Derde moord in Blompark

(Hermanus Times, 23 April: "Enough is Enough")

ASF outbreak hits pig farms

The Cape Agulhas Municipality (CAM), in partnership with the Western Cape Department of Agriculture and State Veterinary Services, has confirmed a new outbreak of African Swine Fever (ASF) in Napier. This follows the earlier confirmed outbreak in Bredasdorp, where containment measures remain in place.

Hendrik Kröhn, CAM Acting Municipal Manager, said laboratory testing by the State Veterinary Services confirmed ASF after pig deaths were first reported in the town on 5 September.

“ASF poses no risk to human health, but is highly contagious and often fatal to domestic and wild pigs,” he said.

According to Kröhn confirmed cases of ASF had been recorded in the Engel Avenue pig encampments in Napier. “No cases have been confirmed in the area in the vicinity of the primary school.”

The municipality confirmed 31 pigs in the Napier area had died of ASF since the outbreak was first confirmed in Bredasdorp, and 1 027 since the first outbreak in August. It said two pigs in the Bredasdorp area remained under strict monitoring and veterinary oversight.

CAM declared quarantine zones in both Bredasdorp and Napier. Law Enforcement and Expanded Public Works Programme

(EPWP) personnel had been appointed to secure both sites where strict biosecurity protocols were in place and only pig owners and caretakers were allowed access to the animals in the camps.

“Carcasses are being disposed of at an environmentally-approved site authorised by the Department of Environmental Affairs and Development Planning,” said Kröhn. “Veterinary inspections and monitoring continue daily.”

A public meeting for Napier pig farmers was expected to be held shortly, at which officials would provide updates and answer questions. Details were to be communicated directly to affected farmers.

Meanwhile, the public was urged to refrain from moving pigs between different areas and not to sell or buy pigs across municipal boundaries.

Residents were also urged to report any sick or dead pigs to the authorities immediately and not to dump pig carcasses in open areas, rivers or refuse sites.

Kröhn warned that any breach of quarantine regulations is a criminal offence under the Animal Diseases Act and may lead to prosecution.

To report sick or dead pigs contact CAM’s standby numbers: 028 425 5500 or 082 457 1774.

Casino moving to Somerset West

The proposed Somerset West casino will become a reality, transforming from a contested development into an approved R1 billion project set to reshape the Helderberg entertainment landscape.

The Western Cape Gambling and Racing Board (WCGRB) made the decisive ruling during a meeting on Tuesday 26 August, officially green-lighting the casino’s relocation from the Overberg to the Helderberg region.

This approval comes after significant opposition from Helderberg community members, who voiced their concerns at a public hearing held in Strand in July of last year.

Residents strongly opposed the casino proposal due to concerns about gambling addiction among vulnerable populations, inappropriate proximity to schools, potential crime increases, and fears that the development would harm local small businesses while straining traffic and infrastructure systems.

Others also criticised Tsogo Sun’s lack of transparency regarding corporate social investment promises, questioned the adequacy of public consultation processes, and expressed fundamental moral opposition to introducing government-supported gambling near schools and residential areas, arguing it would undermine community values.

OPERATIONAL WITHIN 24 MONTHS

Despite the community pushback, the gambling board has now given the hospitality group the final authorisation needed to proceed with the controversial relocation after a decade-long application process.

“The building of the new casino will commence as soon as all municipal authorisations and building and project plans are in place. It is envisaged that the new casino will be operational within 24 months, subject to any building related delays,” the WCGRB stated.

The R1,1 billion dual investment strategy, which comprises the phased construction of a casino – initiated with a 10000m² development (in phase 1 and 2) and expanding to 15 000 m² (in phase 3) – and the refurbishment of the existing Caledon complex into a resort destination.

The latter, which is estimated at R70 million, will see the entire redevelopment of the hotel and spa (to a potential four-star), thermal mineral-water spring amenities, conferencing, event spaces, restaurant and bar offerings, outdoor activity centre, and supplementary gaming area (subject to licensing).

Only six of the 22 ha of the earmarked site will be developed to accommodate the proposed casino. The proposed location is within the urban area on Portion 29 of Farm 794, which previously formed part of the Somerset West Golf Course. It is seen as ideal for its accessibility and potential to allow for expansion.

OBJECTIONS DISMISSED

When questioned about why public consultation findings didn’t sway the approval decision, the board explained that public response was minimal despite opportunities to inspect the application. The WCGRB further stated that many objections could have been addressed had more people reviewed the comprehensive documentation provided. While the board considered all submitted objections, several lacked merit or were based on misconceptions.

The board acknowledged receiving numerous objections but dismissed many as unfounded or based on misunderstandings.

They emphasised that their decision-making process was comprehensive, weighing all public input, hearing submissions, and the applicant’s commitments alongside technical assessments.

“The value of the commitments made by Tsogo Sun, backed by independent economic studies, reflected that the area of Helderberg, as well as the province would benefit from the development of the casino,” the WCGRB stated, adding that community concerns, particularly those not addressed during the initial public consultation process, will be handled on a case-by-case basis.

The casino giant, in the report on the outcome of the relocation application of Tsogo Sun Caledon, addressed community concerns by committing R15 million to upgrade three Helderberg schools (Solomon Qatyana Primary School, and Simanyene and Gordon High School), commissioning a Lightstone study that found no negative property value impacts, and countering misconceptions about criminal activities with evidence-based responses. Environmental concerns were addressed through plans for the new establishment to be the country’s first “green casino” featuring solar power, water recycling, wetland rehabilitation, and zero waste goals. Economic justifications included creating 164 net jobs, generating millions in additional annual provincial tax revenue through gaming revenue growth, and phased investments totaling up to R1 billion across three development phases. Community benefits encompassed R40 million for N2 corridor infrastructure, 1% of annual profits for CSI initiatives, increased local procurement worth millions annually, and a R70 million Caledon Spa upgrade to retain Overberg employment.

Authorities have confirmed the outbreak of African Swine Fever at the Engel Avenue pig encampments in Napier.

‘We are not going te keep quiet’

“We will not remain silent and we will fight for those who cannot fight for themselves.” These were the words of the two activists and members of One Billion Rising, Lucinda Evans and Tanya Bibbert, at the Grabouw Magistrates’ Court on Friday.

Evans and Bibbert, along with journalist and author Julian Jansen and another Grabouw resident, were due to appear in the magistrate’s court on Friday after the mother of the teenage boy charged with the murder of Deveney Nel applied for a protection order against them. The case was postponed again until 6 November due to the magistrate’s illness.

Evans stated that it is time that we start keeping parents responsible and accountable when they did not take the necessary measures, when they knew that their child has a challenge with violent behaviour and as a result their child has caused the death of another child or is the cause that our children are committing suicide.

“The Child Justice Act needs to change; we have children with violent behaviour perpetrating rape, firing off guns and

killing other children, and enjoy the protection of the Act as minors even if they turned 18. We are in court so that I, and Tanya, can defend the constitutional rights to freedom of speech. Our movement, One Billion Rising South Africa, is not only defending ourselves but also looking a parent in the eye who’s behaviour shows no remorse for the role they have or have not played which lead to Deveney Nel being murdered in her school on 7 August 2024.”

According to her this parent threatened her constitutional right and freedom to picket in front of the court to seek justice for Deveney.

“This parent threatens our constitutional rights of freedom of speech as activists by trying to prohibit us to support the family of victims of femicide and GBV. The Child Justice Act needs to change because we need to keep parents accountable and also responsible when their child kills other children.”

She further stated that they want children that commit murder as a child to equally receive a life sentence, without parole, especially if they have committed a serious crime more than once.

Selling Property from a Deceased Estate: Needs

When someone passes away, the executor appointed by the Master of the High Court has the responsibility to manage the estate, which may include selling immovable property. This can only be done once Le ers of Executorship have been issued. Without them, any agreement of sale is invalid.

The executor is then authorised to market the property, sign the sale agreement, and complete transfer documents on behalf of the estate. However, certain legal requirements under the Administration of Estates Act must be followed.

In terms of Section 42(2), before a transfer can occur, the executor must obtain the Master’s endorsement confirming no objections to the sale.

Section 49 further provides that if an executor, or anyone closely connected to

them, wishes to purchase estate property, this may only happen with the Master’s approval. This safeguard ensures transparency and prevents conflicts of interest.

In short, the executor plays a vital role in ensuring the fair and legal transfer of estate property. By following the procedures set out in law - from obtaining Le ers of Executorship to securing the Master’s consent - the process protects heirs and upholds the integrity of the estate administration.

NPO brings hope, compassion in hard times

In an era when rising living costs and unemployment have left many families struggling to survive, one non-profit organisation is proving that community compassion can be a powerful force for change.

As darkness fell over Zwelihle township recently a different kind of light began to shine in the homes of some of Hermanus’ most vulnerable residents. Armed with bags of essential groceries and hearts full of determination, volunteers from Sisonke Sinako Ukwenza Utshintsho moved through informal settlements and low-income neighbourhoods, transforming despair into hope one food parcel at a time.

The initiative, launched earlier this year, aims to provide immediate relief to the most vulnerable households in the area. “Our mission is simple,” said Lubabalo Gecwa, director and founder of Sisonke, “no family should go to bed hungry. Our food-parcel initiative was born out of the realisation that hunger is not just a symptom of poverty; it is a barrier to progress. We are deeply aware of the hardships many families are going through. These food parcels are

not a long-term solution, but they bring immediate comfort and dignity to those in need.”

According to Amanda Zenzile, a volunteer, when people are hungry it is difficult for them to think about education, employment, or the future. “We want to give people more than food,” she said, “we want to give them a chance.”

Many of the beneficiaries are single mothers, elderly individuals and unemployed youth. For Sinesipho Magwanya, a mother of two who lost her job during the pandemic, the support came just in time.

“I don’t know where our next meal will come from,” she said tearfully. “This parcel means my children will eat tonight.”

What makes this handover more special was the presence of the Overstrand Mayor, Archie Klaas. “I am overwhelmed by the organisation’s research,” he said.

“The food parcels are given to the people with the real need. It is so sad to see an elderly woman crying tears of joy and gratitude. I would like to invite all the local businesses to support the Sisonke initiative.”

Keer parasiete op jou troeteldiere

Thys Louw

Hoekom parasietbeheer belangrik is Parasiete veroorsaak meer as net ongemak.

• Wurmmiddels: Generiese middels is dikwels net so doeltreffend en gewoonlik goedkoper.

Parasiete versprei maklik. Jou hond

Hawelose hond word by ’n dierewelsynorganisasie gebad

Daarom is samewerking belangrik.

• Koop generiese middels waar moontlik.

Klein, bestendige stappe werk beter as duur eenmalige behandelings. ’n Gesonde dier beteken minder spanning en laer uitgawes.

Dog owners please take note

The breathtaking coastlines and mountain trails of the Overstrand draw countless visitors and residents seeking to enjoy nature’s splendour with their four-legged companions. But recent incidents served as a stark reminder that this privilege came with serious responsibilities some dog owners were failing to uphold.

Two disturbing events on the recent public holiday, Heritage Day (24 September), one unfolding on Pringle Bay’s pristine beach, another on a popular mountain hiking trail, saw unleashed dogs pursuing local baboon troops, creating dangerous situations that could have had devastating consequences for both wildlife and pets. These incidents prompted municipal authorities to issue an urgent reminder about leash laws, which aren’t merely suggestions, but legal requirements designed to protect everyone who shares these precious public spaces.

“As a result,” Municipal Manager Dean O’Neill said, “we’re reminding all

dog owners across the Overstrand of an important and non-negotiable rule: dogs must be kept on a leash at all times in public open spaces.”

In terms of the Bylaw Relating to the Keeping of Dogs and Cats, a public place includes any beach, road, street, thoroughfare, bridge, overhead bridge, subway, foot pavement, footpath, sidewalk, lane, square, open space, garden, park, bus or taxi rank, servitude or enclosed space vested in the council. It also includes any road, place or thoroughfare that is the undisturbed use of the public or to which the public has a right of access.

“Even the friendliest dog can unintentionally cause distress, injury or provoke wildlife, such as birds, baboons and bokkies,” he emphasised. “Where dogs on a leash are allowed in nature reserves please stick to designated trails and always pick up after your dog. This isn’t just about rules; it’s about respect, safety and shared responsibility.”

Byword for Italian cuisine

He is known as the Real Italian in Hermanus, and not only are his restaurants a favourite among residents, but holidaymakers come back again and again to eat at Fabio’s and get ingredients from Dal Italia.

Fabio Lenci always wanted to have a deli, as he told Hermanus Times: “It was my intention to open a delicatessen 18 years ago, but four years ago during Covid the timing was right.”

The apple doesn’t fall far from the tree and with Fabio’s mother being in the restaurant industry, the culinary industry runs in Fabio’s veins. “My mother owned three restaurants before me. She was my inspiration to have one too as she too had a deli. I learnt how to cook with her as a hands-on experience, made so much lasagne sheets, enough to go round the circumference of the earth. She was my learning school and shared her recipes and Italian traditional cuisine with me.”

His unique menu, love for what they do and their love for Hermanus make Fabio’s restaurants unique. Three ingredients have also been found to make Fabio’s restaurants special –creativity, passion and a deep connection to the beautiful town of Hermanus!

“I handed the original traditional Italian recipes over to my daughter Carmen, who is a qualified chef and passionate about Italian cuisine. I am lucky because my son too is an avid business brain and a keen cook and baker who specialises in pizza dough and special pizzas.”

STONE HOUSE CHEESE

If you need something special to add a twist to your meal, Dal Italia will have it. According to Fabio they import ingredients from all countries and sourced locally. “I can proudly say that we boast a partnership with Stone House Cheese who give us exclusive distribution of their cheeses for the Overberg.”

The Friday Nights Deli Dining is something special, Fabio explains: “During this special occasion we offer a different

Rose Fair held in Greyton again

The picturesque Overberg village of Greyton has become well-known for its annual Rose and Garden Fair, drawing visitors from far and wide. This year the Greyton Rose and Garden Fair will be held from Friday 24 – Sunday 26 October.

Visitors can once again look forward to a wide variety of activities, which includes 12 open gardens, the well-known rose show, a parade of vintage cars, Miss Rose and Miss Rosebud as well as musical pop-up events by children from local schools, which will take place at the Saturday market from 10:00. All entries for the rose show must be submitted by Friday 24 October and the show, which will be held in the Anglican Church hall, will be open to visitors on Saturday 25 October and Sunday 26 October.

menu, special dishes and a great vibe. One of the most popular dishes is fresh-filled pasta, which we make with various fillings and served with exclusive sauces, lots to try and taste.”

He said (tongue-in-cheek) that the restaurant’s traditional Bolognaise ( Ragù ) and Pomodoro are still its secret and guarded by its Mafia Angel in heaven. “Our veal is our secret weapon as we specialise in many of the veal dishes and classic Italian dishes such as Trippa Parmigiana, Zuppa di Pesce and Osso Bucco.”

Behind every great chef lies a tapestry of influences and love that shapes their culinary journey. For this Italian chef it’s a beautiful blend of heritage and heart, from his late mother watching over him from above to the wisdom of old-school chefs, who taught him the fundamentals, and Wayne Duvenage’s philosophy of keeping things “real, clean and tidy.”

His foundation is built on family: a younger brother who keeps him grounded, a supportive wife who has stood by him through all the years, and most importantly, his children and grandchildren who remain his greatest inspiration.

It’s this combination of professional mentorship and unconditional family love that creates not just great food, but a legacy.

Times: “After all these years it is still such a significant event and that I find very heart-warming.

Celebrating their fashion heritage

Hawston lauds community

The Hawston Sports Field was transformed into a vibrant hub of celebration on Heritage Day, 24 September, when the community gathered for what organisers are calling one of the most successful heritage festivals in recent memory.

The festivities started in spectacular fashion with a convoy of boats making their way to the venue, followed by a colourful procession of cadets and participating schools and clubs, which set the tone for a day celebrating the rich cultural tapestry of the Overstrand region. The Mayor of the Overstrand, Archie Klaas, opened the proceedings with an inspiring address, followed by a warm welcome from local leader Dinayo Fisher, who emphasised the importance of preserving and celebrating Hawston's unique heritage. The packed programme showcased the community’s diversity through an impressive array of activities including netball, soccer, wheelchair basketball and aerobics.

Cultural performances took centre stage with moving poetry recitations about Hawston’s heritage, traditional indigenous games, dramatic presentations and musical entertainment that had the crowd singing along. Perhaps the most heartwarming highlight came from the legendary teams – some featuring players over 60 years old – whose spirited games brought waves of laughter and applause from the appreciative crowd.

Their enthusiasm and competitive spirit proved that age is truly just a number when it comes to community participation. “The diverse group of people shared joy and unity throughout the day,” noted event observers, capturing the essence of what Heritage Day represents for South African communities.

The successful event was made possi-

ble through the collaborative efforts of organisers MK and Prudence, working alongside multiple stakeholders including the Police, CPF, Hawston Health and Welfare, Overberg schools, law enforcement, APD, Hawston Library and EMS.

Local businesses stepped up to support the celebration, with catering graciously sponsored by Overstrand Municipality, Hawston Local Business Chambers and local shops, ensuring no-one went hungry during the day-long festivities.

The day concluded with an unexpected treat when Gift of the Givers arrived to feed everyone remaining on the field, adding a generous touch to an already memorable celebration. Special recognition goes to the main entertainers – the Hawston Cadets and a colourful band dressed like the traditional Cape Town “klopse” – who kept energy levels high throughout the event.

Erfenisdag by museum gevier

Mitzi Buys

Heritage Day is celebrated annually on 24 September. This is a day to celebrate our rich culture, diversity and traditions. On this day many people proudly wear their traditional outfits, like these four women from a local supermarket in Caledon.

Sanlam-Boland-Top-12-spanne:

• Robertson Town RFC (verdedigende kampioen)

• Villagers Worcester RFC (2024 se naaswenners)

• Safcol United RFC (2023 se kampioen)

• Botrivier RFC (nuwelinge

• Delicious NW RFC (terug in Sanlam-Boland-Top-12 sedert 2023)

• Hillcrest United RFC (naaswenners in vorige Top-8formaat in 2017)

• Vredenburg RFC (terugkerende Weskus-span

• Wesbank RFC (keer terug na die Sanlam Boland-Top-12 sedert 2023)

• Abbottsdale RFC (terugkerende Swartland-span)
