THE Nelson Mandela Bay Municipality has announced a R10 million beach upgrade project ahead of the summer season
In a statement last week, the municipality shared that work is “well underway to maintain and enhance” Nelson Mandela Bay beaches, ensuring they remain the summer destination of choice
“The Beaches and Resorts Sub-directorate is working around the clock to complete a number of key infrastructure projects,” the statement read “These projects focus on infrastructure rehabilitation and upgrading public amenities for the 2025/26 financial year ”
The nearly R10 million initiative encompasses several popular destinations, including King’s Beach, which is scheduled to receive R1 million worth of improvements to its ablution facilities
At Happy Valley, which serves Humewood Beach, R2 million has been allocated towards refurbishing coastal infrastructure and lifeguard facilities Meanwhile, Pollock Beach, Bluewater Bay and Hobie Beach are each receiving more than R3 million in sanitary infrastructure upgrades
Brighton Beach represents the largest single investment, with R5 million earmarked for comprehensive upgrades, including structural assessments, ablution blocks, electrical infrastructure and lighting improvements
Nelson Mandela Bay Executive Mayor, Babalwa Lobishe, emphasised the economic importance of investing in the city’s coastlines: “While other cities may rely on minerals as economic drivers, ours is our beautiful

coastline We must be intentional in investing in it to drive economic development through tourism ”
In addition to the immediate sewage crisis, the municipality is addressing other infrastructure challenges A 132kV power line upgrade is currently underway in the Walmer–Summerstrand area to tackle persistent electricity outages affecting coastal operations
Enhanced security measures are also being

introduced through coordinated campaigns involving the Metro Police, the South African Police Service (SAPS), NMBM Security Services and private security firms
SewageoverflowcrisisatKing’sBeach
Meanwhile, a major sewage overflow earlier this week forced the temporary closure of King’s Beach, one of Nelson Mandela Bay’s premier coastal destinations King’s Beach has been closed since Thursday, 18 September, after an overflow from sewage outlets below the railway line forced municipal officials to implement a precautionary health closure
Ward 2 Councillor Sean Tappan described the ongoing problems at Kings Beach as indicative of consistent failure, stating: “The sewage overflow has repeatedly flooded the parking area over the past year, and municipal explanations have been inconsistent ”
The crisis has had far-reaching consequences
for the local community, with multiple events either cancelled or severely affected The Splash Festival, several Parkrun events, and a large community walk involving 250 people have all been disrupted due to the recurring sewage issues Tappan’s own office has also been affected, suffering flood damage that required the replacement of carpets “This is totally unacceptable,” he said
Nelson Mandela Bay Municipality spokesperson, Sithembiso Soyaya, confirmed that King’s Beach remains temporarily closed to the public Last week, he explained why the closure was necessary
“During ongoing inspections, our teams discovered another collapsed sewer line within the harbour area Work is currently underway to unblock the sewer, and we are in the process of issuing an urgent order for its replacement Our teams are working as quickly and safely as possible to resolve the issue and restore access to the beach,” he said

A GQEBERHA mother, who lost her son and ex-husband in a double murder earlier this year, is appealing to the public for any information that may lead to the arrest and prosecution of the perpetrators
On Monday, 3 February, at approximately 11:00, Heinrich Minnie (47) and his son, Tiaan Minnie (26), were shot and killed at the Arlington Waste Facility in Victoria Drive, Walmer
A double murder case was opened at SAPS Walmer and is currently being investigated by the Eastern Cape Provincial Serious and Violent Crimes Investigation (SVCI) team Samantha van der Vyver, speaking to the
PE Express, said she believed her son and his father were deliberately executed
“It was definitely not a robbery, if you look at how many times they were shot,” she commented “I had to identify the bodies If you look at the number of times Tiaan was shot compared to those of his father, it was like an execution ”
She added that Heinrich was shot in the head and that his cell phone was stolen, while Tiaan’s phone was recovered at the scene
“My ex’s phone was switched on in June, and I informed the police investigator, but I don’t know if anything came of it ”
Minnie explained her frustration with the lack of updates regarding the investigation
“The police aren’t telling me much; at this stage, I don’t know what is happening ”

In an emotional interview, Van der Vyver shared that although there were three witnesses with her son and his father at the time of the murder, there has been no positive leads
“Tiaan and his father had three workers at the back of the bakkie at the time of the shooting They said there had been protest action or striking in front of Arlington Waste Facility that morning ”
She continued, “According to one witness the main gate was closed so they drove around the crowd to the back entrance They were apparently done and were about to leave when Heinrich checked one of the tyres and was removing the repair kit when the shooting happened ”
Heinrich was shot dead next to the vehicle while Tiaan was killed in the passenger seat
“Apparently there were two shooters who wore masks and were on foot ”
In her efforts to find more witnesses to come forward, Van der Vyver printed 200 posters and put them on streetlight poles last week
“Someone must know something or have seen something, especially if there had been protest action in the area on the day ”
She is asking anyone who remembers being at that location, who may have taken cell phone footage of the protest to come forward
“They may have footage of the killers’ faces or maybe footage of the bakkie trying to enter the waste facility Any footage of that day would be very helpful because the CCTV cameras were not working at the time ”
The family has since offered a reward of R6,000 for any information leading to the successful arrest and prosecution of those responsible for the murders
Minnie is pleading with any witnesses to come forward in the hope of achieving justice for her son and his father

Anyone with information that could assist the police with this investigation is urged to contact the Provincial SVCI investigator, Warrant Officer John Lourens, at 071 352 4706 or 08600 10111 Tip-offs will remain anonymous SAPS was approached for an update on the case but had not responded at the time of going to print
OPPOSITION councillors staged a sitin protest at City Hall, demanding urgent intervention from the Acting City Manager to resolve an outstanding telecommunications debt of over R9 million that has left Nelson Mandela Bay residents unable to access essential municipal services
The sit-in on Thursday, 25 September, was posted on social media by Ward 7 Councillor Brendon Pegram, who described the outstanding debt as a fundamental failure
According to Pegram, the unpaid telecommunications bill has resulted in severe service disruptions, with residents unable to contact municipal call centres or ward offices
“It’s time for accountability and today, we’ll be demanding it,” said Pegram He further described the situation as “utterly appalling”
“They owe the telecommunication supplier just over R 9 million These are the issues that keep investors out of our city "
Meanwhile, Ward 2 Councillor Sean Tappan highlighted the direct impact on residents, stating that “residents can’t contact the call centre nor the ward office due to a dispute over the non-payment of a R9m bill ”
Responding to questions, Nelson Mandela Bay Municipality Spokesperson, Sithembiso Soyaya, confirmed that municipal telephone lines are currently down due to an outstanding debt
“The Nelson Mandela Bay Municipality confirms that the outstanding telephone account currently stands at approximately R9 million
“As a result, services have been suspended and the Municipality's land-
line system is presently inaccessible to the public ”
Soyaya added that a due diligence process is underway to verify the account in full before payment is affected
“As a responsible organ of state, the Municipality is required to manage public resources in strict compliance with the Municipal Finance Management Act (MFMA) and related regulations,” he commented “This ensures that the Municipality settles only for services duly rendered and that every cent of ratepayers’ money is accounted for responsibly ”
Questioned on when the account arrears are expected to be paid, Soyaya said the Municipality plans to finalise the matter swiftly
“The account will be paid once the verification process has been concluded and the Municipality remains committed to finalising this matter as swiftly as possible while upholding sound financial governance,” he said
“The Nelson Mandela Bay Municipality regrets the inconvenience caused to residents and stakeholders and wishes to assure the public that restoring full telephone services is being prioritised ”
In the interim, residents and stakeholders are encouraged to use the following alternative channels to access municipal services:
• The official website: www nelsonmandelabay gov za
• The Municipality's official mobile app Customer Care email: customercare@mandelametro.gov za
• Walk-in Customer Care Centres across the Metro
• Ward Councillor offices for direct community support

A RESTORED heritage site offering panoramic views of Nelson Mandela Bay officially opened to the public on Tuesday, 23 September, marking the culmination of extensive restoration work at the former St Peter’s Anglican Church in South End
Located in the historic heart of South End in Gqeberha, the site houses the ruins of the former St Peter’s Anglican Church, which serve as a lasting reminder for generations of families and their descendants
The ceremonial opening was attended by stakeholders representing generations who once lived in the area, as well as national and local government representatives, civil society leaders, and community members celebrating South End’s legacy and St Peter’s role as a cornerstone of its community
National Minister of Sport, Recreation, Arts and Culture, Gayton McKenzie, delivered the keynote address, emphasising the site’s significance as a symbol of resilience and collective memory
“The story of St Peter’s Rainbow Village is not just about a place; it is about the enduring spirit of a people,
their resilience in the face of adversity, and the power of collective memory to connect generations across time,” McKenzie told the gathering
“This village forms an integral part of our nation’s rich tapestry, reminding us not only of the painful chapters of our past but also of our enduring hope for a future grounded in the values of Ubuntu ” McKenzie elaborated on Ubuntu as a guiding principle, calling on South Africans to acknowledge one another’s humanity
“Ubuntu teaches us that our very being is interconnected with the lives of those around us,” he stated, reflecting on the site’s transformation
“From pain, we have created hope What was once a space marked by hardship and loss, we have transformed into a site of meaning, pride, and inspiration St Peter’s Rainbow Village stands as a testament to resilience, memory, and renewal a place where history is honoured, communities are celebrated, and future generations may gather, reflect and be uplifted ”
The Restoration’s Human Dimension
Deputy Executive Mayor of Nelson Mandela Bay Municipality, Gary van Niekerk, highlighted the personal significance of the restoration project
“St Peter’s Rainbow Village is not only about bricks, history, or preservation – it is about people,” van Niekerk said “It is about honouring the lives and stories of those who walked these streets, worshipped in this church, and built a community of love and respect despite the barriers imposed upon them ”
He described the site as serving a dual purpose:
“This village is both a memorial and a promise a memorial to the sacrifices of the past, and a promise to future generations that unity, dignity, and belonging will always have a home here ”
In closing his address, van Niekerk reminded visitors of the responsibility that comes with the site “Let it remind us of our duty – to remember, to honour, and to build a future that is inclusive, compassionate, and united May this village continue to uplift our city, connect our people, and preserve the stories that must never be forgotten ”

15:00.

The history of South End is defined by a once-united, multi-racial community that fell victim to the forced removals of the 1960s The project forms part of the MBDA’s (Mandela Bay Development Agency) ongoing commitment to human-centred urban renewal that honours the city’s history
The restoration included structural rehabilitation, landscaping, and the creation of public amenities designed to ensure inclusive use
Special care was taken to preserve the architectural character of the original building, while introducing new features such as a viewing deck, seating area and a small amphitheatre
“This is a place where history meets hope,” said Anele Qaba, Chief Executive Officer of the MBDA “St Peter’s Rainbow Village is a testament to what’s possible when we invest in spaces that bring people together ”
Qaba added that the site would offer visitors a unique opportunity to explore and appreciate the history that binds many communities in Nelson Mandela Bay Its restoration ensures the preservation of South
COCO Hendricks, a 25-year-old drag performer from the northern areas of Gqeberha, is set to compete in the Mr & Miss Sovereign Western Cape pageant this November, bringing with her a story of extraordinary resilience and unwavering determination to amplify the voices of South Africa’s most vulnerable communities
Growing up in the gun-ridden neighbourhood of Bethelsdorp, Hendricks discovered her creative foundation at Triomf Primary School, where she became one of the first boy drum majorettes
“I think that set the foundation for my creativity,” Hendricks recalled “I was really involved in theatre and drama, so that is where all the creativity came from ” Her journey into pageantry, however, has been marked by significant challenges Whilst working at a cosmetics store, Hendricks reportedly faced workplace discrimination, highlighting the complex realities encountered by transgender individuals in South Africa
Required to dress femininely for work but asked to use male facilities, she was allegedly escorted out of workplace bathrooms twice –one of many barriers faced by the LGBTQIA+ community, she added The turning point came five years
ago when Hendricks was diagnosed with a serious brain infection that caused migraine-induced seizures
“After the diagnosis, I was like, YOLO (You Only Live Once) and that was a huge scare for me –that I could die at any time,” she explained The life-threatening diagnosis prompted her resignation from work and eventual move to Cape Town in February, where she has pursued pageantry as both a personal expression and an advocacy platform
“What I always do with pageantry is not to win but to leave a mark, to be memorable, and to make those who feel unseen be seen,” Hendricks stated, articulating a philosophy that extends far beyond competition Since entering the pageant circuit in 2019 with Miss Gay Eastern Cape, Hendricks has consistently been placed as first runner-up in major competitions
Her participation in events like Miss Men In Drag and Battle of the Sexes 2020 has firmly established her within the close-knit drag community, where success often serves as a stepping stone to prestigious national competitions such as Miss Drag SA in Johannesburg
The path to pageantry excellence requires considerable financial investment, however, and Hendricks has largely self-funded her participation whilst navigating employ-
ment challenges
Additional obstacles emerged earlier this year when hormone treatment and other medications for transgender women were restricted due to US policy changes, temporarily halting her transition journey
“Even through it all, I’m still going to do what I intend to,” Hendricks maintained, embodying the resilience that has defined her approach to both personal and professional challenges
Her advocacy extends beyond individual achievement to broader community representation
Growing up in areas plagued by gangsterism and violence, Hendricks has been robbed multiple times but refuses to be silenced
“It’s always been a fight moment and never a flight moment,” she explained “If I can stand up on stage, then anyone else should be able to and I kind of represent a minority that doesn’t speak out ”
This representation feels particularly crucial, given what Hendricks described as inadequate support for the queer community Her platform aims to challenge these limitations whilst creating visibility for those who might otherwise remain marginalised As pageant season intensifies across the Western Cape – with local competitions in Overbaakens and Walmer paving the way for major events – Hendricks,
End’s legacy
“By preserving the legacy of St Peter’s, we keep the vision of unity alive, inspire pride, and foster a deeper connection to our cultural heritage ”
The ceremonial opening marked the culmination of extensive restoration work that has transformed the former St Peter’s Anglican Church site into a community space honouring the memory of South End’s displaced residents while creating new opportunities for unity and reflection
Walkways throughout the site provide opportunities for guided tours celebrating South End’s vibrant history and culture An on-site kiosk offers coffee and refreshments to visitors Designed as an outdoor event space, it can accommodate between 50 and 100 people
St Peter’s Rainbow Village is open to the public on weekdays from 08:00 to 16:00, and on Saturdays and public holidays from 10:00 to 15:00
The village welcomes walking clubs, families, schools, and social groups to explore its tranquil walkways, offering a safe and inviting environment for informal gatherings, educational visits and cultural programming

prepares for her departure to Cape Town on 26 September
The Mr & Miss Sovereign Western Cape competition, scheduled for 1 November, represents not merely personal ambition but also an opportunity to advocate for broader social change
“With us, we say drag is an armour because what you put on is how you show up to the world,” Hendricks reflected, capturing both the transformative power of perfor-
mance and the protective strength required to navigate a world that often fails to recognise or support LGBTQIA+ individuals
Those wishing to support Hendricks fundraising efforts for pageant participation costs, which include transport fees, outfits, hair and beauty expenses, may contact her via WhatsApp at 073 125 9947 or email cocohendricks007@gmail com

OCTOBER is another action-packed racing month at Fairview, starting with a meeting today on the poly surface at the Greenbushes venue
The first of the eight races is off at 12:30, and it will be competitive and exciting racing throughout the day
Today's meeting is the first of six meetings this month
Three big races coming up in October are the Cradock Place Stakes (this Friday), the third and final leg of the Nelson Mandela Racing East Cape Poly Challenge, and Algoa Cup Day
The third leg of the Poly Challenge has become even more significant after this past Friday’s second leg
Mercantour has a huge chance of winning all three legs of the Challenge and securing the bonus of R250,000 for his connections
The six-year-old gelding won the first leg over 1200 m last month and was an easy winner of the second leg over 1400m this past Friday
He has now won ten races from 38
SELBY MADIKANE
starts, but has yet to win beyond the 1400 m This means that the R175,000 third leg over 1600m could be a bit of a challenge for Mercantour and his jockey, Richard Fourie
Fourie acknowledged that the pressure will be on him to produce another winning ride in the final leg, the feature race at the meeting on October 17
He suggested that riding tactics will have to be adjusted, but added he is confident that Mercantour would have no problems handling the 1600m
If Mercantour does win all three legs, he will become only the second horse to do that The Cape Town horse, King Regent, was the first
The Poly Challenge was introduced in 2016 after the track was installed in 2013 on the inside of the Fairview Turf track
If Mercantour fails to win the final leg, he will pick up the consolation bonus of R50,000 for the best-performing horse in the Challenge It is not easy to win three races
over three different distances in eight weeks on the poly, but the East Cape champion trainer, Alan Greeff, feels there is enough time to get Mercantour ready for the final leg
Fourie is based in Cape Town, but is a regular at the Fairview meetings and is the regular jockey of Mercantour
At the Fairview stables, it is local jockey, Kendall Minnie, who does the preparation with Mercantour on the practice tracks
That’s why this past Friday’s meeting was also a special one for Minnie, who won two of the other races
“He is one of the unsung heroes who do the donkey work at the stables,” Greeff said when he congratulated Minnie on his victories on Hair Trigger and Beechamwood Boy
“It was a great day for me I only had two rides on the day, and they both won It was special to have my family with me at the track as it was the first birthday of my daughter, Kataleya Aurora,” Minnie said after riding the double
