Violent crime has dropped dramatically in Zwelihle following the implementation of the Western Cape Government’s Violence Prevention Unit (VPU), with murders decreasing by 25% and attempted murders down by 43%, according to police statistics presented during Premier Alan Winde’s visit to the Overstrand on 19 February.
The encouraging crime figures were revealed by Hermanus Police Station Commander Colonel Gustaf Tamboer at a briefing with Winde, who visited the area to assess the performance of the violence prevention programme in what was previously identified as a crime hotspot.
“Coordination and collaboration is vital,” Tamboer told the Premier in his presentation, highlighting the multi-faceted approach that has contributed to the significant reduction in violent crime over recent months. The VPU, housed within the Western Cape Department of Health and Wellness, plays a central role in the Western Cape Safety Plan and was rolled out in Zwelihle in 2025, along with Grabouw, both areas that had been identified as crime hot spots requiring urgent intervention.
Winde emphasised violence prevention required sustained commitment. “Violence prevention is a long-term investment because we have to change the way people behave. It is not a quick fix. We need to stay the course and showcase more of this work being done at the grassroots level to give hope and opportunities to the children at risk of getting involved in crime and violence.”
A key component of the programme


involves gender-based violence (GBV) ambassadors, trained community volunteers who act as first responders and advocates for survivors. The Western Cape Government has trained and deployed more than 800 of these across the province.
Local GBV ambassador Riah Pieterse, who met with the Premier, expressed her commitment to the programme: “No matter how difficult the situation I feel I have been chosen to be an ambassador for my community. As long as we have voices we will be in these communities to help people.”
The Premier’s visit also included a tour of the Yomelelani Early Childhood Development Centre, where children performed a dance show and a meeting with members of the Hermanus Rainbow Trust took place to discuss community challenges. Crime and unemployment emerged as the most serious issues facing Zwelihle during discussions.
Acknowledging these ongoing challenges, Winde highlighted that the Western Cape had the country’s lowest unemployment rate, at 18,1%.
“While our province had the lowest unemployment rate in the country, at 18,1% we acknowledge we have a long way to go still in beating back poverty,” the Premier stated. “I firmly believe the most effective way to get people out of poverty is by doing everything we can to grow the province’s economy so as to create more jobs.
“The VPU’s approach focuses on both immediate violence reduction and longterm prevention strategies, targeting at-risk youth and providing community-based support systems to address the root causes of crime and violence.”











A bitter war of words has erupted between the DA-GOOD-SRWP coalition and the ANC over the financial state of Theewaterskloof Municipality, with both parties presenting starkly different versions of events surrounding the municipality’s current crisis.
The DA-GOOD-SRWP coalition, which took control in November 2024, is claiming the ANC-led administration squandered municipal wealth during their tenure from 2021 to 2024.
According to the coalition, the ANC coalition inherited a financially healthy municipality in 2021 with R210 million in investments, R163 million in bank surplus, and a positive 104-day cost coverage ratio –totaling R373 million in financial strength, plus an additional R76 million secured loan.
However, by November 2024, the coalition claims to have inherited a municipality in “severe financial distress” with only R10 million in investments, R16 million in bank balance, and crushing debts including:
• R559 million in irregular, fruitless and wasteful expenditure
• R91 million in unpaid creditors
• R65 million owed to Eskom
• R76 million outstanding bank loan
The coalition highlighted that irregular expenditure skyrocketed from R188 million in 2022-’23 to R262 million in 2023-’24, while unauthorised expenditure jumped from R104 million to R153 million.
The ANC has dismissed the coalition's statement as “nothing more than a political
distraction” designed to deflect from current governance failures. They argue that the financial figures are “selective” and “stripped of context”.
“During the ANC-led administration, the municipality continued delivering services under extremely difficult national economic conditions,” Derick Appel, ANC Proportional Councillor, Theewaterskloof Municipality, stated.
GOVERNANCE CRISIS DEEPENS
The ANC has turned the spotlight back on the current coalition, questioning why “governance conditions have deteriorated even further” under their leadership. They cite reports of council instability, internal conflict, and administrative breakdown since the coalition took power.
The party challenged the coalition to explain escalating governance instability, increasing service delivery complaints, and why administrative decisions are being legally and politically challenged.
Both parties claim to represent residents’ interests, but the political infighting raises serious questions about service delivery in the municipality. The coalition says it’s focused on “stabilising the municipality and restoring financial discipline”, while the ANC accuses them of governing “through blame instead of solutions”.
The municipality has been forced into payment arrangements with creditors, had to repay R50,4 million in unspent grant funding to National Treasury, and faces delayed creditor payments extending up to 132 days beyond the legal 30-day requirement.

A comprehensive workplace inspection campaign across the Overberg region revealed alarming levels of non-compliance with occupational health and safety regulations, authorities discovering violations in nearly three-quarters of businesses examined.
The Department of Employment and Labour’s “Taking Services to the People” campaign, conducted in partnership with Overstrand Municipality ahead of last week’s Jobs and Careers Fair, uncovered widespread failures to meet basic workplace-safety standards across Hermanus, Gansbaai and Stanford.
Acting Provincial Chief Inspector Fezeka Ngalo reported that inspection teams conducted 99 workplace assessments across multiple sectors, including finance, hospitality, iron and steel, wholesale and retail, and manufacturing. The results painted a concerning picture of workplace safety in the region. “We experience much non-compliance with the Occupational Health and Safety Act, where it stands at 73%,” Ngalo said, “whereas with the Basic Conditions of Employment Act it stands at 16%.”
Inspection teams issued contravention notices to numerous employers for serious safety failures, including missing risk assessments, asbestos dangers, medical emergencies unprepared, poor working conditions, safety equipment absent,

infrastructure hazards and unmaintained equipment.


Inspectors also discovered violations of basic employment rights. Some employers were paying below the national minimum wage, while others failed to provide proper compensation for Sunday and public-holiday work. Businesses could not produce employee contracts or payslips on request. The department’s community-outreach component proved highly successful. The campaign reached communities in Zwelihle (Hermanus), Eluxolweni (Pearly Beach), and Baardskeerdersbos, assisting 874 people. Of these, 734 were registered as job seekers in the Employment Services of South Africa (Essa) system and received career counselling, while 164 received assistance with Unemployment Insurance Fund (UIF) enquiries and applications. Remarkably, eight applicants had their UIF claims processed and paid instantly.


A 35-year-old Egyptian national has been sentenced on Tuesday 17 February to 40 years direct imprisonment after pleading guilty to the kidnapping and murder of Al Shaheed in March 2023.
Mustapha Elbesherny was convicted at the Mitchells’ Plain Regional Court in December 2025 on charges of murder, aggravated robbery, kidnapping, defeating the ends of justice, assault common, and contravention of the Immigration Act. The court also declared him unfit to possess a firearm.
The case stems from the disappearance of Shaheed, who was kidnapped and murdered in Grabouw on 31 March 2023. A multi-disciplinary investigation team was immediately activated.
Investigators achieved a swift breakthrough, arresting Elbesherny and a co-accused in April 2023. One suspect was apprehended in the Eastern Cape, while the second was arrested in Grabouw. Both suspects were denied bail and remained in custody throughout the investigation.
The Western Cape Provincial multi-dis-
ciplinary Anti-Kidnapping Task Team continued the investigation before transferring the case to Mitchells’ Plain Regional Court for trial. Elbesherny entered guilty pleas on all charges brought against him.
The Western Cape has welcomed the substantial sentence, viewing it as a significant outcome in the fight against serious violent crime in the province.The case highlights the effectiveness of multi-disciplinary law enforcement cooperation, with investigators from multiple units working together to solve the crime and secure arrests within weeks of the initial report.
Elbesherny’s co-accused will face a separate trial, with the matter postponed to 26 February when a trial date will be set. The co-accused remains in custody pending the proceedings.
The successful prosecution demonstrates the commitment of law enforcement agencies in pursuing justice for victims of kidnapping and murder.

Cape Agulhas Municipality has issued an urgent warning to residents about a sophisticated WhatsApp scam targeting homeowners with false electricity disconnection threats.
The fraudulent scheme involves an individual identifying himself as “David Dube”, who falsely claims to represent the municipality and warns residents that their electricity will be disconnected within two hours due to alleged overdue accounts. The scammer demands immediate cash payments to prevent the supposed disconnection, preying on residents’ fears of losing essential services.
Cape Agulhas Municipality officials have categorically stated that the organisation will never request onthe-spot payments or demand cash for municipal accounts through unofficial channels. “Cape Agulhas Municipality does not send WhatsApp messages regarding overdue accounts,” a municipal spokesperson emphasised. “All official communications regarding municipal accounts follow proper administrative channels.” The municipality stressed that residents should never allow unauthorised individuals onto their property, regardless of claims about representing official organisations.
This latest incident reflects a growing trend of scammers exploiting essential services to defraud residents.

In a touching display of wildlife conservation and community support the Panthera Big Cat Sanctuary has shared uplifting news about two of its beloved big cats recovering from wildfire injuries.
Last week marked a significant milestone in Baguira’s recovery journey as she left Old Chapel Veterinary Clinic in Pretoria and began her much-anticipated trip home. Her return represents weeks of dedicated medical care and meticulous preparation by the sanctuary team. “A very special thank you once again to Dr Peter Caldwell and his incredible team for their outstanding care, dedication and commitment,” the sanctuary stated, “not only to Baguira, but to all of our animals and our team,” highlighting the exceptional veterinary support that made Baguira’s recovery possible.
The sanctuary’s preparation for Baguira’s return has been nothing short of comprehensive. Her enclosure and the surrounding area have been carefully cleared as part of an extensive fire management plan, ensuring a safe environment for her continued healing. Perhaps most crucial to Baguira’s recovery is the last-minute sourcing of Kikuyu grass for her enclosure. “The Kikuyu grass we managed to source at the last minute is absolutely crucial for Baguira’s continued healing,” the sanctuary explained. “Her paws are doing exceptionally well, but it is vital that they remain off sand
and only on this soft grass to support her long-term recovery.”
The successful preparation of Baguira’s new home was made possible through remarkable community support. Big Cat Collection provided wireless cameras for monitoring, while On the wings of a Sparrow helped purchase the remaining grass needed to complete the enclosure. The Born Free Foundation generously provided the use of their enclosure, giving Baguira a safe, peaceful space for recovery.
Meanwhile, beautiful Arabella continues her recovery journey in intensive care with specialist veterinary support.
The sanctuary, in its Sunday update, reported she was doing well, but her healing process required patience and time. “Her recovery is centred on the careful treatment of her injured paws. It is slow and steady. There is simply no way to rush it. Healing like this takes time. It takes patience. And it takes the right treatment.”
Despite the challenges Arabella continued to demonstrate remarkable strength. “What matters most is that she is comfortable, and every single day she shows us just how strong she truly is. We could not be prouder of her.”

Apart from the floods in February dam levels remain alarmingly low.
The Overberg Water Board has issued an urgent appeal to all across the Western Cape to immediately reduce water consumption as dam levels continue to decline at an alarming rate due to extreme weather conditions.
In a press release to all water users in their supply area, the utility warned that current dam levels are dropping “faster than anticipated” due to exceptionally high temperatures and significantly below-average rainfall during the recent rainy season.

system, has reached 53,4% capacity in comparison to last year’s 75,5%. This represents a concerning decline that has prompted authorities to prepare for potential formal water restrictions.
“Current projections indicate Overberg Water may have no option but to implement formal water restrictions to ensure the continued reliability and sustainability of supply,” Overberg Water stated in its official communication. Dam levels across the entire Overberg water-supply system are declining at an accelerated rate, indicating the crisis extended beyond a single reservoir and affects the broader regional water infrastructure. Overberg Water has called for immediate voluntary water conservation measures from all sectors, including households, businesses, farms and institutions within their supply area.


“We therefore strongly appeal to every household, business, farm and institution within our supply area to reduce water consumption wherever possible,” the utility said.
Overstrand Municipality reminded residents to remain mindful of their water use, especially during the remainder of the hot summer period.
“Water-saving efforts by residents are appreciated as the average daily water consumption in Hermanus decreased from 16,6 Ml/day during the previous week to 14,7 Ml/day last week,” Dean O’Neill, Municipal Manager, said.
In the period 9 to 15 February a total rainfall of 89 mm was recorded. The De Bos Dam level has increased to 74,8%, reflecting a rise of 2,2% compared to the previous week. For comparison, the dam level on 15 February stood at 87,1%. Water restrictions remain in place for Pearly Beach and Eluxolweni until further notice.
South Africa’s Minister of Forestry, Fisheries and the Environment has ordered the expedited resolution of appeals from small-scale fishers challenging recent fishing allocation decisions, setting a firm deadline of 5 March for completion (“Protect Us”, Hermanus Times, 18 February 2026).
The directive from the Minister of Forestry, Fisheries and the Environment, Willie Aucamp, is in response to a high volume of
appeals received against decisions issued by the designated authority for allocation of Total Applied Effort (TAE) in the Traditional Linefish sector. It’s in response to current allocations expiring on 28 February leaving fishing communities facing uncertainty.
The 30-day prescribed period for submitting appeals against the Traditional Line Fish TAE decisions lapses on 2 March, creating a narrow window for resolution. This scheduling pressure has heightened concerns among
coastal communities dependent on marine resources.
“I understand the frustration and uncertainty that these decisions have created for Small-Scale Fishers,” Aucamp stated. “I want to assure them that their concerns are being approached with empathy and seriousness. Yet good governance requires careful, lawful decision-making.”
The department acknowledges that appeals raise significant issues regarding procedural fairness in decision-making process-
es, the reasonableness of outcomes and potential implications for small-scale fishing communities' livelihoods. The appeals process must follow due administrative process while balancing the urgent need for certainty in coastal communities. The department emphasised its commitment to thorough evaluation of all concerns raised while maintaining efficiency in the assessment process.
Aucamp acknowledged the substantial pressures facing
small-scale fishers and the critical importance of certainty for communities whose survival depends on responsible access to marine resources. The department stressed its dedication to achieving a balanced and just outcome that protects socio-economic interests while fulfilling its mandate to conserve South Africa's fisheries for future generations. It will provide regular updates on the appeals. Stakeholders are encouraged to remain patient until legal processes are completed.

A group of young dancers from the MaDFun Studio in Bredasdorp have the honour of representing South Africa at the World Championships of Performing Arts (WCOPA) in Las Vegas, USA in July.
These young dancers, ranging in age from 14 to 18 years, are all from Bredasdorp and consist of a team of seven girls and one boy. They recently won the finals of the local WCOPA preliminary championships in Johannesburg, and all their items have been selected for representing South Africa in Las Vegas.
Some of these squad members have been dancing for 10 years, others only for a year.
Simóne Rossouw, director of MaDFun Studio and coach of the dancers, said: “I am extremely proud of each of my students who form part of the MaDFun Studio dance family.
“This group of young dancers reflects dedication, hard work,

commitment and what happens when one dares to dream. Small town, big dreams. It is only through their resilience and hard work that we have got to this point.

In the rolling hills of Stanford, a wine estate is quietly making its mark on South Africa’s celebrated wine landscape. Landskein Wine Estate represents more than just another winery — it embodies the vision of a winemaker who has spent over two decades perfecting his craft while dreaming of creating something uniquely his own. Tariro Masayiti shares his journey with Hermanus Times
Tell us about yourself – where do you come from? Your journey to the business that you are currently in?
I was born in Marondera, a small farming town near Harare, Zimbabwe. Growing up in an agricultural community shaped my deep connection to the land. After completing a BSc in Chemistry and Biochemistry at the University of Zimbabwe, I moved to South Africa in 1999 to study Viticulture and Oenology at Stellenbosch University, graduating in 2002. My career began at Fleur du Cap, followed by my appointment as Senior Winemaker at Nederburg in Paarl. In 2012, I moved to Stanford as General Manager and Winemaker at Springfontein Winery. By then, I had spent 15 years crafting wine at some of South Africa’s leading estates.
While I valued those years deeply, I always dreamed of building something of my own, not just making wine, but shaping a vision. In 2018, an opportunity arose through an introduction to the Stritzl family. When they
purchased the historic Sir Robert Stanford Estate in 2022, I stepped into a new role as co-founder and director of what would later become Landskein Wine Estate. Today, I lead the winemaking and strategic direction of the business, working to unlock the full potential of this remarkable piece of land. I am married to Dr Hildegard Witbooi-Masayiti, a horticulturist and academic, and we are blessed with our daughter, Tariro-Lily.
The beginning...
We established the business in 2022, initially under a different name, before rebranding to Landskein Wines in 2025, a name that speaks to the weaving and braiding of horizon lines, much like the weaving together of land, people and purpose. The farm spans 165 hectares, with just over 50 hectares under vine. I assembled a dedicated team and began restoring soil health through regenerative practices, planting cover crops, removing invasive species, and improving water management. Together with co-Director Nadine Stritzl, I helped shape the business strategy, defining who we are and what we stand for.
We renovated a historic building into The Parlour, our wine tasting venue overlooking the Kleinrivier Mountains. We also built a world-class amphitheatre. These spaces reflect my belief that wine is not just a product, it is an experience that brings people together. Our maiden vintages (2023 and 2024) were released in September 2025, marking an im-

portant milestone in our journey.
What does your business offer clients and the public?
Landskein Wine Estate is both a working wine farm and a cultural gathering space. Visitors can enjoy wine tastings at The Parlour seven days a week, attend open-air cinema evenings and live music events at the amphitheatre, or explore our monthly cheese and wine market featuring local producers. While we currently sell most of our grapes we are steadily increasing production under our own label. Every bottle reflects our granite soils, cool maritime influence, and the unique character of Stanford. For me, Landskein is about creating a place where families, locals and visitors feel at home, where wine, food, art and nature meet.
What sets your business apart?
Landskein Wines is rooted in place. Our wines are inspired by the Cape Floral Kingdom and shaped by the natural forces of our landscape, granite slopes, ocean breezes, and dramatic mountain horisons. What makes us different is the intentional weaving together of agriculture, culture, and community. We are building more than a winery; we are creating a space that contributes the broader Overberg. As a winemaker and director, I am personally involved in everything. That hands-on leadership gives our business authenticity and direction.
Your proud moments.

I am proud of how quickly Landskein has become recognised as a place of excellence, both for the quality of our wines and for the experiences we offer. Most of all, I am proud of our team. Their dedication and enthusiasm make everything possible. The positive feedback from guests and the local community encourages us to keep raising the standard. Where do you see your business in the next five to 10 years?
In the next decade, we aim to build our own winery on the farm and increase production of Landskein wines. My vision is for Landskein Wine Estate to become a leading destination in the Overberg, a wine of choice in restaurants, an exporter to international markets, and a business that meaningfully contributes to employment and training in our community. Ultimately, I want Landskein to be a source of inspiration, proof that when land, vision and people are brought together with purpose, something lasting can be created.













Stanford's vibrant arts scene reached new heights last Friday evening as Betrag Art Gallery welcomed an enthusiastic crowd for the opening of "Portrait Re-imagined", a groundbreaking group exhibition that challenges conventional notions of portraiture.
The opening on 6 February drew art enthusiasts from Stanford, Hermanus, and surrounding Overberg communities, all eager to experience this fresh take on one of art's most enduring genres. Rather than focusing on traditional likenesses, the exhibition explores portraiture through innovative approaches emphasizing texture, form, and emotional expression.
The diverse show features works across multiple mediums, including painting, sculpture, and mixed media installations. Nine talented artists have contributed to the collection: Siobhan Twomey, Kobus la Grange, Marian Binder, Lyn Mossop, Leli Hoch, Silindokuhle Shandu, Catriona Towriss, Marisa Maré, and Sarah Day. Each artist brings their unique perspective to reimagining how we perceive and represent the human form and spirit.
A particular highlight of the evening was Carin Bester's site-responsive installation, which transforms the gallery space itself into part of the artistic experience.

Visitors were captivated by how the work interacted with Betrag Gallery's architecture, creating an immersive environment that challenged traditional gallery viewing.
The opening reception buzzed with animated conversations as guests moved between artworks, engaging directly with both the pieces and the artists in attendance. The community spirit was palpable, with many noting how the exhibition has strengthened cultural connections across the region.

Team Hi Q emerged victorious at the prestigious Seeff HBC Business League 2026, capturing the Division A championship at Hermanus Bowling Club’s annual tournament that concluded on 20 February.
The 12-day competition, which ran from 9-20 February, attracted a record field of 42 teams representing various businesses across Hermanus, with 144 players participating in the networking-focused tournament designed to introduce local professionals to the sport of bowls.
The tournament’s unique format began with a manual draw by team skips and managers for the opening round, before transitioning to strength-versus-strength match-ups for rounds two and three. Teams were subsequently divided into three competitive divisions based on performance.
In the premier Division A, Hi Q dominated the field to claim the gold ribbon award, tournament championship trophy and cash prize.
Wap Electrics secured the silver ribbon as runners-up, while Trellidor A rounded out the podium with the bronze award.
Division B saw Handle This take top honours, defeating Build It (silver) and Die Seekatte (bronze) for their divisional championship.
The Division C competition concluded with Smart Solutions Architects claiming gold, ahead of Coastline Flooring (silver) and We Buy Cars (bronze).
SPECIAL
Beyond the divisional competitions, tournament organisers presented two special awards recognising outstanding sportsmanship and improvement.
The Conrad Oosthuisen Spirit Trophy, awarded to teams demonstrating exceptional team spirit and fun elements, went to Wonderland Ladies for their

enthusiastic participation throughout the tournament.
The KVV du Plooy Rising Stars Trophy, recognising the most improved returning team or impressive debut performance was claimed by Roll and Rescue for their remarkable first-time showing.
The tournament organisers stated the event’s dual purpose was to promote business networking while introducing participants to lawn bowls.
The format provides an opportunity for Hermanus businesses to connect in a relaxed, competitive environment while potentially developing new club members.
The Seeff HBC Business League continues to serve as a flagship event for Hermanus Bowling Club, combining competitive sport with community business development in an annual celebration that strengthens both the local business network and the sport of bowls in the region.
































Kickboxing emerged as the standout sport at the 2025 Overberg Regional Sport Awards, claiming seven of the major categories in a commanding performance that showcased the discipline’s growing strength across the region.
The awards ceremony, held at Beloftebos in Stanford on 13 February, brought together representatives from 16 different sports affiliated with the Overberg Sport Council. Despite fierce competition across all categories, kickboxing’s exceptional representation proved decisive, with nine federation members receiving invitations to the prestigious event.
DOUBLE WINNERS LEAD THE CHARGE

Ruehan van Romburgh capped off an outstanding year by claiming two major honours –Coach of the Year and Senior Sportsman of the Year. His dual recognition reflects both his personal competitive excellence and his significant contribution to developing kickboxing talent in the region. Rising star Namika Pieterse matched van Romburgh’s achievement, securing both the School Sport Women of the Year and Youth Star of the Year awards. Despite being absent from the ceremony, Pieterse’s double victory highlighted the


bright future of women’s kickboxing in the Overberg.
The sport’s institutional strength was equally impressive, with the Overberg Kickboxing Association taking home the coveted Federation of the Year award. Additionally, Shihan Ruehan van Romburgh’s Legacy Martial Arts Academy earned recognition as Recreational Body of the Year, demonstrating the sport’s impact at both competitive and grassroots levels. Zius Brand completed kickboxing’s individual medal haul by winning the School Sport Men of the Year category, further emphasising the discipline’s dominance in youth development.
STRONG REGIONAL REPRESENTATION
The ceremony featured strong kickboxing representation from across the region, with those present including Leyla Brand, Werner Enslin-Roux, Zius Brand, Aidan Brummer, Lyle

The night’s winners now advance to represent the Overberg at the Western Cape Provincial Sport Awards, scheduled for 28 February at Nederberg Wine Estate in Paarl. While kickboxing dominated proceedings, other sports like Kleinmond Bowling also earned


recognition. Ezile Fourie-Swart captured the Administrator of the Year award, while Pierre Paul received a nomination for Technical Official of the Year. Overberg Bowls also earned a Federation of the Year nomination, though they were ultimately edged out by kickboxing. The results underscore kickboxing’s remarkable growth and organisational strength in the Overberg region.
