this process, collaborating with stakeholders such asBVM and the police.

He said the project was launched in February 2025.

Another Facebook postby the WCID posted on 17 April 2025 reads as follows:“We recently responded to asituation outsidea Church Street business where an unofficial car guard wasapproaching customers for money.

“If someone is not wearing aPink Bib they arenot part of the officialWCIDParking Attendants team.

“Only vetted,trained and approvedindividualsare allowed to operate as Parking Attendants in the CBD.

“By law, individuals arenot allowed to act as car guardsif not under the auspices of the WCID programme.”

Die Langeberg-munisipaliteit se aanpassingsbegroting vir die 2025-’26 boekjaar is onlangs ter tafel gelê deur die uitvoerende burgemeester, raadsheer Schalk vanEeden.

In ’n verklaring sê die munisipaliteitdie raad se toewyding bevestig die versterking van infrastruktuur,die verbetering vanbasiese diensteendie belegging in gemeenskappe regdeur Robertson, Ashton, Montagu, Bonnievale en McGregor.

Die aanpassingsbegroting is ten volle gefinansier en voldoen aan die munisipale finansiële bestuurswet (MFMA).

Die hoofprioriteite in die begroting is as volg: Daar is R39,9m toegewys aan watersekuriteit wat opgraderings aan grootmaat-waterpyplyne in Ashton, Montagu, Robertson en Bonnievale insluit, verbeteringe aan die watersuiweringswerke in Ashton, Robertson en McGregor,verhoging van die Dassieshoek-damwal in Robertson, opgraderings aan die beveiliging van opgaardamme en pompstasies in al vyf dorpe en die vervanging van voertuie vir waterdienste. Dié projekte, volgens die munisipaliteit, poog om langtermyn-watersekuriteit en die betroubaarheid van die stelsel te verbeter Daar is R30mopsy gesit vir riool en omgewingsbeskerming.

Ditsluit in opgraderings aan die Robertson-watersuiweringswerke en die rioolpompstasies in al die dorpe, asook programme om rioolpype te vervang. Daar is R33mtoegeken vir

paaie, stormwater en infrastruktuur.Dié geld sal aangewend word vir opgraderings van paaie in Ashton en laagwaterbrûe in Montagu en Robertson. Dit sal ook bestee word op verkeerskalmering en -veiligheid en die verkryging van swaar masjinerie. Om Langeberg te vestigas’n digitale en slimstad, is R8,1m begroot. Dit sal gebruik word vir die implementering van die “Connected Langeberg”-projek, die uitbreiding van die radiokommunikasienetwerk, die installering van kringtelevisiekameras en inligtings- en kommunikasietegnologie vir al die departemente. Die doel hiervan is om die koördinasie van diensteenoperasionele effektiwiteit te verbeter Vir gemeenskaps- en sosiale infrastruktuur is daar R8m begroot. Dié geld sal bestee word op die konstruksie van ’n nuwe pawiljoen in McGregor, opgraderings van sportvelde en die installering van masligte, die aankoop van brandbestrydingsvoertuie en -toerusting, die opgradering van parke en ontspanningsfasiliteite en bewusmakingsprogramme vir rook-alarms.

Daar sal R8,7mbestee word aan afvalbestuur. Nuwevulliskompakteerdersenvragmotors vir vullishouers sal aangekoop word en oorlaaistasies sal opgradeer word. Daar word ook voorbereidings getref vir die rehabilitasie van die stortingsterrein en ook inisiatiewe om grondwater te monitor.

Ahefty fine or up to five years imprisonment can be imposed on an educator or any other adult who is aware of a child being abused but failstoreport it to therelevant authorities.

This according to AdvCindy Abdol from the NationalProsecutingAuthority (NPA).

On Thursday (26February) Abdol was keynotespeaker at the launch of the amendments in the WesternCape Education Department’s(WCED) Abuse No More Protocolheld at the Cape Winelands EducationDistrict Office in Worcester whereshe addressedvarious schoolrepresentatives

Abdol’s responsibility is to manage all sexual offences and gender based violence related mattersfor the Breede Valley, Witzenberg and Langeberg subdistricts.

According to her thedepartment is in termsofthe Abuse No More Protocol tryingtomake it easier for teachers to see where theyfit in in addressing gender based violence matterswhen it arisesat their schools, familiesorextendedfriendship circles.

Abdol says that, according to the amended Sexual Offences Act 32 of2007 (SORMAA), adults haveaduty to report if they have knowledge, suspicionorreasonable beliefthat avulnerable person is avictim of sexual abuse in terms of Section 54 of the Act.

She saysachild under the mental and biological age of 18 years is considered vulnerable.

Abdol says if achild reportsasexual offencecommitted against her or him to an educator thematter should notbe“sorted out” in the principal’s office.

“The NPA is heavily involved with the Education Department in ensuring that thisprotocol tells you exactly whatisexpected of you in terms of legislation.

“If youdonot comply withthe legislationthen you could potentially be prosecuted in terms of the Sexual Offences Act when it comes to your duties.

“We have aduty to ensure ourchildrens’ constitutional rights are protected and the lawmust see to it thatitisfurther protected.”

Abdolsays afemale under the ageof25 years who studies at atertiary institution isalso considered vulnerable.

She says if awoman whofalls into this categorygets raped, goes for medical attention and tells the health practitioner assisting her she is notgoingtoreportthe mattertothe police, the health practitioner has aduty to report the matter.

“If thehealth practitioner does not report therape,heorshe is committing a crimebecause they have knowledgeofa crimethatwas committed.”

Abdol says the same duty to report does notapply tofor example a21yearold female who gets raped on her waytowork

She does not have to report the matter if she does not want to.

The definition of whoisconsidered “vulnerable persons” in terms of theAct, determines which cases must be reported to apoliceofficial.

Accordingtoher, persons 60 years or older that receive support services other than byafamily member, as well as those with intellectualand sensory disabilities are also considered vulnerable

“You can be criminalised for notreporting asexualoffence against avulnerable

person. “If you fail to report thematter you canbefined or sent to prison forfive years.

“The person made areport to you. That was acry for help.

“If you are nota witness and not thefirst report witness there is alikelihood that you will notbecalledtotestify.

“The acthas adisclaimer to protect you.

“It says the person who reported the matter did so in good faith, so they will not be held liable -criminal or civil.”

According to Abdol, School Governing Bodies also have aduty to report these sexualoffence matters committed against children.

‘HAVEMYBABY’

“The employer must make sure that any person who is employed at their school’s name is not contained in thenational register for sexual offenders.

“If the employer fails to comply, he or she can be held liable.

“The person who is employed at the school must prove that his or her name is not in the national register for sexual offenders.”

Abdol says anew offenceinthe Act is thatofsexualintimidation.

It relates to athreatbeinguttered or conveyed to apersonthatthere is areasonable, imminent belief of harm to the victim.

According to her these threats include for example ‘I want to have sex withyou,”

“You could have my baby...”, being said by amuch olderpersoninanaggressiveor threatening manner.

“Imaginesayingstuff likethose to a10, 11 or 12 yearold, that child couldbelieve they are abouttobeharmed

“So when achild makes areport around thatitcould potentially be acriminal

offence already and that criminal offence can be sexual intimidation –whether it is verbal or via social media.

“If areport to youismade acriminal case can be opened.”

According to Abdol theage of consent to engage in aconsensual sexual relationship is 16 years oldand this is not gender specific.

She says therateofchild pregnancies is also very high.

“If you have apregnant childunder theage of 16, that is alreadyaprima facie crime. There is now adutyonyou to report themattertothe police.”

Abdol goes further by saying there is also adutytoreport if you suspect achild is avictim of human trafficking –not only for sexual but for economic purposes for example working on farms.

“You have adutytoreport if you see a child being abused or maltreated at home.

“Child labour practises can also be regarded as aform of abuse forexamplea 13- or 14 year old that is forced to work.”

Abdol says themanner in which to report all these forms of abuse is to report it to thepolice or to fill out Form 22 forthe social worker.

“The WCED’s Abuse No More Protocol that was launched, gives educators theexact manner in which to do their reporting in terms of thelaw.”
