“We want to make it clear we are not against housing for Grabouw residents, but we are against how Theewaterskloof Municipality has handled it!” So says PJ van der Westhuizen, chairperson of the Elgin/Grabouw Taxpayers Association (EGGRA) regarding the Gypsy Queen development.
He said TWK had deviated from the original plans for Gypsy Queen, and now it wants to build HOP houses on plots of 7 m x 15 m. “This small space must accommodate one’s house, garden, parking space, washing line, place for children to play and even to keep chickens. Further-
more, TWK wanted to zone the area as residential Zone 2, which means formal houses and informal structures would be allowed on the same properties.
“We ask that the municipality rather focus on Flisp housing (Finance Linked Individual Subsidy Programme) for this development. Flisp is there to help first-time home buyers who have a combined household income of R3 501 to R22 000 per month. It gives you a onceoff government subsidy to help with the purchase or construction of your first home.
“What further grieves the ratepayers is the fact that the planned housing is at the entrance of the town and next to

an established residential area, which according to residents will not only create a poor impression of the town, but will also affect the property values of the adjacent residential area.”
Furthermore, the community claims it was not informed at all about the change to Gypsy Queen, but according to TWK it was advertised in the Hermanus Times in February It stated: “The application, including the latest layout, was advertised in the newspaper and registered notices were sent to potential interested and affected parties, as prescribed under the land-use regulation. In this period members of the public were invited to provide feedback on the appli-

cation. The process is still ongoing.”
Residents say they have done everything in their power to prevent the development, but felt they were being ignored. Ratepayers held a meeting with TWK mayor Lincoln de Bruyn on 5 March about the situation.
“We have done everything in our power to prevent the new development, submitted representations, held meetings, came up with new proposals, but absolutely nothing came of the matter,” Van der Westhuizen said. At a meeting involving TWK and different Theewaterskloof ratepayers’ associations at the end of August, ratepayers agreed they felt very disempowered. To page 2.

From page 1.
On Monday 15 September residents also received a letter from TWK confirming their objections had fallen on deaf ears and the development would proceed. The decision letter reads as follows: The Municipal Tribunal on 7 August 2025 approved the following application in terms of Section 60 of the Theewaterskloof Municipality: Bylaw on Municipal Land Use Planning 2022:Subdivision of Unregistered Erf 8078 (15 4992 ha) to include the following:
• 76 x single residential Zone 1 erven to be used for First Home Finance & Subsidy Assistance (Flisp housing) purposes;
• 467 x single residential Zone 2 (SR72) erven to be used for subsidy housing purposes;
• 67 x single residential Zone 2 erven to be used for Emergency Housing purposes;
• 16 x Open Space Zone 1 erven;
• 1 x Community Zone 2 erf to be used for place of worship purposes;
• 1 x Utility Zone erf to be used for detention ponds and other municipal purposes and
• The remainder to Transport Zone 2 to be used as Public Roads/Streets. According to Van der Westhuizen ratepayers will definitely lodge an objection to the municipality’s decision.

The Hermanus man who was arrested in June for the possession of child pornography brought an application before court on Friday to request that he no longer remain under house arrest as set out in his bail conditions.
There was a huge outcry from the public following reports that the 41-yearold man had been released on bail of R10 000 after his first appearance in the Hermanus Magistrates' Court on Monday 9 June. Some demanded that the IT specialist be named and shamed while others demanded that he be locked up in a cell and the key thrown away.
The accused made his second appearance in the Hermanus Court on Friday 12 September dressed in a blue jean, white shirt and brown leather shoes. As part of the application requesting that the bail conditions be amended, the accused’s lawyer read out an affidavit in which he stated that as the owner of a laser-engraving business and IT-services provider being under house arrest is difficult as he often has to meet with clients, source materials and deliver his products. It was also stated that the coming months are “peak season” for generating income and that his livelihood depends on it.
The State indicated that after having

spoken to the investigating officer who confirmed that the investigation has been finalised, it would not oppose the application to have the bail conditions amended.
The case was postponed to 31 October for the Director of Public Prosecution’s instructions on what platform (regional or high court) the case will be heard.
The accused was arrested in June by members of the Western Cape serial and electronic crime investigation unit (SECI) for the possession and distribution of child sexual-abuse material (child pornography).
Lieutenant Colonel Amanda van Wyk, a national police spokesperson, reported in June that the arrest was made following a tip-off from the National Centre for Missing and Exploited Children (NCMEC) in the USA.
“Investigation by the Western Cape SECI team led to tracing and locating the suspect in Hermanus,” Van Wyk stated.
“Various digital devices found in his possession were seized during the arrest.”

Deveney Nel was last seen alive with the young man who stands accused of her gruesome murder and whose DNA was found at the crime scene, on her body and on her clothes.
The 18-year-old man also faces charges of rape and attempting to defeat or obstruct the course of justice. The last charge stems from the fact that he reportedly placed young Deveney's cellphone and her blue ribbon on another man's Opel Corsa bakkie "with the intention of diverting the investigation" .
The deceased's cellphone, said the State, was later found by the accused's mother. The State, however, did not elaborate on how the cellphone came to be in possession of the accused's mother. These facts came to light during the accused's pre-trial hearing in the Cape High Court on Friday 12 September.
The accused cannot be named as he is being tried under the Child Justice Act because he was a minor at the time of his arrest on 16 August 2024, hours after attending a memorial service for the young girl that was restricted to staff and learners of Hoërskool Overberg and learners' parents.
It is said both Deveney and her alleged killer were part of the school's first aid team at a sports event held at Hoërskool
Overberg in Caledon on the fatal day. According to the State young Deveney was last seen alive with the accused as they walked towards the school building. When Deveney failed to show up for her lift from the school in Caledon to their home in Grabouw, her mother reported her as missing. The accused allegedly assisted with the search for Deveny whose body was discovered later that day (Wednesday 7 August 2024) in a storeroom on the school premises. She had been stabbed “approximately seven times” and had sustained other injuries.
The case has been postponed to 27 October in order for the accused to consult with his lawyer. The accused's mother has since applied for interdicts against Tanya Bippert, an activist, One Billion Rising SA's national co-ordinator Lucinda Evans, a woman from Grabouw and Julian Jansen, a well-known journalist and the author of a number of books including The Murder of Deveney Nel The case in the Grabouw Magistrates' Court will be heard again on Friday 26 September. Evans called on the public to assist with donations towards travelling and accommodation expenses of Deveney's mother Lida and activists who will have to travel from the Overberg to Cape Town for the trial. Those who would like to make a donation can contact Lucinda Evans on 073 424 4665.

If you’re buying or selling property for the first time, the transfer process might seem a li le overwhelming. Here are tips to make the experience a bit less daunting.

1. What does a conveyancer do? He/she is a specialised a orney who oversees the legal work involved in transferring property ownership. They ensure all paperwork is in order, manage payments like transfer duty, clear outstanding municipal rates, and lodge documents at the Deeds Office. Their job is to make sure everything runs legally and efficiently.
2. How long does a property transfer take? Most property transfers take around 8 to 12 weeks, depending on how quickly documents are submi ed and how long it takes to get rate clearance from the municipality. Once the transfer is lodged, registration at the Deeds Office usually takes about 7 to 10 working days.
3. What costs should I expect during a transfer? Transfer duty (if applicable): a tax paid to SARS, based on the purchase price. Conveyancing fees: a legal fee for the work done by the conveyancer. Deeds Office fees: a registration fee based on the property value. Municipal clearance: any outstanding rates or taxes must be paid before transfer. The seller covers rates and taxes up to the date of registration, while the buyer is responsible for most of the legal and registration fees.
4. Who chooses the conveyancer? In South Africa, the seller usually appoints the conveyancer. Although the buyer doesn’t get to

choose, it’s still important for them to stay in close contact with the conveyancer to make sure all payments, documents, and obligations are handled correctly.
5. What if there are unpaid municipal charges? The transfer cannot go through unless a clearance certificate is issued by the municipality. The seller is responsible for settling any outstanding rates and taxes before the property can be registered.
6. Can I do a property transfer without a conveyancer? No. Property transfers must be handled by a registered conveyancer. It’s a legal requirement in South Africa. A conveyancer protects both parties by ensuring the transaction complies with all regulations and is properly recorded at the Deeds Office.
7. What happens a er the transfer is registered? Once registered, the buyer officially becomes the legal owner. The conveyancer will provide confirmation and the new title deed.
8. What are the buyer and seller each responsible for? The seller must provide documents like the title deed and clearance certificates. The buyer must pay transfer duty (if applicable), registration fees, and sign the required legal documents.
9. Why is proper registration so important?
Until the transfer is recorded in the Deeds Office, the seller remains the legal owner. If the property isn’t properly registered, the buyer cannot legally take ownership.

“Make it happen,” is Denis Brandjes’s motto, and one that he is bringing to the Rotary Club of Hermanus (RCH) as its newly-inducted president. He has a deep commitment to community empowerment and intends to use his extensive background in education and technology to help improve the greater Hermanus area.
“My passion is working with projects to empower communities,” he said about his vision for his term, which runs until July 2026. “I will do whatever I can to enrich this community and maximise its resources for good.” As president he oversees the work of the Club’s 40 plus members and 11 committees, which run projects ranging from specialised eye care, including cataract operations, to Pebbles Skills Development Centre and Camphill Village and
School. Brandjes’s background is in Education and supporting education is one of the main pillars of Rotary International (RI), the organisation of which the club is part. The Hermanus club is committed to Early Childhood Development (ECD) and is undertaking the revitalisation of Woelwaters Crèche in Mount Pleasant. A similar project in Hawston last year successfully restored Sonstraaltjies Crèche. Brandjes is enthusiastic about legacy projects, long-term commitments that leave a lasting impact such as Rotary Way, the Hermanus Cliff Path and the renovation of the viewing deck at Swallow Park, to be known as Rotary View.
A graduate of the former Johannesburg College of Education, he taught at Parktown Boys High School in Johannesburg before becoming involved in Information and Communication Technology and its application to educational support. He was the first executive director of School-
Net South Africa, a non-profit at the forefront of digital education and teacher development. A relative newcomer to the Hermanus area, Brandjes hails from Benoni, where he was inducted into the Rotary Club of Benoni Aurora in 2010 and became president in 2014. Brandjes said he thought long and hard before joining Rotary. “I was seeking an organisation that could multiply my efforts many times over,” he says. And that is Rotary in a nutshell.
The individual clubs, of which there are more than 46 000 internationally, operate independently but are affiliated with Rotary International. The clubs are eligible for donations from RI and other member clubs. Much of the efforts of the more than 1.4 million members is devoted to fundraising, always with the motto Service above Self.
The Bargain Box, a beloved second-hand shop in town, is the major fundraiser

and operates with the active participation of the community as well as Rotarians. Brandjes has transitioned into the real estate profession and presently operates through RE/MAX Wine and Whales in Hermanus, a move that enables him to allocate his time to the multitude of club activities. His wife, Samantha, is a public relations professional who also is devoted to service and runs a sports team foundation. She recently knitted 40 beanies for the children at Pebbles. RCH has an active Knitting for Love project, which works with the community to knit beanies, sweaters and blankets for babies and kiddies. Rotary Club members are at work on Hermanus Christmas Carols, an annual Nativity event and fundraiser which has involved the community since 1968.

Steak Florentine: Jy benodig ’n goed verouderde T-been-skyf van so 6,5 cm dik (omtrent 1,3 kg)
Growwe Kalahari-sout
So maak jy:

Peri-peri-hoender
1 groot hoender
2 eetlepels botter
2 fyngemaakte knoffelhuisies
3 brandrissies (5 of meer vir ’n bietjie meer skop)
1 eetlepel suurlemoensap
1 eetlepel olyfolie

DR Sports has announced its upcoming athletics training camp to be held on 9-10 October at Curro Hermanus.
This two-day event will bring together some of South Africa’s leading athletes and coaches for a camp unlike anything the Overberg region has hosted before. The camp is limited to 100 primary and high school athletes and will provide specialised coaching across all track and field disciplines. Each discipline will be led by a specialist coach with proven national or international experience, supported by additional assistant coaches to ensure that every athlete and every item receives focused attention.
This is more than just a training camp. Every athlete will receive a certificate of participation, compete for prizes awarded to the top-performing athletes and will also receive a guided two-month training programme to help them maintain and build on their prog -

The world-class coaching line-up includes: • Henricho Bruintjies: Olympic sprinter, Commonwealth Games silver med -
alist and one of South Africa’s fastest men (100 m in 9.97 seconds).
• Duwayne Boer: Long- and triple jump specialist.
• Chad Herman: National javelin cham -

• Darren de Bruyn: u-20 African championships bronze medalist sprinter.
Additional support coaches will be added to the roster. Speaking about the initiative, Hernricho Bruintjies said:
“This camp is unique, not only because of the level of expertise athletes will have access to, but because it is designed to enrich lives. Every athlete will leave with new skills, a structured training programme and the confidence to improve long after the camp. Nothing like this has ever been hosted in the Overberg. It is the start of something that will inspire athletes and uplift communities at the same time.”
The entry fee of R1 300 per learner includes lunch on both days. Entries are limited to 100 learners. A portion of the proceeds will be donated to Swartberg Primary School in Caledon, reinforcing DR Sport’s mission to uplift both athletes and the communities that support them.
The organisers view this camp as a first step in a long-term vision: combining elite level athletic development with tangible community impact. To book, or for additional information, contact: drsportptyltd@gmail.com or Darren de Bruin on 060 506 5427.
Three days of pure mountain biking bliss, where rolling vineyards meet rugged terrain, and every pedal stroke takes you deeper into South Africa’s most spectacular landscapes.
The FNB Wines2Whales isn’t just another mountain bike race – it’s a journey that combines world-class wine country with heart-pumping single track adventures that will leave you breathless... This unique MTB race will be held from 31 October - 9 November and boasts three events within its umbrella of races, the Chardonnay, the Pinotage and the Shiraz.
• The Chardonnay Women’s Weekend will be held from 31 October2 November and according to the race organisers you don’t have to be a racing-focused woman to enter, but you have to be okay with them getting all the attention. The 61 km route will take you from Benguela Cove to the Oak Valley Estate in Grabouw.

• E-Bikes have become increasingly popular on the trails and to meet that demand FNB W2W introduced an E-Bike Tour and an E-Bike Race in the mid-week Pinotage event from 3-5 November. This route with the reputation of being the most laid back and relaxed of the three events, The Pinotage (67 km) sees the highest number of FNB Wines2Whales first-timers.
• The Shiraz (7 -9 November 2025) takes place over the last weekend of the race and has the reputation of taking up the pace a notch or two. While the Chardonnay celebrates the Women’s racing category, the Shiraz celebrates Men’s, Mixed and Exxaro teams racing categories in addition to honouring the determination of the rest of the field as they compete in their respective age categories.
