THE Gqeberha Regional Court has sentencedKareedouw guesthouse owner,Kevin Pretorius (53),toaneffective 10-year termofdirect imprisonment following his conviction on two counts of murder.

According to Luxolo Tyali, National Prosecuting Authority Regional Spokesperson, Pretorius was found guilty in January 2025 for the deaths of Mari Hoon (28) and her fiancé, Jean Vosloo (25), who succumbedto carbon monoxide poisoning while staying at his KliphuisGuesthouse in April 2020.

“The evidence before the court established that the couple diedafter inhaling toxiccarbon monoxide fumes thataccumulated in thebathroom due to adefective gas geyser installation. The geyser lacked aflue pipe to channel hazardous gases outside the building,” said Tyali.

“Although fitted with asafety sensor intended to shut the system down in the absence of aflue pipe, the device was not functioning correctly.”

Tyali said that the court further heard that carbon monoxide is odourless and undetectable to human senses, rendering the victims unaware of the lethal danger.

He said that during the trial, the State Prosecutor Johan Jansen presented evidence that Pretorius personally installedthe gasgeyser despitehaving no formal training or qualifications to work with gas installations.

“The Stateargued thathis decision toundertake theinstallation himself, without thenecessary expertise and without ensuring regulatory compliance,significantly increased the risk tohis guests,” said Tyali

He further said thatitalso transpiredthatPretoriushad been alerted to safety concernsbefore the incident,includingcomplaints from guests in July 2019 and March2020, regarding thesmell of gas.

Despite these warnings, he failed to take reasonable stepstoremedy the defect or to obtain qualified professional assistance.

Tyali said thatinaggravation of sentence,the court considered VictimImpact Statements detailing the enduring traumasuffered by the familiesofthe deceased and the irreversible consequences of their loss.

Whileinmitigation, he said that thedefence reliedonreports froma probation officerand asocial worker, submitting that Pretorius was a

first offender with established community ties and that anon-custodial sentencewould be appropriate.

“The State argued that directimprisonment was warranted, emphasising the gravityofthe offences, the vulnerability of the victims, and the accused’sconscious disregard of a known and foreseeable fatal risk in a commercial establishment operated forprofit,”saidTyali.

He said that in handing down the sentence, the Court agreed with the State thatPretorius had failed in his duty of carebydisregarding safety requirements and repeated warnings, thereby exposing his guests to a foreseeable and fataldanger

Tyali said that the Court further found an absence of genuine remorse. “Pretorius was sentenced to 10 years’ imprisonment on each count of murder, with the sentences ordered to run concurrently, resulting in an effective 10-year term.”

He said that in terms of the Firearms Control Act, he was declared unfit to possess afirearm and ordered to surrender all firearms, ammunition and related licences in his possession.

Tyali said that the defence applied forleave to appealonthe basis that

the court had erredinits factual findings. He saidthat the State opposed the application, submitting that there were no reasonable prospects that another courtwould arriveata different verdict or impose adifferent sentence.

Tyali saidthat the courtnevertheless granted leave to appeal against both conviction and sentence. An application for bailpending appeal was subsequently dismissed.

Tyali saidthat the NPA reiterates that compliance with safetyregulations is not optional.

“Operatorsofcommercial establishments bear aclear duty to safeguardthe well-being of their patrons, and failuretodosomay result in severecriminal liability,” saidTyali

Welcomingthe outcome, Eastern Cape Director of PublicProsecutions, Barry Madolo, said, “Thismatter underscores the serious legal obligations restingonindividuals who operate facilities open to the public. Those who ignoresafety standards and place lives at riskfor financial gainmust expect to face serious criminal consequences.The NPA remains steadfast in holding such offendersaccountable.”

Man sentenced on multiple charges forJBayGood Samaritan murder

THENational Prosecuting Authority (NPA) welcomes the sentencing of Riaan Ridley Umslana (21) on 16 February to 25 years’ imprisonment for the murder of Jeffreys Bay resident and well-known Good Samaritan, Anna Gouws (69).

The High Court of South Africa also sentenced Umslana to 15 yearsfor robbery withaggravating circumstances, eight years for unlawful possession of afirearm, and two yearsfor unlawful possession of ammunition, allrunning concurrently with the murder sentence. According to LuxoloTyali,

He said thatearlier that day, Gouws had withdrawn money, paid herdomestic worker, and returned home after dropping heroff. Tyali said thatalong the way, the accusedflaggedher down and requested alift and food.

“While travelling near the corner of Da Gama Street and the R102, the two confronted her. Umslana produced the firearm and shot her in the head,fatally wounding her,”said Tyali.“The accused then robbedher of her vehicle keysand abag containing her driver’s licence, identity document, bankcard, cellphone, and other personal belongingsvalued at approximately R115,000 beforefleeing the scene.”

ECsurpassesnationalunemploymentrate

THE Eastern Cape has recorded thehighest unemploymentrateof 42.5%, with almost80,000 jobs lost in the last threemonths, surpassing the national 31.4% unemploymentrate, according to the Quarterly Labour Force Survey(QLFS) of quarter 4of2025.

The QLFS was releasedbyStatistician-General, Risenga Maluleke, on February 17. He said an increase in employmentand a decrease in unemployment resulted in adecrease of 0.5 percentage points in the unemployment rate to 31.4% in the fourth quarter of 2025.

The increases in thecombined rate of unemployment and potentiallabour force were recorded in the Eastern Cape at 3.8 percentage points.

The province recorded an absorption rate of 29.7% compared to the 56.3% in the WesternCape.

"The largest employment losses were recorded in Gauteng at 54,000, KwaZulu-Natal with 41,000 and the Eastern Cape at 32,000 between the third and fourth quarters of 2025.

"Compared with quarter four of 2024, decreases in employment were recorded in KwaZulu-Natal at 176,000, followed by the Eastern Cape with 79,000 and Northern

Cape with 18,000," Maluleke said.

Increases in quarterly unemployment rate, he said,wererecorded in the Eastern Cape at 1.3 percentage points, the Free State 1percentagepoint and KwaZulu-Natal 0.6 of apercentage point.

"Year-on-year increases in the unemployment rate were recorded in the Eastern Cape at 5.9 percentage points and KwaZulu-Natal 3.7 percentagepoints.

“The combined rateofunemployment and potential labour force increases was recordedin the Free State at1.4 percentage points, the Eastern Cape at 1.2 percentagepoints, Limpopoat1 percentagepoint and KwaZulu-Natal at 0.5 of apercentage point."

Maluleke said theincreases in the combined rate of unemployment and potential labour force were recorded in the Eastern Cape at 3.8 percentage points.

The province was one of only twoprovinces whereunemployment increased year on year.

DA opposition leader in the Eastern Cape ProvincialLegislature, Vicky Knoetze, said the unemployment was acrisis thatreflected the collapse of provincial governance.

"The Quarterly Labour Force Survey (QLFS) for the fourth quarter of 2025 confirms that the Eastern Cape'sunemployment cri-

sis is not atemporary setback, butadirectreflection of failing governance, collapsing infrastructure, and the continued erosion of investor confidenceinthe province."

She said the statisticsshowed that, on average, three out of every five working-age residents in the rural EasternCape cannot find work.

"The DA maintains that rising unemployment in the Eastern Cape is inseparablefrompoor service delivery,weak leadership and collapsing infrastructure. Investors arewithdrawing, small businesses are closing, and skilled workers are leaving the province in searchofopportunities elsewhere.

"The loss of major investment opportunities, concerns around the future of the automotivesector in Kariega, and declining industrial confidence illustrate a province that is steadily becoming less competitive," Knoetze said.

"The result is an economy that cannot attract investment, create jobs or sustain meaningful development. Recent calls urging residents to find work within the province stand in stark contrast to the reality thatunemployment is rapidly approaching —and in some areas exceeding —employment levels,"she concluded

card.Hefurther said that the firearm used in the commission of the crime was subsequently disposed of. Umslana was arrested on 4May 2022. His sentencingon16February follows aplea and sentence agreement concluded in terms of Section 105A of the CriminalProcedure Act 51 of 1977.

“In his plea, Umslana admitted that he intentionally shot and killed Gouws, acknowledged that his actions were unlawful, and expressed remorse for the pain caused to her family,” said Tyali.

Prosecutions, Barry Madolo, welcomed the sentence and commended the prosecutor, Advocate Marius Stander, as well as the investigating team, for theirdiligent workinsecuring justice. He stated that the sentence sends astrong message that violent crimes, particularly murder and robbery with aggravating circumstances, will be met with serious consequences. The matter of Umslana’s co-accused, Donovan Chadon Rossouw (21),was separated and was scheduled to commence on 24 February.

The recognition places alocal creative on a national stageand highlights the growingcreative footprint of the coastal town

Originally from EastLondon,Slabbert grew up with astrong connection to musicand drama Afterschool, he worked at East LondonPrivate Hospital, where he qualified as aPharmacy Technician.

The qualification allowed himtoworkinthe United Kingdom, though music remained his long-termgoal.

“I left forthe UK with asuitcaseand aguitar,”saidSlabbert.

Whileworking within the hospital system andholding two jobs, he saved to study music formally and later enrolled at theGuitarInstitute in London

Slabbert said that this period in hislife sharpenedboth his technicalfoundation and his professional discipline.

After three years abroad, he returned to South Africa and joined theCampus of Performing Arts as aguitar lecturer while building apresence in the Johannesburgmusic scene.

Duringthis time, he met producerLorens

Persson, who introduced himtothe commercial composition space.

Slabbert said that his first major sessionin 2004 was for Fanta’s “Fanta Fun Guide”.

“This opportunity wasdemanding, but it confirmed that Icould operate in high-performance creative environments,”said Slabbert.

Overthe years, he has composed andproducedjingles formajor brands and worked in sound design on award-winning campaigns recognisedatthe Loeries and the Cannes Lions.

He credits the advertising industry with refininghis ability to deliver with speed and emotional clarity.

Slabbert said his move into film andtelevision developed through collaboration while he was amember of the band, Gang of Instrumentals, founded by Mandla Ndimande Ndimande later created the television show, City Ses’la,and subsequent sitcoms, and he invited Slabbert to contribute.

“I tookthe opportunity seriously, andthat markedthe beginning of my journey into televisionscoring,”saidSlabbert.

Reflecting on hislatest SAFTA nomination, he described it as meaningful.

“While it is not my first SAFTA nomination, and Ihave been privileged to win previously, thisone carriesadeeper sense of perspective. It represents consistency, growth, andsustained commitment to the craft,”said Slabbert.

WorkingonaNetflix production, he said, comes with highexpectations.

Slabbert said that the standardishigh, and collaboration is key.

“Ultimately, theplatform mattersless than the level of care invested by theteam. When everyone is committed to excellence,the result reflects that,”saidSlabbert.

Now based in JeffreysBay, he findsinspiration in his surroundings, though he acknowledges the importanceofcollaboration.

“Creativity is not limited by geography, but it is strengthened by community. Surrounding yourself with driven andpurposeful individuals elevates the work, wherever you are based,”saidSlabbert.

He hopes hisnominationsends aclear message to young creatives in the Eastern Cape that preparation is critical.

Slabbert said thatopportunities come, but that those who are ready are favoured.

He also believes that geography does not define potential and that excellence can come from anywhere.

Slabbert said thatsmall towns can nurture talent throughpractical initiatives suchas workshops, local competitionsand accessible filmmaking projects.

To do his part forthe local community, he remains active in local music, particularly within church communities, and is finalising aproject with King’s College where learners were given the opportunity to write and record their own song
