“IIllegal hunting crisis

f this continues any longer, the conservation areas in the Overberg could suffer...” This is the sentiment of the Freedom Front Plus after it came to light that the Overstrand Municipality and CapeNature are allegedly doing nothing about illegal hunting in the protected areas. The Overberg forms part of the internationally recognised Unesco Kogelberg Biosphere Reserve, which is world-renowned for its exceptional biodiversity, unique fynbos and valuable wildlife.

In a press statement, the Freedom Front Plus asks the Overstrand Municipality and CapeNature that they must act against the increasing use of illegal dog hunting and wire snares in the Overstrand and Overberg.

According to them, the failure to address the problem could have adverse consequences. “Despite numerous engagements with the municipality and CapeNature, after nearly two years there is still no

comprehensive strategy to address this serious crisis,” they said in a statement.

“According to them wire snares and dog hunting claim the lives of small buck, porcupines, caracals, tortoises, hares, mongooses and numerous other species.” This places further pressure on already vulnerable wildlife populations and threatens the ecological balance of the area. Illegal access roads, the trampling of sensitive vegetation and disturbance of breeding areas cause further damage to this unique ecosystem,” they said.

They also request that the OM and CapeNature publicly announce an action plan within 30 days that includes, among other things, the following: Increased patrols in known problem areas.

What they are proposing is:

A joint operational plan between CapeNature, the municipality, the police and

environmental organisations.

• Regular removal of wire snares.

• Strict prosecution of offenders.

• An accessible public reporting system.

• Adequate financial and human resources for conservation enforcement.

• Educational programmes on the legal and ecological consequences of illegal hunting.

According to them the Overstrand Municipality already has a specialised law enforcement unit with trained dogs used for the detection of abalone and drugs. “These resources could also be deployed to combat illegal hunting and wildlife poaching.”

The party further requests that a public meeting be held within 60 days at which the municipality and CapeNature can inform residents about the steps that will be taken, how many cases have already been investigated, how many successful prosecutions have taken place, and what resources

are being made available for the protection of the area.

According to CapeNature this matter is being addressed with CapeNature’s partners and stakeholders, including municipal law enforcement, Grabouw police, DFFE, surrounding landowners, and neighbourhood watch groups. “These transgressions affect both the Overstrand and Overberg municipal areas, and CapeNature is working with partners to reduce incidents and apprehend offenders.”.

Further to this:

• Patrols have been increased in identified hotspots.

• Joint operations have taken place and will continue with relevant partners.

• Snares are removed when found during patrols and operations.

• The remaining points raised are being workshopped.

ing that the transfer station is being operated illegally. Concerns were also raised about the structural integrity of the access ramp at the site.

"Despite that official confirmation, the site remains in operation."

AfriForum's Theewaterskloof branch also took the matter to the Caledon Police Station last year, lodging criminal complaints against approximately 30 individuals -including the municipal manager - after a peaceful march by concerned Botrivier residents.

John Carlile, resident of Botrivier, said at the time: "The residents of Bot rivier will not be ignored or continue to watch this town be destroyed by the reckless mismanagement of the Theewaterskloof Municipality."

MUNICIPALITY TOO BUSY

The Hermanus Times approached Theewaterskloof Municipality for com -

ment on the site's continued operation, the provincial department's findings, and what steps are being taken to address residents' concerns.

The municipality indicated it was occupied with other matters and did not provide a substantive response. The Botrivier situation is part of a broader pattern of waste management failures across the Theewaterskloof area.

The municipality's own Spatial Development Framework acknowledges that the Caledon landfill should have been closed and rehabilitated years ago - yet it remains in use, uncovered, with plastic waste blowing across the surrounding landscape.

Hermanus Times is in possession of documentation exchanged between the residents and TWK dating back to 2014. For Botrivier’s residents, the message has remained the same for over a decade and a half: they have to wait.

Dean O’Neill, voldoen die aansoek nie aan die kwalifiserende vereistes vir ’n deernissubsidie nie. “Hoewel die aansoeker in ’n woonwa op die eiendom woon, bly die eiendom ’n vakante erf en kwalifiseer dit nie as ’n ontwikkelde residensiële eiendom wat vir ’n deernissubsidie ingevolge die munisipaliteit se beleid kwalifiseer nie,” het hy gesê.

Volgens hom is die deernissubsidie bedoel om verligting te bied ten opsigte van kwalifiserende residensiële dienstegelde en word dit nie uitgebrei na beskikbaarheidsheffings wat op vakante grond gehef word nie.

“Daarbenewens vorm die plasing en bewoning van ’n karavaan op die eiendom nie ’n wettige woning wat ingevolge die toepaslike beplanningsen boubeheervereistes goedgekeur is nie. Die munisipaliteit kan nie verplig word om ’n subsidie toe te ken op grond van ’n onwettige grondgebruikreëling wat buite die omvang en bedoeling van die deernisbeleid val nie,” sê O’Neill.

‘My house meant everything to me’

A household that was home to a family and a safety net parents built for their children went up in smoke on Monday when a fire broke out in a wendy house.

"It meant everrything to me," says Rochelica Steneveldt, the mom and matriarch of one of the families whose house burned down. "It was the first house that I lived in with my children. It was their safety place; their comfort place."

In the early morning on Monday at around 01:30, neighbours and community members rushed to the scene of the built structure engulfed in flames.

Fortunately, none of its occupants were caught or injured in the fire as everyone managed to make it to safety on time. According to Steneveldt, her partner heard the sound of windows falling and he swiftly went outside to check what the cause of it was.

The youngest daughter woke up her older siblings and subsequently went outside for safety.

The home housed nine people including five children. Steneveldt and her familyincluding her father and partner - had been living in the home for five years.

The cause of the fire is currently unknown, but Steneveldt suspects it could have been a faulty electrical connection.

"We will wait for the investigations [to establish the cause of the fire]," says Steneveldt in correspondence with Hermanus Times

Speaking to Hermanus Times, Overstrand Municipal manager Dr Dean O'Neill said that the cause of the fire is currently unknown.

NEIGHBOURS HELPING

"Five adults and four minors were affected by the fire. No injuries were reported," said O'Neill. "One large informal dwelling was destroyed by the fire."

Losing everything in a fire during winter season left the family of nine with nothing and at the mercy of community members, organisations and municipality. Local firefighters were dispatched to the scene of the incident and brought the fire under control

and extinguished it upon arrival.

"No significant challenges were encountered during the operation," O'Neill said.

Some of the family's current immediate needs include food, clothes and furniture.

"That is what's most important right now," Steneveldt says.

And while the family awaits assistance from the municipality, the Mount Pleasant community has stepped up and helped the family in dealing with the aftermath of the tragic fire.

"A lot of people in the community have assisted with donations and I am very grateful that they did," she says. "But every little donation and help that we get, helps."

Meanwhile, the municipality has emphasised the importance of preventing fires, especially in informal settlements. Residents have been urged to not to make open fires inside their homes.

"If candles are used, please ensure they are extinguished before leaving the premises or going to bed. All gas cylinders should be shut when not being used [and] switched off when not in use," said O'Neill.

What to do to sell property from a deceased estate

Activists in court after speaking out about GBV

On 3 July, proceedings in the case against gender-based violence (GBV) activist Tanya Bippert concluded at the Grabouw Magistrate's Court.

Judgment has been reserved and will be handed down on 24 July. Immediately thereafter, a separate but related case will begin against One Billion Rising SA and its founder and coordinator, Lucinda Evans.

Both cases stem from a protection order application brought against the activists by the mother of the teenager convicted of Deveney Nel's murder. The protection order sought to prevent the activists from publicly sharing information about her son.

Bippert, a Caledon resident and prominent GBV activist, and Evans - founder of the global NGO One Billion Rising, which campaigns against gender-based violence - have consistently argued that the protection order violates their constitutional rights to freedom of speech and peaceful protest. Both have vowed to continue their activism regardless of the outcome.

Deveney Nel, a Grade 10 learner at Hoërskool Overberg in Caledon, was stabbed to death in a storeroom on school grounds on 7 August 2024. Her killer, then 17, was sentenced to 25 years' imprisonment in October 2025. Despite the conviction, Evans and Bippert have continued to push for amendments to the

Child Justice Act, arguing that the legislation affords juvenile perpetrators too much protection - and parents of young offenders too little accountability.

"Parole will never be granted to this criminal under our watch," Evans said following the sentencing.

The Grabouw Magistrate's Court proceedings are being closely watched by GBV advocates across the country, who argue the protection order represents an attempt to silence those who speak truth to power in the name of victims.

NGO takes OM to court

The EMS Foundation has launched High Court proceedings against both CapeNature and the Overstrand Municipality, after attempts to resolve concerns over weapons-based baboon management through legal correspondence failed to produce the undertakings sought.

The application, filed in the Western Cape High Court, centres specifically on the use of coercive and weapons-based methods to manage the Betty’s Bay baboon troop – methods the Foundation argues have not been subjected to lawful, transparent or publicly accountable scrutiny.

On 4 June, attorneys acting for the EMS Foundation served a letter of demand on both CapeNature and the Overstrand Municipality, requesting that no additional weapons-based management methods be introduced in Betty’s Bay pending a proper review of the applicable management framework. The Foundation also sought assurances that wildlife management would continue in a manner consistent with South Africa’s constitutional values, environmental legislation and humane conservation principles.

Five days later, on 9 June, the Overstrand Municipality announced it had begun reviewing and updating its Strategic Baboon Management Plan (SBMP) – a development the EMS Foundation welcomed. Under the new programme, a revised

draft SBMP is expected to be submitted to an independent panel of wildlife and conservation experts for specialist review by August, followed by a structured public participation process, including public meetings in affected towns across the Overstrand.

“However, no undertaking was provided that weapons-based management methods would be suspended while that review takes place. It is that gap,” Megan Carr, senior researcher of the Foundation, stated in the press release. “That left it with no choice but to approach the High Court.”

LAWFUL DECISIONS

The EMS Foundation has been a vocal critic of the municipality’s approach to baboon management for several years.

Previous concerns raised by the Foundation include the use of paintball guns by a contracted baboon management company – Human Wildlife Solutions (HWS) – and what it described as a lack of transparency around procurement processes that saw contracts worth nearly R31 million awarded to HWS.

In a statement the Foundation was careful to draw a distinction between responsible management and what it is challenging in court. “These proceedings are not directed against responsible baboon management,” the statement reads.

More than 5 000 livelihoods in South Africa’s commercial small pelagic sector have been safeguarded following a move to ease pressure on an industry that warned more than 1 000 jobs were at risk.

The move follows urgent appeals from stakeholders in the commercial small pelagic sector, who warned that dwindling sardine stocks available for processing west of Cape Agulhas had forced several fishing rights holders to exhaust their quotas and scale operations back.

Afterwards the Minister of Forestry, Fisheries and the Environment, Willie Aucamp, approved a 6 000-ton increase in the sardine total allowable catch (TAC) for waters west of Cape Agulhas. “Creating jobs and growing our economy do not have to come at the expense of our environment,” he said.

On Monday the Department of Forestry, Fisheries and the Environment (DFFE) announced a sardine TAC increase of 6 000 tons, taking it from 30 500 tons to 36 500 tons. The additional allocation includes 3 000 tons supported by revised scientific survey timing corrections and a further 3 000 tons made available through the conversion of existing sardine Total Allowable Bycatches (TABs).

The scientific working group subsequently recommended the increase approved on 29 June, following its deliberations.

Aucamp said the decision would help protect more than 5 000 livelihoods while ensuring sustainable management of the country’s marine resources. “I remain fully cognisant of the important contribution that the commercial small pelagic sector makes to job creation and in this case more than 5 000 livelihoods will be protected as a direct result of this decision.

“While the decision is a welcome intervention it is equally critical that we continue to maintain the ‘sweet spot’ between inclusive economic growth, job creation and environmental protection.” He added that the increase demonstrates that economic growth and environmental protection can be achieved simultaneously.

The department said the annual TAC is determined according to the Marine Living Resources Act and is based on the best available scientific advice, in a way that ensures long-term sustainability of sardine stocks. It said fish stocks will continue to be monitored through ongoing scientific assessments and stakeholder engagement, with any future quota adjustments to be guided by scientific evidence and legislative requirements.

The Foundation expressed concern that increasingly coercive interventions were being “normalised” before their legality, necessity and appropriateness had been properly examined through lawful public processes. “Wildlife management decisions that affect sentient wild animals, local communities and the public interest must be based on sound science, humane principles and accountable decision-making,” the statement said.

The application raises significant questions about the exercise of statutory powers by public authorities, the lawful management of human-wildlife conflict, and the standard of accountability expected of conservation bodies and municipalities.

ADAPTIVE STRATEGY

In a press statement from June the OM indicated that they have began reviewing and updating their Strategic Baboon Management Plan (SBMP).

“This review stems from a growing recognition that managing human-baboon interactions requires a long-term, locally relevant, and adaptive strategy that reflects the unique environmental, social and operational realities of our region,” the Municipal Manager, Dr Dean O’Neill, said.

“While the Municipality will consider

lessons and management approaches from elsewhere in the Western Cape, the intention is not to duplicate other models or apply a uniform approach across the entire Overstrand.”

According to him the review process will aim to balance a number of important and often competing considerations, including: biodiversity conservation; ecological sustainability; public safety; animal welfare; municipal operational realities; waste management challenges; tourism and recreational pressures; and the wellbeing of affected communities.

As part of this ongoing process, the revised draft SBMP is expected to be submitted to an independent panel of wildlife and conservation experts for a specialist review by August. They also want to emphasise that they remain committed to engaging constructively with affected communities and stakeholders through lawful, transparent, and structured processes.

What killed massive fin whale?

Scientists investigating the death of the rare 23m fin whale that washed ashore at Die Plaat near Gansbaai have ruled out any obvious signs of a cause of death, but say laboratory tests on tissue and rare baleen samples could still reveal what killed the vulnerable giant.

The test could also provide insight into the final chapter of one of the most valuable baleen recoveries ever recorded in the region. This is according to Dr Loraine Shuttleworth of the Dyer Island Conservation Trust (DICT).

Following initial assessment of the whale last week, the team of experts and scientists from DICT and University of Pretoria's Mammal Research Institute (MRI) Whale Unit returned to the site to conduct a comprehensive necropsy - which is a post-morten examination conducted on an animal to determine its cause of death.

"While full necropsies are not routinely undertaken on whales of this size due to the considerable logistical challenges involved, the rarity of a fin whale stranding in the area presented a valuable scientific opportunity that warranted a detailed examination," Shuttleworth said.

SHIP STRIKES

The initial attention went to investigating whether there was any evidence of vessel strikes on the whale. These could include fractures to the ribs or other signs of blunt force trauma.

The initial focus on ship strikes is currently of importance and concern after two Bryde's whales died in the region in April. Conflict in the Middle East led to an increase in the rerouting of commercial shipping traffic associated with vessels

feeding structure.

STABLE ISOTOPE ANAYSIS

"By sampling at consistent, successive intervals along the baleen, researchers can use stable isotope (different versions of the same chemical element) analysis to investigate changes in diet, foraging areas and migration patterns through time," explain Shuttleworth. "Endocrine analyses can further reveal aspects of the whale's life including reproductive history or periods of physical stress associated with events such as entanglement or other significant challenges."

However, the recovery of the baleen from stranded whales is not always possible.

Meanwhile, the necropsy provided a rare chance to recover baleen plats from the whale.

"Even when the mouth is accessible, removing the baleen plates from the gum is an extremely difficult and labour-intensive process," she said. "The position of this whale therefore provided a rare opportunity to successfully recover these valuable samples for future research."

Marine Dynamics and the DICT also acknowledged the significant sadness around the loss of this already vulnerable animal but also noted the significance and opportunity that strandings such as these provide for research and "opportunity to improve our understanding of these elusive giants".

"Every sample collected and every piece of information gathered contributes to ongoing research that helps build our understanding of whale biology, health and the threats these animals face, ultimately informing their conservation for generations to come."

Nadat die sakelys tydens die Junievergadering afgehandel is, het Antoinette Schoeman, ’n kunstenaar van Botrivier, ’n baie interessante demonstrasie gegee oor hoe ’n mens met ’n paar blertse verf en ’n skraper, wat ’n stukkie karton of ’n ou kredietkaart kan wees, ’n interessante kunswerk kan maak. Elke lid het ná die demonstrasie die geleentheid gekry om hul eie kunswerke te skep. Antoinette het bygestaan en bemoedig. Die lede het dit verskriklik geniet en was baie trots op hul skeppings, wat van blomme tot abstakte werke gewissel het. Dit was duidelik dié vroue kan nie net bak en brou en brei en hekel nie, maar dat ’n paar ontluikende kunstenaars onder hulle skuil. Wat lekker is van dié metode van verf is dat dit op skilderdoek sowel as papier gedoen kan word.

Die Caledon-tak het Saterdag 27 Junie ’n pretdag aangebied. Omdat die bingospeletjie verlede jaar so gewild was, het hulle meer tyd daaraan bestee. Elke keer wanneer “bingo” uitgeroep is, het die betrokke lid ’n prys gewen. Hulle het ook verskeie ander speletjies gespeel, waar pryse ook gewen kon word, asook gelukkige trekkings vir kaartjiehouers gehou. Die pryse het tuisgebakte koekies, beskuit, koeksisters, ingelegde produkte en handewerk-artikels ingesluit.

Deur volgehoue harde werk en goeie prestasies is die 17-jarige

Matao le Roux van Caledon in die Suid-Afrikaanse span opgeneem wat van 5 tot 9 Augustus aan Wêreld-atletiek se o.20-kampioenskap in Eugene, Oregon, in die VSA, gaan deelneem.

Matao is nie net die Suid-Afrikaanse junior én senior hoogspringkampioen nie, maar ook die Afrika-jeugkampioen.

Maar dié droom lê nou aan skerwe nadat Atletiek Suid-Afrika (ASA) die atlete meegedeel het dat hulle self vir hul visum- en vlugkostes verantwoordelik is. ASA dek slegs verblyfkostes vir die atlete.

Dié skokkende nuus is slegs vyf weke voor die atlete se vertrekdatum aangekondig.

Maeve Jonkers, Matao se ma, noem aan Hermanus Times: “Dit was ’n groot skok om die nuus te ontvang. Dit is regtig moeilik om op sulke kort kennisgewing geld te kry en ek weet regtig nie wat om te doen nie. Matao het so hard gewerk om te kwalifiseer om aan hierdie kampioenskap, waar atlete van 192 lande

deel gaan wees, deel te neem. My grootste bekommernis in hierdie stadium is sy visumaansoek, want die tyd loop uit. Daar is ook ekstra kostes verbonde aan ’n laat aansoek.”

VETKOEKE NIE GENOEG

Maeve sê sy het onlangs vetkoekverkope as geldinsameling gehou, maar die opbrengs daarvan was eintlik as sakgeld vir Matao bedoel.

“Dit is glad nie oukei nie,” sê ’n teleurgestelde Matao. “Hulle [ASA] het al lankal van die kampioenskap geweet en nou – net ’n maand voor die tyd – sê hulle ons moet self ons onkostes betaal. Hulle kon dit al lankal bespreek het en dan kon ons dinge gedoen het om geld in te samel. Nou is dit alles op die nippertjie en nou moet my ma dié kant toe en daai kant toe spring om my daar anderkant te kry.”

Op ’n vraag van Hermanus Times oor hoe hy sal voel indien hy dalk nie kan gaan nie, antwoord Matao: “Dit sal vir my baie erg wees, want ek sien al baie lank daarna uit om VSA toe te gaan en daar deel te neem. Ek het die hele jaar hard gewerk om dit moontlik te maak om hopelik goed te presteer en nie net my dorp nie, maar ook die hele land

trots te maak.”

Matao is met sy uitmuntende prestasies die afgelope tyd werklik nie net die trots van Caledon en die Overberg nie, maar van die hele land en verdien om aan dié kampioenskap deel te neem, is die algemene gevoel. Deelname aan dié kampioenskap is nie net ’n betekenisvolle mylpaal in enige atleet se loopbaan nie – dit verskaf internasionale blootstelling, ontwikkelingsmoontlikhede en kan die weg baan na senior internasionale sukses.

ASA het in ’n mediaverklaring gesê hy kan weens ernstige finansiële beperkings en administratiewe uitdagings binne die federasie nie die atlete volledig vir die wêreldkampioenskap finansier nie. “Met beperkte hulpbronne en ’n gebrek aan korporatiewe borgskappe, vereis ASA dikwels van junior atlete om tot R30 000 elk in te samel om vlugte, visums en ander reisuitgawes na internasionale byeenkomste te dek,” het die persverklaring gelui.

ASA SE BEGROTING ‘ONDER GROOT DRUK’ Verder het ander bronne dit duidelik gemaak dat ASA se begroting onder groot druk is weens administratiewe probleme, toenemende skuld en ’n

gebrek aan stelselmatige belegging om jong atlete te ontwikkel.

Nadat dit aan die lig gekom het dat ASA nie alle kostes gaan dek nie, het menige sportliefhebber hulle tot Facebook gewend om hul stem dik te maak. Van die Facebook-gebruikers is van mening dat die minister van sport, kuns en kultuur, Gayton McKenzie, van die geld wat die afgevaardigdes wat Bafana Bafana in die Wêreldbeker ondersteun het, kon gebruik het om die jong atlete te help.

Volgens berigte is R19,2 miljoen gebruik om amptenare, legandariese Bafana Bafana-spelers en kunstenaars na die Wêreldbeker te stuur.

• Die beraamde koste vir die visumaansoek is R4 500 en vir die vliegkaartjies nog R30 000. Volgens inwoners verdien Matao dit om dié kampioenskap by te woon. Bydraes vir sy onkostes sal opreg waardeer word. Bankbesonderhede vir enige bydrae is:
