n Tuesday 18 August the community of Hanover Park held a peace march in the neighbourhood to draw attention to the local interconnected challenges of gang violence, gender-based violence (GBV) and food insecurity. The march was also a way for the community to reclaim their streets and their future. Organised in collaboration with the Alcardo Andrews Foundation, residents took to the

streets to show these challenges as crises. “For more than 10 years the foundation has been working in the community and we believe in a Hanover Park, where our people ought to be safe, fed and healed. The peace march was for an end to the crises [as obstacles to such basic needs],” said Avril Andrews, founder of the foundation. Hanover Park is at the epicentre of gangsterism on the Cape Flats and the residents appealed for a greater commitment to fighting those who are perpetuating this social ill and
to address its root causes. Hanover Park is severely food insecure and the community needs more support from government for community kitchens like those at the foundation. More safe houses are needed to help the men, women and children affected by GBV. Residents, community organisations, churches, schools, non-governmental organisations (NGOs), local leaders and others who believe in a safer and more just Hanover Park joined the march. The message sent out to various stakeholders was to stand, walk with the community,
enabling residents to reclaim the area. The foundation offers different programmes to address the challenges in the community, such as Moms Move for Justice, with workshops and supportive spaces for mothers who have lost children to gang violence and illness as well as women who have experienced GBV, a fatherhood programme challenging stock notions of masculinity, to break cycles of GBV and develop supportive mentoring relationships with peers. Other programmes include educare, youth camps, school holiday programmes, a community kitchen and hydroponic and conservation workshops with Grade 7s of Athwood Primary. Cape Town pensioners and social grant recipients have until Monday 31 August to renew their municipal rates rebates if they want their benefits backdated to Wednesday 1 July. The City of Cape Town says it’s processing a high volume of applications and has thanked pensioners, social grant recipients and indigent residents for their patience. Residents whose applications are still being processed may be charged the full amount on their municipal accounts this month. Once their applications have been approved, however, qualifying residents can expect a refund on their next account. Pensioners and social grant recipients who submitted renewal applications before 1 July are also being asked to remain patient while the City processes their applications. Those who applied after 1 July must complete the renewal process by Monday next week. Until an application is approved, residents will not receive the rates discount on their monthly municipal bill. Only applications submitted by Monday’s deadline will qualify for the rebate. INDIGENT SUPPORT
The City has also outlined deadlines for residents receiving indigent support.
QUALIFYING INDIGENT RESIDENTS WHO APPLIED TO RENEW THEIR BENEFITS ARE ASKED TO REMAIN CALM Qualifying indigent residents who applied to renew their benefits before 1 July are being asked to remain patient while their applications are processed. For beneficiaries whose benefits expired on Tuesday 30 June, approved applications will be backdated to July to ensure continuity of eligible benefits. Residents applying for assistance after 1 July have until Wednesday 30 December to submit their applications. The City said backdating benefits will be considered for beneficiaries aged 60 and older. Until an application is approved, applicants will not receive indigent benefits on their monthly municipal bills. A list of required documents for both applications is available in English, isiXhosa and Afrikaans. The City is also contacting registered beneficiaries via SMS to assist with renewal applications through its new Hello-RITA WhatsApp chatbot. Residents who are unsure whether an SMS is
legitimate can contact the City’s Call Centre on 0860 103 089 to verify the message. Pensioners can also email rates.rebate@capetown.gov.za for individual assistance or visit their nearest Customer Interaction Centre. According to the City of Cape Town said residents need to reapply because it is legally required to check beneficiaries’ financial status to confirm that they still meet the requirements for social package assistance. On a sunny winter’s afternoon in Cape Town, it is easy to become absorbed in the beauty of the city. The blue skies, warm sunlight and busy streets can make it tempting to believe that everything is well. But on the streets, another reality exists: one that many people walk past without a second thought It is the reality of people living on the streets.
For many, the sight of someone sleeping under a bridge, sitting on a pavement or pushing their belongings in a trolley has become part of the city’s landscape. We see them, but often we do not really see them. We make assumptions about how they got there and, sometimes, we judge them without knowing their stories. But perhaps the most important lesson is that it is not our duty to judge. People living on the streets are still people with hopes, talents, friendships, memories and dreams. Their circumstances may look different from ours, but their humanity is no different. I recently wrote an article about Sally Roman, who has lived on the streets of Cape Town for

more than 20 years. She arrived in the city as a teenager, hoping to find a better life. Her journey did not unfold as she had hoped, and circumstances eventually led her to a life on the streets. Yet, sitting on the Fan Walk in Green Point, with a pair of scissors in her hand, Sally is not defined by homelessness. She is a self-taught hairdresser. She loves children. She loved singing in her school choir. She describes herself as someone who gets along with everyone. What is equally striking is the bond she has formed with the people around her. Her friend speaks warmly about her after she cuts his hair. He is happy with the result, but his words reveal that the value of the interaction goes beyond a haircut. He describes Sally as a nice person who is always happy. These friendships remind us of something we often forget: people living on the streets build communities too. They look out for one another. They share stories, laughter and sometimes the little they have. They form genuine connections because, in a difficult environment, having someone who knows you, understands you and accepts you can mean everything. Life on the street is undoubtedly difficult. It can expose people to violence, hunger, illness, loneliness and uncertainty. But it can also create bonds that are difficult for those outside that world to understand. During Women’s Month, Sally’s message that women should support one another is particularly powerful. She speaks against the tendency to put other women down and calls for more love between women. Perhaps that message extends beyond women. We all need to ask ourselves how we treat people whose lives look different from ours. Compassion does not mean ignoring the challenges associated with homelessness. It means recognising the person behind the circumstances. It means understanding that not everyone chose to live on the street. For many, a series of difficult circumstances, limited opportunities, family breakdown, poverty or other challenges led them there. Sometimes, what a person needs most is not judgement, but a listening ear. A conversation. A meal. A kind word. A moment of dignity. We may not be able to change someone’s entire life, but we can choose how we respond to them. Because the people on our streets are not simply people on our streets. They are someone’s friend, someone’s parent, someone’s child and above all, they are human beings deserving of love, compassion and dignity.

olleagues and family bade farewell to Capt Lance Goliath (60) of Philippi Police Station, who retired after 40 years of service in the police service on Tuesday 18 August. Goliath was honoured for his service, for his linguistic and cultural versatility. Fully conversant in English, Afrikaans and IsiXhosa, he speaks the languages of the people, bridging gaps and building trust wherever duty called. His career took him across the length and breadth of South Africa in various command posts. He embraced South Africa’s cultural diversity and didn’t just enforce the law, but fostered harmony, respect and mutual understanding in every community he touched. Goliath has been described as someone with a
wealth of information and his legacy lives on in the men and women he has mentored, guided and influenced. “In my 40 years as a police officer I put the community first, standing tall as a beacon of safety and wearing the blue uniform with immense and unwavering pride. “I am hanging up my proverbial crime-fighting gloves and will enjoy my retirement with my family.” At his farewell Col Adriaan Saulse, station commander at the station, described Goliath as
an officer of the old school, a breed of police officers built on the bedrock of absolute diligence, obedience and discipline. “What truly sets him apart is his profound understanding of the people he swore to protect. He is a leader who doesn’t just command; he connects and in a country as beautiful and complex as ours he champions diversity.” He thanked Goliath for his service and wished his retirement to be filled with the same vibrant energy, peace and joy that he brought in his decades of service.
Health experts caution of untreated throats The Children’s Heart Disease Research Unit at Red Cross Children’s Hospital in Rondebosch visited Mimosa Primary School in Bonteheuwel to inform learners that a sore throat can lead to heart failure. “Our annual Rheumatic Fever Awareness Week was held from Monday 3 to Friday 7 August,” said Laylah Ryklief, Medical Research Officer, “when we informed learners that we often brushed off a sore throat as nothing to worry about. But it can lead to serious heart problems later on in life.” She said this is her unit’s annual reminder of the lesser-known rheumatic heart disease. This disease can arise from repeated episodes of an untreated bacterial infection of the throat. Her team shared this message at the school and the take-home message was simple: seek

Two years after fire, family remains in limbo NAMHLA MONAKALI he Western Cape Department of Human Settlements said no repairs, budget or contractor had been approved for a Surrey Estate property damaged by fire in 2024 (“Rental unit delay”, People’s Post, 21 July).

The official municipal fire report concluded an open flame had caused the fire, the department said. The family has long disputed this, blaming it on an electrical fault. “No evidence was provided that altered the conclusion reached in the municipal-fire report.” While the family says the fire occurred on Sunday 26 May 2024, the department referred to it as the June 2024 fire. NO REPAIRS APPROVED
The fire caused extensive damage, rendering the dwelling unsuitable for habitation, the department said. Any future intervention would require detailed technical assessments and consideration of broader property matters. “The department is currently considering available options relating to the property and has not yet approved a repair or reconstruction programme,” it stated. “No contractor had been appointed and no budget approved. Nor were there any commencement or completion dates.”
THE NOW-DEAD LESSEE’S FAMILY IS LIVING ON THE FIRE-DAMAGED PROPERTY complex consisting of rental stock to the registered tenant, Bernie Fortune. However, he declined because he felt the unit being offered was too small. Fortune died on 24 June last year, terminating the rental agreement. The department said it had since not entered into any further rental agreement with anyone else, including any of the property’s remaining occupants.

Steyn said the family had met with officials at the department’s Wale Street offices in August last year and expected a response and repair plan. The department said it “has continued to engage on matters relating to the property and the larger housing complex.” However, legal, planning, housing management and asset-management considerations mean no final decision has been reached. The department’s latest survey found two family mem-
bers occupying the damaged dwelling while the rest lived in a wendy house on the property. As no repairs had been approved, no relocation arrangements were under consideration. “The department remains committed to managing its rental housing portfolio in a fair, lawful and sustainable manner,” it said. “The future of the affected property forms part of ongoing internal considerations, and no final decision has been made at this stage.” The department said it would communicate any approved decisions once internal processes were complete.

A
Cape Town-based creative collective has been selected to represent South Africa at the Coast 2 Coast Music Conference and Competition in New York City and the team is racing to raise R150 000 to make the dream a reality.
MADCPTWORLD (Make A Difference Worldwide), co-founded by Bioni Luis (Luweeg) and Shaunwin Baadjie (Scwizy), is a cultural movement redefining the intersection of music, community and youth empowerment. The collective supports emerging artists through music, events, artist development and creative services, with members hailing from areas including: Parkwood, Ottery, Salt River, Hout Bay, Delft, Ravensmead, Worcester, Elsies River, Hanover Park and Bellville. The group earned their place in the international competition by entering online and securing enough public votes. Four artists from the team will represent the collective on the world stage, alongside viral dance sensation Pabie Dans, known for his explosive stage energy and movement while storytelling. The group said being selected was the greatest motivation and the best opportunity to show young people from struggling backgrounds that there is more to life than turning to gangs or drugs. “Art can also be the outlet to help you build a career and a better environment and mostly be the door to create more opportunities so other artists and dancers can also get the opportunity,” they said. The collective’s achievements include an Artes
COAST 2 COAST MUSIC CONFERENCE, COMPETITION Award win last year and nominations for Best Hip Hop Artist and Community Leader at the this year’s Star Struck Awards. Through initiatives such as Youth Invasion, MADCPTWORLD actively mentors and uplifts young people from underserved communities, helping build confidence, discipline, creativity, and positive life direction. The team has raised R20 000 through a pledge from a sponsor and has until December to reach their R150 000 target. Funds will cover flights, accommodation, visas, competition registration, local transport, wardrobe, media production and promotional materials. A BackaBuddy fundraiser has been launched to help reach the goal. They said winning the competition would give the collective the opportunity to nurture more artists and elevate their platform to create paid opportunities for those struggling to break through. “We want to share our experience with our people so we can motivate, teach and encourage the next young star,” they said. The collective is appealing to media outlets to help create awareness and spread the word. Racing cars now recorded Average speed-over-distance cameras are now enforcing the 100 km/h limit along the M3 corridor south, following complaints about speeding and illegal racing from residents across several southern suburbs. The activation follows numerous complaints and formal logs from community members in Constantia, Newlands, Wynberg, Tokai, Bergvliet and Kirstenhof, as well as along the M3 corridor itself. Emile Langenhoven, Ward 62 councillor, filed a motion at Subcouncil 20 to address the safety concerns raised by residents. The cameras are now actively enforcing the speed limit along the route. Average speedover-distance cameras measure a vehicle’s speed across a stretch of road, rather than at a single point. Cameras record number plates at both ends of the enforcement zone and calculate the average speed between them.
This means slowing down briefly at a camera will not avoid detection. Motorists are warned to maintain the legal speed limit throughout the entire measured section. Langenhoven flagged illegal drag racing along the M3 as a priority issue in January, noting that it affects three wards. He said addressing the problem required a coordinated, multi-ward enforcement strategy. The cameras form part of that response. Community members who witness illegal racing are encouraged to report it as it happens by calling 021 480 7700. The notice stressed that formal reports carry weight in driving enforcement action, as they did in this case. Facebook and WhatsApp messages do not form part of the formal reporting process. Motorists are urged to travel safely, watch their speed.
