The 879ha stretch of land surrounding the Berg River Dam in Franschhoek has been leased to the Berg River Dam Adventure Tourism Company (BRDATC), which is currently upgrading the area for outdoor recreation.

The lease has sparked public concern, particularly at a meeting held on 3 November, where some residents argued that the land should remain untouched by construction or other interventions

Reghard Goussard, director of the BRDATC, told residents that the lease presented an opportunity to make the area safer, as access would be monitored and controlled

According to Wisane Mavasa, national spokesperson for the Department of Water and Sanitation (DWS), the land surrounding the dam “is registered in the name of the National Government of South Africa and is in favour in the DWS”

He said the lease of the land to BRDATC is currently “under re-review by the department to exclude departmental infrastructure such as buildings and operating facilities”

The lease is valid for nine years and 11 months from 28 February 2024, with no extension option or automatic renewal clause

Goussard told Paarl Post that BRDATC began its lease application in 2020 and “started executing [their] lease condition in March of this year ”

The broader development around the Berg River Dam is branded as “ARC of Franschhoek”, an acronym for Architectural Regeneration Collective, a creative nod to Noah’s Ark, he explained “The purpose of the lease [to BRDATC] is to provide opportunities for recreational activities to the community and/or visitors in the area concerned,” Mavasa said, “and provide access to the dam for the purpose of picnicking, participation in water sports and recreation ”

DEVELOPMENTPLANS

Goussard said progress was ongoing across multiple fronts on the land around the Berg River Dam Key activities include: Repair of existing fencing and access control infrastructure;

Restoration and repurposing of gates and security installations with closed-circuit television (CCTV) and access management; Removal of derelict and unsafe structures and signage;

Upgrading of access roads in consultation with the necessary governing bodies; Preparation for the refurbishment of Bell’s Lodge (pending vacancy); Implementation of a site-development plan (SDP), including environmental assessments, water-use licensing and approvals for a small-scale sewage treatment system, rock pools, and upgraded slipway access; and

Closure of unauthorised access routes and infrastructure repairs to the dam wall, pending DWS and Department of Public Works (DPW) assistance

According to Mavasa the lease did not go through a public-participation process, being an “unsolicited bid for a tourist lease”, as Goussard described it at the public meeting

At the same meeting additional development plans were shared, including upgrades to the multi-use trails, the possible establishment of a restaurant and the addition of camping or glamping sites as well as a designated area for launching boats into the dam The site will still be dog-friendly, Goussard said

He told Paarl Post that the BRDATC had not yet finalised entrance fees for the area that is currently being fenced off Goussard added the company “did not apply for the lease of the land to make profit,” but added that accommodation plans would likely help sustain the project financially

Currently access to the area is still unregulated, but “there will come a day” when it changes as BRDATC is currently in the process of finalising access control

COMMUNITYINVOLVEMENT

The project has already created employment for 12 local residents from Mooiwater with the aim of expanding to 20 by November 2025 through the “Community Participation Programme (CPP)” outlined in the lease addendum between DWS and BRDATC, Goussard said

Additionally, a Mooiwater resident has been appointed as a director of the non-profit company (NPC) SA Trails Network, which has been contracted to up-

grade the 66 km multi-use trails around the Berg River Dam Goussard is the founder of this NPC

“Trail infrastructure such as signage, trailheads, rest points and accessibility upgrades will also be undertaken,” according to Goussard, "while the trail design will prioritise water conservation awareness and biodiversity education Alien vegetation clearing and ecological rehabilitation work will also be undertaken Long-term ecological monitoring of the area will be undertaken under Cape Nature’s oversight ”

SA Trails Network expects to create eight to 15 full-time jobs in trail management and more than 50 seasonal jobs The upgraded trail system is expected to be completed by the third quarter of 2026, with the NPC anticipating a 40–50% increase in visitation within a year of its launch

The Franschhoek Wine Valley (FWV), the local tourism organisation, has announced its conditional support for the project

“FWV supports the foundational principles of the BRDATC project and acknowledges the potential value it holds for the region,” said Ruth Mccourt, the chief executive officer of the FWV “Our support is conditional on mutual agreement and ongoing alignment with community interests, as outlined in our recent communication with the leaseholder FWV has committed to serving as a communications bridge, ensuring clear, consistent messaging and fostering trust across all stakeholder groups ”

New hub impacts

Impact Hub, a global network of more than 130 hubs in 70 countries, was launched officially in the Cape Winelands, the first Impact Hub in the Western Cape and the second in South Africa.

The new hub aims to create an enabling environment for entrepreneurs seeking to make a difference in their communities, connecting them to government, academia, business and civil society to co-create solutions to some of South Africa's most pressing challenges

“Those closest to the societal challenges are also closest to the solutions,” Marli Goussard, CEO of Impact Hub Cape Winelands, pointed out. “Our role is to equip, connect and support local impact entrepreneurs and organisations so solutions are not only designed by and for communities, but owned by them, meaning they benefit economically, not merely socially.”

BRIDGINGSPHERES

When communities help create and own the solutions to their challenges, they’re not only more empowered and invested in making them work, but local ideas lead to practical, lasting change because they draw on real knowledge of what’s needed, Goussard explains. “This builds trust, strengthens community ties, and results in local initiatives that are more effective and fairer than solutions imposed from outside.”

Unlike traditional entrepreneurship incubators, Impact Hub Cape Winelands bridges academic research, policy influence and grassroots impact entrepreneurship.

The focus is on community-owned impact businesses, which Goussard explains means Impact Hub will support many small but meaningful ventures that are owned by local community members seeking to create change in their locality rather than chasing the next “unicorn” (a privately held start-up business with a valuation of $1 billion or more).

LOCATIONEXPLAINED

Goussard pointed out that Stellenbosch and the wider Cape Winelands represent one of the starkest contrasts between wealth and poverty in the world SA contends with some of the world’s highest levels of inequality, measured by the widely used Gini index. This inequality is manifested in skewed income distribution, unequal access to opportunities, and regional disparities.

While the Western Cape’s Gini coefficient, a measure of income inequality, is lower than the national average of 0.68, it remains among the highest in the world. The province’s per capita income and household expenditure data reveal deep spatial inequality and stark wealth disparities across racial lines, making it second only to Gauteng in terms of inequality, according to the Western Cape Government’s 2023 Socio-Economic Profile.

Income inequality has also risen in the Cape Winelands district, where historic inequities and apartheid-era spatial dynamics have concentrated wealth in towns such as Stellenbosch, Paarl and Franschhoek. Nationally, the top 10%

of individuals own 86% of South Africa’s aggregate wealth, while in the Cape Winelands, 50,3% of the region’s population of just over 900 000 people live below the upper poverty line.

With a history of partnering for impact and unique strengths, the region also brings together world-class academic institutions, leading local businesses, and local, under-resourced communities with incredible potential, making it an ideal place to test new models for impact and inclusive growth.

PRACTICALEXAMPLES

While Impact Hub Cape Winelands has only just launched it’s already working with Fix Forward, an NGO that helps building-trade graduates from TVET colleges to build a business. Through this partnership it is exploring a circular-economy project alongside Stellenbosch University, teaching small building contractors to turn construction and mining waste into proven alternatives to cement, enabling local entrepreneurs to build sustainable livelihoods while protecting the environment.

Goussard said improving access to community health care is a priority for Impact Hub Cape Winelands over the next three years, so future projects may, for example, include training and equipping local health workers with simple diagnostic tools to run micro-enterprises that provide affordable healthcare directly in their communities.

CREATINGAN‘IMPACTECOSYSTEM’

Impact Hub Cape Winelands is inviting engagement from a broad range of stakeholders, including:

• government: to help design policies and local economic development plans that make it easier for local impact entrepreneurs to thrive;

• universities and colleges: to bring impact innovation into teaching and research and co-develop ideas and prototypes with local communities;

• non-profits: to find ways of unlocking economic value in the communities they serve, developing impact franchising opportunities for local impact entrepreneurs;

• businesses: to support local suppliers, build local partnerships, and make their B-BBEE spending count through enterprise and supplier development;

• entrepreneurs and students: to join training programmes, access support, and connect with other like-minded impact makers driving change; and funders: to provide patient, long-term funding and help measure what really makes a difference.

Plans are also underway to establish a dedicated Impact Hub space in Stellenbosch, creating a physical home for incubation, collaboration, and community building.

For us success will be a thriving ecosystem of small, locally owned ventures in the Cape Winelands and beyond,” said Goussard, “creating economic activity and dignity in vulnerable communities, supported by academia, government and business.”

Speurder ‘nie by volle verstand’

Jana Scheepers

D’stein prison head off to Pollsmoor

The former head of Drakenstein Correctional Centre outside Paarl who faced allegations of abuse of power, malfeasance and fruitless and wasteful expenditure has now been appointed the new Area Commissioner of Pollsmoor, Cape Town’s notorious maximum-security prison.

Ntomboxolo Kungune, at the formal swearing-in-ceremony on Monday (3 November), was also pinned with the insignia of Deputy Commissioner by National Commissioner Makgothi Thobakgale

“This ceremonial event marks her ascension to the pivotal role of Area Commissioner for the Pollsmoor Management Area in the Western Cape Region

“Having previously steered the Drakenstein Management Area with distinction, Ms Kungune now brings her proven expertise and visionary leadership to one of the region's most critical correctional facilities," the Department of Correctional Services said in a statement, heralding a new chapter for Pollsmoor.

In February last year Paarl Post reported on the shocking allegations levelled against her

A group of wardens in January last year wrote a letter to the then-Minister of Correctional Services, Ronald Lamola, levelling the above-mentioned accusations against Kungune

The allegations ranged from administrative to housing complaints

Officials accused Kungune of abusing

her authority by removing competent staff who disagree with her and replacing them with junior, compliant officials

HIGH NUMBER SUSPENDED She is alleged to have suspended

an unusually high number of staff –double the amount recorded over the previous five years – and treating the misconduct of her close associates leniently while harshly disciplining others Kungune’s leadership style was described as autocratic and intimidating

She was further accused of dismantling the housing committee that allocated staff accommodation within the prison precincts and personally assigned houses to favoured officials, disregarding established criteria

Some families were allegedly evicted unfairly

DISMISSES COMPLAINTS

Kungune reportedly renovated a departmental house without approval from Public Works, which funded the changes, and the house now stands vacant

The wardens also made allegations, that the prison’s abattoir, which supplies meat to correctional facilities nationwide, was in disarray

They claimed that experienced staff were replaced by untrained workers, causing severe production delays and inefficiencies

Chickens and pigs are kept far beyond normal slaughtering ages, increasing feed costs and driving production prices up

Last week, while still heading Drakenstein, the Department of Correctional Services confirmed it was aware of the allegations in question

“These allegations were previously brought to the department’s attention,” said department spokesperson Singabakho Nxumalo “The claims were thoroughly assessed and found to have no basis

“Accordingly, there is no internal investigation currently underway against the Area Commissioner of Drakenstein

“The department therefore dismisses the renewed allegations as unfounded and reiterates that the matter has been dealt with in full ”

Paarl police are seeking the assistance of the public in helping identify two female suspects in connection with a theft case.

According to Capt Basil Seekoei, police spokesperson, the theft occurred on 3 October when a cellphone, among other things, was stolen.

g Of the retorts I have received in response to commenting on development this is my all-time favourite: “You want to claim the sun for yourself ” Such comments arise from the fact that activists present significant obstacles to developers aiming to entice affluent residents into exclusive gated communities Local municipalities, however, actively encourage these developments under the guise of satisfying SPLUMA requirements

SPLUMA, or the Spatial Land Use Management Act, was introduced to establish a uniform, inclusive, and sustainable framework for spatial planning and land use management “Inclusive” is the operative word here I struggle to see how the principle of inclusivity is honoured when

g g g q y, heritage practitioners are employed by developers to facilitate the most ambitious version of development through the environmental impact assessment process To ensure a rigorous, fair and well-managed process it is important for all of us to take part in public comment periods and help others access democratic participation Meanwhile I commend Eugene du Plessis for his article and for referencing Richard Llewyllyn’s coming-of-age novel How Green Was My Valley? I leave you with the nostalgia it evokes: “I saw my valley, and I saw it as it had been, and I saw it as it is And I knew that I had seen that valley when it was green and shining and fresh, and I would see it no more ” Jenine Maske,WELLINGTON

DM’s HR practitioner is best

Nokuzuka Matolengwe, an HR practitioner at Drakenstein Municipality, rose above her national competitors last week to be named Municipal Practitioner of the Year.

The awards, hosted by the Institute of Municipal Personnel Practitioners of Southern Africa (IMPSA), were held at Sun City in North-West province on Thursday (6 November).

IMPSA is the professional body for people working in municipal HR, labour relations, organisational development and broader people-management functions relating to local government.

They provide training, networking, professional development and guidelines on improving how municipalities manage staff and deliver services, and serve as or provide a platform for sharing best practices, new policies and innovations in municipal HR.

The annuals awards are aimed at recognising excellence and innovation among municipal HR practitioners

Matolengwe joined IMPSA more than 20 years ago

She was one of 10 municipal HR practitioners from across South Africa to be nominated for the prestigious award.

“I honestly did not expect to win Just to have been nominated was already such a huge honour.

“I refused to believe it was me until they called my name.

“I am still in disbelief, but truly honoured. To think, it took me more than 27 years in this local-government space to be recognised for the work I do.”

Matolengwe expressed her gratitude to Drakenstein Municipality’s City Manager Dr Johan Leibbrandt.

“He was one of the first people I had informed after winning the award the next day

“All the requests for me to present at various initiatives within the local government space, goes through his office He always encourages me to take on these opportunities and had so played a important role in my success.”

“When they read the credentials of the winner out they certainly sounded like me However, I was still in disbelief and told myself maybe there was another nominee with whom I shared similar experiences.

She also thanked local-government expert Dr Harlan Cloete, who continues to act as one of the mentors since the very early days of her professional career Matolengwe is currently pursuing a master's degree in local governance

Athlone Institute looks to future

The Athlone Institute Trust (AIT) took a major step toward its 100thanniversary celebration on 2 August 2026, hosting a business breakfast at Paarl Golf Club, Boschenmeer Estate, to unveil its Vision for the Future. The event brought together community leaders and local businesses to strengthen partnerships that address social challenges and promote empowerment in the Drakenstein area.

Keynote speaker Dr Harlan Cloete reflected on the Athlone Institute’s far-reaching influence, highlighting its role in establishing and supporting Radio KC, one of the region’s leading community broadcasters. He also drew attention to the persistent challenges facing many of the so-called “coloured” schools in the Drakenstein area with limited resources, inadequate facilities, and lack of recreational infrastructure. With greater collaboration from local businesses, Dr Cloete said, the AIT could help create broader opportunities for learners through improved educational and sports facilities.

LEGACYOFHOPEANDOPPORTUNITY

Founded in 1926, the Athlone Institute has long stood as a beacon of education and empowerment for Paarl’s disadvantaged communities. Its story began with Mr Adrian Hendrickse of Bethel School, who recognised the urgent need for formal teacher training to sustain local schools.

When the Paarl School Board rejected his 1924 proposal for a training college for Coloured and Black teachers, Hendrickse and forty Coloured property

Throughout the 20th century, the Institute expanded its reach, providing high-school education and teacher training to students from across South Africa and Namibia. Despite challenges, which included a devastating fire in 1984 and the closure of the training college in 1992, its mission endured. The facilities later became home to the Frank Pietersen Music Centre, ensuring that its legacy of learning continued

In 1998, the establishment of the Athlone Institute Bursary Committee marked a new era, safeguarding the Institute’s assets and spirit. Renamed in 2006 as the Athlone Institute Bursary

Project Fund (AIBPROF), it remains a cornerstone of the Trust’s work today.

THETRUST’SMISSIONTODAY

The Athlone Institute Trust manages several vital programmes across the Drakenstein region, focused on education, protection, and rehabilitation: Athlone Institute Bursary Project Fund (AIBPROF): Provides bursaries and mentorship to underprivileged students, enabling access to tertiary education and career development.

Athlone House of Strength (AHOS): A safe haven for abused women and children, offering emergency shelter, counselling and reintegration support in collaboration with social workers and community networks

Athlone Centre of Hope & Healing (ACHH): Implemented by Bethel Congregational Church, this new initiative focuses on rehabilitation and after-care for individuals overcoming substance dependency, extending the Institute’s historic commitment to upliftment.

As the Athlone Institute approaches its centenary, its story remains one of courage, perseverance, and service What began as a small community’s vision for education has become a lasting movement for dignity and opportunity.

The centenary is more than a celebration; it is a recommitment to the values that shaped the institute’s founding: education, compassion and resilience

As the countdown to August 2026 begins the Athlone Institute Trust continues to embody the fearless and faithful spirit of its founders.

A century after Mr Adrian Hendrickse’s dream took root, the institute stands ready to uplift future generations with renewed purpose and hope.

Bainskloofpas:

7

in 2 maande vas

Drakenstein thoroughfares in need of maintenance

The Drakenstein municipality’s (DM) mayoral committee has recommended that a budget of R16,1 million be approved for submission to the Western Cape Department of Infrastructure (DOI) for inclusion in its 2026-’27 budget for road works during the latest council meeting on 29 October.

If approved the DOI will fund 80% of the total cost, amounting to R12,9 million, while the DM will contribute 20% (R3,2 million) from its own funding under the 2026-’27 budget.

In terms of the Roads Ordinance (Ord 19/1976), the DOI should provide an annual subsidy for the construction, upgrading and maintenance of provincial roads within the Drakenstein municipal area.

The DM must however, submit its proposed budget to obtain funding from the Western Cape Department of Transport for inclusion in its 2026-’27 budget and currently it is proposed that R14,8 million in capital and R1,3 million in operational funding be submitted for consideration.

The projects that the DM aims to complete within this period include R3 million in capital works for Church Street between Berg Street and Bain Street in Wellington.

According to the DM council agenda tabled on 29 October, Church Street requires rehabilitation as “crocodile cracking” is evident on the surface, which may lead to “failure of the road surface and further deformation in the base coarse layer”.

Should funding be granted, the DOI will provide roughly R2,4 million, while

the DM will contribute R610 000.

A further R1,3 million in maintenance works is proposed for Church Street, between Bain and Barlinka Street.

Currently, the road requires rehabilitation as “cracking, potholes and several undulations are evident on the surface and may lead to failure of the road as cracking in the surface may result [in] failure in the base coarse layers”

The council agenda adds that “a preventative measure of crack sealing is proposed to lengthen the life span of the road”

Should funding be approved the DOI will provide around R1 million, with the DM contributing R270 000.

Another R8,1 million in capital works is proposed for Main Road, Wellington, between Cillie Street and Pentz Street, as “crocodile cracking, pumping, horizontal and vertical cracking, undulations and road failure are evident on the surface and may lead to complete failure of the road surface and further deformatio in th base coarse layers”

Should funding be approved the Department of Infrastructure will hand approximately R6,5 million over, with the DM contributing R1,6 million

Currently, Main Road in Paarl also requires a R3,6 million rehabilitation, between Retief Street and the bus stop, close to the R45, as “pumping, horizontal and vertical cracking are evident on the surface and may lead to failure in the base coarse layers.”

Milling the existing surface out and replacing it with a new asphalt layer is also proposed

Should funding be granted the DOI will provide about R2,8 million and the DM R720 000.

New school hall brings ‘pure joy’

A brand-new R11,3 million school hall has answered the prayers of principal Amanda Adams of William Lloyd Primary in Paarl.

For 60 years since the school opened, learners have had to hold assemblies outdoors in the blazing sun or cold wind, with no proper venue That changed when the Archway Foundation, established by the 106-year-old Cape development company Garden Cities, built the long-awaited hall.

William Lloyd Primary, named after the first priest of the Bethel Congregational Church, has always had close community ties. It is one of hundreds of Western Cape schools that lacked a hall until the Archway Foundation launched its mission 20 years ago to redress the shortage. So far, 132 halls have been completed, with many more still needed Adams recalls her reaction to the news as “pure joy and gratitude”. She said, “When I became principal in 2022, my vision was for our school to have a hall. What began as a simple prayer became a powerful testimony of faith. I’m proud of our 1 144 learners and 35 educators who so deserve this gift. This hall stands as a miracle that will serve generations to come.”

Adams believes a hall is essential to providing a holistic education. “It offers a safe, structured space for assemblies,

cultural activities, physical education, and community gatherings It nurtures academic, emotional, social, and physical growth,” she said. She thanked the Garden Cities Archway Foundation, the Western Cape Education Department (WCED), and the school community for

their financial and practical support. The new facility will serve not only the school but also the broader community. It will host assemblies, awards ceremonies, indoor sports, choir and drama rehearsals, parent meetings, and local events—activities that previously

required rented venues

William Lloyd Primary boasts a strong choir and a thriving cultural programme, and the hall will finally provide learners a stage to showcase their talents. The school also has an impressive sporting tradition, with teams competing in athletics, rugby, netball, cricket, hockey, volleyball, chess, and table tennis Many learners have gone on to excel academically and athletically beyond primary school.

“The hall represents aspiration and renewal,” said Adams “It’s a testament to hope, faith, perseverance, and teamwork—where our learners’ voices and talents can shine. I feel immense pride in leading the school at this historic moment.”

Garden Cities, which has developed more than 14 suburbs in Cape Town, prioritises education in its social investment initiatives. The hall programme, now co-funded by the WCED, continues to have a measurable impact.

Group CEO John Matthews said, “We’ve seen improvements in academic performance and morale wherever halls are built. Education is the key to stability and equality, and it’s our responsibility to help every child reach their full potential.”

Corporates or benefactors wishing to support the Archway initiative can contact John Matthews at 021 558 7181.

Paarlberg run lives up to legend

The Paarlberg Half Marathon made a triumphant return this past weekend, marking its first edition since the pandemic. Runners from across the country gathered in Paarl to take on one of South Africa’s most historic and scenic road races. Established in 1935 and known as the oldest road race in the country after the Comrades Marathon, the event once again lived up to its legendary status

The day was greeted by an unbelievable sunrise over Paarl that set the tone and delivered great overcast running conditions and an atmosphere filled with excitement, camaraderie and community spirit. Participants tackled the challenging route that winds through Paarl’s picturesque streets and into the hills, offering breathtaking views of the valley and vineyards

Families, beginners, and seasoned athletes all found their stride across the three distances – the 21,1 km half marathon, the 10 km, and the 5 km fun run/ walk.
