PRESSURE is mounting on the Nelson Mandela Bay Municipality to stopredirecting funds intendedfor the long-awaited renovation of the city’s MainPublic Library.
The Main Public Library, situated in Central, has remained closedto the public for the past 12 years as vital repair work is needed.

In asocial media statement, Freedom Front Plus councillor, Bill Harington, said the party would notsupport themetro’s adjustmenttabled before council on Wednesday, 25 February, if it again removes funding allocated to repair the facility.
According to Harington, money earmarkedfor the project has been shifted to other wards forsix consecutive years,while the library remains closed to the public because of safety and security concerns
“The Main Public Library is not a luxury; it is an essential community asset,” he said. “It serves learners, job seekers, researchers, pensioners, and residents who rely on access to books, study space, internet services, and educational resources.”
Harington shared that the tender processfor repairs was finalised last year andthat acontractor could be appointed.
“There is thereforenovalidadministrative reason for furtherdelay. What is requirednow is political will and afirm commitment to follow throughonthe council’s own decisions,” he said
The party is calling for the immediate retention of therepair budget, the formal appointmentofa contractor and aclear timelinefor completion to be communicated to residents.

In aletter (dated11February) addressed to themetro’s Sport, Recreation,Artsand Culture directorate, the group saidbudgets allocated for renovations in previous financial years were not spent,while funding for the current year may againbe reprioritised.
Chairperson Graham Taylorsaid members were worried about the “shiftingdates for the completion of therequisiterenovations forthe reopeningofthe Main Public Library”
“Budget wasset asidefor the requisiterenovationsfollowing IDP representations for the 2023/2024 financial year, but thebudgetwas not spent,” Taylor wrote.

Calls have intensified for theimmediate retention of the repair budget and formal appointmentofa contractor to do repairs at theMain Libraryin Central.

He added that areported R11 million allocated forthe 2024/2025 financial yearalso went unused, while R25 million set aside forthe 2025/26 financial yearisnow reportedly being reprioritised.
“Our membership is deeply concerned at the continual shifting of the procurement goalposts forthe Main Public Library,” Taylorsaid, warning that the delays areholding back the potential development of the library as an “iconic inspiration
forthe city”.
Theorganisation has asked the municipality to provide clear answers on the reasons for the procurement delays, adetailed scope of work, a project schedule and confirmed construction dates.
Despite the delays,the group says it has continued promoting the library and demonstrating publicinterest in its future. However,Taylor warned that frustration among supporters is growing.

The municipality previously confirmed that anew service providerhad been appointed to run theanimal pound following what it described as afair and compliant procurement process. However, theSPCA has warned that losing its base of more than 50 years without securing alternative premises couldhaveserious consequences foranimal welfare in theregion.

ONGOING waterleaks andsewage overflows in Bethelsdorp are raising concerns amongresidents, even as the Nelson Mandela Bay Municipality says it is intensifying efforts to repair leaks across the metro during the ongoing drought.
According to records shared with the PE Express,dozens of water-related faults have been reported in the areasinceOctober 2025.
These include 54 service leaks, six underground leaks andfive burst pipes at various addresses acrossthe area.
Ward 35 councillor, Noeleen Moodley, said the issue hasbecome adailyfrustrationfor residents andher office, with complaints continuing to come in
“Every day, residents cometo ouroffice to either report water leaks or sewage leaks,” Moodley said.
She addedthatinsomecases plumbers attend sites, but the problems are notproperly resolved.
“Residents complain thatplumbers come outtolook at the problemsand really do notrepair the leaks, but the next minute the referencenumbers are closed,”she explained.
Moodley said she is particularly concerned abouta sewage overflow neara local school.
“A sewerage drain is overflowing. It is abig problem in our
area; sewage is flowing past Astra Primary,right downthe street. The smell is terrible, and it is unhealthy. We keep reporting theissue; they say they will be sending someone,” she said.
According to Moodley, residents are also being told that reported issues have been escalated

Thecouncillorexpressed frustrationabout delays in repairs anduncertaintyaround contractor availability.
“Asthe ward councillor, I’m so frustrated. Iwent to three places thismorning to check how far it is, but it is still not done yet.We are waiting for theservice provider; they know there is no one to send,”she said.
Moodley also questioned how repairs are signed off.
“Nobodysigns things off because it is notproperly fixed,”she said
Meanwhile, themunicipality says leak repairs remain akey priority as thecity faces severe andprolonged drought conditions.
In arecent statement,the metro said it is intensifying its response to waterleaksaspart of its drought mitigation programme.
“The Nelson MandelaBay Municipality is intensifying its response to waterleaksacross the metro as part of its drought mitigation programme and broader efforts to reduce waterlosses under severe and prolonged drought conditions,” themunicipality said
The municipality added that it
is in thefinal stages of appointing additional plumbing contractors to supplement existing municipal teams.
“This additional capacityisintended to accelerateleak repairs, increase weekly completions, and stabilise thesystem while longer-term infrastructure renewal continues,” thestatement said Between 1July2025 and mid-February 2026, themunicipality reported receiving more than 25,000 waterleak complaints, with around 73% resolved. However, thousands of leaksremain outstanding across themetro.
Executive Mayor Babalwa Lobishe acknowledged theseriousness of waterlosses.
“We are deeplyconcerned about every litre of waterlost in a cityfacing severe and prolonged drought,” she said.
“The reality is that we are operating under immense pressure, with ageing infrastructure and very limited resources, but we want to assure residents that within these constraints, theMunicipality is working relentlessly to stabilise thesystem, reduce losses, and protect watersupply for communities.”
The municipality said leak numbers change dailyasnew faults are reported while others are repaired, adding that teams prioritise major waterlosses and infrastructure risks.
ForresidentsinWard 35, however, Moodley says theongoing leaksand sewage problems remain apressing concern.

The campaignsaw learners receive reusablesanitarypad packs designed to provide long-term support, helping to ensurethat menstruation doesnot stand in the way of their education.

“I’veseen firsthand how easily young girlsfall behind when they lack basicmenstrual products,” said Peo. “By providing practical support and education, we are helpingthese learners feel confident and prepared to attend school every day.”
Through its partnership with the Proudly South Africanbrand, Palesa Pads, Engen donated 100 reusable sanitary pad packstothe school. Each pack includes arangeofreusable pads suitedtodifferent flow needs, along witha practical cleaning kit toensure safe, hygienic and sustainable use. Learners also received menstrual health education materials to help break stigma and encourage open,informed conversations.

NELSONMandela University (NMU) has confirmed that all on-campus residences are fully occupied for the 2026academicyear, as it continues to manage high demand for student accommodation following recent protests.
The university acknowledged the pressure on its housing system during the peak registration period and thanked studentsfor their patience and cooperation.
“The University’s residencesystem
operates withinapproved capacity limits and in accordance with institutional policies,” management stated.“Allocation of on-campus accommodation is guidedbyavailability of space,compliance with residence admission criteria, confirmation of academic registration, and the abilitytomeet applicable residencefees or have confirmed funding in place.”
NMUenrols more than34,000 students. For 2026,the university received 22,763residence applications for 5,238 available on-campus beds.
While confirming thatall beds are now filled, management previously indicated that the broader challenge is affordability rather than atotal lack of accommodation. Theuniversity has accredited 6,033 off-campus beds, with afurther 17,876 NSFAS-accredited beds available through private providers. “The challengeisnot the availability of accommodation. There is sufficient student accommodation both on- and off-campus to cater forthe demand.The primaryconstraint is
affordability, as some studentsdonot yet have secured funding for accommodation,” theuniversity said.
Students who arestill seekingaccommodationhave been urged to approach off-campus providersdirectly.

MORE than two years in the making, thePE ModelRailroadClub’s intricate newmodel railwaylayout is nearing completion —a miniature world of trains, tunnels andtowns shaped by patience, teamwork and ashared passionfor the hobby.
Theclub, whichmoved intoits current premises at theEastern Province Youth and Child CareCentre in August 2023, has spent countless hours designing, building andrefiningthe layout.
Theminiature railway now stretches roughly five to six metres and carriesbetween 50 and60metres of carefully laid track.
For longtime member and former chairperson,Michael Smout, the project represents a continuation of atradition that stretches back decades.
“There have been people meeting in this town for model railways for at least 50 years,” he shared with the PE Express.“In more recent times, we had abig clubhouse in Newton Park, but that was broken up, andwewere withoutahomefor several years.”
According to Smout, securing anew space allowedenthusiasts to once again build somethingtogether
“InAugust, two and ahalf years ago, we got this space, and it was somethingwecould afford,” he shared. “We have rebuilt andremodelled, and what we have now is quite an extensive model railway layout.”
The club layout serves as asharedspace for hobbyists —especially those whomay not have the resources at home to pursue the craft
“The reason we have thisistogive enthusiasts aplace to meet,” Smout explained.“They oftenvisit each other’s homes to see each other’s model railway, but one of the realbenefits of this,apart from the social side, is swapping ideas and learning from one another.”
Model railway building involvesfar more than simply laying atrack. Smoutsaidthe hobbyblendsseveral different skills.
“Youneed to be acarpenter, an electrician and an artist,” he shared. “For example,the rock face wasbuilt using kitchen paper towelsand gradually shaped with materials.” Patience, he added, is essential.
“This hobby is ajob for the patient. You cannotbeinahurry. Even small sectionsof track have to be laidwith great care,oritwill notwork.”
Parts of thelayout also carry history.The original structurewas built for anational model railway exhibition in South Africa, although the person who startedthe projecthas since passedaway.
“At that stage, it was just raw wood and


track,” Smout said. “The scenic work has taken time to develop.”
For many members, the hobby began in childhood.Smout recalled receiving his first train set at ayoung age.

Similar to Smout, van Zyl’s interest in model railways beganin childhood.

Die oud-stoeier en onderwyserby die skool, JP Botha, sê omdatdit so moeilik is om toestemmingtekry om op die strandevan die Baai te stoei, het die skoolhoof, Jeremy Langeveld, toestemming gegee dat die skool sy eie pit maak wat gebruik gaan word vir verskeie sportsoorteopsand.

At last Friday’s Fairviewmeeting we saw another brilliant performance by the Greeff-trained Anotherdanceforme whowon the Breeders Guineas for three-year-old fillies over 1600m. It was wonderful to see the filly back to her best after she was ill for awhile. MOTHERWELL Football Association’s (MOFA)newly elected chairperson, Bonke Namba, said that his plans were to improve the standards of Motherwell football, following the recent MOFA Elective Congress at SAFA Nelson Mandela Bay Stadium offices.
Namba says that MOFA was divided into two entities in May 2022. There was MOFA under SAFA and MOFA non-SAFA over aperiod of fouryears. That came after MOFA's local executive committee (LEC) was put under administration by SAFA NMB regional executive committee (REC) in 2022.
Namba, who was the MOFA non-SAFA vice-chairperson,revealed that the standards of MOFA had dropped tremendously owing to the disunity. “My executiveand I will work extremely hard to revive ourchildren’s football. We look forward to developing football for juniors, women and seniors.We will find means to secure sponsorships to boost the morale of our clubs. We will also form apartnershipwith Motherwell Netball Association.”
Namba also said that MOFA would like to recruit match officialstoensure the games are controlled fairly “We look forward to setting upthe
legalteam, the legends’ committee and the elders’advisory structures to ensurethatMotherwell football standardsare taken togreater heights for thesake of our children. Disunity killed ourfootball.
