Raath’s story begins in 2019. After years of moving between houses in Milnerton and Kommetjie his parents relocated to Somerset West for his benefit. It should have been a fresh start. Instead, later that year his mother died from breast cancer. He was just 13 years old.

STARTS CANCER-AWARENESS INITIATIVE

That realisation gave birth to the T53 Campaign, a cancer-awareness initiative anchored by a gruelling trail run and driven entirely by a son’s love for his late mother. The choice of a trail run as the campaign’s centrepiece was deeply personal and deliberately symbolic.

“My mom fought her cancer for years,” Raath pointed out, “was in and out of hospital, her health improving and then getting worse, constantly up and down. I thought I needed to do something that

always got back up and carried on, thanks to my dad pushing me and expressing his concerns whenever I slowed down.”

Central to everything he does is the image of his mother, “not as a victim of illness, but a force of nature who refused to be defined by her diagnosis,” his admiration evident in every word. “She was a single mother with severe breast cancer and she still managed to work, take care of her son, train for swimming and running events and take care of those around her as best she could.

Viva Stanford bulb planters

Early on Workers’ Day, Friday 1 May, 50 eager volunteers descended on the roundabout and adjacent gardens at the R43/R326 intersection at the entrance to Stanford.

They planted en estimated 3 000 charmante bulbs. It took them give or take an hour to dig all the required holes, put the floral treasures into their waiting positions and cover them snugly. Come July/August robust spikes of vibrant, sword-shaped yellow chasmanthes (also known as cobra lily) will delight road-users passing by.

The planting was a joyous event in many ways; one being that it put paid to the Western Cape Roads Department plan to pave the circle, pavements and approaching traffic islands with “no maintenance” grey pavers without a trace of greenery.

Silt removal for water security

The Department of Water and Sanitation (DWS) has marked a major milestone in its ongoing efforts to safeguard South Africa's water resources, announcing the successful completion of silt removal operations at the Wolwekloof weir - a critical infrastructure node nestled within the Berg River catchment area in the Theewaterskloof Municipality.

The conclusion of the two-year project represents a significant step forward in the fight against water loss, ensuring that water flows freely into the underground tunnel system that feeds the Theewaterskloof Dam and other surrounding water sources.

LOOKING AHEAD: BANHOEK NEXT IN LINE

For two years, the accumulation of silt and rock debris - the result of natural erosion in the rugged mountainous terrain upstream of the weir - had steadily restricted the movement of water into the tunnel system, posing a growing risk to the region's water supply.

Stanford Conservation chairperson Bea Whittaker explained: “During the public participation process, Stanford Conservation refused to accept this urban approach for a rural village. After many negotiations, the Roads Department agreed to change the design, but on the condition that the organisation took responsibility for planting and maintaining the green areas.”

The Roads Department agreed to put in a sleeve under the tarmac so that the circle could be irrigated with water from Overberg Agri on the Stanford side.

“We do not have enough words to thank Francois and Annette Prins of Radynsdam Farm for their donation of the 3 000 bulbs,” she said. “Stanford Conservation is also grateful to Riverlands Nursery for improving the verge next to the Agri, and to Ron Joubert for taking two of the seven garden areas at the entrance under his wing.

“The other areas are maintained under Conservation’s Wandelpad mandate, with drought-resistant plants kindly donated by residents. The OK has also come to the party by improving the garden opposite the fuel forecourt, including painting the rubbish bins.”

Simphiwe Mashicila, Western Cape Provincial Head of the DWS, confirmed that the build-up had reached a point where urgent intervention was no longer deferrable. "The accumulation of silt and rock debris resulting from erosion in the mountainous area upstream of the weir had for two years constrained the free movement of water into the underground tunnel system," said Mashicila.

RIGOROUS ENVIRONMENTAL PROCESS PRECEDED PHYSICAL WORKS

Before a single shovel could break ground, the DWS was required to navigate a comprehensive and rigorous environmental authorisation process - a necessary step to ensure that remedial works were carried out responsibly and in line with South Africa's environmental legislation.

Liability for latent defects

After a property is sold and transferred disputes often arise if defects are discovered after occupation. A common example is a leaking roof following heavy rainfall, especially during our winters in Hermanus. The key issue is whether the defect is latent or patent.

A latent defect is not visible or discoverable on reasonable inspection and impairs the use or enjoyment of the property, such as leaking roofs, dampness or structural issues. A patent defect, by contrast, is visible during inspection and can be negotiated between the parties, either through repairs by the seller or a reduction in the purchase price.

Liability typically arises in relation to latent defects. Under common law a seller may be held liable if:

• An express warranty is given that the property is free of defects, and this proves untrue (for example, stating the roof does not leak when it does), resulting in a breach of contract.

• The seller misrepresents the condition of the property, including failing to disclose known defects. In such cases the purchaser

may cancel the sale or claim a reduction in the purchase price.

• Although many agreements include a voetstoots clause (meaning the property is sold “as is”) this does not protect a seller who knowingly conceals defects or makes misrepresentations.

If applicable to the transaction the Consumer Protection Act strengthens purchaser rights by requiring full disclosure of the property’s condition. Where the condition is clearly disclosed and accepted, implied warranties may fall away. However, sellers are strongly advised to disclose all defects to avoid disputes and potential liability.

OM warns of arrears scam

Overstrand Municipality has issued an urgent warning after a fraudster posing as a municipal employee began targeting Kleinmond households via WhatsApp, threatening immediate service disconnections unless payment was made on the spot.

The scammer, who identified himself as “Darrick Smith”, contacted residents claiming their municipal accounts are in arrears and demands immediate payment under threat of cutting services off within hours.

The municipality confirmed no employee by that name existes on its staff. Dr Dean O’Neill, Municipal Manager, urged residents to be on high alert and treat any such messages with extreme suspicion. “The OM will never notify residents via WhatsApp that their account is in arrears or threaten immediate disconnection of services in exchange for payment. This is a fraudulent attempt to extort money from our residents, and we want to be absolutely clear about how our processes work so noone falls victim to this scheme.”

He stressed the municipality follows a strict and formal procedure before any service disconnection takes place, a process that bears no resemblance to the tactics being employed by the scammer.

Where a client’s cellphone number is on record the municipality will first send an SMS notifying the account holder that their account is in arrears, allowing two days to make payment. Should payment not be received in that period a formal 14day written notice will be delivered to the client’s physical address.

Ceres Rail visits Caledon

Apart from the odd freight train chugging through occasionally nothing much seems to be happening at the Caledon train station. However, on Monday 27 April, Freedom Day, an air of excitement prevailed along the platform as locals eagerly awaited the arrival of the Ceres Rail Company’s passenger train from Botrivier. What made this occasion so special was the fact that this was the first passenger train since 2005 to grace the Caledon Station.

The 168 passengers on board as well as staff from the Ceres Rail Company were enthusiastically greeted by not only the locals but also the Siver Bells band whose music contributed to the festive air at the station.

The company has operated in the Western Cape for about 10 years and last year they started operating out of Botrivier to the Elgin Railway Market. Rick Botha, managing director, told Hermanus Times: “We’ve actually come through Caledon a few times, but never as a destination. We’ve always wanted to come back this way to actually show people this side of the Western Cape.”

He said a few weeks before the company wondered what it could do for Freedom Day. “Let’s do something different and come to Caledon. We called this an ‘explorers’ trip’ because we were not sure what to expect. So today we are exploring with everyone here with the hope of coming back in canola season when everything is yellow and beautiful. We are also looking at an overnight trip to Caledon in August.”

This train was driven by a diesel locomotive as the steam locomotive was undergo-

ing extensive maintenance. “It’s been out for about a year now, but it’s definitely worth it as it will come back as close to a brand-new locomotive,” Botha said.

Financial manager Sean Fraser said:

“We put this trip from Botrivier to Caledon together to test the waters. The numbers exceeded our expectations as we only launched the trip ten days before departure. We’re very happy with what has happened here today. It was exciting that the band and locals were here to welcome us and we are hoping to come here on a more regular basis.”

Train manager Jeremy Hutton said:

“I brought the last passenger train to Caledon in 2005 and now, 21 years later, I’m bringing back the first passenger train. I am actually feeling quite emotionally nostalgic as the station is still just as I remember it, neatly kept and lovely. I want

I look forward to a steam-driven train at a later stage and will definitely go on that trip as well.”

Catharina Lawrie of Stellenbosch said: “It was wonderful. The service on the train is excellent the seating is very comfortable and the views from the train were breathtaking. I can definitely recommend this trip and I want to do it again as soon as possible.”

Ivanhoe Dunsdon of Caledon said: “Because I am a stallholder at the Botrivier Country Market the Ceres Rail Company approached me to be its Caledon coordinator. Although I did not go on this specific ride I am so proud that after so many years the train has come to Caledon again. It really is a momentous occasion.”

Dunsdon arranged for the Blue Bells to play and organised several stallholders, including the Caledon Museum who displayed a range of artefacts. Dunsdon also handed out cups of hearty soup to the band members and locals who came to witness this historic moment.

The train, which had a licensed bar on board as well as a coffee station with two barristas, stopped at Caledon Station for about half an hour before returning to Botrivier.

Die Caledon-tak van die Vrouelandbouvereniging (VLV) het op Woensdag 29 April ’n baie suksesvolle Kansa-stap aangebied waaraan lede sowel as die publiek deelgeneem het om geld vir die Kankervereniging van Suid-Afrika (Kansa) in te samel.

Die Caledon-tak bestaan nie net uit lede van Caledon nie, maar ook van Grabouw, Botrivier, Greyton en Tesselaarsdal. Elke dorp het sy eie stap gereël.

Corrie Fogwell, voorsitter van die Caledon-VLV, sê: “Ons is ’n gemeenskapsgedrewe organisasie en doen elke jaar ’n liefdadigheidsprojek, wat onafhanklik is van die nasionale projek waaraan alle VLV-takke landwyd deelneem. Voor covid het ons jaarliks ’n teepartytjie as geldinsameling vir Kansa gehou, maar hierdie jaar het ons besluit om te stap.

“Ons het weens die verhoogde brandstofkoste en omdat ons lede van so baie verskillende dorpe kom, besluit om ’n “satellietstap” in elke dorp te hou in plaas daarvan dat almal Caledon toe ry. Dit het besonder goed gewerk met goeie opkomste.

Tesselaarsdal en Botrivier sal hul stap later vandeesmaand hou.”

Fogwell het die Greyton-stap gereël. Sy sê dit was ’n lieflike aand met ’n vrolike klomp stappers en verskeie mense het gesê hulle sal dit graag weer wil doen.

Uit Grabouw sê Elsa Simon: “Hoewel die belangstelling aanvanklik traag was, is ons op die dag aangenaam verras – veral toe lede van die stapklub by ons aangesluit het. Ons was 18 mense wat gestap het en ná die stap het ons gesellig om die worsrolletjie-en-koeldranktafel gekuier.”

Verskeie vroue selfs in Swellendam het deelgeneem. Tannie Liza Visagie, wat nou in Swellendam woon, maar nog gereeld vir VLV-vergaderings Caledon toe kom, het saam met ’n paar vriendinne gestap. Sy sê dit was groot pret en hulle het die stap met koffie en koek afgesluit.

Caledon se stap, wat by die rolbalklub begin het, was ook baie suksesvol. Retha Skein, wat dié reëlings getref het, sê: “Ek is baie gelukkig met die opkoms en die bereidwilligheid van mense om deel te neem. ’n Lekker vrolike atmosfeer het geheers met baie mense wat prettig aangetrek was. The Optimum Athletics SA Dash League 1 consisted of three races spread across the season, drawing together athletes aged 7 to 11 in a unique combined competitive format. From the very first event Del-Piero announced himself emphatically.

At Race 1 in November 2025, competing in the u-9 category against older athletes, he set new record times in both the 60 m and 80 m during the semi-finals and finals, taking gold in one event and silver in the other. It was a statement of intent about the talent on display.
