KOUGA Municipality launched major multi-million road infrastructure projects on 14 November, including gravel-to-tar upgrades in Sea Vista, St Francis Bay, and extensive road resealing across Jeffreys Bay
Speaking at the launch in Sea Vista, Charles de Kock, Director of Civil and Water Services, said that the municipality’s road network consists of 305 km of paved roads and 118 km of gravel roads, with the launch of the upgrade of gravel roads in Sea Vista’s 7th Avenue, another 4 1 km of gravel roads was added to the sealed road network
“As roads carry people and people carry the future, the road network of Kouga will be receiving unheard of interventions in various ways from resealing to upgrading from gravel to tar,” said De Kock
He said that the success or failure of gravel roads depends on five critical areas, including drainage, correct road shape, high-quality gravel material to carry the load, proper construction and compaction, and continuous, proactive maintenance
“As gravel roads become increasingly part of the critical road network due to Kouga’s
year-by-year growth, the municipality has launched Phase 2 of the gravel road upgrade project, starting at Sea Vista 7th Avenue,” said De Kock
He said that the Municipal Grant Funded (MIG) project has an overall budget of R24 5 million with an 18-month contract duration
De Kock said that the Gravel to Tar project started in Sea Vista on 7 November (site handover) and will be completed when the last roads are done in Loerie in 2026
“The project targets informal areas in St Francis, Humansdorp, Jeffreys Bay, Loerie and Hankey, including Sea Vista, Kruisfontein, Kwanomzamo, Arcadia, Ocean View, Madiba Bay and Rosedale,” said De Kock
“At least 14 gravel roads will be upgraded to asphalt-surfaced roads, with the scope of work including storm water infrastructure, curbing, gravel shoulders, selected block paved sidewalks, road signage and road markings ”
He further said that the Sea Vista component costs R1 47 million for 476 metres of road, with an estimated completion date of 15 January 2026
Speaking at the launch in Sea Vista, Shena Ruth, Member of the Mayoral Committee for Finance and Economic Development, thanked the municipality for “hearing the cries of the


Sea Vista community”
She said that the community has battled with flooding due to a lack of stormwater drains, and the upgrade will therefore provide much-needed relief, especially to the informal settlements behind 7th Avenue
“When there are heavy rains, at times the water can be seen rising up the walls of homes in Sea Vista,” said Ruth
While conversing with a community member, she learned that some residents have been waiting for at least 21 years for the road to be upgraded
Speaking at Dolphin Drive, Jeffreys Bay, De Kock said that following detailed mapping and assessment, a four-phase approach was approved with an R200 million loan to reseal 71% of the road network (145 km), while MIG funds assist with gravel-to-tar upgrades
He said that Phase 1 focuses on Jeffreys Bay with a project value just short of R60 million, covering 199,535 square metres of asphalt seals and 225,281 square metres of slurry seals
“The project runs from 15 September to 14 July 2026, across Wards 2, 12, 14, 11, 8 and 3,” said De Kock
He said that the scope of work includes pothole, base and surface repairs, crack sealing, asphalt overlays, localised storm water repairs, road signage and road markings

A SEAL displaying aggressive behaviour was captured and euthanised at Jeffreys Bay on 16 November after allegedly attempting to bite surfers at a popular surf spot, The Point Marisa Kruger, an inspector for Humansdorp SPCA Assisi, said their team had assisted with the incident on the morning of 16 November at The Point in collaboration with Law Enforcement, NSRI, Bayworld and CapeCross Vets
She urged anyone witnessing unusual or aggressive seal behaviour to report it to authorities immediately
“The public is advised to avoid contact with seals and is reminded that it’s illegal to harass any coastal wildlife, including seals They should also keep dogs away from the seals,” said Kruger
According to a statement released by Bayworld, a museum based in Gqeberha, the small seal was first spotted at Supertubes and then washed ashore at The Point
The statement alleges that the seal attempted to bite surfers The surfers successfully fended off the seal with their surfboards and exited the water uninjured
One of the surfers then contacted the local NSRI station, who immediately mobilised a team while contacting local authorities By the time the NSRI had arrived, the seal was ashore
The statement said that the NSRI contacted the Bayworld stranding response programme and cleared the area of people and dogs when the seal came ashore
“Information regarding the incident was conveyed to Bayworld who noted that the seal was very likely a yearling and that the behaviour was characteristic of rabies in seals,” the statement said
Municipal law enforcement, the local SPCA and a Bayworld team captured the seal after it was sedated by a veterinarian
The statement said that permission from the Department of Forestry, Fisheries and the Environment was obtained for euthanasia This was based on expert assessment indicating that the seal was dangerous to the public, suffering, and that recovery was not possible
“The carcass was removed to Bayworld for brain sampling in collaboration with the state veterinarian, with results expected soon If positive, this would be the first confirmed rabies case for the Eastern Cape,” the statement said “This incident was the first for the seal rabies response plan for the Kouga Municipal area ”
The statement said that success is indicated by the absence of any bites to people or dogs, and the removal of the seal Furthermore, protocols will be refined in light of this event
“The public is reminded to keep their distance from seals, both in the sea and on land,” the statement said
“Response to any seals ashore should only be by experts The stranding response team are trained, experienced and vaccinated and have the appropriate equipment and permits to deal with these situations ” The statement further said that all seals are protected by law and that it is an offence to harm or disturb them

PIET, a 7-year-old Pomeranian and muchloved rescue dog who is well known in local circles, has survived what veterinary surgeons describe as a rare and life-threatening medical emergency
According to his owners, Crystal and Johan Swanepoel, the normally energetic dog began showing alarming symptoms, including a loss of appetite and difficulty in breathing Concerned, they brought him to the CapeCross Veterinary Hospital in Jeffreys Bay for urgent assessment
Veterinarians at the clinic report that initial examinations revealed a severe complication in Piet’s lungs During exploratory radiographs and ultrasonography, the team discovered that a portion of the lung had twisted, a condition known as lung torsion The twist had compromised blood flow and posed an immediate risk to Piet’s life Clinic staff say the situation required a rapid and decisive response Dr Magdalena Lategan, who led the procedure, opted to perform an emergency operation, removing the affected section of lung in what she described as an exceptionally delicate and complex surgery
Following the operation, Piet remained at the clinic under close observation Veterinary staff report that he responded positively to treatment and received round-the-clock care during his recovery After several days, he was deemed stable enough to return home Crystal said the family was deeply grateful for the clinic’s efforts “The gratitude we feel is overwhelming,” she said “Everyone

THE Abancedi Community Development Centre hosted its third annual Christmas dinner for senior citizens on 15 November in Ocean View, Jeffreys Bay
The event, specifically for people older than 55, was organised by the centre, which is dedicated to alleviating poverty in the informal settlement of Ebumnyameni in Ocean View
Pastor Sakhekile Mbili, the founder of Abancedi Community Development Centre, said the annual event was inspired by a calling to appreciate senior citizens of the community
“We have to show our appreciation to seniors because they are living among us and we receive guidance and wisdom from them,” said Mbili
He also said that the initiative was born out of concern for how seniors were being treated by their families
