First fire and now floods... that’s what Overberg residents had to endure at the beginning of this year.
On Sunday evening a level-4 weather warning was issued and on Monday the storm warning remained active. “Residents are advised that the South African Weather Service has issued weather warnings for the Overberg Municipal area, relating to severe thunderstorms and heavy rainfall over the next two days.”
On Monday the Overstrand Municipality (OM) received more than 350 emergency calls as heavy rainfall overwhelmed stormwater systems across multiple wards. “The OM is maintaining











round-the-clock emergency operations as flooding continues to impact communities across the region,” OM Municipal Manager Dean O’ Neill said, “with response teams distributing more than 1 000 sandbags and fielding hundreds of calls for assistance following heavy rainfall.”
After a demanding day of emergency response work Overstrand Mayor Archie Klaas visited the Joint Operations Centre (JOC) to motivate officials. He said the JOC would remain fully operational as more rain is forecast. He also assured residents that the response teams remained deployed and were closely monitoring conditions as assessments and response operations continued.
In Stanford the bridge was under close surveillance, with water from outer catch-

ment areas expected to flow down the mountain on Tuesday, potentially exacerbating existing flood conditions.
The Gansbaai and Stanford areas experienced the most severe impact, with heavy rainfall causing flooding at several homes and businesses. Rainfall estimates ranged between 90 and 110 ml, although these figures awaited verification.
“Most localised flooding has since subsided,” O’Neill said, “indicating stormwater infrastructure was overwhelmed by the sheer volume of rainfall rather than being blocked by debris. Maintenance teams continue clearing roads and catchpits, with crews remaining on standby overnight.”

According to O’Neill the main areas of concern remain Fisherhaven, Hawston and the low-lying informal settlement of Zwelihle. “Hawston has experienced widespread damage to households and infrastructure, including damage to the main water pipeline caused by flood waters.”
In the Kleinmond area calls for assistance decreased on Monday evening, though response teams remained on high alert due to continued risk of mudslides and water flow from the mountain.
More than 185 mm of rain was measured at some locations in the Theewaterskloof municipal area, which also led to flooding. Botrivier was probably the hardest hit by the floods, and Theewaterskloof Municipality was widely criticised for the condition of the stormwater pipes and roads. In a video on social media one can see how some of the shops and houses in Botrivier are flooded. “Yes, in this video you can see the hopelessly incompetent Theewaterskloof Municipality,” commented one resident on a Facebook page. “The Railway Station, Laurenbosch, Bot River Lodge and Manny’s get flooded. And why? Because the roads in Bot River are in a dismal condition, with zero town planning or rather say lack of engineering and common sense. People and Transnet should start suing TWK. The entity that did the roads has zero competency. The rain is not the the excuse; this happens year after year in winter, and if you ask TWK to help they will say it’s Transnet property. Now who’s at fault here?”
Another reader noted Theewaterskloof Mayor was “missing in action”. “If you look at Hermanus you see how the Mayor is involved,” she said, “but we don’t hear anything from our Mayor, nor do the councillors support their residents.”

But like any other national disaster residents and municipal workers went the extra mile to lighten the burden. The manager of Herberg on See Home for the Elderly, Lynette Andrews thanked all who responded to the facility’s call for help on Monday. She said: “Your swift action, generosity and solidarity reminded us once again of the strength and compassion that defines our community. The donation of sandbags, tireless support from neighbours, family, friends and the rapid intervention of the Overstrand Municipality, Fire Department and Disaster Management team from Hermanus made an immeasurable difference in safeguarding our residents and staff. We are deeply moved by the way you rallied together in our time of need.”
In a video circulating on social media someone can be seen “street surfing” the streets of Fisherhaven. “The video made me smile during these difficult times,” someone commented.
At the time of going to press the Klein River was rising, but according to O’Neill at a “normal” water level, with water flowing under the bridge. Other problems in the area were the empty Hawston reservoir, which did not fill up during the night as anticipated, and water tankers are being dispatched where affected households could collect water.

A great honour fell upon the former mayor when she was named mayoral candidate for the Overberg Municipality.
Although she controversially resigned from her position as Overstrand mayor, Dr Annelie Rabie achieved many successes during her time in office.
Dr Rabie’s term as Executive Mayor from January 2022 to April 2025 was characterised by excellence across multiple sectors, establishing Overstrand as a benchmark for municipal performance in South Africa.
Perhaps most notably, Rabie has overseen an unprecedented 12 consecutive clean audits, spanning from the 2020-’21 financial year through to 2023-’24. This remarkable streak of financial transparency and accountability earned her the Salga Women Leadership Excellence Award for clean audits and financial governance in 2022.
The municipality’s commitment to good governance was further recognised when Overstrand was ranked among the top 10 municipalities in South Africa by Good Governance Africa’s 2024 index, with Standard Bank also acknowledging the municipality’s excellence in local governance.
Under Rabie’s leadership, Overstrand has also emerged as a national environmental champion. The municipality claimed the National Arbour City Award in 2022 for excellence in greening efforts, and has consistently maintained Blue Flag status for multiple beaches, including Grotto Beach, Hawston, Kleinmond, and Castle Beach.
The environmental achievements culminated in 2025 when Overstrand secured first place in the Municipal Waste Management Recognition Awards, the Western Cape’s version of the former Greenest Municipality competition. This followed a second-place finish in 2024 and the title of Best Municipality in the Western Cape for waste management in 2023.
Overstrand’s water services have set national standards under Dr Rabie’s stewardship. In 2023, the municipality achieved an extraordinary Blue Drop Score of 99,99%, winning eight Blue Drop Awards and ranking as the best in South Africa for drinking water quality. The municipality secured both first and second place nationally in “Best Performing Water Supply System” out of 958 water supply systems.

“The encouraging downward trend was driven primarily by significant decreases in property-related crimes,” said Col Gustaf Tamboer, “which dropped by 56,7%, and a substantial 50% reduction in trio crimes house robbery, business robbery and vehicle hijacking.
“However, the statistics reveal concerning increases in violent contact crimes, which rose by 7,8% overall. Murder, assault with intent to cause grievous bodily harm, common assault and common robbery all showed upward trends during the reporting period.”
MIXED CRIME CATEGORIES
He said other serious crimes decreased by 14,4%, while crimes heavily dependent on police action fell by 13,9%. Dangerous weapons-related offences dropped by 18,4%, indicating improved enforcement in this area.
“One notable increase was recorded in liquor-related offences, with dealing in liquor without a licence rising by 26,6% compared to January 2025.
“The statistics also showed contact-related crime decreased by 12,5%, though this appears to contrast with the reported increase in contact crimes, suggesting different categorisation methods may apply.”
COLLABORATIVE EFFORTS PAYING OFF
Local authorities attribute the overall positive trend to coordinated crime prevention action plans implemented by law enforcement entities and social organizations across the community.
“This report shows that the action plans to prevent crime of all law entities and social spheres are working,” Tamboer stated. “Well done to every single one involved in the fight against crime.”
The statistics highlight both progress and ongoing challenges in Hermanus’ crime landscape, with property crime showing dramatic improvement while violent crimes remain a persistent concern requiring continued focus from law enforcement and community partners.
The mixed results underscore the complexity of crime reduction efforts and the need for sustained, multi-faceted approaches to address different types of criminal activity affecting the coastal town.

Can you back out of a property purchase?

Villiersdorp police are investigating four separate murder cases following a violent Sunday that saw three stabbing incidents and one shooting across the town on 8 February.
The deadly 24-hour period began just after midnight when police responded to a stabbing complaint in Buitenkant Street at approximately 00:30. Officers discovered an adult male victim who had sustained a fatal stab wound to his ear. Medical personnel declared him deceased at the scene.
Seven hours later, at 07:08, police attended to another stabbing incident on a local farm. An adult female victim was transported to a medical facility for treatment but succumbed to her injuries. A 39-year-old male suspect was arrested in connection with this murder and will appear in the Caledon Magistrates’ Court once charged.
The violence continued into the afternoon when police responded to West Side at approximately 12:00, where they found a 28-year-old male who had sustained multiple stab wounds to his body. He was declared dead on the scene by medical personnel. The final incident occurred in Serruria Street at about 15:30, when police responded to reports of a shooting. Officers discovered a 39-yearold male victim who had sustained fatal gunshot wounds to his body. Medical personnel pronounced him dead at the scene.

INVESTIGATION ONGOING
According to Sgt Wesley Twigg, Media Liaison Officer of the Western Cape, the circumstances surrounding three of the four incidents remain under investigation, with no arrests made in connection with the first, third and fourth murders. Police have not yet established motives for any of the attacks. “The spike in violent crime has shocked the small Overberg town,” Twigg said, “with police appealing for anyone with information about these incidents to come forward to assist with investigations.”

Environmental volunteers across the Overberg have launched a coordinated effort to tackle pollution, with recent clean-up operations highlighting the ongoing threat marine debris poses to local wildlife and ecosystems.
During a beach clean-up operation at Dyer Island on 4 February volunteers discovered dozens of lollipop sticks scattered along the shoreline, drawing attention to an often-overlooked source of marine pollution. While the plastic and coated paper sticks may appear harmless, environmental experts warn they pose serious risks to marine life. “Birds, penguins and turtles may mistake them for food, which can block their stomachs and make it hard to survive,” explained clean-up organisers. The non-biodegradable materials eventually break down into microplastics, entering the food chain and affecting all marine creatures.
COMMUNITY RALLIES IN ONRUS
Meanwhile, a separate clean-up operation in Onrus on 4 February demonstrated the power of community collab-
oration. Residents and environmental patrollers joined forces with councillor Charmaine Resandt from Overstrand Ward 13, along with 22 local residents, to tackle litter along the R43. The volunteer team focused on the section between Onrus Trading Post Centre and Radyn Street, as well as the R43/Lynx Road intersection, ultimately filling more than 40 bags with collected rubbish.
The Onrus operation showcased strong community partnerships, with Snymans Incorporated providing long-term vehicle sponsorship, Overstrand Municipality donating and collecting bags, and Rialco’s Anne-Marie le Roux contributing bags and gloves.
Local environmental groups including the Litter Ladies Onrus and team members from Just Property Hermanus also participated. Organisers stress regular clean-ups create positive visitor experiences while fostering community pride and environmental stewardship. In a heartwarming development two beloved big cats at Panthera Africa sanctuary are finally back on their feet after suffering severe injuries during recent wildfires. Arabella, a tiger, and Baguira, a lion, have taken their first tentative steps in what sanctuary staff are calling “nothing short of a miracle”.
The pair were among the casualties when devastating fires swept through the area, leaving them with injuries that initially raised serious concerns about their survival. “After everything they’ve been through, seeing them on their feet again feels extraordinary,” said Panthera Africa representatives. “This moment exists because of intensive care, patience, and the unwavering support of our compassionate community.”
The road to recovery has been long and challenging, requiring round-theclock veterinary care and specialised treatment. While both cats are showing encouraging progress, Arabella still faces a longer healing journey ahead.
Panthera Africa, known for providing sanctuary to rescued big cats, has praised the local community’s support throughout this difficult period.
The facility relies heavily on donations to fund ongoing care and medical treatment for their residents.
“Hope for our two beautiful girls is

alive and standing right in front of us,” sanctuary staff shared.
“This recovery is only possible thanks to everyone who believed in them and supported them through their darkest moments. We want to thank Dr Peter Caldwell for his help.”
While the cats still require extensive rest and continued medical attention, their ability to stand and walk marks a significant milestone in their recovery journey, bringing hope to all who have followed their story.

Overstrand Municipality has officially opened an inquiry docket with Kleinmond police following the death of an adult female baboon found in Pringle Bay on 1 December 2025.
The investigation was formally launched on 5 February, with the twomonth delay attributed to the need for confirmation on correct ordinances and office closures during the December-January holiday period.
The baboon’s body was discovered with no immediately obvious cause of death visible at the scene. Initial observations showed no signs of poisoning, gut compaction or visible entry wounds, with only a small tail injury apparent. However, a veterinary examination revealed significant internal findings.
The autopsy discovered a large blood clot caused by internal bleeding around the recto-anal junction, with three projectiles retrieved from this area. X-rays revealed five additional projectiles elsewhere in the body, though these caused no recent wounds or bleeding.
“The blood loss could have been the cause of death, and the bleeding itself could have been caused by a sharp object or a projectile, but this could not be confirmed," said the Municipal Manager


of the Overstrand Municipality, Dr Dean O’Neill.
While the cause of death cannot be definitively linked to the projectiles and no current leads exist, authorities have handed all evidence to Kleinmond police station. The public is encouraged to contact Kleinmond SAPS on 028 271 8200 with any relevant information.
The municipality has reminded residents that discharging firearms in residential areas is illegal, and baboons are protected under the Nature Conservation Ordinance. Only trained municipal staff hold permits to implement the adaptive management plan using non-lethal techniques.
Officials stress that illegal actions disrupt baboon social structures and complicate management efforts aimed at moving troops to their natural habitat.
Residents can help by baboon-proofing bins, securing windows and doors when troops are nearby, removing food sources, and using water deterrents. For assistance residents can contact the Baboon Hotline at 069 151 5962.
The municipality emphasises that successful baboon management requires community-wide cooperation to protect both wildlife and residents.

Environmental groups are demanding the immediate removal of public bins along the scenic Clarence Drive coastal route, citing budget constraints that have left containers unserviced and overflowing with waste.
"The R44 route between Gordon's Bay and Rooiels, considered one of the Western Cape's premier tourism attractions, passes through the heart of the Cape Floral Kingdom, a UNESCO World Heritage Site. However, the road has become a dumping ground due to inadequate maintenance of roadside bins," the Rooiels Conservancy said in a press release. They have repeatedly raised concerns with provincial authorities responsible for the route's maintenance, warning that overflowing containers are creating serious environmental and wildlife hazards.
Ralph Pina, chair of the Rooiels Conservancy, said the organisation has engaged with authorities "as positively as possible" but received no official response to their concerns. "There is simply no excuse. The bins should be removed as speedily as possible for the benefit of biodiversity and wildlife," Pina stated.
The conservancy reports that despite

being designed as baboon-proof, the bins attract resident baboon troops to the roadside, resulting in numerous fatalities, particularly among infant baboons unfamiliar with speeding vehicles. Plastic and other waste regularly blow from the overflowing containers into gulleys, along roadsides, and into False Bay, creating additional environmental damage.
SUCCESSFUL PRECEDENTS EXIST
Environmental groups point to successful "no bins" policies implemented elsewhere in the Western Cape as viable solutions. Kirstenbosch National Botanical Garden encourages visitors to take waste home, reducing cleanup costs and environmental contamination while discouraging animal scavengers. Similarly, the City of Cape Town has adopted bin-free waste management at scenic Peninsula locations like Miller's Point to reduce littering and human-wildlife conflict.The conservancy has been informally advised that insufficient provincial budget exists for routine road maintenance, including bin servicing, despite the route's recent costly restoration. Clarence Drive's status as a major tourism drawcard makes it a prime candidate for the proven bin-removal approach, advocates argue.

Nal’ibali Wes-Kaap, ‘n organisasie sonder winsbejag, het reeds Dinsdag 3 Februarie kragte met Theewaterskloof-biblioteekdienste

saamgesnoer om in samewerking met Caledon- en Tesselaarsdal-biblioteek ‘n wonderlike hardopleesprogram aan te bied.
Carol Titus van Nal’ibali noem aan Hermanus Times: “Ons bevorder lees vir genot en werk met kinders van 0 – 12 jaar oud, asook met die ouers, onderwysers en gemeenskapsleiers. Ons gaan gereeld na verskeie skole en Vroeëkinderontwikkelingsentrums (VKO) om die liefde vir lees te bevorder. Dit is ons wens dat ouers sowel as kinders daarvan hou om te lees. Ons gee ook ‘n koerant uit as aanvulling wat onder meer drie stories bevat. Dié gratis maandelikse koerantjie is tweetalig en word op aanvraag by biblioteke afgelewer waar die gemeenskap dit dan kan kry.”

CROSSHEAD
Suid-Afrikaanse gebaretaal (SAGT) is op 19 Julie 2023 as Suid-Afrika se 12de amptelike taal verklaar. Nal’ibali het in samewerking met SLED (Sign Language Education and Development) ‘n storie geskep waarin SAGT gebruik word. Die storie is in al 12 amptelike Suid-Afrikaanse tale beskikbaar.

Anja Hamman het die storie voorgelees en ‘n groep leerders en van die biblioteekpersoneel het die storie pragtig in gebaretaal uitgebeeld. ‘n Kartonbus wat die kinders in die storie na die natuurreservaat geneem het, het die leerders telkens laat uitbars van die lag – dit was storieuitbeelding op sy beste. Ook hier het Neo vir groot opgewondenheid gesorg en die leerders kon nie wag om vir hom

Die Caledon-tak van die Vrouelandbouvereniging (VLV) het hul 2026-program op ’n feestelike noot afgeskop deur ’n teepartytjie vir lede en gaste op 5 Januarie aan te bied. Die jaarprogram is bespreek terwyl heerlik gesmul is aan al die lekkernye. Dit was ook ’n kans vir gaste om die VLV-lede te ontmoet. Dié teepartytjie het gewis ook vrugte afgewerp aangesien agt nuwe lede het by die Caledon-tak aangesluit het.
Die eerste formele byeenkoms vir die jaar is op Donderdag 5 Februarie gehou. Tydens die opvoeding-en-kultuur-vergadering het Anthony Hawke ’n baie insiggewende praatjie oor Noorweë gelewer. Ter inleiding het Anthony ’n interessante oorsig oor die Noorweegse geskiedenis gegee oor wie wanneer en vir hoe lank beheer oor dié land gehad het. Hy het ook verduidelik watter katastrofiese impak die “Swart Dood” (builepes) op hierdie land met sy klein bevolking gehad het. Noorweë het op 7 Junie 1905 volle, onafhanklike soewereiniteit verkry.
Anthony het 40 jaar – van 22- tot 62-jarige ouderdom – in Noorweë gewoon en gewerk. ’n
’n Interessante feit is dat ’n mens die Noorweegse taal heeltemaal moet bemeester voordat ju enigsins vir werk in aanmerking kan kom.
Noorweë is ’n land met ’n klein bevolking en identiteit, tradisie, taal en veral kultuur is baie belangrik. Noorweërs is onlosmaaklik verbind met landelike gebiede en almal het oorspronklik van plaasgemeenskappe gekom, het Anthony gesê.
Handwerk, wat wissel van van houtwerk, weef, tradisionele drag, breiwerk en dekoratiewe verfwek vervul ’n baie groot rol in Noorweërs se lewens. Tradisionele handwerkprodukte kombineer kulturele bewaring met moderne ontwerpe. Dié
produkte is nie in kettingwinkels te koop nie en word slegs deur NCA-winkels (Norwegian Craft Association) verkoop. Die NCA is ’n private organisasie met staatsfinansiering en kry ’n hoë inkomste van hulle winkels. Nasionale drag, met uitrustings wat tot R100 000 kan kos, wissel van streek tot streek en het deur die jare onveranderd gebly. Dié uitrustings word met trots op spesiale geleenthede gedra. Anthony het verskeie van sy handgebreide truie en handskoene aan die lede gewys en hulle het omtrent ge-oe en ge-aa oor die pragstukke – tereg ook, want dit was werklik besonders. In sy praatjie het Anthony ook melding gemaak van “Rosemalin” – tradisonele volkskuns – wat sy ontstaan in die 1600’s gekry en tot 1850 gedy het. Dié volkskuns is hoofsaaklik in ou, donker huise aangebring waar die mure weens oop vure swart was van die roet. Dit het nie net die mure versier nie, maar ook die huise opgehelder. Ná die praatjie is verskeie punte op die sakelys afgehandel.

Bodyboarding will be showcased to the Hermanus community when the Cape Winelands Bodyboarding team hosts a free clinic at Voëlklip on 28 February at 09:00.
The clinic, part of a two-venue initiative that also includes Strand Beach on 21 February, offers local residents and visitors the opportunity to learn from experienced bodyboarders while enjoying the pristine conditions that make Hermanus a premier coastal destination.
Cape Winelands Bodyboarding (CWB), in partnership with The Boogie Shack, will provide expert instruction suitable for all skill levels. The event is open to the public and promises to introduce newcomers to the exciting water sport while helping experienced riders refine their techniques.
Voëlklip provides an ideal setting for the clinic with its protected bay offering consistent waves suitable for beginners while still challenging enough for more advanced participants. The beach’s accessibility and excellent facilities make it perfect for hosting such community events. The clinic is supported by major industry sponsors including Rip Curl,
