Despite submitting a plan to the court for refurbishing the Homevale Wastewater Treatment Plant (WTP), the Sol Plaatje Municipality in Kimberley faces criticism for relying on external contractors instead of using internal capacity.
Attorney Adrian Horwitz, representing Northern Cape Ranchers (NCR), who took the municipality to court over untreated sewage polluting Kamfersdam, expressed concern that the plan lacked immediate solutions. Untreated sewage pours into the dam, devastating local farmland and forcing endangered lesser flamingoes to abandon the site due to deep, unsupportive water conditions. The NCR returned to court this year after the municipality failed to meet a court-ordered deadline for submitting a comprehensive plan last year. They sought limitations on daily discharge volumes and demanded E.coli levels be reduced to meet public health standards. Horwitz states the plan mostly involves medium to long-term goals and there is an overreliance on public tenders. He questions why the municipality lacked internal infrastructure and skilled personnel to manage its own water

The municipality’s latest plan includes R4,3 million for hiring a consulting engineer via tender, followed by a contractor to carry out an estimated eight-month refurbishment. Security is also being bolstered with internal reinforcements and support from Ekapa Mine. Ekapa and the Kimberley Golf Course utilise the effluent from the plant, but about 15ML of untreated wastewater still enters Kamfersdam each day. The municipality has appointed a service provider for the Green Drop compliance plan and has completed training for plant operators to improve management and align with regulatory standards. Additional corrective action involves replacing a collapsed 3km pipe essential for discharging treated water to the Vaal River. The municipality, with Transnet’s support, has received the replacement piping and earmarked R4 million for installation. Procurement of the contractor is ongoing. Meanwhile, agricultural company Malu Group has proposed using Kamfersdam water for farming, claiming it is suitable without further treatment. However, implementation depends on resolving the collapsed pipe issue. The group is working with the municipality to formalise a service-level agreement.

treatment responsibilities. “On the surface it appears that quite a lot of work is being put out for tender to repair the WTP, but again all remedial action is medium to long-term with nothing being done to immediately alleviate the situation in which there is currently 15 megaliters (ML) a day of raw sewage being discharged into the dam. “Kimberley is a city with around 300 000 residents who require utility services including the provision of fresh water and the treatment of wastewater. Surely the municipality should have the necessary infrastructure and personnel skills in-house to maintain the treatment plants that go with both. “In my view, if the municipality does not have this capability, it is not doing its constitutional job and there ought to be a public enquiry and a programme of action. They must ensure that infrastructure is created and the necessary skills recruited since the infrastructure is old and requires constant repair, renovation and improvement.” Horwitz says relying on public tenders to source outside service providers inevitably leads to lengthy delays and cost escalations. Currently, the Homevale WTP has a capacity to treat 48ML, and receives 30ML of sewage daily; but treats only 15ML, due to dysfunctional

Een werknemer van die Suid-Afrikaanse Inkomstediens (SAID) het getuig die dokument wat aan hom in die hof getoon is, mag moontlik geldig wees. White meen dat ’n soektog in die SAID se rekenaarstelsel bewys het dit is nooit uitgereik nie. Geen beweerde rekenaarprobleme is ooit bewys nie. Voorts is die registrasiesertifikaat deur die Reguleerder vir die Private Veiligheidsbedryf (Prisa) aan ’n Defensor-entiteit uitgereik wat nie aansoek gedoen het vir die

Die Defensor-sekuriteitsmaatskappy en sy twee direkteure wat twyfelagtige kontrakte van R384 miljoen by die Noord-Kaapse departement van gesondheid ontken, het op Maandag 30 Junie in die hooggeregshof in Kimberley sy stryd voortgesit en ’n sleutelgetuie in die bedrogsaak teruggeroep. Die staat het reeds sy saak gesluit in die verhoor van Steven Jonkers (55), eertydse departementshoof van gesondheid en deesdae adjunk-direkteur-generaal in die kantoor van die Noord-Kaapse premier; Defensor Electronic Security Systems, asook sy direkteure, Renier van Rooyen (62) en Claudius Gerald Peterson (57). Defensor se vroeëre aansoeke om ontslag en dat die regter homself moet verskoon, het misluk. Die aangeklaagdes word van tenderbedrog vir ’n sekuriteitskontrak verdink. Die staat voer aan die beskuldigdes het van 13 Maart 2014 tot 20 Oktober 2017 geheul en ’n wanvoorstelling in tenderdokumente gemaak om die departement te bedrieg. Maandag is Trevor White, ’n forensiese ouditeur van PWC, teruggeroep om sy getuienis voor die hof te herhaal. Defensor betwyfel die oorspronklikheid van die tenderdokumente voor die hof, waarvan sommige kopieë is. Hulle meen die staat kon die sleutelaspekte van die aanklagte van bedrog nie bewys nie, en het White hieroor aangevat. By tye het die temperatuur in die hof gestyg soos adv. Willem Edeling SC namens Defensor indringende vrae aan White gestel het. Regter Omphemetse Chwaro het by tye ingegryp en Edeling aangesê om minder “ywerig” te wees
tender nie. Volgens White moet die entiteit of betrokke maatskappy wat aansoek doen sy eie Prisa-sertikaat hê. Volgens Edeling het die betrokke Prisa-amptenaar dit goedgekeur dat een entiteit onder ’n ander se naam mag handel dryf, en ’n geldige sertifikaat is uitgereik. Nog ’n kwessie wat onder die loep geneem is, is dat die maatskappy wat ’n tender aansoek indien, ’n volledige stel finansiële state van drie jaar moet verskaf. In dié geval het die Defensor-entiteit in een finansiële jaar slegs twee dae handel gedryf. Volgens White is die tender-vereiste duidelik dat ’n suksesvolle bod net toegestaan kan word aan ’n volledige stel van drie finansiële jaar se geouditeerde finansiële state, en nie twee jaar en twee dae nie. Van Rooyen en Peterson word ook daarvan verdink dat hulle voorgegee het dat hulle nie enige belange in verwante maatskappye het nie. Jonkers het as rekenpligtige beampte na bewering die departement en personeel mislei dat hy tevrede was dat verkrygingsvereistes nagekom is. Die vereistes van die Wet op Openbare Finansies is na bewering op opsetlike, onwettige en roekelose wyse geïgnoreer, luidens die akte van beskuldiging. As rekenpligtige beampte moet Jonkers ’n regverdige, deursigtige, mededingende en koste-effektiewe aankoopproses volg en onreëlmatige en vermorste uitgawes voorkom. Jonkers het glo die oorspronklike bod van R224 miljoen goedgekeur asook ’n verdere aanpassing van R160 miljoen toe die kontrak onderteken is. Adv. Isaac Mphela kla aan. Adv. Edeling SC word deur adv. Kristle Peterson namens al die beskuldigdes bygestaan. Die verhoor duur voort.

The Auditor General (AG) of South Africa, Tsakani Maluleke, has again expressed her disappointment as only five Northern Cape municipalities improved while seven regressed in the 2023-'24 audit outcome. This is compared to the audit done in 2020-'21. The Northern Cape's financial position continues to deteriorate at an alarming rate. Irregular expenditure stands at R3,67 billion, with only R930 000 in the process of recovery. Unauthorised expenditure has increased from R7,38 billion in 2020-'21 to R8,13 billion in 2023-'24. Despite repeated warnings and extensive interventions by the AG, the province's local government landscape continues to deteriorate, painting a stark picture of systemic failure that Maluleke says demands immediate and decisive action. KARIN MULLER Mense is aanpasbare wesens. Die een wat die vinnigste aanpas, het waarskynlik die beste kans op oorlewing. Die probleem ontstaan wanneer ons by negatiewe omstandighede aanpas en aanpas en aanpas. Waarskynlik ook ter wille van oorlewing. Herstelwerk is onlangs aan die plaaslike waterverwerkingsaanleg gedoen. Ons stad was vir meer as vyf aaneenlopende dae sonder water. Hoewel al hoe meer inwoners vir hierdie soort krisis voorsiening maak, is daar nog baie inwoners wat nie hiertoe in staat is nie. Asof die vyf aaneenlopende dae sonder water nie ’n groot genoeg uitdaging is nie, is die watertoevoer in die voorafgaande paar dae ’n lang ruk onderbreek. Klaarblyklik omstandighede buite almal se beheer. Soos baie ander uitdagings van vandag. Wat my opgeval het, is hoe min mense in die verbygaan oor hierdie
krisis gesels het. Daar is gesels oor eksamens wat om die draai is en die winter wat eersdaags in al sy glorie gaan opdaag. Daar is gesels oor werk en kerk en skool. Daar is gesels oor siek mense en begrafnisse wat skielik gereël moet word. Daar is oor sportbyeenkomste en -prestasies gesels. Hier en daar het iemand iets oor die waterkrisis kwytgeraak, maar dit was so onopmerklik dat dit nie lank die onderwerp van bespreking gebly het nie. Ek was nie seker of ek bekommerd of bly moet wees oor hierdie waarneming nie. Aan die een kant beteken dit dalk dat daar groter uitdagings as vyf aaneenlopende dae sonder water is. Aan die ander kant beteken dit dalk dat almal so aangepas het dat hulle dit nie meer as ’n baie groot krisis ervaar nie. En as een van hierdie twee gevalle wel die waarheid is, is dit nie op sigself iets om oor bekommerd te wees nie?

Elke jaar beland miljoene ton klere op stortingsterreine, veral op die strande en woude van derdewêreldlande wat die las dra van die eerstewêreld se oormaat verbruik. Die oorskot van Westerse modes

Die klere is van sintetiese stowwe en nie van volhoubare natuurlike vesels gemaak wat verantwoordelike boere kan onderhou nie. Die sintetiese kledingstukke is in ’n swak toestand en word afval in lande wat nie die infrastruktuur het om dit te verwerk nie. Die stortings besoedel riviere, belemmer plaaslike tekstielmarkte, en vergiftig die omgewing met chemikalieë uit sintetiese materiale. Herwinning van klere is dringend noodsaaklik. Wanneer ons klere hergebruik, verminder ons die vraag na nuwe vervaardiging – ’n proses wat miljoene liter water verbruik en groot hoeveelhede koolstof vrystel. Deur tweedehandse klere te koop, ou klere op te knap, en ou materiale vir nuwe projekte te gebruik, kan ons help om die invloed van mode op die planeet te verminder. Herwinning is ’n daad van respek vir die wêreld en al sy gemeenskappe.

FOCUS ON: TRAINING PORTAL KATHU CAMPUS
New learning hub launched More than 400 people attended Training Portal’s open days, flooding the Kathu campus with energy, curiosity, and an appetite for accessible education and community support. Across the three days, from 19 to 21 June, the organisation welcomed new sign-ups, hosted talks and introduced its ambitious new Community Portal. This free-access initiative is designed to make learning resources, legal support and open facilities available to the broader public. At the PreView invitation-only evening, hosted on 19 June, around 50 local business leaders, education partners and stakeholders of the public sector were introduced to the portal. Veteran comedian Barry Hilton delivered live-streamed comedy from Cape Town, setting a lighthearted tone for what is intended to become a regular Business Forum in Kathu. This will draw voices and experts from across South Africa and beyond. On 20 and 21 June the public – from students and jobseekers, to parents of students, as well as local residents – explored the campus. Across these days, Training Portal recorded 301 new course enrolments; 277 certificates issued; and 77 Community Portal bookings. Short course activity was a major attraction, with strong turnout across Time Management (93 certificates completed); Foundations of Teamwork (71); Introduction to Conflict Management (68); and Introduction to Artificial Intelligence (AI; 54). A standout feature, the Justice Booth, is a walkin legal support station in collaboration with PH Attorneys. This brings pro bono legal advice to the community, making services like family law guidance, contract support, labour-related advice, and general legal education free and accessible. It will operate on a regular basis, offering scheduled consultations and support for walk-ins. Training Portal currently offers a growing range of courses, such as Information and Communications Technology (ICT), leadership and compliance, designed to deliver job-relevant skills. Kwalifiseringsrondes van die Western Mounted Games (WMGA) vind by klubs in die Noord-Kaap plaas. Hiertydens samel ruiters punte in om vir die Suid-Afrikaanse WMGA-byeenkoms te kwalifiseer.
Dié sportsoort, wat in die Noord-Kaap in Kimberley, Upington, Prieska en Kathu beoefen word, is ’n aksie-belaaide perdesportwat spoed, akkuraatheid en ’n sterk perd-ruiter-verhouding vereis. Tydens ’n reeks uitdagende nommers moet ruiters hul perde vinnig en akkuraat deur ’n verskeidenheid hindernisse stuur.

Kakamas Juventus on crucial journey This week, the Kakamas Juventus Football Club (FC) faces the country’s top provincial champions in the national playoffs for promotion to the National First Division (NFD). Earlier, they were crowned as champions of the Northern Cape's ABC Motsepe League playoffs. Kakamas Juventus are now representing the province in the NFD playoffs from 1 to 6 July at the Soshanguve Giant Stadium and the Lucas Moripe Stadium in Atteridgeville, both situated in the Pretoria area. The group matches will be hosted at the Giant Stadium, while the semi-finals and final will take place at the Lucas Moripe Stadium. Here they will compete for a spot in the 2025-'26 NFD. This participation is a crucial milestone in their football journey. The opening fixture took place on 1 July against the Thames FC.
