‘FINANSIËLE PROBLEME BY GYPSY QUEEN’ In September verlede jaar het Hermanus Times berig oor die omstredenheid rakende Gypsy Queen (“Grabouw residents up in arms about development”, Hermanus Times, 17 September 2025).

Ds.

al jobs, and ensuring food security across the province. While no cases of FMD have been reported in the Overstrand municipal area, local authorities have taken proactive steps to support prevention efforts.
On Monday the Overstrand Municipality Law Enforcement conducted a precautionary checkpoint along Salmonsdam Road in collaboration with the Stanford Community Policing Forum (CPF) and the South African Police Service (SAPS). FMD is a highly contagious viral disease affecting cloven-hoofed animals, including cattle, sheep, goats, and pigs, and can cause significant economic losses if not properly contained.
The Overstrand Municipality has urged all residents and road users to cooperate fully with officials at control points.

The Overberg has reached a significant infrastructure milestone with the official commencement of construction at the Karwyderskraal Regional Landfill Facility expansion project on Friday 27 February.
This groundbreaking development marks the first project to navigate the entire Western Cape Government’s Infrastructure Pipeline successfully, from initial conception through to on-site implementation, a testament to improved planning and coordination between provincial and local government.
The ambitious expansion includes the construction of Cell 5A, extension of the facility’s composting footprint, and comprehensive upgrading of the existing access road. Most significantly for residents across Overstrand, Theewaterskloof, and Cape Agulhas municipalities, Cell 5A will provide approximately seven to eight years of additional landfill airspace. With construction officially beginning on 23 February and scheduled completion set for November 2026, the R63,5 million project promises to strengthen waste-management security for the entire Overberg region.
Karwyderskraal operates as a Class B-engineered regional landfill facility, processing approximately 5 500 tons of waste

monthly while maintaining strict environmental compliance standards. Its commitment to excellence is reflected in its recent external compliance rating of 98,97%, a figure that demonstrates exceptional governance and operational oversight.
The facility serves not only the three municipal areas, but also accommodates private users, making it a crucial regional infrastructure asset. Western Cape Minister of Infrastructure, Tertius Simmers, highlighted the project’s significance as a proof-of-concept for the province’s infrastructure delivery model.
“Through our infrastructure pipeline we are strengthening local government capacity by aligning planning, funding and governance upfront, ensuring municipalities are supported, coordinated and positioned to deliver sustainable infrastructure with certainty and confidence,” Simmers explained. “Karwyderskraal is proof that when we plan with discipline and support municipalities through structured alignment, delivery follows.”
For residents of the Overberg region, this expansion represents more than just increased waste management capacity. It demonstrates a commitment to long-term planning and sustainable infrastructure development that will benefit communities for years to come.
The successful progression of this project through the Infrastructure Pipeline also sets a precedent for future developments, potentially streamlining delivery of other critical infrastructure projects across the Western Cape. With waste management being a fundamental municipal service affecting every household and business in the region, the Karwyderskraal expansion delivers both immediate practical benefits and long-term peace of mind for Overberg communities. The Karwyderskraal Regional Landfill Facility expansion is expected to be fully operational by late 2026.

Grabouw police, in collaboration with law-enforcement agencies and education officials, conducted comprehensive search operations at two local schools this week as part of an ongoing effort to eliminate illegal substances and dangerous weapons from school premises.
The operations, carried out on Wednesday and Thursday, involved the Grabouw South African Police Service, TWK Law Enforcement, K9 units and Western Cape Education Department (WCED). Officers conducted thorough searches of school grounds and engaged with learners about the risks associated with drug use, bullying and carrying weapons.
In Wednesday’s operation at a local school officers discovered illegal drugs
and weapons in the possession of several learners. All contraband items were immediately seized and police confirmed that appropriate legal measures were being implemented for their disposal. Legal proceedings against the affected learners are expected to follow.
Thursday’s search at a second school in the area proceeded without the discovery of illegal items, though officers used the opportunity to educate students about the serious consequences of drug use and weapon possession.
“We urge parents, guardians and the community to engage in conversations with young people about the serious consequences of drug use and the possession of weapons as these actions can lead to severe legal repercussions.”
The collaborative approach between law enforcement and education authorities reflects growing concerns about safety in local schools. Officials emphasised that the operations form part of a broader strategy to create safer learning environments for students.
Police have announced that similar search operations will be conducted at regular intervals across all schools in the Grabouw area as part of their commitment to maintaining school safety standards.
The WCED has welcomed the initiative, stating that the safety of learners remains a top priority and that continued collaboration with law enforcement and the community is essential for creating secure educational environments.

The Western Cape Mobility Department has issued a stern warning to transport operators after a taxi association in Hermanus began illegally demanding registration fees and permits from scholar transport and staff transport operators.
The department expressed concern over a notice circulated by the Overstrand Taxi Association of Cape Amalgamated Taxi Association (Cata) in Zwelihle, calling on transport operators to register with the association and obtain permits from them. Officials emphasised that taxi associations have no legal authority to register public transport operators or issue operating permits anywhere in the Western Cape province.
“We wish to make it clear to the residents of Zwelihle and the
broader Overstrand community that taxi associations are not authorised to register public transport operators or issue operating permits,” the department stated.
Only the Western Cape Provincial Regulatory Entity (PRE) has the legal mandate to process and issue operating licenses and permits for public transport services in the province.
The department warned that any individual or operator who receives requests to register with or obtain permits from a taxi association should understand that “such a request has no legal standing”.
Community members and transport operators experiencing unlawful demands for permits or registration have been urged to report the matter to the police immediately.
Hermanus police can be contacted on 028 313 5300.
The illegal permit demands come as tensions over transport regulation continue across the Western Cape, where various associations have attempted to assert control over routes and operators outside the official regulatory framework.
“The Department remains committed to upholding the rule of law and ensuring that all public transport operations are regulated through the proper legal framework,” officials stated.
Legitimate transport permits can only be obtained through official government channels, and any attempts by unofficial organisations to collect fees or issue permits constitute illegal activity that should be reported to authorities.
There are so many cases where victims have a fear of facing their abusers again. But according to the police they can be protected. A protection order, also called a restraining order or domestic violence interdict, is a court order that tells an abuser to stop the abuse and sets certain conditions preventing the abuser from harassing or abusing the victim again. It may also help ensure the abuser continues to pay rent or a bond or interim maintenance. The protection order may also prevent the abuser from getting help to commit abusive acts.
There are no costs involved in applying for a protection order unless an attorney is used. When legal representation is involved each party usually bears his/her own costs, unless one party acted fictitiously or unreasonably, in which event a court may make a cost order against that party.
The protection order will prevent the respondent from committing any specified act of domestic violence/sexual harassment entering the joint residence or entering a specific part of the residence entering the victim’s residence if they are not living togetherenter-
ing the victim’s place of employment/office having contact with a child or children, if it is in the best interest of the child.
The procedure to apply for a protection order is as follows:
• The complainant must make an affidavit and complete an application form at a police station.
• The application for a protection order is not limited to the complainant.
• An application for a protection order may be brought on behalf of the complainant by any other person who has an interest in the well-being of the complainant.
Spoliation occurs when a person is unlawfully deprived of their peaceful and undisturbed possession of movable or immovable property without their consent and without a court order. The law protects possession itself, not ownership. Even a property owner may not remove someone from possession without following proper legal procedures. South African law provides a strong remedy for unlawful dispossession in the form of the mandament van spolie, a principle rooted in Roman-Dutch law. Its purpose is to prevent self-help and ensure disputes are resolved through the courts. The Supreme Court of Appeal confirmed the importance of this remedy in Ivanov v North West Gambling Board. The principle was clearly stated in

Nino Bonino v De Lange, where the court held that no person may take the law into their own hands and possession will be restored before any investigation into the merits of the dispute. Spoliation commonly arises in landlord-tenant disputes. For example, a landlord who changes the locks because a tenant has fallen behind on rent commits unlawful dispossession, even though they own the property.
The legal requirements and process for a spoliation claim: There are two key elements that must be proven in order to succeed with a spoliation claim. The applicant must prove: They had peaceful and undisturbed possession of the property before the incident, and There has been an unlawful dispossession without consent or due legal process.
The court does not consider ownership or rights, only possession. The remedy reinforces the rule of law and confirms that disputes must be resolved through legal channels, not self-help.

encouraged to remain vigilant and to report any concerns about illegal activities involving young people to local authorities.
Murder accused sentenced to a lengthy period of imprisonment: On Tuesday 17 February 2026 the accused Simtembile Mfempulana, 35 years old, was convicted and sentenced to 25 years’ imprisonment for murder by the Strand Regional Court. This follows an incident that occurred on 13 February 2017 in the bushes between Waterworks and Siteview, where the victim Bazil Fisher was assaulted with a sjambok and a piece of iron pipe. Two days after the attack he succumbed to his injuries in the Helderberg hospital.
The Grabouw SAPS Station Commander Colonel Winston Coetzee welcomed the sentence and commended the investigating o cer, Sergeant Fazi for doing justice to the investigation.
“Well done for following this up to conclusion after nine years!”
Marius Bosho , Hermanus branch manager for Fidelity ADT, related an incident that occurred on Friday 6 February, when Hermanus Public Protection (HPP) Assistant Manager Juan Havenga attended to a motor-vehicle accident at the Gateway Centre. One vehicle had reversed into another that was parked. He saw the male driver was under the influence of alcohol. The driver tried to leave the scene, but was restrained by Havenga until the police arrived.
Hermanus police and tra c arrived and tested the driver, who blew over the legal limit and was arrested for intoxicated driving and taken to Hermanus Police Station.
Theewaterskloof Municipality has been on high alert since Friday following information regarding potential service-delivery protest action by the Land Party in the Caledon area.
“We can confirm that a small crowd began gathering from approximately 04:30 on Monday. Members of the
South African Police Service, together with municipal law enforcement and operational teams, have been on site since the early hours to monitor the situation,” said the Acting Mayor of TWK Cynthia Clayton. A crowd of approximately 100 individuals gathered and marched from Plein to Hope Street, after gathering in front of the Municipal Head O ce in Plein Street. No school activities or morning tra c was disrupted. All roads in and around Theewaterskloof remain open and tra c has remained freely flowing throughout the day.
The municipality engaged with members and leadership of the Land Party to address the service delivery challenges raised and to discuss possible outcomes in a constructive and lawful manner.
There is no waiting period to report a missing person. Report a missing person at your nearest police station immediately. Produce a recent photograph of the missing person, if possible. Give a complete description of the missing person’s last whereabouts, clothes they were wearing as well as any information that can assist the investigating o cer. Complete and sign a SAPS 55(A) form.
This form safeguards the police from hoax reports and indemnifies them to distribute the photograph and information of the missing person. Obtain the investigating o cer’s contact details, and send any additional information that might become available. If a missing person is found or returns voluntarily, inform the investigating o cer immediately.
A SAPS 92 form must be completed to inform the Bureau of Missing Persons that the missing person’s report can be removed from the circulation system.

It’s four years later... and residents and visitors stood in awe as the life-size Southern Right Whale that stood in front of the Old Harbour Museum in Hermanus was removed.
“In March 2022, Tertius van Dyk and René Hartlief restored the weather-worn whale, giving it a fresh new lease on life,”

Dr Dean O’Neill, Overstrand Municipal Manager said. (“Rene se hart hou haar geliefd”, Hermanus Times, 30 March 2022)
“Over time, however, the whale once again began to show signs of weathering, and it was decided that it should be relocated.”
The whale will now make itself at home at Marine Dynamics in Gansbaai, thanks to Wilfred Chivell.
Originally created as one of three whale props for a film production, the “sculptures” were later donated to the Overstrand. Today one whale can be found at De Kelders, another at Southern Right Charters in the New Harbour, while the third had been standing on Market Square in Hermanus.
The whale was removed to make way for the planned South African Whale Centre (SAWC), according to the OM. At the first meeting of the Hermanus Business Chamber, the SAWC vision was presented to those present. “We are deeply encouraged by the engagement in the room and the conversations that followed,” a spokesperson for the new centre said. “When local business leans in it sends a powerful signal. When Hermanus believes in it others will follow.
“Thank you to every business owner, leader and partner who showed up, listened, challenged and encouraged. The future of this centre belongs to this town — and we are building it together. If you want to be part of the founding chapter reach out. Let’s grow our future together.”
Those involved in the SAWC launched The 100CLUB at the meeting, membership of which involves buying a tile to give one’s business exposure. “By contributing just 100 units of your currency each month for 12 months you’ll help build The South African Whale Centre, a place where people and whales connect,” the spokesperson

explained.
For Hartlief, who not only put in her time to restore the whale, but also raised money for this project, it was a big setback when she heard the whale was being removed. “It is very sad, but I believe there is a good reason for this. I know that wind and weather have damaged it again, but if we all stood together we could have kept it.”
Always with the best interests of the town at heart, she believes the whale could have been an asset to the SAWC.
Even the then-Mayor of the Overstrand and mayoral candidate for the Overberg, Dr Annelie Rabie said: “My view on the whale is that it took a lot of time and energy of a team of people under René Hartslief’s guidance. While I fully support the development of a Whale Science and Education Centre since the first time Mr Lindorp discussed it with me I do believe that while that project is unfolding the
existing whale is a great addition to our whale narrative. Pity it was not maintained and that it was removed in a huff.
“But Hermanus’ loss is Gansbaai’s gain. People are really excited to show it to their grandchildren. Wilfred Chivell will most certainly turn it into a great addition to his environmental protection and education portfolio.”
• The SAWC is a bold public initiative committed to marine education, conservation and the cultural celebration of whales in South Africa. Located in the heart of Hermanus, the centre will offer engaging exhibitions, learning programmes and immersive visitor experiences designed to inspire ocean stewardship and deepen public understanding of marine ecosystems. It aims to create a globally relevant, locally-rooted institution that strengthens tourism, supports environmental awareness and preserves the region’s heritage for generations to come.

The Hermanus Rotary Club has stepped forward to support the rebuilding of Little Blessings crèche in Botrivier after the facility was completely destroyed by a fire on 2 January, leaving owner Laverne Titus and dozens of families without essential child-care services.
The devastating blaze wiped out the crèche that had served as a vital community resource for working families in the area, creating immediate hardship for parents who depended on the facility while they earned their livelihoods.
In response to the tragedy, Rotary Hermanus donated essential equipment to help Titus resume operations and continue providing care for the vulnerable children in her community.
The donation represents a crucial lifeline for families who, in the blink of an eye, had lost access to affordable, reliable childcare.
The organisation emphasised the privilege of being able to assist at such a critical time, recognising the essential role Little Blessings plays in supporting working families as well as early-childhood development in the Botrivier community.
Despite the overwhelming loss Titus demonstrated remarkable resilience and determination to rebuild her child-care

facility. Her commitment to continuing her work with young children has earned admiration from community supporters who recognise the vital service she provides.
The equipment donation from Rotary Hermanus provides Titus with the foundation needed to restart operations, though the road to full recovery will likely require ongoing community support. The gesture demonstrates how local service organisations can provide meaningful assistance during community crises.
A fundraiser by the community was also held on 21 February for the school.

The coffee table book Betty’s Bay – Between Mountain and Sea was launched to great acclaim in December 2025. (“Coffee table book brings joy.” Hermanus Times 4 February 2026). This 640-page hardcover book with its wealth of information about Betty’s Bay is definitely set to become a collector’s item as all 800 printed copies have been sold.
To produce a book of this magnitude was no mean feat. It took Skip Krige and his editorial team ten months of dedicated hard work to put together this
magnificent book. More than one hundred Betty’s Bay residents as well as holiday makers contributed to this book.
Many people wondered about the origin of the name Betty’s Bay. Krige says: “One of the themes we did not know about, was: “Who was Betty?”. Research showed that Arthur Youldon, one of three directors of Hangklip Beach Estates, in 1936 requested that the town be named after Betty, his only child. Betty married a man from England and in 1937 emigrated from South Africa.”
During a short ceremony at the council chambers of the Overstrand Municipality Krige handed over three copies of the
book on Wednesday 25 February. Archie Klaas, Executive Mayor of Overstrand Municipality, Dean O’Neill, Municipal Manager and the archive department each received a copy.
Councillor Theresa Els, who introduced Krige to Council, said: “It is my privilege to welcome the editorial team of Betty’s Bay – Between Mountain and Sea to Council today. This remarkable publication captures the history, heritage and indomitable spirit of Betty’s Bay. The project coordinator, Skip Krige, personally engaged with residents to gather authentic insights for the main chapters – a magnificent achievement that reflects true communi-

ty collaboration.”
“On behalf of the community it is our honour to present this book to the Executive Mayor as a token of our civic pride and appreciation – a symbol of the rich heritage of Betty’s Bay and the partnership between community and municipality in preserving our story for future generations. It is also a reminder that our
municipality is built not only on infrastructure and governance, but on stories, people and shared history,” Els said.
The Overstand Municipality libraries of Kleinmond, Betty’s Bay and Hermanus each received a copy of the book.
It is not yet certain whether there will be another print run of the book.

Top athletes, administrators and volunteers from across the province were honoured at the Western Cape Sport Awards on 28 February at a venue outside Paarl, celebrating excellence and dedication in sport at all levels, and sport personalities from the Overberg make their marks.
Namika Pieterse from Legacy Martial arts was celebrated as Junior Sportstar of the Year while Ruehan van Romburgh also from Legacy Martial Arts was named Coach of the Year for his achievements in kickboxing. “It is a great honor for me to be awarded Coach of the Year. It is hard work, but when you do what you enjoy, then it is just a pleasure. I want to thank every student, parent and supporter for their sacrifices for Legacy Martial Arts. I believe we will only go from strength to strength.”
Zius Brand, also from Legacy Martial Arts won the Schools Sportsman of the year award.
The awards once again highlighted the depth of sporting talent and commitment across the Western Cape, from grassroots development to elite performance.
Minister of Sports, Arts and Culture Gayton Mackenzie said: “The Western Cape has consistently produced top performing athletes, coaches and administrators who are committed to the growth of sport in our province. They are the role-models who inspire others to pursue their sporting dreams and who help us create an active and healthy province. Congratulations to all the winners and nominees and thank you for all that you do in confirming the Western Cape as the sporting hub of our country.”

The SPAR Grand Prix series, run over five SPAR Women’s 10 km Challenge races, in Cape Town, Durban, Tshwane, Gqeberha and Johannesburg, is designed for top female road runners. While the SPAR Women’s Challenge attracts thousands of women of all ages and abilities, the SPAR Grand Prix is a race within a race, launched in 2008 to enable elite runners to earn some serious money and strong competition in a annual series.
Initially, the SPAR Grand Prix was restricted to South African runners, but in 2019 it was extended to include international athletes and has attracted some outstanding runners from elsewhere in Africa. The international competition has proved invaluable, spurring local runners on to achieve faster times.
The total prize money has been increased to a whopping R1 967 500.
The overall winner of the SPAR Grand Prix will take home R210 000, the second-placed runner R105 000 and the third placed runner will receive R80 000. Prize money for the age categories has also been increased, with the overall winner receiving R11 000 and the runner-up R8 000.
In addition, there are incentives for the top five South African runners, with the top South African receiving R110 000, and the second R75 000. The fifth-placed South African will take home R21 000. This is in addition to the money they
win in the main competition.
Over the past 18 years four runners –Rene Kalmer, Irvette van Zyl, Tadu Nare of Ethiopia and Glenrose Xaba – have each won the SPAR Grand Prix three times. Xaba was the first South African to win the series since it was opened to international runners, and she was the first black South African to win it three times. She is now aiming to make more history by becoming the first person to win the coveted prize for a fourth time.
“The SPAR Grand Prix has become very important to me,” said Xaba. “I am very proud to be the first black South African to win it three times. I like to think that my achievements are an inspiration to young girls living in poverty as I was, who see what I have done and believe they can do the same.”
SPAR’s National PR, Communications and Sponsorships Manager, Mpudi Maubane, said SPAR was very proud of its role in the SPAR Grand Prix and in the allied campaign to end period poverty (EPP) and gender-based violence (GBV).
“As a business rooted in the heart of South African communities, SPAR has a responsibility to stand up for women and girls,” she said.
The theme for this year’s series is #CelebrateHer, which aligns with the SPAR objective through their sponsorship to uplift, empower and celebrate the women of South Africa.

‘Third time lucky.. .’

teen Safcol en toe teen Caledon... third time lucky.
