Cape Amalgamated Taxi Association (Cata) president Siviwe Kiva (42) appeared in the Paarl Magistrates’Court on Monday (1 June), in connection with amurdercase stemming from an incident in 2023.

According to Eric Ntabazalila, communicationsmanager for the National Prosecuting Authority (NPA) in the Western Cape, Kiva appeared on achargeofpremeditated murder.

However, attorneys WilliamFullard andBernard CoetzeeofMathewson Gess Attorneys in Cape Town,who form part of Kiva's legal team, disputed this description.

They said the matter relates to charges of murderand conspiracy to commit murder and indicated that it could either be a schedule 5or6bail application.

The charges allegedly arise from claims that Kivainstructed hitmen between

court remandingKiva in custodyuntil his next appearance today (4 June).

Security was visibly heightened inside the courtroom, withmembers of theSouth African PoliceService'sWestern Cape TacticalResponse Team, an elite unit tasked with combating violent crime, in attendance.

Kiva wasarrested in Ngcobointhe Eastern Cape on May 7soon afterthe Magistrates’ Court in this town withdrew a murder charge against him.

Kivawas then brought from to Cape Town andhas been in custodysince 21 May.

His first appearance in this case in Wynberg was on May 11, and he then appeared for the first time in the Paarl Magistrates’ Court on 13 May.

BAILGRANTEDINWYNBERGMATTER

Kiva's appearance in Paarl comes against the backdropofaseparate criminal case in which he was granted R30 000 bail by the

case, Kivaremained behind bars because of thepending murder proceedings in Paarl.

As part of thebail conditions imposed in theWynberg matter, Kivawas ordered to attend all future court appearances until thecase is finalised.

"Hewas also ordered not to haveany contact withstate witnesses, either directly or indirectly,pending thefinalisation of thematter," Ntabazalilapreviously told NovaNews."

In addition, he must report to Table View Police Station four times aweek on Mondays, Wednesdays, Fridays and Sundays between 10:00 and 17:00."

The court further ordered that Kiva reside at an address in Leadville Way,Sunningdale, CapeTown, for theduration of that case. However, he remains in custody pending theoutcome of his bail application in thePaarl matter. He is set to appear in theWynberg Magistrates’ Court again on Monday (8 June).

Municipalitytables largest budget

Drakenstein Municipality (DM) has tabled its largest funded budget to date, withaR4.5 billion spendingplan focused on infrastructure upgrades, housing projects, economic development and support for vulnerableresidents during its recent budget speech on 27 May.

The budget comprises aR3.9billion operating budget anda R569million capital budget. AccordingtoDMmayor Stephen Korabie, Drakenstein'seconomy continues to growdespite broadereconomic challenges, driven by ongoingcommercial and residentialdevelopmentacross the municipality

TARIFFINCREASES

Drakenstein residents will facetariff increasesinthe 2026-'27 financial year, with property rates increasingby3.7%,water, refuse removal and sanitationtariffs by 4.5%, andelectricity tariffs by an average of 6.3%.

Korabie saidthe water tariff increase was lower thaninitiallyanticipateddue to asmaller-than-expectedincrease in bulk water purchase costsfrom theCityofCape Town.

Paarl Post reached outto thePaarl Ratepayers’Association, regarding the tarrif increases, but didnot receive comment.

DEVELOPMENTS

Korabie highlighted several major commercial and residential developments across the municipality,includingthe recently completed Winelands Square and Parelbergshoppingcentres, Alleman Square, extensions to Paarl Mall andthe plannedCecilia Junction retail development.

He also pointedtoongoing residential developmentssuch as HuguenotEstate, Zanddrift Estate, FirwoodsEstateand Le Boutonne Estate, as well as infrastructure work at the Fraaigelegen Precinct, which is expected to unlock 1400 residential units.

According to the mayor, continued private-sector investmentisreflectedin development activity, with 1336 building plansworth approximatelyR2.92billion approvedbetween July 2025 andMay 2026. According to Hanno Koen, principal of Greeff Christie’s International Real Estate in Paarl, well-planned growthhas historically hadapositive impact onproperty valuesinthe area.

“New residential estates, mixed-use developmentsand commercial investmentsoften improve infrastructure,createemployment opportunities and enhance theoverall appealofanarea,” he said.“The broader trend in Paarlhas beenone ofsteady propertyvalue growth, supported by strong demandand limited availabilityofquality housing in establishedareas.” Koen said the town continuestoattract

stronginterest from both buyers andinvestors,particularly from larger metros.

“People are looking for abetter quality of life, goodschools, access to nature anda more manageable cost of living. Investors continue to view Paarl as an attractive market due to its strong rental demand, growingpopulation andongoingeconomic development.”

While some residents have raisedconcerns about the pace of development and its impactonPaarl’s rural character, Koen believes growth and preservation cancoexist.

“These concerns are understandable and should notbedismissed. Paarl’s unique character, naturalbeauty andagricultural heritage are amongits greatest assets.

As thetowngrows, careful planning becomes increasingly important to ensure that development is sustainable andthat infrastructure keeps pace with population growth.” He addedthatcurrent demand appears strong enoughtoabsorb the growing housing supply.

“Developments are catering to different market segments, ranging from first-time buyers toluxury estate living. While certain sectors may occasionally experience temporary increases in supply, there is currently little evidence of asignificant oversupplyacross the broader market.”

Lookingahead, Koen remains optimistic about the local property market.

“The area benefits from adiversified economy, excellenteducational institutions, proximity toCape Town,astrong lifestyle offering and ongoing private-sector investment.Provided infrastructure investment keeps pace with development, Paarl is well positioned to remain oneofthe Western Cape’s most sought-after property markets.”

INFRASTRUCTURESPENDINGDOMINATES BUDGET

Alarge portion of the new budget has been allocated to bulk infrastructure and service delivery projects.

Water andsanitation projects will receive R289 million during thecoming financialyear, including R250million for the rehabilitation andupgrading of thePaarl Wastewater Treatment Works.

Additional allocations include:

•R20.4million for upgrading water networks and bulk water meters;

•R6million for replacing and upgrading sewerage networks;

•R6million for upgrading services in informal settlements, and

•R4.6 million for equipment replacement at the WellingtonWastewater Treatment Works.

Themunicipality also confirmed that work is continuing on the R1.4 billion BudgetFacility for Infrastructure (BFI) grant project awarded by National Treasury to upgrade Drakenstein’s bulk sewerage network and treatment capacity.

Korabie described the grant as asign of confidence in the municipality’sability to manage andspend large-scaleinfrastructure budgets effectively.

Electricity infrastructureprojects will receive R92.3 million,including funding for:

•anew 11kV Vlakkeland switching station;network upgrades;

•streetlight projects;

•electrification of informal settlements, andupgrades to the municipality’s electricity management system

Roads andstormwater infrastructure has been allocated R39.8 million, including:

•R18.3million for road resealing;

•R10.4million for planning upgrades to

thePaarl TaxiRank;

•R6million for stormwater refurbishment projects, and funding for traffic calming, sidewalks and traffic lights.

HOUSINGANDCOMMUNITYPROJECTS

Housing and urbanisation management featured prominently in thespeech, with Korabie acknowledging increasing pressure caused by urban migration and growing numbers of backyard dwellers.

Agrant allocation of R35.7 million has been awarded for housing projectsduring 2026/2027, withmuch of thefunding earmarked for theSimondium Housing Development

The municipalityhas also budgeted:

•R13 million for engineering services at theLover’sLane informal settlement;

•R10 million for maintenance and repairs to municipal rental stock, and continued investment in theVlakkeland Housing Project, where 755 houses havealready been completed and occupied

Korabie further announced that approximately 603 Expanded Public Works Programme (EPWP) jobopportunities would be created at aprojected cost of R21.6 million.

The programme willfocus on refuse removal, cleaning projects, stormwater maintenance, public safety initiatives and maintenance of public spaces.

ICCCRICKETWORLDCUP

Korabie revealed that Drakenstein, in partnership withBoland Cricket,had been selected as one of eight host cities for the 2027 ICC Cricket World Cup.

The municipalityhas allocated R11 million toward sport facilities, parksand cemetery infrastructure during the2026/2027 financial year.

Projects includeupgrades to theMbekweni Band Csoccer fields, Die Kraal sports facility, David Samaai tennis courtsand swimming pools in Gouda and Hermon. The NieuwedriftCemetery project will also continue, withfurther burial space, roadsand ablution facilities planned.

Communitydevelopment and poverty relief formed another keypillar of the budget speech, with Korabie announcing theopening of three new soup kitchens in Wards 12, 16 and 32.

This brings thetotal number of municipal-supported soup kitchens in Drakenstein to 22.

Korabie described theinitiative as “compassion in action”, saying theprogramme was aimed at supporting vulnerableresidentswhile reinforcing dignityand shared communityresponsibility.

The municipalityalso committeditself to ongoing interventions addressing gender-based violence, homelessness, substance abuse and youthsupport programmes.

wat Wilsontoegestaan het.

Die staat het egter sy beswaarlaat aanteken en aangevoer dathynie aan dieverrigtinge kandeelneem nie omdat “enige voortsetting van die saak ’n billike verhoor sal belemmer”.

Rochert het sy ondervraging van Pegram voortgesit en gevraofkringtelevisiebeeldmateriaal van die studentehuistoon datdie klaer ná die beweerde verkragting anderklere aangehad het toe sy die tweebeskuldigdes by die woning uitlaat as toesysaam methulle daar aangekom het.

2027 school admissions processisstill in its earlystages

Parents whose childrenwerenot offeredplacements at their preferred schools for the 2027 academicyear are being urged to remain patient, as the Western Cape Education Department (WCED) saysthe admissions process is still in its early stages and manyplacements are expected to change in the comingweeks.

Theoutcomes of on-time online admissions applications for Grade R, Grade1 and Grade 8learners weremade available on the WCED's online admissions

system last week.

Whilemanyparents have already receivedplacement offers,others have expressed disappointment after their children were either not offered aplace at any of the schoolsthey applied to or were placedatschoolsthatwere not their firstchoice. According to Hammond, schools determine the outcome of admissions applications in line with their own admissions policies.

"The Western Cape Education Department (WCED) does not determine the outcomeofapplications to aschool," she explained.

One of the factors affectingplacement availability is that manylearnersreceive offers from more thanone school. Hammond says that at the stage when

admissionsoutcomes arefirst released, asubstantial numberoflearnersare effectively occupying multiple places on the system

"For example,lastyear, over40000 learnershad multiple successfuloutcomes at various schools andwereinitially 'double parked'onthe system. Harassment case at NOrleans Sec

The mother of alearner at New Orleans Secondary in Paarl is demanding answers afterher daughter, in Grade 9there, informed her afellowlearner had sexually harassed herand four other girlsofthe same grade at the school.

The incidents havesparked concern, one mother claiming the school had failed to informthe families in question properly about the incidents and did not follow the correct protocols in handling the matter.

“I picked my daughter up from school on Thursday 7May,”the motherrelated to PaarlPost.“She askedme, ‘Mommy, do you knowwhat happened at school today? Thereisthis boy who grabbed me by the neck and kissed me by force.’ Ilistened to this story.”She cannotbenamedbecause her daughter is aminor.

“My daughter further said, ‘I told the teacher who then wenttothe office,and the principal shoutedatthe boy because it wasn’t the first timehehad done it.’ Afterwards witnesses were called and relayed the incident in the staff room,and the principal asked the girls if they wanted to involve the police. Being [young]girls they didn’tknow what to do. This was their first such experience. The principal said if they opened acase against the boy he could also open acase against them, because after he had choked and kissed my daughter she pushedhim away. So now it’s almost down to her caseagainst his.”

According to the mother shefelt the principal wasprotecting the accused Grade 10 boy. She alleged parents of the girls involved had not beenformally notified of the incidents.On8 May the mother visited the school to speak to the principal.

MOTHERNOTSATISFIED

Not satisfied with this, the mother visited the Western Cape Education Department (WCED) office in Paarl, where she met with asocial worker who,during the meeting, contactedthe principal to question why the matter had not yetbeen reported to thedepartment.

What angered the motherfurther was

thegirls’ instruction by the school,without the parents’ knowledge, to remainbehind until 18:00 to provide statements as “witnesses" rather than “victims”. Themother found out on the day, when her daughter contactedher from someone else’sphone. She nowaccusedthe principal of attemptingto“sweep the matter under thecarpet” by initiating an internal investigation, which apparently was being led by ateacher atthe school.

Fearing for her daughter’ssafetythe mother said shehad since opened acaseof sexual harassment with Paarl East police Soon afterwards ateacher contactedher to inform herthe boy’sparents wanted ameeting on the matter. She hadn’t yet responded to their request.

In response to an enquiry from Paarl Post WCED spokesperson BronaghHammondconfirmedthe departmentwas aware of the allegationsand the matter was receiving attention.

“The Western Cape Education Department [WCED] takes all allegations of sexual misconduct involving learners extremely seriously. We canconfirm the matter has been brought to the attentionof thedepartment. It hasalso been referred to the relevant circuit socialworker, whohas already engagedwith the affectedfamily.

“Immediate support andprecautionary measures have been put in place at the schoolto safeguard all learners involved.”

Hammond also confirmed thatthe department is aware of the concerns raised regarding communicationwith parents and the processes followed at school level.

She said these concerns were being taken seriously. “It is important to note that where allegationsofaserious nature arise schools are expected to follow established child-protection andreporting protocols, including the Abuse No More Protocol

“The department will assess compliance withthese requirements as part of its review. Weare also aware thatthe matter hasreportedly been referred to the South AfricanPolice Service. In such cases the department will cooperate fully with any externalinvestigation while ensuring internalprocesses proceeded in accordance withpolicyand due process.”

Hammond added the circuit manager would engage with the school regarding the protocols observed and whether they were in line with WCED policy.

An enquiry was sent to the police with the case number, but they hadnot provided feedback at the time of publishing

OldPnP app compromised

Retail giantPick nPay has warned customers that personal information linked to an on-demandgrocery app may havebeen compromisedina recently identified data breach, and customers can rest assured it has been replaced by anew one.

In astatement issued on Thursday evening (28 May) it said the breach related to an earlier version of its on-demand platform, previously known as Bottles and later as Pick nPay asap!, which has since been replaced.

According to the retailer theaffected records, which date back to 2022, were only recently discovered online. It said it was contacting all customers who registered on the olderapp in or before 2022, as their information "may have been affected."

Thecompromiseddataset may include customers' names, contact details, dates of birth, delivery addresses, encrypted passwords andlinked Smart Shopper numbers. Thename on payment cards, thecard type, the last four digits and expiry dates were also included.

However, Pick nPay stressed that full card numbers and CVV security codes were never stored on the system.

"This meansthe leaked data cannot be used to makefraudulent transactions on customercards."

Thecompanyadded that its current Pick nPay asap! andSmart Shopper platform operate on acompletely separatesystem andwere notaffected by the incident.

Pick nPay warned that although direct card fraud is unlikely criminals coulduse theexposed information in phishing scams or social-engineering attempts.

"In practice, this means you may be contacted by someone pretending to be from your bank or from Pick nPay,using personal details to sound convincing, in an attempt to obtain money,passwords or onetimePINs," thestatement read.

Customers havebeen urged to remain cautious of suspicious calls, emailsormessages that reference personal information. The retailer also advised users to change passwords on any other services where the same password may havebeen used Pick nPay said it has launched afull forensic investigation withanindependent cybersecurityfirm and is engaging with theInformation Regulator and law-enforcement authorities.

The retailer further stated it was reviewing and strengthening theway it managed and retained historical customer data. A dedicated support channel has also been established foraffected customers.

"We sincerely apologise for what has happened and understand theconcern this may have caused," said Enrico Ferigolli, Pick nPay's online executivehead.Please be assured that we are treating this matter withthe utmost seriousness and are actively implementing additional measures to optimise and strengthen our security protocols."
