AN unannounced oversight inspection at the Storms River Police Station has highlighted deteriorating infrastructure, inadequate resources, and conditions that allegedly hinder theproper protection and support of vulnerable victims

In apress release, HenniBritz,Democratic Alliance Kou-Kamma Constituency Leader, said that thealleged shocking situation at the police station was uncoveredafter he conducted an unannounced oversight inspection that confirmed long-standing community complaints aboutthe state of the station.

“It became evident that regulations governing the protection, confidentiality and proper handling of victims, particularly survivors of gender-basedviolence and rape, cannot be adequately implemented at this police station,” said Britz

“This failure is not due to alackofprofessionalism or commitment by South African Police Service members, but rather the result of severely inadequateinfrastructureand resources.”

Britz further alleges that the Victim Support Centre is in adeplorablecondition.

He said that the floor is rotten, structurally unstable, and poses asafetyriskto both victims and staff.

“The consulting room contains only one broken-down sofa and asingle plastic chair, conditions whollyunsuitablefor interviewing traumatised victims of violentcrime,” said Britz.

Furthermore, he said thatcompounding thisindignity is thefact that the only public toilet at the station is not operational.

Britzfurther alleged that the station has acritical lack of operational resources.

He said that visible policing has access to only one vehicle, while detective services also rely on only one.

“This constitutes the station’s entire availablefleet. As aresult, there are times when no vehicle is available to respond toemergency calls from the public This places bothresidents and policeofficers at unacceptable risk,”saidBritz.

He further said that communities in remoteand rural areas are entitled to the same level of protection as any other part of the country, and policeofficersare entitled to thebasictools required to perform their duties effectively

“Community safety cannot be achieved where police stations are lefttooperate under degraded conditions and chronic resourceshortages,” saidBritz.

According to policespokesperson Warrant Officer Majola Nkohli, the Department of Public Works and Infrastructure (DPWI)isresponsible for the management of state-owned fixed assets and the coordination of public infrastructure development.

“All the structural defects at the police stationare to form partofthe renovation project by the DPWI,” said Nkohli.

He saidthat the StormsRiver Police Station management has acontingency plan toassist in serving the victims of gender-based violence, wherein an alternative office is used to interview the clients.

Nkohli further said that there are sufficient and actively operational vehicles at the station to service the community of Storms River

FARMERS in the Kouga region received much-neededrelief on 17 February when fodder was handedover by Giftofthe Givers, ahumanitariandisaster organisation, to assist those struggling with damaged grazing land and the ongoing Foot-andMouth Disease (FMD) crisis.

Mario Ferreira,Southern Capeco-ordinatorfor Gift of the Givers, saidthe need for fodder became clear followingthe impact of theJanuary fires.

As previously reported, theKouga region experiencedextensive fires that threatened residential areas, farms, andinfrastructure.

The fires, fuelled by dry conditions, strong winds, and difficult terrain,required acoordinated response from municipal, district municipality, andhumanitarian resources

The firstmajor flare-ups were reported on 8January in the Zwartenbosch and St Francis Bay(Oyster BayRoad) areas, prompting evacuations.

By 11 and 12 January, major fire fronts were largely under control, although mopup and monitoring operations continued, with some flare-ups persistingnear theKabeljouws River and Oyster Bay.

“While on the ground assisting with the fire,werealised the serious need for fodder. We then began planning to gatherfodderfor the farmers in the area,” said Ferreira.

He furthersaid that farmersare facing immensefinancialpressure following the devastating fires and the FMD crisis.

“Farmers are going through atough time. Theyhavetopurchasevaccines to curb the FMD crisis and must purchase fodderfor grazing,”said Ferreira.

Cattlevaccination began across Kruisfontein in Humansdorpon11Februaryaspart of ongoingeffortstocontain FMD and prevent further spread.

Toassist local farmers,Gift of the Givers reachedout to Shoprite, which generously offeredtransportation for the fodderfrom Winburg in the Free State to the Kouga region.

“We areverygrateful for the assistance wehave receivedfrom Shoprite,” said Ferreira. He added that Shoprite alsoassisted during the January fires by supporting a soup kitchen that providedmealstoresidents evacuated from theirhomesand accommodated at asafe location.

Ferreira said that they plan to hand out a total of fivetruckloads of fodderbythe end of this week, withthe firsttwo truckloads deliveredon17February.

He said that between 10 and 15 farmers received fodderduringthe firsthandover

HISTORY was made on 8February in Jeffreys Bay when the first-ever Lifesaving Nipper Level Test was conducted at Dolphin Beach.

The milestone marked asignificant stepforward for junior lifesaving development in the area.

The town also hosted the Eastern Cape’s Lifesaving Championship, which took place on 14 and 15 February at Jeffreys Bay Main Beach KeawaneHammond, chairman and headcoach of Jeffreys BaySurf Lifesaving Club and aKouga Municipality lifeguard, said the timing was right to introducethe formal nipper testing component in Jeffreys Bay, where four local candidates participated in the testing.

“We felt the timing was rightbecause our nipper programme has grownsteadilyinparticipation and structure,”saidHammond

He said that the first four candidates performed very well in all aspectsoftheirtraining andwere selectedtodotheir level testingto ensure their participation in the Eastern Province Championships.

Hammond said that the athletes were ready for formal assessment, and introducing level testing allows them to benchmark their progress and aligntheir training with provincialstandards.

“Our first four young candidates took part in the testing, representing asmall number but also asolid turnout, showing growing interest in juniorlifesaving in our community.” Nippers typically range from ages

six to 14, with training tailored to each age group's physical ability and skill level.

Hammonddescribed the milestone asamajor step forward.

“This milestone marks amajor stepforward for youth development. It establishes astructuredpathway for young lifesavers and strengthens our club’s abilitytoproduce skilled, confidentathleteswho can compete at the provincial level,”saidHammond

The candidateswere tested across Levels 1to3,completing assessments in pool swimming,run/swim/run sequences,sit-ups, push-ups, water safety, first aid, signals, and lifesavingknowledge.

Hammondconfirmed that the testingwill become an annual feature

“We intend to make nipper level testing an annualevent. Consistency is key to development, and regular testing will help us maintain high standards and track progress year after year,” said Hammond.

Furtherelaborating on the Eastern Cape’s Lifesaving Championship, he said that it was highly competitive and well-organised, bringing togetherapproximately six clubs from acrossthe province, as well as aspecial invitational club fromPlettenberg Bay

Hammondsaid that the championship event provided agreatplatform for youngathletes to gain experience, build confidence, and represent theirclubswithpride

While thiswas thefirst nipper level testing in JeffreysBay, the championship itself hasbeen hosted locally for thepast threeyears.

Hammond said that hosting the event locally highlighted the town's growing role in provincial lifesaving Local competitorsdelivered strong performances.

In the long run event, Judah Levendal (u/12) secured first place, and both Christiano Faulkner (u/14) and Lionel Coetzer (u/10) placedsecond

In the beach sprint final, Lionel (u/10) took first place, Judah(u/12) and Christiano (u/14) both finished fourth, and Zach Levendal (u/10) finished eighth.

Theu/14 boys placed sixth in the beach relay while Judahwon the u/12 Victor Ludorumtitle and placed third in the u/12 run/swim/run sequence.

In the u/12 Taplin Relay (run/ swim/Malibu board paddle), Lionel, Zach, and Judahsecured third place.

In total, the local club earned 12 medals.

Looking ahead,Hammond said development will remain structured and consistent.

“We will continue structured weekly training, coaching clinics, and participation in competitions. Our aim is to build both competitive ability and strong lifesaving fundamentals throughconsistent coaching and mentorship,” said Hammond.

The nippers are now preparing to compete at the 2026 South African Lifesaving Championships in Gqeberha from 26 March to 1April.

Hammond added that expanding lifesaving programmes to other local beaches in the Kougaregionforms part of the club’s long-termvision.

WHEN Jeffreys Bay Visible Policing Commander Captain Dominique Doubell puts on his police uniform, he does so with deep pride and unwavering passion –acalling thatbegan in December 1990 and continues to definehis lifemore thanthree decadeslater.

His dedication was recently recognised when he was named first runner-up at the SouthAfrican Police Service (SAPS) National Excellence Awards –a prestigious honour celebrating integrity, professionalism,bravery, and excellence in service.

HeldinBloemfontein under the theme, “Serving withintegrity, celebrating excellence,”the ceremony brought together more than 30 top-performing SAPS members from across the country. Doubell stood proudly among them –representingresilience, courage, and the enduring spiritofservice. Awards were presented across 40 categories, withthree finalists selected in eachcategory. Allfinalists had previously emerged as winners at the SAPS Provincial Excellence Awards, earning the opportunity to compete at the national level.

On 2November2016, Doubell was severelyinjured while on duty during aprotest when a glassbottle was thrown through apolicevehicle window,striking his face and permanently damaging his right eye.

“It was alife-defining moment. I almost died that day.”

Faced with physicaltrauma and later diagnosed with PTSD,he made adeliberate decision –not to surrendertodespair, but to rise with renewed purpose.

“I made aconscious decision not to wallow in self-pity. Iset new challenges formyself.”

“If it were not forGod’s grace, I would not have been here today. God protected me that day.”

Just two weeks after the inci-

dent, he returned to work –determined that hisdisability would not define hiscontribution.His resilience carriedhim through roles at theTshwaneCluster Office,District Office, Bethelsdorp Police Station,and eventuallyto his current position as Visible Policing CommanderatJeffreys Bay.

Amoment of overwhelming emotion

WhenDoubell received the call informing himthathehad been selected to attend the SAPS National ExcellenceAwards, disbelief was hisfirst reaction

“When Igot the call, Ihonestly thought it was ascam,” he says with asmile.“Iwas speechless.”

As the realitysettledin, awave of emotion followed– humility, gratitude andpride builtover35 years of service.

“In my 35 yearsinthe service, it was my firsttimebeing invited to the National ExcellenceAwards. It was somethingspectacular. I felt overwhelmed –not formyself alone,but because it felt like recognitionfor everychallenge Ihad overcome, everysetback, every late night, andevery moment of sacrifice.”

He describes standingamong colleaguesfromacrossthe country as both humblingand deeply affirming.

“Even if Inever go again, it will be enough.Ican saythatI was there. Irepresented my station, my colleaguesand my community. That meanteverything to me.”

En in die Kouga is daar tweeduiweboere wat beslis weet hoeveelsweet en tyd ’n wedrenduifboerdery behels. En vir hulharde werk,is daar ook soms groot pryse op die spel. Ds. Predon Roodt van Jeffreysbaai en sy vennoot, George van Onselen van Humansdorp, het onlangs ’n bakkie gewen met hulspogduif se rekordvlug. Ook hetdominee Roodt al voorheenmet ’n ander wedvlug, ’n gawe R150 000 aan prysgeld losgeslaan.

Ek het by dominee Roodt gaan kersopsteek oor hoe ’n mens ’n wenduif teelen gereed kry virlang vlugte.

“Om ’n wenner te ontwikkel, berus op verskeie faktorenaamlik teling, voeding en afrigting.”

Hoe rig ’n mens ’n duif af en hoe weet die duiwe waar hul hokke na ’n lang vlug is?“Op dertigdae word ’n duif gespeen. Daarna word die duiwe na die Opleidingskool by Boesmansrivier vervoer.”

Vir die eerste 3tot 4weke word die duiwe in draadhokkegeplaas, om aan hul nuwe omgewing gewoond te raak. In hierdie tyd leer die duiweomverskillende bakens, strukture en plantegroei te ken. Hierna word die duiwe uit die hokke gehaal en na buiteverskuif. Hulle begin hulvlerke sprei en dartel liggies rond.

“Dan volg daar kort vlugte van 30 tot60 minute in dieselfde omgewingenvorm hulle dikwels spontane sirkels,” aldus ds. Roodt. Die volgende stap is wanneer die duiwe in hokke op ’n bakkie gelaai word en sowat 5km ver weggeneem en vrygelaat word. Die afstand vergroot binne 7dae na 10km toename-sessies voordat hulle op 50km terug na hul hokke moet vlieg.

“Op hierdiestadium is dit bloot oefenvlugte. Na die voltooing van drie 100 km vlugte, is die duiwe wedrenfiks.”

Identifikasie geskied via ’n geringdepoot met sy nommer, datum en omgewing op. Aan die ander poot kom die elektroniese ring waarin

daar ’n mikroskyfie is, waarin die duif se data opgevang word. Die duiwe land op ’n spesiale landingstrook en gaan dan deur ’n nou opening waar elke duif geskandeer word en die data op ’n rekenaarskerm verskyn.
