KOUGA Local Municipality has approved an 11-month amnesty on penalties for the submission of building plans for historic unauthorised building work.

The amnesty will run from 1February 2026to15December 2026, providing property owners with an opportunity to legalise unauthorised structures without incurring the higher alternative tariff normally applied to illegalbuilding work

Kouga Executive Mayor, Hattingh Bornman, supported the initiative.

“This amnesty reflects our commitment to supporting residents in regularising their properties while maintaining compliance with building and safety standards. It is afair and practical solution forthose who may have inherited historic non-complianceorwere unaware of previous unauthorised works,” said Bornman.

The amnesty is subject to certain

conditions: owners will still paythe standard building planapplication fee, only unauthorised work conducted before 31 December 2024 will qualify, and no exemption applies where legal action has alreadybeen taken or where illegal work commences during or after the amnesty period.

“While this amnesty eases the financial burden of historic cases, it does not absolve property owners fromother compliance require-

ments, including municipal bylaws, town planning regulations, or the National Building Regulations. Each application will be carefully assessed on itsmerits,” said Bornman.

Property owners are encouraged to conduct apropertyhistory check and attend apre-consultation with the Building Control Department to understand the requirementsbefore submitting applications. Applications must be submitted via

Pellsrus Primary School toilet project completed

THE much-anticipated toiletrenovation project at Pellsrus Primary School has been successfullycompleted, bringing an end to the sanitation crisis that had plagued the schoolsince 2024.

The project, which was completed on 12 January with keys officially handed over on 16 January, marks asignificant victoryfollowingBasic Education Minister Siviwe Gwarube’s intervention in November last year.

According to Vivian van Eyck, Chairperson of the School Governing Body, the completion timeline was strategically adjusted after the minister’s visit on 17 November.

He explained that during the minister’s visit on 17 November, he had initiallyrequested the project’s completion before the school’s closure on 12 December 2025

ary School in Kareedouw has achieved aremarkable 96.3% matric pass rate in 2025, adramatic turnaroundfrom just 35.5% in 2022, under the leadership of Principal Landile Buwa, whowas appointed in May 2024.

The remarkable transformation saw 52 out of 54 matric learners pass the NationalSenior Certificate (NSC), with 26 obtaining Bachelor’s passes,23achieving Diploma passes, and three earning higher certificates.

The school’s matric passrates showedsteady improvement: 35.5% in 2022,41% in 2023, 65%in 2024, and the exceptional 96.3% in 2025.

Buwa said he believes the reason for the increase in percentage is the school’s new management.

He said that upon assuming leadership of the school in May 2024, he found it understaffedand poorly structured

By theend of the year, however, Buwa had assembled acomplete teamthat was fully committed to implementing his vision for the school.

The success, however, required significant dedication from both staff and learners.

“Both the staff and learners had to put in hard work to obtain this pass rate. We had to implement the plans we had and be consistent with those plans. It was not an easy task, and it requireda lot of hard work. We had evening classes, worked throughout the school holidays and worked on weekends,”said Buwa.

The transformation wasn’t immediate

Buwa said that since the school had always been seen as an underperforming school, when the school year started in 2025, the matriclearners did not seethe vision thestaff had in mind.

“Since theschool wasunderperformingfor many years, we wanted to work hard and change theidentityofthe school,” said Buwa.

He further said that at least 18 of the 54 learners had previously progressed and therefore needed agreat deal of motivation.

Buwa said that theyarranged ameeting withthe learners and their parentstodiscuss away forward to ensure thatnolearner was left battling on their own.

“Bymid-year, we witnessed a transformation in ourlearners as they began to see results from their efforts and buyinto thevision.This momentum continued intoAugust, when even previously underperforming learners starteddemonstrating renewed commitment to their studies,” saidBuwa.

Akey element of the school’s approach was encouraging learners to expand theirhorizons.

“We always tell the learners that there is aworld beyond the mountains of Kareedouw, and they bought intothat vision.The

learners then put in the hours and hard work to achieve their goals,”saidBuwa

Despite their efforts throughout the year, the exceptionalresults came as asurprise.

Buwa said that they were initially aimingfor an 80% pass rate but were left speechless when they received confirmation of the results.

He said that it wasa good feeling to know that the learners surpassed their expectations.

AmongQuintiles onetothree schools, the school has been ranked number 1inthe Humansdorp Community Management Centre (CMC), and in the Sarah Baartman District, it is number 16 on the list of top-performing schools.

Looking ahead to 2026, Buwa remains ambitious.

Buwa declared thatthis year they are targeting nothing less than a96% pass rate, as the 2026 matric class has embraced the visionand believes it’sachievable.

Speelman said that over the last three years, theTsitsikamma Wind Farm Trust has invested more than R3.6 milliontowards theaccommodation of Grade 12 learners at thenearby Paul Sauer High School’s hostel.

In addition, TWFT has invested around R1.7 milliontowards the school infrastructure development,the school governing body teachers and learners’ development

LOVE 2Learn Cottage School, which opened its doors in Jeffreys Baysix months ago, is making asignificant impact in supporting childrenwho struggle in traditional classroomsettings.

The independent Christian-based school, registered with the Department of Education, currently serves 80 learners from Grade RtoGrade 7.

Principal CorleneVosloo, who brings 37 years of teaching experience toher role, saidthat the vision of the school is to createasafe space for kids with learning difficulties.

She said that theschool caters for learnersfacing various challenges,with some learners suffering from anxiety, Attention-Deficit/Hyperactivity Disorder (ADHD), dyslexia, dyscalculia and Central Auditory ProcessingDisorder (CAPD) Vosloo emphasised that there is agreat need in the community for similar schools because not all childrenlearn the same, explaining thatwhat sets Love 2Learn Cottage School apart is itsapproach to classroom sizes and individual attention.

“There are10learners in aclass. We keep the classes small becausethe learners needindividual attention. This enablesustocater for different learning styles,” said Vosloo.

The school offers the Curriculum and Assessment PolicyStatement (CAPS), which is the standard academic curriculumfor mainstream schooling.

In addition, for younger learners in Grades Rto3,the schoolhas abuilt-in remedial programme.

While the schoolhas not been classified as aspecial needs school, Vosloo saidthat many of the learners do not struggleintellectually, butmainly have learning barriers.

Her understanding of these challenges comes from extensive experience and education.

To gain more insight into this challenge, Vosloo completed her master’sdegree with afocus on inclusiveeducation.

“Through my experienceasateacher, I haveseen agreat needfor children who battleinschoolswith larger classrooms

Many children were notcopinginregular schools,”said Vosloo

Elaborating on the school’s name,Vosloo explained thatthey chose “cottage”because it represents afamilyatmosphere, and with teachers serving as mother figures to thelearners, the name felt particularly appropriate.

“We focus on looking after the learners emotionally,and the teachers truly care for the learners,” said Vosloo.

Since the school opened its doors six months ago, she said that they have achieved great success both with the schooland individual learners.

“Many of the learners enter the school with their heads bowed, but as timegoes by, they gain confidence, they are willing to take risks andbelieve in themselves.

Many learners who battle with various learning challenges have excelled after spending some timeatthe school,”said Vosloo.

“Love 2Learn Cottage School is ahappy place.”

Vosloo attributes this success to God’s hand and her dedicated teachers, whom shedescribes as the “dreamteam”

Beyondacademics, the school offers additional programmessuch as after-school tutoring,cooking classes, handicrafts and needlework.

While theschooldoes notoffer any sports yet,they plan to offerchess training

For Grade 7learners specifically, Vosloo explained thatthe seniors participate in aleadership programmewhere they are each given specific responsibilities and are given the opportunity to serve others.

She said that the school also supports familiesthrough parentsupport evenings, where they can share anydifficulties that they are experiencing andfind solutions.

Vosloo further said that these sessions ensure parents feel like they are notalone in their journey.

Looking to the future, expansion is on thehorizon.

“We are hoping to expand the school and are currently seeking larger premises so that we can have two classes for each grade, one with 10 learners in Afrikaans and another with 10 learners in English,” said Vosloo.

Happyending forJeffreys Bay’slong-waiting cats

AFTER waiting over ayear for theirforever homes, twospecialcats at JBay Animal Rescue Sanctuary have finally foundtheir happy ending thanks to the compassionateheart of a local Wavecrest resident who opened hishome to oldercats in need.

JBay Animal Rescue Sanctuary,locatedin Ocean View TownshipinJeffreys Bay,celebratedthe recent adoption of two older cats who had been waiting patiently for theirforever homes.

TheSanctuary, which sterilisesatleast 80 animalsevery month in the Kouga region, also offers shelter to animals eagerly awaiting adoption.

Cindy Muller, sanctuary manager, saidthat they couldnot be happier for thetwo older cats who were recently adopted.

The Sanctuarycurrently houses 14 cats and 18 kittens,with older cats often facing longer waitsfor adoption.

“The catsare all so special and have the most amazing personalities. It’snot often so many cats can get along in suchasmallenvironment, but they make it work,” said Muller.

Furtherelaborating on the longer wait for adoption for older cats, she said thatthey are often less likely to be adopted as they require a bit more patienceand time to settle in.

Thetwo cats had significantly different stories butshared the same outcome

Thejourney to the adoption of the oldest cat, who has been affectionately named Josephine, was particularly touching.

Mullersaid that she was discovered in the Jeffreys Bay township area, where they saw thatshe was pregnant.

She said that when they asked Josephine’s

previous ownersifthey could sterilise her, they indicated that they no longer wanted her

“We brought her back to our kennels and kepther. She had her kittens,who all ended up getting homes. She was sterilised and waited patiently for over ayear forher chance to get a home, which finally came, and we could not be happier,” said Muller.

Tiger, on the other hand,was brought to the Sanctuary as avery smallkitten.

Muller said that after six months,Tiger found her forever home.

Giving insight into life at the Sanctuary, she said that they spend so much time with the animals that they become like family.

She said that it is difficult for the staff to leave behind all the animals when they go home in the evenings.

“It breaks our hearts to leave the animals in the evenings. We wish that all the animals had ahome of theirown to cuddle on abed or snuggle up in ablanket with their families at night,” said Muller.

She further said thatthe Sanctuary continues to need support, particularly cat litter, as they go throughanincredible amount eachday.

Muller said that they would also appreciate donations forthe Sanctuary’s charity shoplocated at 22 Jeffrey Street, Jeffreys Bay.

They also havemany puppies and dogs looking forhomes.

TheWavecrest resident who adopted the two cats, referred to solely as Michael, said that he had previously experienced thejoy of cat ownership before losing his two companions last year.

He said that he had previously adopted acat fromthe SPCA in Humansdorp, which was his first cat adoption.

Michael said thathehad always preferred dogstocats and didnot know what to expect when bringing home his first cat 10 yearsago. Fortunately,hewas immediately hooked on

the cat, which he described as a“beautiful ball of fun”.

Shortly after Michael’sfirstadoption, he discovered hissecond cat, aferal black cat under the Billabong factory building in Jeffreys Bay. He saidthat he decided to take himhome to meet hisother cat.

“The two cats really bonded, and for the next 10 yearsweenjoyed awonderful life together,” saidMichael.

Sadly, the two cats died last year, and after three lonely months, he decided to adopt another cat.

Theconnection to JBay Animal Rescue Sanctuary came through achance encounter Michael saidthat he bumped into Jessie Naude from the Sanctuary, and she mentioned that there were alot of cats ready for adoption at the Sanctuary.

When visiting the sanctuary, the choice seemed natural.

“I decided to visitthe wonderful people at this amazing organisation, and Iwas shown thekennelswherethe cats were housed. There were so many cute cats to pick from, but there were two who were immediately attracted to me, and Ichose thesetwo to sharemylifewith me,”saidMichael.

He saidthat he didnot want kittens andinsteaddecided to adopt oldercats

“The three of us immediately bonded and are having so much fun. Iamsohappy that Iadopted two cats instead of one,”said Michael. He further praisedthe sanctuary’s efforts

More than just agroupofmusicians,the bandhas become abeacon of unity,discipline and belonging for young people,proving how thearts can shape lives and strengthencommunities

As the band prepares to celebrate its10th anniversaryinJune 2026, it reflects on adecade-long journeydefined by passion,commitmentand pride. Over the years, Harmony Community Band has createdopportunities for young musicians to grow, performand find theirvoices, both on and off the stage

Oneofthe band’s most significant milestones has been its ongoing participation in the iconic Cape Minstrel Carnival (Kaapse Klopse).

While Humansdorp does notyet have an officially recognised Klopse group,the Harmony Community Band has proudly represented Humansdorp and the wider Kouga regionat theannual carnival since 2018, bringing local talenttoone of South Africa’s most celebrated cultural showcases.

According to band leader Cameron Lejander, theexperience goes far beyondperformance “Being part of theCape Minstrel Carnivalis agreat privilege for us,” said Lejander. “Whenyou really takethe time to understand thehistory and heritage of the Minstrels, you

realise how meaningful this traditionis. To represent KougaLocal Municipality on such a big stage makes us incredibly proud.”

For many of the band’s members, the Harmony Community Band is morethan amusical group. It is aplace where young people find structure, mentorship and asense of belonging

“For ouryoungsters, this band gives them something positivetobelong to,”Leander explained. “It teaches discipline, commitment and teamwork, anditkeeps them focused on somethingthat builds them up as individuals.”

Participationinthe Cape Minstrel Carnival comeswithsignificant financialdemands.

While theband has agreements with Minstrel groupowners who provide most of the requireditems, including uniforms andsome logistical support, transport remains the group’s biggest challenge.

“Transportisalways our biggest hurdle,” said Lejander.

“A single trip to Cape Town costs us around R24 000. Wedoour best to prepare properly, even though the preparation time is short. The music is sent to us in advance, and rehearsals takeplace here in Humansdorpbefore we travel.”

Fundraising, therefore, plays acritical role in making participationpossible. The band regularly undertakes local fundraising initiatives in Humansdorp, depending on agreements

“We aredeeply grateful to our local community,” Lejander added. “People supportus financially where they can, but just as important is the encouragement and theprayerswe receive when we travel.”

The Cape Minstrel tradition holds particular significance forthe young musicians of Humansdorp. Lejander emphasised that the band approaches the traditionwith respect and humility

“We understand how important this tradition is, especially forCapeColouredand Muslim communities,”hesaid. “Our role is to support and strengthen it, not to take away from it.

Bringing about 30 musicians from Humansdorp to perform with Cape Town-based teams creates abeautiful cultural exchange.”

Recent participation in the Cape Minstrel Carnivaldelivered several memorable highlights for the band, including performing through Cape Town’s city centreand marching throughthe iconicDHL Stadium, home of the DHL Stormers.

One especially unforgettable moment occurred when the band marched through the DHL Stadium while performing Closer by international artist Ne-Yo

“That moment is somethingour members will never forget,” Lejander said.

“It reminded us why all the hardworkand sacrifices areworth it.”

Looking ahead, the Harmony Community Band aims to continue participating in the Cape MinstrelCarnival annually while strengthening its local orchestrainHumansdorp.

To remainsustainable, the group requires ongoing support, particularly for tracksuits, T-shirts,individual instruments, and reliable transport. Additional supportwill alsobeneeded over the next sixmonths as the band prepares to celebrate its 10th anniversaryinJune 2026.

Theband has extended its heartfelt thanks to the residents of Kouga Local Municipality for their continued support, acknowledging that the community remains at the heartofeverything the Harmony Community Band has achieved over the past decade.

Kouga Executive Mayor,Hattingh Bornman, praised the band’s contribution to youth development and cultural representation.

“The Harmony Community Band is apowerful example of how arts and culturecan create positive pathways for our youth,” said Bornman.

“For nearly adecade, this group has given young people from Humansdorpaplace where they feel they belong, while proudly carrying the name of Kouga onto anational stage. As amunicipality, we areproud of their commitment and the positive message they share wherever they perform.”
